FACULTY OF LAW A YEAR IN REVIEW 2009 Welcome to another edition of V.Alum. The handsome clock pictured on the cover of this publication adorns the apex of Old Government Building, where Victoria’s Law School is situated. It reminds us all “Tempus Fugit” and as another year finishes there could be nothing more apposite. What a year it has been. We held a celebration for Richard Boast’s success at the Montana Book Awards which was attended by a wonderful cross-section of people from the University and the city. The History Department, Crown Law, the Waitangi Tribunal, the Stout Research Centre – were but a few of the institutions represented. I said then that Richard’s work was further proof of the contribution that this Faculty makes not only to the law firms of the nation but also to the analysis of the fabric of history and the evolution of nation-building itself. The following pages resonate with such activities, which engage with the past, the present and the future: research on the criminal procedures surrounding trials of sexual offences case is side-by-side with an account of a conference which celebrated the 60th anniversary of the Universal Declaration of Human Rights. EXECUTIVE SUMMARY 1.1 Following a tender process carried out in accordance with the Publíc Contracts Regulations 2006, the London Borough of Enfield ('the Authority') entered into a contract for the provision of legal support services for the Lee Valley Heat Network with Temple Bright LLP on 1Oth December 2014 ('the Contract'). The decision for the award of the contract was taken by the Director of Regeneration & Environment on 7 November 2014 (KD 3992). 1.2 Due to their experience and skills, the Contract identified certain key personnel (the 'Key Personnel') as crucial for the delivery of the services. However, the Key Personnel have now left Temple Bright on amicable terms to establish their own law fírm, Lux Nova Partners LLP ('Lux Nova'). 2. RECOMMENDATIONS It is recommended that the Authority approves the novation of the Contract from Temple Bright LLP to Lux Nova to ensure the continued engagement of the Key Personnel. 1 RE 15/53 - Part 1 3. BACKGROUND 3.1 The Authority entered into the Contract with Temple Bright LLP following a 'Part B' procurement carried out in accordance with the Public Contracts Regulations 2006. The Authority did not need to publish an OJEU Call for Competition Notice for Expressions of lnterest, and simply placed an advertisement on the London Tenders Portal seeking expressions of interest from legal firms. -

Ken Skates AC/AM Ysgrifennydd y Cabinet dros yr Economi a’r Seilwaith Cabinet Secretary for Economy and Infrastructure Russell George AM Chair Economy Infrastructure and Skills Committee 31 January 2018 Dear Russell At the scrutiny session of the Economy, Infrastructure and Skills Committee on 17 January, I said I would write to you with additional information in response to the following issues raised by the Committee, which I will respond to point by point: In relation to the Welsh Government procuring a 3% stake in the sports car maker TVR, whether there will be a Welsh Government observer on the board of TVR, and details of who provided independent advice to the Welsh Government as part of the due diligence process in obtaining the equity stake We send an observer to meetings of the Board of TVR Automotive Ltd and in addition, the Development Bank of Wales undertakes independent financial monitoring of the company. It is the Welsh Government senior official with responsibility for managing the TVR account, who attends meetings. We have no voting rights at the company Board meetings but the person attending can make informal observations, though it is not within the remit of the role of the observer to make an active contribution in any decision making. The main function of the observer is to monitor discussions. Prior to committing to the share purchase, we commissioned commercial and legal due diligence from the Automotive Sector Team within KPMG, Hugh James Solicitors and also received advice from Finance Wales, drawing on their broad experience of this type of transaction. -

Leydis, Pauli, and Berchen Revisited Collective History Writing in the Low Countries in the Late Fifteenth Century* Rombert Stapel & Jenine de Vries International Institute of Social History & Durham University Abstract This article focuses on a generation of chroniclers from the Low Countries operating at the intersection of urban and clerical environments and how they worked together to produce new historiographical texts. At the heart are the writings of three of the most productive and well-known historiographers of this generation: Johannes a Leydis, Theodericus Pauli and Willem van Berchen. The interdependency of a specific part of their body of work, namely their Chronicles of Holland, will be studied closely. This will lead to a new proposal for the complex relationship between these and other related contemporary texts. From this the contours emerge of a community of writers, reaching much further than these three alone, which shared a common interest in historiography and exchanged texts, ideas and manuscripts. In each of their texts, the influence of this exchange is tangible, exhibiting the collaborative nature of their historical writings, rarely detected in the Middle Ages. Introduction History writing can be a lonely profession. The image comes to mind of a secluded writer, alone with only a library and a pen, working through a new creation. Medieval portrayals of writers almost always reinforce this notion.
