Neil Eggleston Counsel to the President The White House Washington, D.C. 20502 Dear Mr. Eggleston: In accordance with the requirements of the Presidential Records Act (PRA), as amended, 44 U.S.C. §§2201-2209, this letter constitutes a formal notice from the National Archives and Records Administration (NARA) to the incumbent President of our intent to open Clinton Presidential records in response to the Freedom of Information Act (FOIA) requests listed in Attachment A. These records, consisting of 153,589 pages, have been reviewed for all applicable FOIA exemptions, resulting in 28,218 pages restricted in whole and three pages restricted in part. NARA is proposing to open the remaining 125,638 pages in whole and three pages in part. A copy of any records proposed for release under this notice will be provided to you upon your request. We are also concurrently informing former President Clinton’s representative, Bruce Lindsey, of our intent to release these records. Pursuant to 44 U.S.C. 2208(a), NARA will release the records 60 working days from the date of this letter, which is September 16, 2015, unless the former or incumbent President requests a one-time extension of an additional 30 working days or asserts a constitutionally based privilege, in accordance with 44 U.S.C. 2208(b)-(d). Please let us know if you are able to complete your review before the expiration of the 60 working day period. The Clinton Presidential records to be opened include correspondence, memoranda, publications, graphs, emails and reports. This material demonstrates the effects of the strike through letters from members of Congress and the American public. Much of this correspondence expressed significant concern about the business and economic ramifications if the work stoppage was not ended soon. A significant volume of these letters also demanded that the Taft-Hartley Act be invoked and UPS be put back to work. These background materials concern the appointment of individuals to the positions of Secretary and Under Secretary for Health for the Department of Veterans Affairs. All non-selection materials have been redacted/withdrawn under the b(6) exemption. The correspondence contains material from the Department of Education regarding state and local responsibilities on gun safety laws, H.R. 3 "Taking Back Our Streets Act of 1995", teen drug use, and material on other cases citing the United States v. Lopez case. The memoranda and reports contain analysis, recommendations, and proposals regarding the case and Uniform Crime Reports 1995 Preliminary Report. The statements relate to the Senate Subcommittee on Youth Violence "Guns in Schools: A Federal Rule" hearings. There are also materials on the Anti-Gang and Youth Violence Control Act of 1996 and charts on adult and juvenile murder arrest rates 1980-1995. Topics covered include accomplishments, administrative issues, air bags, automatic external defibrillators, budget issues, cancer research, cancer panels, food safety, and human cloning. Other documents relate to international cooperation, missile defense, national security, organ transplantation, research and development, satellite systems, statutes, technology, telecommunications, and tobacco. Finally, there are materials concerning military commendation, mutual A-2 of A-16 legal assistance, NATO enlargement, presentation of diplomatic credentials, presidential overseas travel, reciprocal investment, security arrangements, trade issues, and tax evasion. The correspondence is from CBS, United States Conference of Mayors, and the Advertising Council, Inc. and mostly covers President Clinton’s Anti-Violence Project. The memoranda, notes, and talking points concern preparing for press summits, weekly communications strategies, and various topics to cover with the press. Additionally, these memoranda, notes, and talking points relate to meeting with foreign journalists, prime time network coverage, strategies for speeches and the media, and the ethics concerning press dinners such as the Gridiron Dinner and the White House Correspondents’ Association Dinner. Most of the folders contain packets that include the specific state governor's request to FEMA for assistance, correspondence from FEMA to the governor with their decisions, memoranda from FEMA to President Clinton outlining the amount of damage, the estimated costs and whether the request should be granted or denied, lists of the state’s congressional representatives and maps of the state.
