WHEREAS , as a nationally ranked team with the SSSF the Kettle Moraine Lasers Shooting Team is an official feeder program to the USA Shooting and U.S. Olympic Team. WHEREAS, the Kettle Moraine Lasers Students represents the City of Delafield in a positive and meaningful way, we applaud the efforts of the educators, parents and volunteers to broaden the reach and the purpose of the team to other student athletes in Delafield WHEREAS, the Kettle Moraine Lasers Varsity Team placed first in the State of Wisconsin High School Sporting Clays completion in 2017 and the Junior Varsity, Intermediate and Rookie Team also placed in the State Events WHEREAS, members of the team were honored as All-State, All-American and Scholastic Award Winners and several member placed in the 2017 American National Finals. WHEREAS, the mission of the team is to provide, promote and perpetuate opportunities for young athletes to safely and enjoyably participate in a high quality, team-based sports and to help young athletes reach their potential of becoming the best athletes—and young adults—that they can be. Now therefore, I, Michele DeYoe, Mayor of the City of Delafield, hereby declare today July 17th, 2017 as Kettle Moraine Laser Shooting Team Day and encourage all citizens to join me in special observance of this day. _______________________ Michele DeYoe, Mayor MEMORANDUM TO: Tom Hafner, City of Delafield FROM: Katie Nakles, EMCS Project Engineer CC: Nguyen Ly, WisDOT Project Manager Dave Brose, EMCS Project Manager Brian Wilson, EMCS Senior Project Engineer DATE: May 24, 2017 RE: Construction Hours of Operation for Deck Removal & Girder Painting Project ID 1330-10-02/72 WIS 16 WIS 83 Interchange Waukesha County This memo shows a comparison of construction work hour options for the bridge deck removal and girder painting of the proposed WisDOT project for the WIS 83 bridge over WIS 16 in the City of Delafield. WIS 83 would be detoured during construction and WIS 16 would require single-lane closures and possible full closures to complete the bridge deck removal and girder painting. WisDOT’s Standard Specification 107.8(6) states “Check for and comply with local ordinances governing the hours for operation of construction equipment. Obtain the engineer’s written approval for operations from 10:00 P.M. until 6:00 A.M.” The City of Delafield has a policy which only allows construction during the following hours: 7 AM to 7 PM Monday through Friday, 8 AM to 5 PM Saturday; no construction is allowed at night or on Sundays. However, it is WisDOT’s preference to perform work requiring WIS 16 full closures during night time hours in order to avoid significant traffic delays. For this project, peak hours of traffic are considered to be 6 AM to 9 AM for WIS 16 eastbound and 2 PM to 7 PM for WIS 16 westbound. The recommended construction option is to complete the bridge deck removal and girder painting with a full WIS 16 freeway closure at night between the hours of 7 PM and 6 AM, when traffic on WIS 16 is relatively light. The WIS 16 detour would follow the WIS 83 interchange exit and entrance ramps. We are estimating it would take approximately a total of 2 weeks of a full WIS 16 freeway closure at night to remove the existing bridge deck and paint the girders (4 nights for the deck removal and 6 nights for girder painting). A second option analyzed is to complete all work for the deck removal and girder painting during daytime off-peak hours with a full WIS 16 freeway closure. The WIS 16 detour would follow the WIS 83 interchange exit and entrance ramps. This option would double the amount of time needed to remove the deck and paint the girders and would result in significant traffic delays, compared to the recommended option. Additional constructability options were explored but were determined to not be feasible due to decreased safety and increased user delay. A table of pros and cons for the two most feasible options (the options stated above) is shown below.
