Ces pages, chargées d'une valeur historique évidente, se placent délibérément - à juste titre - dans l'espace régional. Le choix d'un tel espace permet de mieux affirmer et comprendre la spécificité industrielle et commerciale de Rhône-Alpes, qui passe certainement par la revendication de ce passé particulier. Ce guide devrait permettre, par les recherches futures qu'il aura suscitées, de mieux faire connaître le tissu économique de la région : son mouvement, ses crises, ses blocages, son dynamisme. Pour ces raisons, la Région ne peut que féliciter les auteurs pour ce travail original, qui paraît dans le cadre de ce Programme Pluriannuel en Sciences Humaines, largement initié et financé par le Conseil Régional et dont Jacques Oudot, mon vice-Président délégué à la culture, est actuellement le Président du Comité de Direction. Charles MILLON Président du Conseil Régional Rhône-Alpes PREFACE Le temps est lointain où Ton savait ne trouver dans les services d'Archives publics, nationaux, départementaux ou communaux, que les papiers produits dans leur activité par les organismes publics, administrations ou juridictions. Notre siècle aura vu les papiers privés des hommes politiques, ceux des administrateurs, ceux des témoins rejoindre les archives automatiquement constituées, et cela par une prise de conscience conjointe des archivistes et des dépositaires de tels papiers. Mais nous avons également vu l'économie prendre sa place dans la recherche historique et la vie de l'entreprise mériter la sienne dans l'analyse des phénomènes économiques ou sociaux. Il était dès lors impossible aux archivistes de ne pas marquer un intérêt particulier pour les fonds d'archives dans lesquels se reflètent les ambitions, les expériences et le destin des entreprise industrielles, commerciales, bancaires. Des pages de l'histoire, générale ou locale, pouvaient ainsi s'écrire grâce à la mise en oeuvre complémentaire de l'information que contiennent les archives publiques et de celle que livrent les archives privées. Un Guide comme celui-ci répond à un besoin, que ressentent en toute occasion les historiens : connaître les gisements. S'il est aisé de savoir que le jeu normal des institutions publiques conduit les papiers qui en proviennent vers les Archives d'un département, il l'est moins de deviner que l'on peut trouver à côté de ces derniers ceux de telle ou telle entreprise. En mettant à la disposition des chercheurs un Guide précis, on favorise l'émergence de nouvelles recherches par la découverte de nouvelle pistes. Cette nécessité pourrait se démontrer en tout département. Il n'est cependant pas étonnant qu'une telle initiative vienne du Rhône, riche de tant d'initiatives et de dynamisme depuis le temps des premières foires et des premières soieries.

    5.2.2002EN Official Journal of the European Communities C 32/21 COMMISSION OPINION of 30 January 2002 concerning the plan for the disposal of radioactive waste from the modification of the Trillo I Nuclear Power Station in Spain, in accordance with Article 37 of the Euratom Treaty (2002/C 32/10) (only the Spanish text is authentic) On 10 April 2001, the European Commission received from the Government of Spain, in accordance with Article 37 of the Euratom Treaty, general data relating to the plan for the disposal of radioactive waste from the modification of the Trillo I Nuclear Power plant. On the basis of these data and additional information subsequently provided by the Spanish Government, the Commission has considered that the plan concerned a modification to an existing plan on which an opinion had already been given. The Commission has further taken into consideration that the inter- mediate storage facility for irradiated fuel resulting from that modification could remain in operation after decommissioning and dismantling of the existing plant. Following consultation with the group of experts, the Commission has drawn up the following opinion: (a) The planned modification requires no changes to the existing authorised limits for gaseous and liquid discharges. (b) The planned modification has no consequences in relation to the solid radioactive waste arising from the operation of the existing plant. (c) The planned modification has no consequences in relation to the unplanned discharges of radioactive substances, which may follow an accident of the type and magnitude considered in the general data of the existing plan.
