WIS 83 would be detoured during construction and WIS 16 would require single-lane closures and possible full closures to complete the bridge deck removal and girder painting. WisDOT’s Standard Specification 107.8(6) states “Check for and comply with local ordinances governing the hours for operation of construction equipment. Obtain the engineer’s written approval for operations from 10:00 P.M. until 6:00 A.M.” The City of Delafield has a policy which only allows construction during the following hours: 7 AM to 7 PM Monday through Friday, 8 AM to 5 PM Saturday; no construction is allowed at night or on Sundays. However, it is WisDOT’s preference to perform work requiring WIS 16 full closures during night time hours in order to avoid significant traffic delays. For this project, peak hours of traffic are considered to be 6 AM to 9 AM for WIS 16 eastbound and 2 PM to 7 PM for WIS 16 westbound. The recommended construction option is to complete the bridge deck removal and girder painting with a full WIS 16 freeway closure at night between the hours of 7 PM and 6 AM, when traffic on WIS 16 is relatively light. The WIS 16 detour would follow the WIS 83 interchange exit and entrance ramps. We are estimating it would take approximately a total of 2 weeks of a full WIS 16 freeway closure at night to remove the existing bridge deck and paint the girders (4 nights for the deck removal and 6 nights for girder painting). A second option analyzed is to complete all work for the deck removal and girder painting during daytime off-peak hours with a full WIS 16 freeway closure. The WIS 16 detour would follow the WIS 83 interchange exit and entrance ramps. This option would double the amount of time needed to remove the deck and paint the girders and would result in significant traffic delays, compared to the recommended option. Additional constructability options were explored but were determined to not be feasible due to decreased safety and increased user delay. A table of pros and cons for the two most feasible options (the options stated above) is shown below. Night Work – Full Freeway Closure Daytime Work - Full Freeway Closure (Preferred option) Off-peak Hours Details Bridge deck removal and girder painting Bridge deck removal and girder painting would would be done during the night from 7 PM be done during daytime off-peak hours which to 6 AM. WIS 16 traffic would be detoured is 9 AM to 7 PM for WIS 16 EB and 7 AM to 2 to the WIS 83 service ramps. All other PM for WIS 16 WB. WIS 16 traffic would be work would be done during daytime hours detoured to the WIS 83 service ramps during utilizing off-peak single lane closures. these hours. All other work would be done utilizing off-peak single lane closures. Pros V Least amount of delay for motorists; V No noise disturbance at night traffic is relatively low at night and V Safer to perform work away from live long queues are not anticipated. traffic V Safer to perform work away from live traffic V A longer block of time at night would allow the contractor to complete the work faster than during the day.

2015 - HARVARD-YENCHING THE SYMBOL OF THE DRAGON AND WAYS TO SHAPE CULTURAL IDENTITIES IN INSTITUTE WORKING VIETNAM AND JAPAN PAPER SERIES Nguyen Ngoc Tho | University of Social Sciences and Humanities, Vietnam National University – Ho Chi Minh City THE SYMBOL OF THE DRAGON AND WAYS TO SHAPE 1 CULTURAL IDENTITIES IN VIETNAM AND JAPAN Nguyen Ngoc Tho University of Social Sciences and Humanities Vietnam National University – Ho Chi Minh City Abstract Vietnam, a member of the ASEAN community, and Japan have been sharing Han- Chinese cultural ideology (Confucianism, Mahayana Buddhism etc.) and pre-modern history; therefore, a great number of common values could be found among the diverse differences. As a paddy-rice agricultural state of Southeast Asia, Vietnam has localized Confucianism and absorbed it into Southeast Asian culture. Therefore, Vietnamese Confucianism has been decentralized and horizontalized after being introduced and accepted. Beside the local uniqueness of Shintoism, Japan has shared Confucianism, the Indian-originated Mahayana Buddhism and other East Asian philosophies; therefore, both Confucian and Buddhist philosophies should be wisely laid as a common channel for cultural exchange between Japan and Vietnam. This semiotic research aims to investigate and generalize the symbol of dragons in Vietnam and Japan, looking at their Confucian and Buddhist absorption and separate impacts in each culture, from which the common and different values through the symbolic significances of the dragons are obviously generalized. The comparative study of Vietnamese and Japanese dragons can be enlarged as a study of East Asian dragons and the Southeast Asian legendary naga snake/dragon in a broader sense. The current and future political, economic and cultural exchanges between Japan and Vietnam could be sped up by applying a starting point at these commonalities.
