Linear feet of shelf space occupied: 114 Approximate number of pages: 222,000 Approximate number of items: 100,000 An instrument of gift for these papers was signed by Mr. Brownell in June 1988. Literary rights in the unpublished writings of Mr. Brownell in this collection and in all other collections of papers received by the United States have been donated to the public. Under terms of the instrument of gift the following classes of documents are withheld from research use: 1. Papers which constitute an invasion of personal privacy or a libel of a living person. 2. Papers which are required to be kept secret in the interest of national defense or foreign policy and are properly classified. SCOPE AND CONTENT NOTE Herbert Brownell, lawyer, politician, and Attorney General of the United States, was born in Nebraska in 1904 of New England ancestry. His father, Herbert Brownell Sr., was a college professor who taught science education at the University of Nebraska for many years. His older brother Samuel also became a teacher and served as Commissioner of Education during the Eisenhower administration. Their mother, May Miller Brownell, was the daughter of a minister in upstate New York. Her uncle William Miller served as Attorney General during the Benjamin Harrison administration. After majoring in journalism at the University of Nebraska Brownell received a scholarship to Yale Law School. -

Klimas, M.A. * * * * * The Ohio State University 2007 Dissertation Committee: Approved by Professor David Stebenne, Advisor Professor John Guilmartin Advisor Professor James Bartholomew History Graduate Program ABSTRACT This study examines Congress’s role in defense policy-making between 1955 and 1968, with particular focus on the Senate Armed Services Committee (SASC), its most prominent and influential members, and the evolving defense authorization process. The consensus view holds that, between World War II and the drawdown of the Vietnam War, the defense oversight committees showed acute deference to Defense Department legislative and budget requests. At the same time, they enforced closed oversight procedures that effectively blocked less “pro-defense” members from influencing the policy-making process. Although true at an aggregate level, this understanding is incomplete. It ignores the significant evolution to Armed Services Committee oversight practices that began in the latter half of 1950s, and it fails to adequately explore the motivations of the few members who decisively shaped the process. SASC chairman Richard Russell (D-GA) dominated Senate deliberations on defense policy. Relying only on input from a few key colleagues – particularly his protégé and eventual successor, John Stennis (D-MS) – Russell for the better part of two decades decided almost in isolation how the Senate would act to oversee the nation’s defense. -

John W. “Bill” Roberts Papers, 1973-77 Oral Diary, July 24-September 12, 1974 In 1991, Bill Roberts donated to the Gerald R. Ford Presidential Library 14 linear feet of papers covering his work as an assistant press secretary to Gerald R. Ford during both the vice presidency and presidency. The collection includes Roberts's personal observations and recollections, which he tape- recorded every few days during July, August, and September 1974. These recollections, on four audio cassettes, provide insight into the last days of the Ford vice presidency, the transition to the presidency, and the persons and personalities involved in the events. The diary begins and ends abruptly, and it is sporadic. It covers only this brief period in time and is not part of a more complete diary. The Ford Library created the transcript that appears on succeeding pages of this document. Roberts, 7/24/74-9/12/74 - 1 July 24, 1974 Wednesday I'm starting this recording on July 24th. On the morning of July 24th, the Supreme Court, 8-0, ordered the President to surrender the tapes. The Vice President heard about this shortly after the Court decision was made public and decided that he wouldn't say anything as far as the press was concerned until or unless the President made some sort of response. We had quite a problem in fending off the press inquiries which were coming in at a great rate. The complicating factor was that CBS that day had chosen and been given the chance to follow the Vice President wherever he went, photograph him, and do a day in the life of the Vice President. -

It has governed the way the United States has organized, planned, and conducted military operations for the last twenty five years. It passed the Senate and House of Representatives with margins of victory reserved for birthday and holiday resolutions. It is praised throughout the U.S. defense establishment as a universal good. Despite this, it engendered a strong opposition movement organized primarily by Navy Secretary John F. Lehman but also included members of the Joint Chiefs of Staff, prominent Senators and Congressman, and President Reagan's Secretary of Defense Casper Weinberger. This essay will examine the forty year background of defense reform movements leading to the Goldwater Nichols Act, the fight from 1982 to 1986 by supporters and opponents of the proposed legislation and its twenty-five year legacy that may not be as positive as the claims made by the Department of Defense suggest. -

That phrase captures one way in which an educated person approaches the world and its challenges. Students who graduate from the University of Maryland have been exposed to the tools that allow them to put that perspective to work. Imparting such a perspective may be an ambitious project for undergraduate education, but to aim for anything less would be unworthy of a great university’s goals for its students. Thirteen years ago, Promises to Keep, a plan for undergraduate education at Maryland, articulated those goals so eloquently we repeat them here.
