Planning and Highways Meeting Tuesday 7th March 2017 Sutton Coldfield Town Hall 7pm Present Cllrs D Allan (Chairman), L Allen, Horrocks, Perks and Pocock (substitute for Cllr Long) and Puri. Under item 4(v) of the Town Council Standing Orders, the Acting Town Clerk advised Committee that for this meeting Cllr Pocock would be substituting, with voting rights, for Cllr Long. In Attendance Olive O’Sullivan - Acting Town Clerk, Natalia Gorman - Administrative Assistant, Cllr Janet Cairns as a non-voting observer and Mandi Slater, Transportation Officer Birmingham City Council (BCC). There were two members of the public and no press present. 55 Apologies for Absence The Town Clerk received apologies from Cllr Ives and Cllr Long. 56 Declarations of Interest There were no declarations made. 57 Minutes of Last Meeting Resolved that the minutes of the meeting of Planning & Highways Committee Meeting held on Wednesday 8th February 2017 be signed as a true record of the meeting. 58 Matters Arising The Acting Town Clerk advised Committee that the minutes of the previous Planning & Highways meeting were sent to Birmingham City Council (BCC) Planning department, however these minutes had not reached the relevant Planners until Wednesday 1st March but that the Town Councils’ comments in relation to the demolition of Boldmere Adult Education Centre had been taken account of in the relevant BCC Planning meeting. Cllr Pocock suggested that going forward the Acting Town Clerk confirms in writing that BCC have received Town Council recommendations. In relation to BCC’s approval of the Birmingham Development Plan , the Acting Town Clerk confirmed that a meeting was scheduled for Town Councillors to meet with Craig Rowbottom, BCC Planning Development Manager to discuss the visioning plan for Langley and Peddimore and that engagement with the Town Council on future proposals would be an agenda item for the 28 March 2017, Town Council meeting. Resolved to note the update from the Acting Town Clerk. Page | 1 Planning and Highways Minutes | Wed 11th January 2017 59 School Keep Clear Campaign The chairman welcome Mandi Slater, BCC Transportation Officer to the meeting. Mandi advised Committee that ten schools across Sutton Coldfield had signed up to the Mode Shift Stars, School Keep Clear Campaign and that the initiative had been particularly well received in the Vesey Ward. Mode Shift Stars is an online accredited tool that has been established to recognise schools that have demonstrated excellence in supporting cycling, walking and other forms of sustainable travel. Funding for the scheme was originally through the Fire Service Road Safety Partnership, however Mandi advised that BCC only have eight boxes available which are currently on loan to schools and priority was given to those who are active with Mode Shift Starts programme. Due to lack of resources there is a waiting list that will re-open again in September. One Keep Clear box costs approx. £660 which contains campaign tools that should last for three years including leaflets, banners and parking pledge & promise. Cllr Cairns advised that head teachers in the Vesey ward who have engaged with the scheme are working well together on travel plans and that 280 ticket fines have been issued to parents. There was a discussion around whether the Town Council should only provide boxes for Local Authority schools. Mandi confirmed that the scheme is open to all school for pupils aged between 5-16 years old. Cllr Horrocks suggested that as the initiative would have an impact on the entire community that it should be rolled out to all Royal Sutton Coldfield schools and that the scheme sits within Health & Wellbeing of the six pillars plan. It was agreed that Town Council branding would be included on promotional tools. The Acting Town Clerk queried if BCC would have the capacity to deliver the scheme across all schools in Sutton Coldfield at the same time. Mandi advised that if approved, initial contact will be made in writing to schools within the next few weeks and that she would report back on progress to Committee in approx. seven months . The cost to roll out this programme to 25 schools would be £16,250. Resolved that Committee recommend to Full Council that 25 schools in Sutton Coldfield are approached to engage with School Keep Clear Campaign and that funding of £16,250 be allocated to the project from the six pillars budget approved for Road Safety Measures (code 301 ). At 19.50pm Mandi Slater, Cllr Cairns and one member of the public left the meeting. 60 Road Safety Improvements at the Junction of East View Road and Wylde Green Road adjacent to Bishop Walsh School Cllr Allan presented a history of recorded accidents at the Junction of East View Road and Wylde Green Road. There have been eleven recorded crashes within the last five years at this junction. Cllr Allan advised Committee that BCC have said that the accident rate does not justify any money being spent by City Council to improve the junction. Options available Page | 2 Planning and Highways Minutes | Wed 11th January 2017 for Town Council to consider funding included a 20mph zone during school hours, however whilst this would provide an additional safety measure at school times, it would not address the issue of safety at the junction as a whole. A second option would be to install cushions/ sleeping policemen. Cllr Mackey suggested a different surface tarmac that naturally slows vehicles could be a potential option. Cllr Pocock suggested that Karl Randle, BCC Senior Service Engineer be invited to the next Committee meeting to discuss options and costings. Resolved that The Acting Town Clerk will relay views to Karl Randle and ask him to attend Planning & Highways Committee meeting on 5th April. 61 Notice of Motion Motion submitted by Cllr Puri on 31 January 2017. “This Council will review Birmingham City Council’s Community Infrastructure Levy Regulation 123 List (Attached). Regulation 123 provides for Birmingham City Council to set out a list of those projects or types of infrastructure that they intend to fund, or part fund, through the Community Infrastructure Levy (CIL). There are a number of entries for Sutton Coldfield which may be considered obsolete or no longer appropriate. I move that Royal Sutton Coldfield Town Council determines fresh priorities for any CIL funding in the town in consultation with local residents and request that BCC’s Regulation 123 List be updated to reflect these. In the meantime any entries deemed no longer suitable should be removed.” Cllr Puri advised Committee that the Regulation 123 List has not been updated for a long time and that it needed to be reviewed to give a wider vision of planning in Sutton Coldfield. Cllr Allan advised Committee that the list is subject to review and that BCC have advised they will be doing this in the near future, adding that that BCC is obliged to liaise with the Town Council as a statutory consultee. The Acting Town Clerk confirmed that BCC is awaiting clarity on CIL proposals following publication of the recent Housing White. As arrangements are already in place to review CIL and the Regulation 123 List, in line with Standing Orders, the motion was withdrawn. Resolved that under standing orders this motion was withdrawn. 62 Notice of Motion Motion submitted by Cllr Long on 28 February 2017. Page | 3 Planning and Highways Minutes | Wed 11th January 2017 “Now that there will be no judicial review of the desecration of our Greenbelt and Birmingham City Council have already started the process of appointing consultants for the employment zone, the Planning and Highways Committee will request that Birmingham City Council engages with us immediately so that we are involved with planning the urban design, infrastructure, section 106 agreements and improvements to the already congested road infrastructure around Walmley to not only cope with current demand, but with the future demand an additional 10,000 cars would bring. We will ask the government for some of the infrastructure funding to go alongside new housing developments, announced in the Autumn statement, to be allocated to the plan for 6,000 homes in Royal Sutton Coldfield. This in no way endorses the plan for 6,000 homes, but ensures we are prepared to minimise the effects.” Cllr Pocock presented the motion on behalf of Cllr Long. As arrangement are in place for BCC to attend Town Council on 28 March 2017 to discuss how Planning will engage with the Town Council on future proposals in relation to the Greenbelt, Cllr Pocock agreed to withdraw the motion on the basis that BCC would set out at the 28 March 2017 Town Council meeting how they propose to engage with the Town Council on five key areas: master plan design, transportation, additional planning for schools, CCG role for healthcare services and government infrastructure funding. Resolved that this motion be withdrawn and for the Acting Town Clerk to liaise with BCC with a request for BCC to provide a response to Town Council on each of the five areas set out above. A discussion took place around the use of motions to progress action/ activities. Cllr Pocock suggested that a work programme be drawn up for the Planning Committee, which was seconded by Cllr Mackey.
