INTRODUCTION The Scottsburo Case - a series of litigations which shook the thirties began on March 21, 1931 in an alleged rape of two white girls by nine Negro boys on a train near Point Rock, Alabama. From a simple beginning near this sleepy mountain town in Alabama, this case had ramifications throughout the United States and the world. It will be my purpose in this paper to examine the case from the standpoint or Communism as seen through the efforts of the International Labor Defense, a Communist front organization. I will trace the history of the I.L.D. and its campaign for Negro support be fore, during, and after the Scottsburo case. Through this paper I hope to illuminate the effect the I.L.D. -

THE UNIVERSITY OF CHICAGO LAW REVIEW statute for the convenience of the draftsman. This sort of thing will not give the students much conception of the place of financial machinery in our econ- omy. The book ends with chapters on liability of parties, discharge, bona fide purchasers and so on, topics usual to the bills and notes course. But Beutel's arrangement is at least logical, if you grant his major premise. It is his view, if I do not misread him, that the courts should approach any uni- form commercial statute with only the legislative text (and perhaps the drafts- man's notes) before them. Prior cases are irrelevant. It is an exercise in pure mathematics, guided by a proper use of 'conflicting statutory techniques of interpretation," to come up with the right answer. Hence, an abstract study in "formal requisites" makes an ideal testing ground for him. Needless to say I cannot conceive of construing a commercial statute intelligently without first looking at the legal and business history which went before it, and without which it may often have little meaning. When Beutel leaves out all of this as he purports to do, he deals with dry bones. Only in the latter part of the book, where the transfer of shipping documents is compared with that of drafts, notes and so on, does the study take on interest. The writers of the Introductioncautioned their readers: "through all this you should retain a sneaking suspicion that negotiability is not terribly important, except to law teachers." Perhaps they are right. -

I only wish I had access to this fully developed intellectual framework and the courses of action it suggests while still in government. —General Michael V. Hayden (retired) Former Director of the CIA Director of the NSA e problem of secrecy is double edged and places key institutions and values of our democracy into collision. On the one hand, our country operates under a broad consensus that secrecy is antithetical to democratic rule and can encourage a variety of political deformations. But the obvious pitfalls are not the end of the story. A long list of abuses notwithstanding, secrecy, like openness, remains an essential prerequisite of self-governance. The Scottsboro Boys: Injustice in Alabama
The Scottsboro Boys INJUSTICE IN ALABAMA By Jay Bellamy ith scant media coverage and little fanfare, on November 22, 2013, a three-judge pan Wel of the Alabama Board of Pardons and Paroles posthumously pardoned Haywood Patterson, Charlie Weems, and Andy Wright, three black men wrongly convicted of raping and assaulting two white women more than 82 years earlier. Although long deceased, the three were the last of a larger group to have their convictions cleared from the official record. Many believe the Scottsboro Boys, as they would become known, were the catalyst for the civil rights movement in the United States. This is their story. The Scottsboro Boys case began on March 25, 1931, when nine young black men and boys hopped aboard a Southern Railway train in search of work in Memphis, Tennessee. The youngest were 13-year-olds Eugene Williams and Roy Wright. The other seven were Charlie Weems, 19; Andy Wright (Roy’s brother), 19; Clarence Norris, 19; Haywood Patterson, 18; Olen Montgomery, 17; Willie Roberson, 17; and Ozie Powell, 16. Patterson, Williams, and the Wright brothers traveled together; the others were Georgia natives unknown to each other. As the train passed through northern Alabama, a fight broke out between the young black men and a group of white youths. One of the white men, walking atop a tank car, stepped on the hand of Patterson, who was hanging from the side. After an exchange of angry words, the whites jumped off when the train slowed and began pummeling Patterson and the others with gravel before jumping back on. -

The Scottsboro Boys Trials: a Chronology
The Scottsboro Boys Trials: A Chronology Crowd gathers in Scottsboro during first trials Posse stops Southern Railroad train in Paint Rock, Alabama. March 25, Scottsboro boys are arrested on charges of assault. Rape charges 1931 are added against all nine boys after accusations are made by Victoria Price and Ruby Bates. March 26, Scottsboro boys are nearly lynched by crowd of over 100 1931 gathered around Scottsboro's jail. March 30, Grand jury indicts the nine Scottsboro boys for rape. 1931 April 6, Trials begin in Scottboro before Judge A. E. Hawkins. 1931 Clarence Norris, Charlie Weems, Haywood Patterson, Olen Montgomery, Ozie Powell, Willie Roberson, Eugene Williams, April 7- and Andy Wright are tried and convicted, and sentenced to 9,1931 death. The trial of Roy Wright ends in a mistrial when some jurors hold out for a death sentence even though the prosecution asked for life imprisonment. April -Dec., NAACP and International Labor Defense (ILD) battle for the 1931 right to represent the Scottsboro boys. June 22, Executions are stayed pending appeal to Alabama Supreme 1931 Court. On the date first set for their executions, the Scottsboro boys July 10, listen to the execution of Willie Stokes, the first of ten blacks to 1931 be executed at the prison over the next ten years. After hearing gruesome reports of the execution, many of the boys report nightmares or sleepless nights. January, NAACP withdraws from case. 1932 January 5, Ruby Bates, in a letter to a Earl Streetman, denies that she was 1932 raped. Alabama Supreme Court, by a vote of 6-1, affirms the March, convictions of seven of the boys. -

THE RISE AND FALL OF THE UNITED TEACHERS OF NEW ORLEANS AN ABSTRACT SUBMITTED ON THE FIFTH DAY OF MARCH 2021 TO THE DEPARTMENT OF CITY, CULTURE AND COMMUNITY-SOCIOLOGY IN PARTIAL FULFILLMENT OF THE REQUIREMENTS OF THE SCHOOL OF LIBERAL ARTS OF TULANE UNIVERSITY FOR THE DEGREE OF DOCTOR OF PHILOSOPHY BY JESSE CHANIN APPROVED: ______________________________ Patrick Rafail, Ph.D. Director ______________________________ Jana Lipman, Ph.D. ______________________________ Stephen Ostertag, Ph.D. ABSTRACT This dissertation tells the story of the United Teachers of New Orleans (UTNO) from 1965, when they first launched their collective bargaining campaign, until 2008, three years after the storm. I argue that UTNO was initially successful by drawing on the legacy and tactics of the civil rights movement and explicitly combining struggles for racial and economic justice. Throughout their history, UTNO remained committed to civil rights tactics, such as strong internal democracy, prioritizing disruptive action, developing Black and working class leadership, and aligning themselves with community-driven calls for equity. These were the keys to their success. By the early 1990s, as city demographics shifted, the public schools were serving a majority working class Black population. Though UTNO remained committed to some of their earlier civil rights-era strategies, the union became less radical and more bureaucratic. They also faced external threats from the business community with growing efforts to privatize schools, implement standardized testing regimes, and loosen union regulations. I argue that despite the real challenges UTNO faced, they continued to anchor a Black middle class political agenda, demand more for the public schools, and push the statewide labor movement to the left.
