TD227.B7K46 2004 333.91’04’0971128 C2004-960175-X Executive summary This project focussed on the delineation and classification of developed aquifers within the Capital Regional District of British Columbia (CRD). The goal was to identify and map water-bearing unconsolidated and bedrock aquifers in the region, and to classify the mapped aquifers according to the methodology outlined in the B.C. Aquifer Classification System (Kreye and Wei, 1994). The project began in summer 2003 with the mapping and classification of aquifers in Sooke, and on the Saanich Peninsula. Aquifers in the remaining portion of the CRD including Victoria, Oak Bay, Esquimalt, View Royal, District of Highlands, the Western Communities, Metchosin and Port Renfrew were mapped and classified in summer 2004. The presence of unconsolidated deposits within the CRD is attributed to glacial activity within the region over the last 20,000 years. Glacial and glaciofluvial modification of the landscape has resulted in the presence of significant water bearing deposits, formed from the sands and gravels of Capilano Sediments, Quadra and Cowichan Head Formations. -

The kiln is situated beside the Highlands District offices, off Millstream Road, District of Highlands, Vancouver Island, B. C. The limekiln is located partially on District Land, and partially on private land owned by Ecoasis Development LLP. A meeting was held onsite on August 11, 2016 with Laura Beckett, Municipal Planner for the District of Highlands; members of the Heritage Committee; Ryan Mogensen, Land Development Manager, Ecoasis Development, the representative of the owner of the adjacent land (which the lime kiln partially sits on); and Stuart Stark, Heritage Consultant. -

REPORT TO: Loranne Hilton Date: April 30, 2019 Chief Administrative Officer File: DVP-04-18 FROM: Laura Beckett Planner To Council May 6, 2019 RE: DVP-04-18 – FOLLOW-UP INFORMATION PURPOSE To report back to Council with requested information for application DVP-04-18 for variances to the Zoning Bylaw in regards to a future subdivision application. BACKGROUND At their March 4, 2019 Meeting, Council resolved: That Development Variance Permit application DVP-04-18 be referred back to staff and the applicant to bring forward additional information on the following: 1. Possible water quality controls the District of Highlands may impose over water courses in the area, such as Osborn Pond and Creek due to the use of such things as fire retardants in roofing, pesticides, herbicides, etc. 2. In the biology report, implications of climate change as described in Appendix E –Legislated Riparian Assessments in BC APEGBC/ABCFP/ CAB Professional Practice Guidelines, including such things as the effect of reduced buffers, landscaping, sun exposed areas resulting in less moisture for buffer trees, overland flows, higher waterlines and contaminants travelling over ground surfaces. 3. The implications of a two year versus a five year permit (pros and cons). OPTIONS Council may recall that staff had previously indicated that the variance application had two distinct purposes: riparian variances and building-to-lot-line variances. For ease of discussion and administration, staff has divided the application into two draft permits: • DVP-04-18, which pertains to the riparian variances and • DVP-04-19, which pertains to the building-to-lot-line variances. -
