1. INTRODUCTION

1.1 Welcome.

Welcome to the Rally Principe de Asturias, reaching this year the golden jubilee in its 50th year, making this rally the oldest and most recognized in the Spanish rally championship.

This renowned event runs along the roads from the Principality of Asturias, and it has the headquarters in the capital of the Region, Oviedo. This year, the Service Park and the special stages will be in Cangas del Narcea, a new route in the history of Prince, but with a great tradition in the motoring world, however this rally is the Asturias Rally, joining Oviedo and Cangas del Narcea, valleys and mountains, without forgetting the people’s hospitality and the richness of its culture and traditions.

Its landscapes, beaches and exquisite cuisine, makes Asturias a Natural Paradise and for sure an unforgettable place. Its visitors will love to come back and learn more in depth, from the organization of the rally we will encourage to make it.

They are more than a hundred thousand people watching a live Prince of Asturias rally, one more reason why we are trying to put all the necessary security measures for its normal development and exaltation of our sport. We hope that this summary we present here, will gets the target of make your stay with us easier.

1.2 Summary of the Event.

The Rally Principe de Asturias 2013 is because its route, one of the most selective race for the championships that takes part, the European Rally Cup in maximum coefficient, the Spanish Championship and Asturian Championship. This year with an importantACPA presence in Cangas de Narcea, in the southwest of Asturias, a natural treasure, without forgetting Oviedo, our capital and the headquarter and symbol of the Rally, with its unconditional support during the last years.

On Friday, September 13th checks will be made, and start ceremony from the heart of Oviedo. On Saturday, September 14th will host the first stage, with 7 sections and nearly 140 miles of speed.

On Sunday 15th of September, it will be held the 2nd stage with 4 passes to two different sections to complete the 200 km speed.

4. DETAILS FOR ENTERING THE EVENT

4.1 Championships the rally is eligible for

4.2 Registration requirements

Any licence holder who wishes to participate in the 50th Rally Principe de Asturias should send the registration form duly completed to the secretariat of ACPA. The form can be found at www.rallyprincipe.com The deadline for the acceptance of completed entries is Monday, 2th of September 2013, at 19:00. The maxim number for registration will be 100.

Should the form be either faxed or emailed, the deadline for the original to reach the secretariat is Wednesday 4th of September 2013. The registration will only be valid if it’s complete in all its sections, duly signed and is accompanied of the following:

- The registration fees, or a receipt issued by the ASN of the competitor.

- A recent passport-sized photograph of each member of the team.

- A photocopy of the homologation card of the vehicle entered, showing the number, group and engine size.

- Photocopy of the competitor’s licence, as well as of each member of the team. ACPA

- In the case of international competitors, the entry form must be signed and stamped by their respective ASN.

Not complying with these indications will result in the competitor not being authorised to participate in the event.

4.5 Payment of registration fees

Registration fees must be paid by bank transfer or direct deposit into the Organiser’s account, details as follows: BANK BANCO HERRERO IBAN / SWIFTBIC ES22 0081 5051 50 0001815985 / BSAB ESBB

If payments are made by bank transfer, it’s necessary to send to the Organiser’s secretariat a copy of the receipt, in order to ensure that payment has been made before the closing date for entries. Payment for GPS systems will be made directly to the person providing them.

Bank cheques are NOT accepted.

4.6 Provisional entry list

At the time of finish this guide, registration for the 50th Rally Principe de Asturias is still open.

The entry list will be published on the rally’s website www.rallyprincipe.com September 4th.

5. SERVICE PARK

5.1 Situation.

There will only be one Service Park during the Rally:

Cangas del Narcea Ferial Park – La Imera – CANGAS DEL NARCEA ACPA Timetable:

Open: Friday, 13th of September at 10:00h.

Close: Sunday 15th of September at 20:00h.

The layout of the Service Park will be published on Monday 9th of September at 10:00h.

It’s strictly forbidden for the teams to make holes in the ground. Not complying with this rule will result in the Stewards being notified, who could give the participant a financial sanction of up to 3,000 €.

5.2 Access.

th Service vehicles can access the service park from 10:00h on Friday 13 of September.

Only vehicles accredited with the appropriate plates, distributed by the organisers, can access their respective parking areas.

SERVICE plates: Access to the service area of the teams. AUXILIARY plates: Access to the parking area located a few meters away from the Service Park. GUEST, ORGANITATION AND PRESS plates: Access to the parking locates a few meters away from the Service Park.

During administrative checks, plates will be distributed to all the teams, following the applicable regulations.

5.3 Services Available

The following services will be arranged by the organization at different points in the park: • General lighting in all the area of the Service Park. • Toilets for public usage. • Rubbish bins. • WIFI Internet access (variable availability depending on location and coverage).

5.4 Requests for extra space:

Teams which, for logistic reasons, need to close to each other, or have any other specific request, should put their requirements in writing through the email address [email protected] The organizer will make every attempt to satisfy the needs of all teams. Requests must be received before September, 5th. After this date, and once that the park’s distribution is final, no requests for change will be ACPAaccepted.

6. TWO-WAY RADIO

All the GSM phones are exempt from having a license. For radio transmissions of a different kind, participants must request permission to the relevant authority:

7. FUEL/TYRES

7.1 Fuel.

This year, like last year there is no obligatory fuel. There will be two refueling areas listed in the road book, one to exit the Service Park of Cangas del Narcea and the other nearby in AS-213 road.

All cars must carry sufficient quantity of fuel to cope with a distances published.

Inside the RZ the crews must observe the rules given in 2013 FIA Regional Rally Championships Sporting Regulations (RRCSR, Art. 58) and comply with the instructions given by the Marshal in charge.

7.2 Tyres. ACPA There will be areas destined to mark tyres, and areas to control the marking (please refer to Road Book).

Tyres to be used during the rally:

There won’t be a special specification of tyres to be used in this Rally. The tyres used during this rally must comply with the specifications outlined in the Sporting Regulations of the 2013 FIA Regional Rally Championships (Article 60, and Appendix IV of the European Rally Championship).

Tyres to use during reconnaissance:

The tyres used during this rally must comply with the specifications outlined in the Sporting Regulations of the 2013 FIA Regional Rally Championships (Article 20.2).

Requirements of the Spanish legislation:

There aren’t any specific requirements for the use of tyres in the Spanish legislation. All the applicable laws are similar to other countries in the EU.

8. IMPORTATION OF VEHICLES AND PARTS

From the European Union:

Competitors coming from the European Union don’t need to obtain any authorization for the temporary importation of vehicles and teams with the purpose of participating in the Rally Principe de Asturias 2013.

From outside the European Union:

If a rally car, a service van and/or spare parts are being brought from outside the European Union, they should be reported to the Customs Authorities when they arrive to Spain. Please, contact the relevant authorities ahead of time:

9. HELICOPTERS

9.1 Registration procedure

According to the FIA directions for the use of helicopters, all the helicopters supporting the caravan must be registered with the organizers. It’s intended that, as a safety measure, there will be a protocol for the use of the Rally’s airspace, and only registered users will be able to fly in that airspace.

All pilots will receive an information booklet with timetables, maps and other useful information about the Service Parks, the stages; GPS coordinates, refuelling information, radio frequencies used and much more. There will be an administrative charge of 1,000 € (VAT not included) for this service.

11. HOTEL AND ACCOMODATION BOOKINGS

12. RECONNAISANCE

12.1 Register.

Wednesday 11th of September, 11:00 – 14:00 and 15:30 to 21.30: Documentation collection and collection of reconnaissance GPS.

At the Rally HQ (Principe Felipe Auditorium in Oviedo). Specific regulations will be published.

12.2 Regulations and restrictions.

All the operations relating to reconnaissance of the stages must be done using only production vehicles, in accordance with the dispositions in the Sporting Regulations for the 2013 FIA Regional Rally Championships (Article 20.2). Reconnaissance vehicles must be insured according to the current legislation in Spain, without leaving any liability to the Organizers. ACPA To start the reconnaissance it’s compulsory that the vehicle is duly identify with the corresponding stickers, and also have the reconnaissance card facilitated by the Organizers.

The reconnaissance sticker must be affixed during reconnaissance on the top right of the front and back windscreen.

During the reconnaissance number of passages on the special stages is limited to TWO.

Special stages 1, 2, 3, 8 and 9 are the same as special stages 5, 4, 6, 10 and 11 respectively, and may then only be driven as one stage during reconnaissance.

The number of passages will be checked with a passage control card.

Competitors must stop at each Start control and at each Stop control of every Special Stage, which will clearly indicated, and it is there where Rally Officials will sign the reconnaissance form.

The presence of drivers and/or co-drivers on a special stage, in any way, whatsoever will be considered as reconnaissance.

It’s forbidden to run the stages in the opposite direction.

All the reconnaissance´s of the rally route has to be done at reasonable speed, in accordance to the traffic rules.

The maximum speed during reconnaissance of special stages is fixed at 80 km/h, except where there are speeds limit sings and through villages or towns (50 km/h).

We would like to emphasize that this is reconnaissance and no training. Participants must comply with traffic regulations, respect safety dispositions and the rights of the other users of the road.

Installation of the GPS for speed control.

It’s compulsory for all participants to install a speed control device (GPS) in their reconnaissance vehicles. The information about places and times of installation of these devices is specified in section 3, “Program”, of this Guide and in supplementary regulations.

Any attempt to manipulate the GPS device installed in the reconnaissance vehicles, or the use of any device interfering with the correct functioning of the same, will be notified to the Stewards, who may impose a penalty, including disqualification from the event.

13. SCRUTINEERING, MARKING AND SEALING

13.1 Date, time and place.

Sealing and marking components (competitors not included into FIA-EC entry list) Place: Service Park – Cangas del Narcea – Ferial Park. Date: Saturday, 14th of September 2013. Time: 08:00 - 10:30 (according to given timetable).

Scrutineering for all competitors and sealing & marking components for competitors included into FIA-EC entry list.

Place: Carlos Tartiere Stadium Oviedo Date: Friday, 13th of September 2013 Time: 09:00 – 14:00 (according to given timetable).

Individual times will be published Wednesday 05/09/2013 at 19:00h.

13.2 Final Scrutineering.

Final scrutineering will take place on Sunday 15th of September at 15:45 at:

Vehicles subjected to final scrutineering (by decision of the Stewards of the Meeting) must take to the final verifications a representative per each vehicle, as well as mechanics (in case part of the car needs to be dismantled).

14. SHAKEDOWN

14.1 General information

There will be no Shakedown at 50 Rally Prince of Asturias 2013.

15. START PROCEDURE

The Start Ceremony is compulsory for all the vehicles entered and will take place on Friday 13th of September at 18:00h, on the Start Podium. All the participating vehicles must take the start in the established order on the list of authorized vehicles to start the first leg of the rally.

Before the Ceremonial Start, the vehicles must be grouped in a Start Area between 17:00 – 18:00, located in Fruela Street and Escandalera Square, in Oviedo center.

The participants or the members of the team designated by them must take the cars to that Start Area. The participants must wear homologated fireproof overalls.

Entering with an over 15 minute delay in the Ceremonial Start Area will carry a penalty of 120 €. (The time limit to enter the Start Area will be 17:30h on the FridayACPA 13th of September).

The initial start interval will be of 30 seconds, in order to speed up the Ceremony. If necessary, this interval will change, not being compulsory to have the same distance between all participants.

If a team cannot take place in the Ceremonial Start, it will be allowed to take the start of the first leg on Friday at its starting time, as long as the Stewards of the Meeting have been notified during their meeting and that the pertinent administrative verifications have been completed. However, the team must be present, without the vehicle, at the Ceremonial Start.

16. FINISH PROCEDURE

Participants are allowed to arrive ahead of time and without incurring a penalty to the timing controls 7D (end of first leg) and 11D (end of second leg).

Trophy ceremony: Sunday 15th of September at 14:30, at the arrival podium in Oviedo Ferroviarios Square (La losa).

17. PR ACTIVITIES

This planned development of various promotional activities of 50 Rally Principe de Asturias, such as the official presentation, which will take place at the beginning of the week's rally with the presence of authorities, pilots and organizations, meetings with politicians and sporting authorities an autograph signing by the leading drivers. Times and events will be announced.

The accreditation form will be published on www.rallyprincipe.com. It can also be requested by email, at the [email protected]

The accreditation form must be emailed to [email protected] or exceptionally to ACPA fax 984 281 556.

Deadline for the acceptance of complete accreditation requests (one for person) is the 9th of September 2013.

Requests received after this date or incomplete won’t be considered.

18.3 Services

The main press room, located at the ground floor of the Principe Felipe th Auditorium will be open from Thursday 12 of September for the collection of accreditations and facilitating the work of the media, with computers available, comfortable working spaces and free internet connection, as well as free telephones for the media accredited.

There will be satellite press room at Service Park, may be exceptionally accreditation office at the reasoned request of the media people, with computers available, comfortable working spaces and free internet connection for the media accredited. There will be one information point, which will be open to competitors, press and public. These Service Park th facilities only are open in the competition days, Saturday 14 and Sunday 15th.

The timetable of service to the media will be duly communicated through the event’s official website www.rallyprincipe.com, with enough anticipation and trough an official press release prior to the start of the rally.

18.4 Press conferences

There will be two official press conferences scheduled by the organisers:

• Pre rally press conference: will take place at start podium, located on th Fruela Street and Escandalera Square in Oviedo on Friday, 13 of September at 17:30. The attendants will be named by the organization from among the main drivers participating in the European Rally Cup (FIA-EC) and the Spanish Tarmac Rally Championship.

• Post rally press conference: will take place at the finish podium, th located on Ferroviarios Square (La losa) in Oviedo on Sunday, 15 of September ACPAat 15:00 (scheduled time). The attendants will be name by the organization from among the main drivers classified in the European Rally Cup (FIA-EC) and the Spanish Tarmac Rally Championship.

Depending on the development of the event, these timetables could be modified, which will be notified in advance.

18.5 Media Coverage

Television: TPA (Television del Principado de Asturias) will offer special programs and good summaries of the days. The specific timetables and contents will be duly announced.

Official Radio: RPA (Radio del Principado de Asturias) with a total coverage in Asturias through numerous radio stations on FM and through the Internet, and will have a special coverage of the 50th Rally Príncipe de Asturias. Special programs, live connections and frequencies will be duly announced.

Other radio stations have announced special programming covering 50th Rally Principe de Asturias. Frequencies and special programs will be announced.

21. USEFUL DATA AND SERVICES

21.1 CLIMATE.

Asturias has an oceanic climate, with plenty of rain all year and smooth temperatures both in summer and winter. Due to the abrupt layout of Asturias, there are lots of microclimates, although we could distinguish three main microclimates within the region. First, it would be the climatic area of the coast, with influence from the sea. Secondly, the area of the Soud-West of the region, which is not so influenced by the sea. Lastly, the area of the Cantabric Mountain System, with heavy snowfalls which, in relatively low altitudes, can start in October and continue until May, and where it’s not so rare to see some snow under 2,000 m during the summer months. These microclimates are, respectively: rainy oceanic, interior oceanic and mountain.

Maximum temperature: 36.4ºC (19/06/1998 in Gijón and 07/09/1988 in Oviedo). Minimum temperature: -16.4ºC (03/02/1942 in Mieres). Maximum rains fall in 24 hours: 149.6 mm (26/09/1987 in Gijón). Maximum rains fall in one month: 387.2 mm (October1992 in Asturias Airport). Maximum wind speed: 190 km/h (November 1978 in Oviedo). Maximum days of rain in a month: 29 (October 1972 in Gijón). Maximum days of snowfall in a month: 19 (January 1967 in Mieres). Maximum days of storms in a month: 11 (July 1986 in Oviedo).

Como llegar del Aeropuerto de Asturias a la sede del rally:

Desde el aeropuerto de Asturias, seguir las indicaciones de salida para salir del recinto del aeropuerto. En la rotonda de salida tomar la primera salida en dirección A-8 Oviedo.

A 2,2 Kilómetros en la rotonda tomar la tercera salida, dirección A-8 Oviedo. A 25 kilómetros, en la salida 398, tomar la dirección A-66 Oviedo/León.

Mantenerse en la A-66 bordeando Oviedo y tomar la salida 31 hacia A-63, en dirección O-12/Oviedo/Grado/La Espina. A 850 metros tomar la salida 1 hacia Oviedo centro/Plaza de Castilla.

En la rotonda de entrada a Oviedo, Plaza de Castilla atravesarla y nos encontraremos en la Calle Calvo Sotelo, unos metros más adelante se abre a la derecha la Plaza de la Gesta, donde se sitúa el Auditorio Príncipe Felipe, sede del Rally.

Desde la calle Calvo Sotelo girando a la izquierda por la calle Llamaquique se accede al Parking Llamaquique, concertado por la organización del Rally.

GUÍA DE USUARIO DEL TELÉFONO VÍA SATÉLITE

El teléfono vía satélite tiene un funcionamiento idéntico al de un teléfono móvil normal. La ventaja es que el teléfono tiene cobertura global en toda la Tierra, a diferencia del GSM que se queda sin cobertura en ocasiones. Este teléfono se entrega SIN PIN para que su uso sea más rápido, ya que está pensado únicamente para casos de emergencia. En caso de emergencia, hay que mantener pulsada la tecla 2 y el teléfono llamará al supervisor de guardia. Debido al funcionamiento vía satélite, el coste de las llamadas es muy elevado. El teléfono viene precargado con saldo suficiente como para unos 20 minutos de conversación. Dicho saldo será mostrado al piloto y firmado en un documento en el momento de la entrega. Al devolver el teléfono se comprobará el saldo restante y se verificará si su uso ha sido derivado de una emergencia o no. El uso indebido del teléfono será ACPAnotificado a RFEDA para que se tomen las medidas necesarias.

SISTEMA GPS

En las pruebas puntuables para el Campeonato de España de Rallyes de Asfalto, para el Campeonato de España de Rallyes de Tierra y para el Campeonato de España de Rallyes Todo Terreno, será obligatorio la utilización del sistema GPS oficial de la R.F.E. de A. para todos los equipos inscritos, tanto durante el transcurso de los reconocimientos como durante el del Rallye.

El concursante será el responsable de mantener en todo momento el funcionamiento del GPS, debiendo comunicar a la Dirección Carrera —de forma inmediata— cualquier anomalía. El Director de Carrera lo pondrá en conocimiento del Delegado Técnico de R.F.E. de A. lo más rápido posible. Asimismo, el deportista deberá comunicar cualquier incidencia que le obligara a parar.

Es obligatorio respetar, tanto en reconocimientos como en carrera, las fechas y horas de entrega y recogida del equipo. El incumplimiento de esta norma será notificado a la Real Federación Española de Automovilismo.

Toda información facilitada por los sistemas GPS oficiales (desde su entrega hasta su devolución) puede ser usada por los Comisarios Deportivos para imponer las sanciones previstas.

El incumplimiento de esta normativa, y especialmente las faltas reiteradas a la misma, serán objeto de una penalización –que puede llegar a la exclusión- a criterio de los Comisarios Deportivos (Anexo I- Resumen de Penalizaciones del Reglamento Deportivo).

En la pantalla LCD aparecerán distintos datos como la batería, posición GPS, cobertura, etc.

NOTA MUY IMPORTANTE: Cuando el GPS está parado durante un tiempo pasa automáticamente a un estado de hibernación para ahorrar batería, apagando la pantalla. Se vuelve a conectar (se enciende la pantalla) cuando el vehículo cambia de posición.

No se debe tocar ningún botón. Si el GPS es manipulado o se ha pulsado cualquier botón, graba esta información automáticamente, hecho que se notificará a la Dirección de Carrera.

Instrucciones GPS Reconocimientos

ƒ Los equipos que realicen los reconocimientos deberán incorporar obligatoriamente un sistema GPS que deberá ser instalado en el vehículo que utilicen para los mismos.

ƒ En el Reglamento Particular de cada prueba serán establecidos los lugares y momentos en los que se instalará y retirará el citado sistema.

ƒ La Empresa proveedora (SIT) hará entrega del GPS encendido, conjuntamente con un cargador de mechero. Además, hará el montaje del mismo si hubiera espacio facilitado por el Organizador para ello. En caso contrario dará las explicaciones oportunas para su montaje. En el supuesto que el participante no tenga el vehículo de reconocimiento en el momento de la entrega, éste será responsable de su instalación y perfecto funcionamiento.

ƒ El importe del GPS de reconocimientos está englobado en el coste del GPS de carrera.

ƒ Los aparatos receptores de GPS deberán estar fijados -por medio de velcro- al parabrisas delantero y podrán ser precintados por la R.F.E. de A.

ƒ El Equipo será responsable en todo momento del buen funcionamiento del GPS.

ƒ En caso de que hubiere alguna anomalía deberá comunicarlo inmediatamente a la empresa Proveedora u Organización del Rally. ACPA ƒ Es conveniente que el GPS esté conectado constantemente al mechero del vehículo para garantizar que no se apague en ningún momento.

ƒ Es obligatorio que el GPS esté encendido durante todo el tiempo de reconocimientos.

Instrucciones GPS Carrera

INSTALACIÓN:

Los aparatos receptores de GPS deberán estar fijados -por medio de velcro- en la consola central del salpicadero. La posición del aparato receptor de GPS deberá quedar fijada en un plano superior al pomo de la palanca de cambios, de tal forma que piloto y copiloto, sentados en los asientos y sujetos por los cinturones de seguridad, puedan accionar cualquiera de los botones del aparato receptor de GPS.

FUNCIONAMIENTO:

Pulsador SOS: (uso obligatorio sólo en caso de EMERGENCIA)

• El Pulsador SOS se deberá usar ÚNICAMENTE en caso de EMERGENCIA.

• Se deberá mantener pulsado durante 5 segundos en el momento que el equipo participante sufra o vea algún accidente que precise de ayuda médica. Al apretar el pulsador, se activa automáticamente la conexión por voz con la Dirección de Carrera.

• En caso de tener que abandonar el vehículo con urgencia (por ejemplo: incendio o vuelco) el GPS podrá ser extraído del vehículo y utilizarse como un teléfono móvil.

• El uso indebido del mismo, o la utilización para comunicar cualquier otro motivo que no sea ayuda médica, será comunicado inmediatamente a los Comisarios Deportivos.

• Cuando el Director de ACPACarrera, a su exclusivo criterio, considere que la situación de emergencia y riesgo ha finalizado, los GPS implicados serán desconectados y no transmitirán ninguna señal de alarma para no bloquear el canal a otros Concursantes.

Contratación GPS / Teléfono vía Satélite

El dispositivo GPS y el teléfono vía satélite será entregado al concursante según el programa publicado por el Organizador de la prueba.

La Empresa proveedora chequeará su correcta instalación y funcionamiento.

El equipo tiene la obligación de devolver el dispositivo GPS y el teléfono vía satélite al finalizar su participación en la prueba correspondiente según el programa publicado por el Organizador de la prueba.

Una vez recibido el dispositivo GPS y el teléfono vía satélite, la empresa proveedora comprobará que está en las mismas condiciones en las que fue entregado. Cualquier anomalía será comunicada a los Comisarios Deportivos de la prueba.

El Concursante que no devuelva el dispositivo GPS y/o el teléfono vía satélite, o que devolviéndolos lo haga en condiciones defectuosas, será objeto de una multa de 1.000 euros.

El importe de cada dispositivo GPS vía y el teléfono satélite estará incluido en la inscripción de la prueba.
