It was a chilly night on Wednesday, February 20, 2019 outside the Allegro Hotel but only warmth and good wishes were found in the ballroom for the Annual Advocates Society Installation Dinner and Awards. Over 150 people mingled during the cocktail hour and included numerous honored guests like Supreme Court Justice P. Scott Neville Jr . and Illinois Attorney General Kwame Raoul . When the dinner service started, the room listened attentively to the accolades and accomplishments of Hon. Diann Marsalek as she received the 2019 Award of Merit for her work both with the Advocates Society and the greater legal community. The 2019-2020 Executive Board sworn in by the Hon. ADVOCATES SOCIETY CONSTITUTION AND BYLAWS PROPOSED CHANGES TO BE APPROVED BY GENERAL MEMBERSHIP AT MARCH 21st MEETING By, Judge Michael Chmiel

The Constitution and Bylaws Committee did a HUGE undertaking and a comprehensive review of the Constitution and Bylaws of the Advocates Society. In our technology-driven society the Advocates Society wants to ensure that the bylaws and constitution reflect those advancements and are relevant in our modern setting. The proposed changes were previously tendered to the general membership in the last newsletter. The Executive Board of the Advocates Society has reviewed the proposed changes and will adopt those changes with the approval of the general membership at the next general meeting on March 21 st . The Executive board is happy and excited for the revisions. The biggest addition is that of “Associate” member, or those who are non-attorneys but have a connection to the Advocates Society, Polish community and legal community. The addition of “Associate” members was a goal of immediate past President Kristen Kozlowski Lyons. “I am excited for the addition of Associate members, it will broaden our membership tremendously. Also, that this is a project started during my term and concluding during the 2019 term of President Lucas Figiel shows just how well the Executive Board works together for the common goals of our Society,” said Kozlowski Lyons on the proposed changes. The current Constitution and Bylaws are available for review through the website at advocatessociety.com . Next General Meeting Thursday, March 21 ststst hhh Advocates Members! Join us for our General Meeting on Thursday, March 21, 2019 in the Kings Hall Room (3 rd Floor) of the Copernicus Center, 5216 W. Lawrence Avenue, , IL. Our speaker will be Justice Aurelia Pucinski who will speak about running for judicial and political office. Note that this lecture will not qualify for CLE credit but the information will be useful and inspiring for the attendees. All members are encouraged to attend and please feel free to bring a friend for this meeting! This is an important meeting for the approval on the proposed bylaws and introduction of “associate” members will be at this meeting. As always, food shall be provided from Kasia’s Catering and note that the Copernicus Center has a new policy and a cash bar will be provided.

Amicus Poloniae held its first legal clinic of the New Year on February 16, 2019, serving over 50 clients, with 10 volunteer attorneys, plus 17 other volunteer interpreters and assistants. Now in its 29th year, Amicus Poloniae is a member clinic of the Chicago Volunteer Legal Services Foundation (CVLS), offering a wide range of free legal services to low- income families. CVLS also offers free continuing legal education to volunteer attorneys who attend its new volunteer orientation. Amicus Poloniae and the Polish National Alliance (PNA) Polish Information Center had been housed since 1990 in the PNA Alliance Building located at 5711 N. Milwaukee Avenue. Since July 2017, however, the Clinic and Center relocated to the PNA headquarters located at 6100 N. Cicero Avenue. Amicus Poloniae meets starting at 10 a.m. on the third Saturday of every month, or the second Saturday, if there is a conflicting holiday. Mark Dobrzycki is the Executive Director of both the PNA Information Center and Amicus Poloniae Legal Clinic, and the Clinic is co-chaired by attorneys, Alexander Fiedotjew and Robert Groszek both Advocates Society former Executive Board members.

The Clinic, sponsored from its inception by the PNA fraternal benefits society and operating in cooperation with the legal section of the Polish Consulate General of Chicago, provides legal services to low-income clients at no charge. Amicus Poloniae is the only Polish language free legal clinic in the Chicagoland area, and is the biggest and busiest of the 24 clinics in the CVLS network of clinics. In 2018, for example, Amicus Poloniae and the Polish Information Center served over 700 low-income clients, providing legal services to many who otherwise would have no access to such services. Amicus Poloniae is always in need of more volunteers, and, in particular,

volunteer attorneys. Attorneys need not speak Polish, since there are many volunteer interpreters, including some former clients who want to give back in gratitude for the legal assistance they received. The next two scheduled dates are March 16 and April

MEET THE MEMBERS Ann Melichar Ann Melichar has a penchant for luck with 3’s, 3 dynamic jobs in an exciting professional career that started her current life of an attorney in 2003. Ann, a lifelong Chicagoan, is a graduate of St. Ignatius College Prep and she took that Jesuit education out to one of the Big Ten’s best schools, the University of Iowa, to complete a Bachelor of Arts degree. Ann’s first professional career developed in the field of food and beverage, leveraging her skills and knowledge with success in both the very competitive restaurant and retail business. Next, Ann took on the challenge of interior design, and with making new waves and ideas happen, she then found the directions to housing policy. The information she learned in this second career made her third career a motion that would be accepted in every court. John Marshall Law School became part of Ms. Melichar’s life. She studied hard and soon graduated. With a J.D. in one hand and a L.L.M. in real estate in the other, Ann passed the bar and registered with the Attorney Registration and Disciplinary Commission in 2003. After gaining some experience and discovering the many opportunities available to determined attorneys in Chicago’s law community, Ann became part of the team at the Circuit Court of Cook County in 2007. Her attention to detail and numbers made her an integral part of the Court’s Foreclosure Staff for 11 years. She worked through one of the busiest eras in recent history as the local real estate and mortgage market crashed in the late 2000’s and foreclosure cases were being filed by the thousands throughout the county every moment the county’s courtrooms were opened. Ann is now taking it easy as the treasurer of the Advocates Society making sure every dollar is accounted for and yet, she still has time to for her regular day job too. Her energy carries over with responsibilities for the Office of the Chief Judge and in the Human Resources Department, and to promote the largest circuit court systems in the country by leading groups of students interested in the legal profession and the operations of the courts through the Richard J. Daley Center and Leighton Courthouses to observe jury trials. Michael Chimel from attend the monthly meeting with our good friends at the Polish American Police Assoc. (PAPA) . After March 2019 when the Advocates Society starts to have associate members, we hope our friends from the PAPA will consider joining the Advocates Society! Hon. Immediate Past President Kristen (Kozlowski) Lyons was a participant in the Forest Park St. Patrick’s Parade held on March 2, 2019. This time Kristen was not wearing her Advocates red but rather blue and in support of her husband John Lyons who is running for the local District 91 Forest Park School Board. The race has seven candidates and only three open positions on the board and the election will be held on April 2 nd . The Advocates Society wishes the best of luck to John in his election! PULASKI DAY CELEBRATION

The State of Illinois is the only state to celebrate and honor Casimir Pulaski and all the dignitaries were present for the festivities on Monday, March 4, 2019 at the . As the Mayor of Chicago spoke at his last Pulaski Day celebration, Mayor Emanuel stated that now in America, Pulaski would be called an immigrant. “Immigrants are first class friends that should not be treated as a second-class citizens.” Casimir Pulaski is remembered in many ways. In Poland, he is remembered as a man who fought for freedom on two continents and is given the title "Soldier of Liberty." In the United States and especially here in Chicago, numerous streets and bridges are named for him in honor of his aid to American forces. In Savannah, Georgia, a large monument commemorates his sacrifice fighting for the city during the American Revolution. Above all, he is the man who provided the American colonists with their first true legion on horseback, cementing his place as "The Father of the American Cavalry." On Monday March 4, 2019, the official Casimir Pulaski Day celebration in Cook County, many Advocates Society left the official program at the Polish Museum and once again gathered at SMAK TAK (5961 N. Elston, Chicago) for the annual party organized by Past President Michele Hendrickson and husband Mark Douglas . Supreme Court Announces Significant Changes to Make Court Costs More “Transparent, Affordable and Fair.”

On February 13, 2019, the Illinois Supreme Court announced multiple changes to the assessment system by which fees, fines and other court costs are paid by both civil and criminal case litigants. The changes are the result of Public Act 100-0987, passed by the legislature in August 2018, which includes schedules setting maximum assessments for civil cases, along with amendments to the civil waiver provisions in Illinois Supreme Court Rule 298 and the enactment of new criminal waiver provisions in Rule 404. The changes will be effective as of July 1, 2019. The changes to the assessment system were proposed by a 15-member Statutory Court Fee Task Force, with members appointed by all three branches of government and both political parties, which was established pursuant to the Access to Justice Act, 70 ILCS 95/25. The Task Force was created to conduct “a thorough review of the various statutory fees and fines imposed on civil litigants and on defendants in criminal and traffic proceedings.” Report at 5. There were three primary concerns that motivated the creation of the Task Force and its mandate. First, in civil cases, “[s]kyrocketing fees . . . in recent years have effectively priced many of our state’s most economically vulnerable citizens out of the opportunity to participate in the court system.” Id. at 1. Second, “[s]imilar increases in court costs for criminal and traffic proceedings now often result in financial impacts that are excessive for the offense in question and disproportionate to the fines that are intended to impose an appropriate punishment for the offense.” Id. Third, “wide county-to-county variations in the fees and costs for the same types of proceedings injects additional arbitrariness and unfairness into the system.” Id. According to the Task Force, Illinois imposes a “dizzying array of filing fees on civil litigants and court costs on defendants in criminal and traffic cases.” Id. Historically, court fees were intended to offset just a portion of the cost of the services provided, with the majority of funding coming from taxpayer revenue, since the court system benefitted all members of society. Id. at 7. More and more costs, however, have been shifted to court patrons through an elaborate web of fees and fines, many of which are wholly unrelated to the services rendered to particular parties, and even unrelated to the court system itself. Id. Following a year of “intensive study and analysis,” the Task Force released its Report on June 1, 2016. In response to the Task Force's findings and recommendations, the General Assembly enacted Public Act 100-0987 in August 2018, which establishes the statutory basis for the 3 key recent actions taken by the Supreme Court. First, the Court entered an order establishing the Civil Assessment Schedules which streamline the current statutory fee provisions into a framework of fee schedules identifying the maximum amounts which can be assessed in each civil case category established by the Order. Order at 1. County boards are charged with implementing, by ordinance, the local fee amounts according to these new schedules, and are urged to review the five core principles outlined above and “to carefully consider the role and purpose of assessments in funding the justice system, as well as the relationship between assessments and access to justice.” Id. at 2. Second, the amendment to Rule 298 expands the existing civil fee waiver provision to allow partial waivers for litigants who may not qualify for a full waiver. The corresponding statutory provision, the amendment to 735 ILCS 5/5-105, also raises the amount of income, as a percentage of the poverty level, that a person can earn and still qualify for a full waiver from 125% to 200%, and for a partial waiver, up to 400%. Third, new Rule 404 creates similar full and partial fee waivers for criminal defendants, for the first time, and the corresponding statutory provision, new section 725 ILCS 5/24A-20, sets the same income parameters for full and partial waivers. “With today’s action by the Supreme Court, our State has taken an important step forward in pursuit of the goal of making Illinois courts accessible to all, regardless of financial circumstance,” said Steven F. Pflaum, Chair of the Statutory Court Fee Task Force. The Organizational Heart of the Amicus Poloniae Legal Clinic - Mark Dobrzycki The success of the Amicus Poloniae Legal Clinic is due in large part to the energy, enthusiasm, and organizational skills of its Director, Mark Dobrzycki. Mark joined the Polish National Alliance in the summer of 2007 as the Director of the Polish Information Center and Legal Clinic. Although in existence since 1990, at the time he joined, the Clinic was at a low point in terms of participation. Mark reinvigorating the Clinic, growing it to one of the most successful volunteer low-income legal clinics in the Chicago area, serving over 700 clients in 2018. Recognizing the tremendous results of his efforts, the Advocates Society of Polish-American Lawyers awarded Mark and the Clinic the Vanguard Award on April 20, 2016. This award honors individuals and institutions who have made the law and legal profession more accessible to and reflective of the community at large. Mark was the first Polish-American, and first non-attorney, to receive this award. Mark is the son of Polish immigrants, Danuta and the late Stanley Dobrzycki, a World War II veteran. He was born and raised in the Hermosa neighborhood of Chicago and has been a resident of Harwood Heights since 1976. He attended St. Philomene’s Elementary School, and is an honors graduate of Weber High School. Mark continued his education at Northwestern University in Evanston, working as a photojournalist and editor for the Daily Northwestern, and receiving his undergraduate degree in economics and sociology in 1984, and then his master’s degree in business administration from Loyola University Chicago’s Quinlan School of Business in 1987. Mark received a scholarship from the Kosciuszko Foundation of New York to attend Jagiellonian University in Krakow, Poland, and also studied at the John Paul II Summer University Program in Rome, Italy. He is an alumnus of the Pulaski and St. Maximilian Kolbe Polish Language schools, and the proud father of his 13 year-old daughter, Adriana. Mark interned and then later worked as a photography editor for the Associated Press Midwest Bureau in Chicago. He continued with photojournalism as a photographer with his works appearing in newspapers and magazines, such as The New York Times, San Francisco Examiner, Chicago Sun-Times and Tribune, Vanity Fair, Time, Stockholm's Expressen newspaper, as well as on the cover of many local publications. Mark also produced and hosted a TV program for 6 years called “The Polish American Journal” on ETC-TV (Ethnic Television Chicago, a half-hour live program with news, information and interviews, broadcast in English. And he hosted a live radio program every Monday afternoon called “Polityczne Poniedziałki” (Political Mondays) for 6 years.

Mark Dobrzycki cont’d Always civically active, Mark has been the announcer for more than 20 straight years at the Polish Constitution Day Parade in downtown Chicago, as well as being a vice- chairman of the parade committee. He served as an elected trustee in Harwood Heights for 12 years, and on the board of directors for the Copernicus Foundation, Chicago Access Network and Northwestern University Alumni Association. He also served as an advisor and community consultant for the permanent exhibits at the Field Museum of Natural History, entitled "Living Together," an exhibit about all the people and cultures of the world. Mark just finished a 2 two-year terms on the Amita Resurrection Hospital and Medical Center Community Leadership Board. In 1988, Mark received a diplomatic post with the U.S. Information Agency, a foreign affairs agency within the executive branch of the U.S. government, and worked in Warsaw taking part in the first cultural exchange between Poland and the U.S. since the imposition of martial law, and in preparation for President Ronald Reagan's trip to Poland later that year.

This special award luncheon honors the individuals and institutions who have made the law and legal profession more accessible to and reflective of the community at large. The celebrations will be on Wednesday, April 11,2019 with a reception at 11:30am and lunch at noon. Standard Club, 320 S. 9 YEARS ON THE EXECUTIVE BOARD AS AN OFFICER ENDS FOR KRISTEN

On February 20 th the Installation of Executive Board Officers was missing someone who has taken the oath of office for the past NINE YEARS, Kristen Kozlowski Lyons. A member since law school in 2003, Kristen joined the executive board as an officer in 2010 and was the Treasurer for five years before ascending to the ranks of Vice president where she served as 3 rd , 2 nd , and 1 st VP until finally President for the 2018-2019 year. Talking about her tenure with the Advocates Executive Board and memories, Kristen said, “Serving the Advocates Society has been one of my greatest pleasures and I will miss being part of the Executive Board, but I will still be involved greatly with the groups activities, the scholarship fund and newsletter. The Advocates Society is more than just a Bar Association to me, the Advocates is like another family where I have had the pleasure of meeting some of the best people who I call friends.” Asking what will change for her now that her time on the Executive Board is over, ‘With extra time I can finally go get my name changed. I got married in 2017 but did not change my name officially because saying my last name was Lyons of a Polish organization would be out of place so I kept the Kozlowski and just added the Lyons to the end.” So what else is in the future for Kristen besides taking her married name, with a smile she said, “Well there is judicial vacancy in my Subcircuit so……..” BEST OF LUCK TO YOU AND YOUR NEW ADVENTURES!

The Advocates Society CONRAD NOWAK was the organizer of the Polish side of the competition. Many gathered and shared stories of their heritage and some participated because they enjoyed both groups! A “Wall of Fame” of Irish and Polish celebrities, food from both ethnic groups and of course the nation drinks, vodka and whiskey were present as well. A very jovial gathering, thank you Conrad for organizing such a great event!
