REPORT OF THE BARBADOS FOOTBALL ASSOCIATION 2012/3 Executive Council Report

Dear friends

2013 can be described as a restructuring year for the BFA. The Association has begun to institute a number of policies in our finance and development departments that will improve the governance and administration of our local Body.

Due to the unavailability of the National Stadium, we saw a decline in the number of international games played, and we were forced to innovate with our local competi- tions in preparing our FIFA Goal Project Training facility to a standard fit to accom- modate spectator support.

In competitions, our National U17 Team qualified for the finals of the CONCACAF zone of the FIFA World Cup where they were eliminated, drawing 2 – 2 with Jamaica and losing to hosts Panama 2 – 0.

Congratulations are in order for the Sports Programme, Randolph Harris winners of the DIGICEL Premier League, OKG Rendezvous winners of the KFC President Champions Cup and the Division 2 league, Pinelands FC champions of the BANKS/ COCACOLA Division 1 and the Empire Club, Third Division Champions.

The Association has been forging partnerships with the Ministry of Culture, Sports and Youth, the National Sports Council, the Barbados Olympic Association and the 3 Barbados Defence Force Sports Programme, in an effort to use all available resources at our disposal, to further develop our beautiful game on the Island.

The BFA continues to focus on the second phase of the FIFA Goal Project at Wildey, and is pleased to announce, that having received the required permission, are in the process of satisfying the FIFA requirements for the project to proceed.

Finally, we wish to express to our varying Sponsors and Partners our sincere apprecia- tion for their support and look forward to working with our football brothers and sis- ters, both locally and Regionally, to ensure that the game reaches the heights expected of us all.

4.1 A motion was moved for Brian F. Griffith & Company, Chartered Accountants to be re-appointed Auditors for the 2012/2013 Financial Year was moved by Mr. Charles Husbands and seconded by Mrs. Sylvia Darlington. It was unanimously carried by acclamation.

REPORT OF THE BARBADOS FOOTBALL ASSOCIATION 2012/3 2013 Football Season

At the beginning of the 2013 Football­ season, the BFA fully launched its ­official website (www.barbdosfa. com) with an online Player and Club ­Management System.

This meant that all players and club ­information are now stored ­electronically and the BFA would have greater control over players and club history. Barbados Defence Force Sports Progamme Every club and player are now issued 2013 Digicel Premier with ID numbers which is assigned to League Champions them throughout their life, allowing the BFA to track their movement and performances (Goals, etc.)

It also provides real time standings and game results amongst other features.­ The BFA had also upgraded its ­Facebook page and now has a presence on Twitter as well.

The Tournament Committee met on CHAMPIONS CUP several occasions and adjudicated on a 10 numbers of protests and other reported Rendezvous Football matters. The youth competition commenced on the 30th March in the ages U17, U15 and U13. The customary U11 and U9 were expected to de deferred until after the ­common entrance examination.

The reason for this defer was to allow for students in these age categories to ­complete their examinations while getting the other age groups started in an attempt to have them finished before the major part of the CXC and secondary schools end of year examinations.

The competition though starting two weeks after the intentional start date had a relatively uneventful start and saw the introduction of three (3) officials per game at the junior level.

There were stand outs in every area of the competition. Six new teams entered the competition across the three age groups, in some games there were three officials and the facility at the Lumber company and Weymouth ground was opened every match day while others only had use of the field.

Adrian Mapp The clubs were very willing to work with the FA and the coordinators to ensure a Chairman successful tournament. The overall standard of play continues to be encouraging at this level with many U17 players playing in the premier League and other senior ­divisions. We also saw a predominately U17 girls team play in the U15 boys competi- Kenville Layne tion and showed a good level of play.

Unfortunately, there are so many things that must change in order to take our Terry Sealy 14 ­beloved game of football forward. Many pavilions were not opened for use by play- ers and parents alike. Some fields were set up too late by ground coordinators, while Alwyn Austin some teams arrived at locations late, in each case resulting in late starts of games.

Caveton Greenidge After starting the competition with three officials per game, it was seen that some games did not have the three that we deemed necessary at this level. While coaches and managers were very willing to work with the FA and coordinators, it is clear that some teams still need to get properly organized and acquire some more personnel in the area of coaches and managers.

There were quite a few missed opportunities throughout the entire tournament. We must move to the stage where senior teams are involved in the training and support of the youth teams.

It should be mandatory that all Premier League and 1st division clubs have a youth team where they see after the overall organization, and purchase of equipment as these youth teams will be their future senior team. Another opportunity was that of the CONCACAF U15 tournament. This is a good opportunity to match the skills of our best U15s with those of others in the region.

There is also room for media presence throughout the league. This opportunity can now be further explored since arrangements are being put in place to see after such an opportunity.

Many parents are now following and supporting their children in the sport, this gives a much needed opportunity to educate parents and coaches alike in the areas of respect and fair play.

Coaches of the youth teams must be given the opportunity to enhance their knowl- edge.

These workshops should include ‘making ethical decisions’, ‘respect in football’ and ‘double goal coaching’.

It clear that we are missing out on the opportunity of clubs entering girls teams to play in our youth tournament. After seeing a team play in the under 15 category, we are sure that these girls are Coca Cola U13 Winners - KFC Pinelands Youth Academy ready to play in competition.

We must however guard against a few situations that maybe to the detriment of youth football and ultimately football on the whole in this country.

Pavillions not opened will force parents and ultimately young players from around the competition.

With fields being set up late and forcing the games to start late, there is a mea- sure of disorganization which cannot be allowed if we are to raise the level of 15 professionalism.

Outside interference from the gen- eral public and persons not playing or organizing remains a sore point and on the few occasions leave a bad stigma attached to an otherwise uneventful Coca Cola U15 Winners - Barbados Soccer Academy situation.

All involved must also be aware that disrespecting of referees in this sport can only lead to its demise.

Executive summary

The season began on a positive note for the Referees; there was the establishment of the Referee Department which is headed by Mr Mark Forde. The primary function of this department is to assist the Referee’s Committee in implementing programmes and conduct courses for referee’s development.

For the past five years the Referee’s Committee experienced great difficulty in providing Referees for all divisions during the local football season. This year, two courses were conducted, one before the season started and another during the season. The first course enrolled a total of thirty three (33) recruits while the other eleven (11) recruits.

Most of the recruits from the first course became active and filled a void that existed for a long time. These recruits officiated the entire Youth Tournament, and also as- sisted in Division 1, 2 and 3

Barney Callender During the year, the Referee’s Committee believed that there should be a new focus Chairman and to this end a Development Plan was written to charter the direction of Referee- ing in Barbados for the next five years. A code of conduct was part of this plan and Andrew Belgrave this was rewritten, strengthened and given to the Referees. (Deputy Chairman) There was an emphasis on Referee education, where lectures were given to Referees 16 Sherlock Wall on various topics throughout the season. Physical and technical training session were held every Sunday morning at the Barbados Football Association (BFA) Astro Turf Anthony Farrell at Wildey, with an average of 22 participants every session.

Beverley Grant Development Plan for Referees The Referee’s Committee Five Year Development plan mainly focuses on Recruit- ment, Retention and Development/Education. This plan consists of the new Code of conduct for Referees. The main objective of this plan is to increase the quality and quantity of Referees as well as to improve the overall standard of refereeing.

Recruitment Two courses were conducted during the year. The first course which was conducted before the season was divided into two separate classes due to overwhelming re- sponses. Thirty three (33) recruits successfully completed the course while eleven (11) recruits complete the other course that was held during the season. These courses were held at the Barbados Olympic Association. The instructors for these courses were Barney Callender, Mark Forde and Sherlock Wall.

The Committee dealt with sixty (60) cases involving players and officials from thirty- nine (39) clubs out of the seventy-one (71) that was schedule. Out of the cases that were adjudicated they was one (1) club case and fifty-one (51) cases involving players. One (1) case referred to the Committee by the Organizers of the Masters Interna- tional Tournament for ratification purposes.

Anthony Jordan The Committee did not encounter many problems with the submission of Referees’ Reports. However, the substance of some of the reports leaves a lot to be desire. This made the adjudication of some of the cases very challenging. Referees are en- couraged to state as much facts as possible pertaining to the matters so as to leave as little doubt as possible when cases are to be determined.

This Committee, as was the case with the previous one, is concerned about the threats made against Referees. Even though there was not an increase, we thought that they were too many. Hence, as recommended, there was a zero tolerance policy on the incidents towards Officials that came before the Committee.

The number of cases for violent conduct and serious foul play were on comparison to last year. However the Committee is concern that these numbers are too high. It was borne out that a number of these were because of issues that the teams or play- ers had with each other in the past. Management of teams must be aware of these situations so that they can be dealt with beforehand.

In order to speed up the process, the Committee made the decision not to bring persons receiving a second caution in the same match to a hearing. It was shown that because they did not attend a hearing for such a minor infraction they were unable to play, and this was placing teams at a disadvantage.

Wildey project

The Facilities Committee assumed office in October 2012 after the installation of a new President and Executive Council which was elected at the Annual General Meet- ing on 30 September 2012. The main order of business for the Committee is the completion of the FIFA Goal Project at Wildey. Phase 1 of the project was com- pleted on 25 May 2012 and was handed over to the BFA on 14 July 2012.

Background of the project

FIFA Goal Bureau approved Phase 2 of the Project in November 2011 and awarded contracts to Island Projects Inc. Project Contractor and Anthony Glasgow, Project Consultant, Mahy, Ridley and Hazzard Engineers provided the Civil Engineering Services. The BFA awarded the Project Management Services to Total Management Solutions Inc and Real Estate Development Inc. for advertising mileage.

Island Projects Construction Inc. commenced the initial preparations and layout of Captain Al Walcott the Goal Project Phase 2 in July 2012. In September 2012, the BFA was informed by Chairman the BCA that an encroachment was made upon the lands that were leased to them by the Government. The BFA employed the services of a Land Surveyor to investigate the claim by the BCA and it was verified that an encroachment of thirty-two (32) Barney Callender feet was evident based on the plot

Barry Brathwaite The FIFA Senior Manager, Development Programs, Mr. Gregory Engelbrecht 21 and FIFA Development Officer Mr. Howard McIntosh visited Barbados during Sasha Sutherland the period 29-30 October 2012 to meet with the President and Executive Council. The FIFA team was briefed on the status of the project and conducted a tour of Edwyn Wood the facility during which they expressed their dissatisfaction that the project did not advance beyond the excavation of the site.

The FIFA Senior Manager, Mr. Engelbrecht also advised the BFA to discontinue any works and that funding will be withheld until the issue between the BFA and the BCA was resolved.

Meetings were held between the BFA, BCA, Ministry of Housing and Lands, Min- istry of Sports and Ministry of the Environment to find a common ground on the issue of the encroachment on the lands leased to the BCA. Since no resolution was reached the BFA decided to discontinue all plans of constructing the building on the south of the facility and to relocate the footprint of the building to the North- Western side of the facility.

During the period 30 April to 02 May 2013, the FIFA team visited the BFA to be updated on the plans for the project, they recommended to the President and the Executive Council the best approach to pursue to complete the Phase 2 of the proj- ect. The BFA followed their expert advice and scheduled meetings with the Project Contractor, Project Consultant and Civil Engineers to discuss the way forward to complete the project with the existing funds allocated.

All parties agreed on the way forward and a new footprint of the Phase 2 project was prepared, submitted and approved by the Town and Country Planning Depart- ment.

Management’s Responsibility for the Financial Statements

Management is responsible for the preparation and fair presentation of these financial statements in accordance with Internation- al Financial Reporting Standards. This responsibility includes: designing, implementing and maintaining internal control relevant to the preparation and fair presentation of financial statements that are free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circum- stances.

Auditor’s Responsibility

Our responsibility is to express an opinion on these financial statements based on our audit. eW conducted our audit in accor- dance with International Standards on Auditing. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance whether the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. 1. Formation

The Barbados Football Association was founded in 1910.

2. Statement of accounting policies

a) Basis of accounting

These financial statements are prepared under the historical cost convention. No account has been taken of the effects of inflation.

b) Depreciation

Fixed assets are depreciated at rates sufficient to write off these assets over their estimated useful economic lives on a straight-line basis.

The rates used are as follows:-

10. FIFA Grant
