A comparative case study of nationalism in mid-twentieth-century Mexico and Argentina provides the basis for theorizing the impact of state infrastructural power on transformations of official understandings of nationhood. Both countries experienced a transition from liberal to popular nationalism. The extent to which popular nationalism became a regular product of state organizations varied between the two cases, depending on the timing of state development. The temporal congruence between the expansion of state infrastructural power and ideological change, as exemplified by Mexico under Cárdenas, facilitated the full institutionalization of the new official ideology, whereas a disjuncture between state development and ideological change, as exemplified by Argentina under Perón, inhibited such a comprehensive transformation of nationalism. Thomas Michigan State University Internal Migration In Latin America: An Analysis of Recent Literature Before attempting to review research on internal migrations in Latin America, defining the term "internal migration" seems appropriate. "Internal" implies within countries, but a problem arises in defining "migration." There are almost as many definitions as there are investigations. The process has been variously described, as follows: 1) A permanent or semipermanent change of residence. No restriction is placed on distance of the move or the voluntary or involuntary nature of the act (Lee, 1966); 2) Movement that involves a change in the usual place of residence from one community to another (Hamilton, 1961); 3) The change of residence of an individual from one parish or commune to another (Hagerstrand, 1969); 4) Moving to a state different from the one in which the individual lived at the time of the last census Whetten and Burnight, 1956); 5) In most census enumerations, movements across administrative demarcations are viewed as migrations, but whether they are boundaries between local, civil, intermediate county, or larger provincial units is subject to the working definition of the specific census bureau (Ng, 1969); 6) Intercommunity movement cannot be employed with precise community boundaries, since these boundaries do not reflect the data available for the study of migration. Instead, some existing set of well-established and universally familiar boundaries must be used as an approximation. Counties, communes, municipios, and similar areas more closely match the definition and are practical. In the United States, for example, it is customary to define migration as intercounty mobility (Bogue, 1969); 7) A relatively permanent moving from one geographic place to another, preceded by decision-making on the part of the migrant that results in a change in the interactional system of the migrant (Mangalam, 1968).

In the Office of Endangered Species U.S. Fish and Wildlife Service United States Department of Interior Petitioner: WildEarth Guardians 312 Montezuma Ave. Santa Fe, New Mexico 87501 (505) 988-9126 October 9, 2008 WildEarth Guardians Petition to List 1 White-sided Jackrabbit Under the ESA EXECUTIVE SUMMARY In the United States the white-sided jackrabbit is found in an extremely restricted area of New Mexico, where it is known only from within 20 miles of the international border with Mexico in southern Hidalgo County. The white-sided jackrabbit’s historical distribution in Hidalgo County consisted of 46.3 square miles. This jackrabbit was found in the southern portion of two valleys in Hidalgo County: the Animas Valley and the Playas Valley, which are separated by the Animas and San Luis mountains. Current surveys indicate that the population in the Playas Valley is extirpated. Populations in the Animas Valley have declined dramatically since the first comprehensive surveys conducted in 1976. In 1976 the estimated population of white-sided jackrabbits in both the Animas and Playas Valleys totaled 340 individuals. In 1976, a 63 km survey route resulted in the observation of 100 individuals. In 1981, this same route was surveyed and 45 individuals were observed. Surveys from 1990-1995 counted less than five white- sided jackrabbits per year. In 1995 only one individual was observed in the Animas Valley, and none were found in the Playas Valley.
