The area of the North Residents Association’s activity includes part of the present North Uxbridge Ward. For our geographical area please visit our Website to inspect the map ‐

Uxbridge is a busy town, with local government, transport, educational, health, police, magistrates court, business and shopping facilities. It is subject to developmental pressures, which we as a Residents Association regularly have to contest. We are involved in all matters pertaining to the economic, social and environmental health of this place.

Although the Ward boundary cuts through the middle of the town, we take the whole of the Town Centre within our remit.

In the light of that, our recommendations to you are very straightforward ‐

‐ The Ward boundary needs to be re‐drawn around the Ring Road to include the whole of the Town Centre.

‐ Such a busy Ward needs three Councillors.

Re proposed changes in Hillingdon and to Ickenham in particular

Ickenham Residents Association was founded in 1920, and currently has a membership of 2/3rds of households in the village.

We respectfully draw the commissions attention to the recently designated “Ickenham Neighbourhood Area” (INA) boundary' (attached and available online here: https://www.hillingdon.gov.uk/article/31426/Ickenham‐Neighbourhood‐Forum ) which was proposed by local people after local consultation (including all neighbouring residents associations), consulted on by our local authority, approved by our local authority and is now in legal force as a land use planning designation.

Simply put, the INA is Ickenham's boundary. For various reasons our community is currently spread across 5 wards. This spread causes a variety of unnecessary administrative complications and is confusing for Ickenhammers. Examples include the current siting of our historic Village Green in a neighbouring ward and much wasted time in discussions with various police safer neighbourhood teams, who operate along ward boundaries. Aligning the Ickenham ward with the INA would also return the Ickenham Marshes complex to Ickenham. The area (between Ickenham and Gardens) has been farmed by Ickenham families for centuries and that tradition continues today.

The Commission's review offers a rare opportunity to align Ickenham's political boundaries with the INA ‐ this would ensure our boundary reflects local distinctiveness and more importantly local perception of where Ickenham's borders are.

Thank you for allowing us the opportunity to participate in the review. We are writing to submit our formal response to the Boundary Commissions review in to Ward Boundaries for the London Borough of Hillingdon. As an Association that represents Residents on the Oak Farm Estate in Hillingdon East Ward, we believe it is vital to keep our Community intact. Further more, we suggest that the Commission looks to relocate the Boundary of Hillingdon East Ward on to the opposite side of Long Lane (Uxbridge North) to join both Communities who have mutually shopped in and around the shops at Hillingdon Circus for many years. Local Residents from both sides of Long Lane regularly cross over in to each other’s Wards for shopping and use of essential facilities such as GPs, Post Offices and Schools. We believe bringing both sides of Long lane together into one Ward would strengthen our ties as a Community in and around the Hillingdon Circus and strongly suggest this for consideration. Ward Boundary changes: London Borough of Hillingdon.

Dear Sirs,

The aim is to reduce the number of Councillors within the Borough. Whilst we have an appreciation of the north of the borough, we do not have the same knowledge of the south. Therefore we are considering only the wards in the north of the borough.

It is considered that any area called a community should have at least two of the following three attributes: A transport hub. A Parish Church. A definable shopping centre. There are 8 areas that would meet this criteria, , , Ickenham, Northwood, Northwood Hills, Ruislip, , and . Changes made to boundaries to accommodate these wards would mean there would be both 2 and 3 Councillor wards.

Currently the town and village of Eastcote is divided between three wards, Eastcote/East Ruislip, Cavendish & Northwood Hills, and two Parliamentary Constituencies. The main shopping centre is divided between Eastcote/East Ruislip and Cavendish wards. The Eastcote Village Conservation Area is divided between Eastcote/East Ruislip and Northwood Hills, in fact the boundary line cuts one public open space into two.

It would be far more sensible to have the whole of main shopping area and the Eastcote Village Conservation Area within one ward.

Eastcote village is a very old community, forming part of the ancient Manor of Ruislip, when it was known as Ascott [east cottages]. With the inter war expansion the Metroland town of Eastcote was ‘born’. The Village and the town are viewed by residents as a whole. The Eastcote Village Conservation Area has buildings dating back to the 13th century, 30 Grade II listed building altogether.

To form a ward called Eastcote would entail losing the area known as East Ruislip, which would be re-united with West Ruislip, thereby drawing together the Ruislip community. This would consist of the roads, Evelyn Avenue with small road off, part of Park Avenue, part of Broadwood Avenue, Eastcote Road running from Eastcote to Kings College Road, Kings College Road, Kings College Playing Fields. The part of the Conservation Area within Northwood Hills consisting of the road, High Road Eastcote, Cuckoo Hill left hand side, Pikes End, , Southill Lane, Catlins Lane, as far as Daymer Gardens, to form part of the Eastcote Ward. The area to the south of the town within Cavendish ward to be included in the Eastcote ward consisting of the roads Whitby Road as far as Beverley Road, then following the footpath that runs north as far as Warrender Park & Highgrove Woods. From Whitby Road following Field End Road with all roads off up to and including the whole of the shopping area and the Grade II listed Eastcote Station.

The area as sketched out above forms the Eastcote Community.

Within this area all the community groups of long standing, the Eastcote Branch of the Royal British Legion, Eastcote Horticultural Society, all of Eastcote Uniformed Organizations, Eastcote Cricket Club and Eastcote Tennis Club. The Friends of , recipients of the Queen’s Award for Voluntary Service, work to enhance the gardens as well as make Eastcote House Gardens a focal point for the community. Also, the three places of worship, the four long term public houses, three of which are grade II listed buildings. The Eastcote Parks being, Eastcote House Gardens [grade II listed buildings]/Long Meadow [SINC], Warrender Park/Highgrove Woods [SINC], Cavendish/Pine Gardens/Bessingby parks. Morford Way Conservation Area, Eastcote Park Estate Conservation Area and the Eastcote Village Conservation Area. The Eastcote War Memorial Garden stands in the centre of the area sketched out above.

Consultation Response to The Local Government Boundary Commission for England Review of London Borough of Hillingdon Submitted by Chairman of Ruislip Residents’ Association 5th November 2018

1. Executive Summary • Create two wards, Ruislip (3 councillors) and Ruislip Manor (2 councillors), that together align with the traditional boundaries of Ruislip as covered by Ruislip Residents' Association. • The majority of our boundaries are natural or obvious man-made demarcations, such as the woods between Ruislip and Northwood, the railway lines and Brook between Ruislip/Ruislip Manor and South Ruislip. There is no obvious demarcation between Ruislip/Ruislip Manor and Eastcote, but we do have an agreed "border". • For the purposes of this ward redesign we have agreed to transfer one new housing estate (Pembroke Park) from Eastcote to Ruislip to make the predicted voter figures more closely match the 4,295 voters per councillor that 53 councillors for the whole of Hillingdon equates to.

2. About Us Ruislip Residents’ Association (RRA) was founded in 1919 as the Ruislip Ratepayers' Association, making us one of the oldest residents' associations in the country. We cover a well-defined area that includes two shopping centres, Ruislip High Street, which includes the ancient village of Ruislip (which is in the ) and a second 20th century shopping area, Victoria Road in Ruislip Manor.

Our boundaries are traditionally:

• West - the fields between Ruislip and Harefield and the Colne Valley • North - the northern edge of . • East - the eastern edge of Ruislip Woods, the land between Elmbridge Drive and Fore Street, past Warrender Park, past Bessingby Park to the . • South-East - the Yeading Brook to where it passes under West End Road. • South-West - the Chiltern & Central Line railways from where they cross West End Road to where they cross the at Breakspear Road South.

For the purposes of balancing our Ward Boundaries we have agreed with our neighbours in Eastcote that the Pembroke Park estate should be included in the Ruislip Ward.

3. Split between Ruislip and Ruislip Manor Given the voter population of Ruislip it would need five councillors, but as this is considered too large a ward by the LGBCE we suggest dividing it into two, Ruislip (with three councillors) and Ruislip Manor (with two councillors). A sensible boundary between the two would run east along the from , through Ruislip Station and along the line until just over half-way to Ruislip Manor (to where the footpath from Brickwall Lane meets Pembroke Road, then north across Pembroke Road and up the footpath to where Brickwall Lane becomes Windmill Way, north-east along Windmill Way to West Hatch Manor, east across Windmill Hill to Old Hatch Manor, South along the Ridgeway until Hawtrey Drive, then along south-east along Hawtrey Drive to the boundary with Eastcote. North of this line would be Ruislip, south Ruislip Manor.

4. Ward Boundaries The two factors that we believe are most important in ward boundaries are to respect local community borders and provide equitable representation to all citizens in the council area. We believe it is possible to achieve both of these factors by dividing the northern part of Hillingdon (the bit north of the A40) into eight wards, basically one for each of the eight historical communities that make up northern Hillingdon.

We believe that this part of Hillingdon should be split into: Ickenham & South Harefield, Harefield, Northwood, Northwood Hills, Ruislip, Ruislip Manor, South Ruislip and Eastcote. Our initial attempts at boundaries would give the following breakdown of Councillors (based on the new total of 53 councillors for Hillingdon): Ickenham & South Harefield (three councillors), Harefield (one councillor), Northwood (two councillors), Northwood Hills (two councillors), Ruislip (three councillors), Ruislip Manor (two councillors), South Ruislip (three councillors) and Eastcote (three councillors). Our rough calculations on voter numbers in 2024 are as follows (using the voter equality figure of 4,295 voters per councillor): Ickenham & South Harefield 12,865 (100% of voter equality), Harefield 4,505 (105% of voter equality), Northwood 9,024 (105% of voter equality), Northwood Hills 8,949 (104% of voter equality), Ruislip 12,837 (100% of voter equality), Ruislip Manor 9,168 (107% of voter equality), South Ruislip 13,385 (104% of voter equality), Eastcote 12,927 (100% of voter equality).

We have used a spreadsheet that lists all the streets in Hillingdon north of the A40. Below are the figures for Ruislip and Ruislip Manor to show how we came to the figures above:

5. Endnote We believe that it is possible to represent the historical communities of Hillingdon in a way that both respects well-established communities and provides voter equality. This paper hopefully demonstrates that, at least for Ruislip, and we know that our colleagues in Eastcote have also submitted a matching proposal for their area.

Previous ward boundaries have split our communities unnecessarily. For example, Ruislip was split over three wards, two of which overlapped neighbouring communities. This meant that we had nine councillors to deal with as a residents' association, and nine councillors were expected to attend our general meetings. Even our monthly executive meetings were attended by three councillors, one from each ward. Our proposed boundaries would reduce the number of councillors to five, with only two need to attend the executive meetings to represent each ward. There would also be no split priorities, for example for a councillor who represented Eastcote & East Ruislip. Each councillor would represent Ruislip, Ruislip Manor or Eastcote. This should lead to better representation for the citizens of the borough.

We hope that the Local Government Boundary Commission for England take note of our suggestions and provide us with sensible ward boundaries that we can identify with.

I live in the villages ward which I believe should be seen as a unique/special case. A large proportion of the ward is taken up a large international airport which has a detrimental effect on environmental conditions (air and noise pollution) for the local residents. I would like to suggest there should be a review of how the ward of Heathrow Villages is constructed. At the moment is would seem too big and have issues which are too complex to be managed by 3 councillors. I would suggest the Heathrow village ward is subdivided into 3 or 4 smaller wards with 2 councillors being allocated to each subdivision.

I write on behalf of, and full support of the Directors of Uxbridge Business Improvement District (BID) Uxbridge BID was established in October 2017, to promote the interests of over 400 business levy payers within the town centre. The Uxbridge BID Board would ask the Local Government Boundary Commission to give favourable consideration to removing the existing ward boundary between Uxbridge North and Uxbridge South which runs along the High Street, We would suggest that the town centre which can be described as being from the Oxford Road roundabout, New Windsor Street up to York Road and east to the Civic Centre and St Andrew's roundabout, ie Park Road, should be contained within one Uxbridge ward. It is the view of Uxbridge BID that a single Ward; covering the whole of the BID Zone, will provide greater clarity and focus allowing for more productive and informed dialogue, ensuring that the achievements of the BID are in accord with those of Ward Councillors. As Vice Chairman of South Ruislip Residents Association, currently covering the role of Chairman. I write on behalf of the association and our approximately 4000 members. I have reviewed the submission made by Hillingdon Council with respect to the proposed new boundaries for the South Ruislip Ward. I can confirm that we fully support the councils submission and its proposed new ward boundaries that affect our residents. South Ruislip Residents association is a very well supported and active association, we and the residents work closely with Hillingdon council to ensure that matters affecting our area are brought to the councils attention and dealt with where possible. As stated earlier should any changes be made to the wards that make up South Ruislip as part of this review, we fully support the changes proposed by Hillingdon council.

In the Eastcote & East Ruislip and the West Ruislip wards, councillors have a considerable and varied workload and often appear overloaded, unable to give adequate time to some issues. Flooding has become a relatively new issue in the area, particularly since the 23/6/2016 floods. A recent Met. Office climate change warning says that this is going to get worse, especially in the south east of England, where heavy rain and flooding can be expected to become a more regular occurrence. Addressing flooding issues is extremely time consuming and Hillingdon currently doesn't have a specific budget to fund its flood management responsibilities/activities, leaving it to volunteers, residents and councillors to try and get the issues resolved through agencies such as EA, so far with limited progress. In wards affected by flooding, to cut the number of councillors will make the problems even worse, so either draw new ward boundaries for areas affected by flooding (e.g. along the River Pinn) and ensure adequate councillor representation to handle the additional flood management responsibilities, or if retaining existing ward boundaries, ensure those wards affected by flooding have adequate councillor representation.
