Appendix E – NPIAS Analysis and Recommendations This appendix provides additional context to Chapter 6. System Recommendations by evaluating and reviewing potential changes to the National Plan of Integrated Airport Systems (NPIAS) and the Nonprimary ASSET classifications for airports in South Dakota. All of the 2020 SDSASP airports are included in the NPIAS as part of the Federal Aviation Administration’s (FAA) latest publication The Report to Congress, NPIAS 2019-2023 (2019-2023 NPIAS). This section reviews the classifications set by the NPIAS and determines if any 2020 SDSASP airports are fulfilling a different role than currently classified based on recently collected data for the 2020 SDSASP. E.1. Eligibility Criteria for NPIAS Airports The FAA has established a set of criteria to determine if an airport is eligible for entry into the NPIAS through Order 5090.5: Formulation of the NPIAS and ACIP which cancels Orders 5090.3C: Field Formulation of the National Plan of Integrated Airport Systems (NPIAS) and FAA Order 5100.39A: Airports Capital Improvement Plan. Order 5090.5 brings about key updates to eligibility requirements for airports requesting entry into or withdrawal from the NPIAS and defines general aviation (GA) classifications in the NPIAS that were previously undefined. Additionally, Order 5090.5 includes revisions to the National Priority System (NPS) equation, which determines the prioritization of airport development, to include the airport’s role in the National Airport System.1 Airports are divided into two separate -

Gormas United States Department of Transportation Office of Aviation Analysis 1200 New Jersey Ave SE Washington, DC 20590 RE: Essential Air Service at Pierre, SD – Docket 2011-0138-0085 Dear Mr. Gormas: I am writing to support the reselection of SkyWest Airlines / United Express as the provider of Essential Air Service at Pierre Regional Airport. SkyWest has provided service to Pierre since Aerodynamics Inc. abruptly terminated service in 2019. Prior to Aerodynamics, the community suffered unreliable service offered by Great Lakes Airlines for many years. With the quality service provided by SkyWest as United Express, traffic at Pierre Regional Airport increased significantly prior to the pandemic. SkyWest / United Express has bid nonstop jet service to United’s hubs at both Denver and Chicago. This will offer my business the ability to connect to more than 270 destinations, increasing access to clients as well as client access to our business. The improved service to the entire world on the United Airlines network has opened new business opportunities that are unmatched in the history of air service at Pierre. As a businessperson, I don’t feel that the services proposed by Boutique Airlines and Key Lime Air are sufficient options considering the success that SkyWest has had in developing our market and the inferior quality of service proposed by each. In addition to Boutique’s lack of cabin-class aircraft and the lack of full integration as United Express for both Boutique and Key Lime Air will serve only to diminish the progress that SkyWest has made in developing our market. -

National Transportation Safety Board Aviation Accident Final Report Location: Highmore, SD Accident Number: CEN14FA224 Date ft Time: 04/27/2014, 2116 CDT Registration: N8700E Aircraft: PIPER PA 32R-300 Aircraft Damage: Destroyed Controlled flight into terr/obj Defining Event: Injuries: 4 Fatal (CFiT) Flight Conducted Under: Part 91: General Aviation - Personal Analysis Dming a dark night cross-country flight, the instrument-rated pilot was approaching the intended airport for landing when the airplane collided with the blades of a wind turbine tower. The weather had started to deteriorate and precipitation echoes were observed on radar. Witnesses in the area desc1ibed low clouds, ¥.rindy conditions, and precipitation. In addition, weather briefing records and statements made to a witness indicate that the pilot was aware of the current and forecast weather conditions for the route of flight. Investigators were unable to determine why the airplane was operating at a low altitude; however, the pilot was likely attempting to remain clear of the clouds even though both the pilot and the airplane were capable of flying in instrument meteorological conditions. An examination of the airplane, systems, and engine revealed no anomalies that would have precluded n01n1al operation. Toxicology findings revealed a small amount of ethanol in the pilot's blood, which was unlikely due to ingestion since no ethanol was found in liver or muscle tissue. The investigation revealed that the wind turbine farm was not marked on either sectional chart cove1ing the accident location; however, the pilot was familiar ·with the area and with the ¥.rind turbine farm. DRAFT ENVIRONMENTAL ASSESSMENT HURON REGIONAL AIRPORT 10/10/2013 Pierce and Harris Engineering PO Box 1384 Huron, SD 57350 DRAFT ENVIRONMENTAL ASSESSMENT CHAPTER ONE – PROPOSED ACTION EXPLANATION INTRODUCTION The Huron Regional Airport is located on the North gateway to the City of Huron, in Beadle County, South Dakota. The location is shown in Figure 1. The Huron Regional Airport Board with the support of the Huron City Commission has commissioned an Environmental Assessment (EA) to determine and evaluate environmental impacts of proposed future developments on the Huron Regional Airport. The Huron Regional Airport Layout Plan (ALP) was updated in 2012. During the update an area was identified as not meeting current FAA Advisory Circular 150/5300-13A paragraph 310 d. This paragraph requires clearing the RPZ of incompatible objects and activities. The Runway Protection Zone for Runway 30 includes facilities not required for aeronautical use, which are incompatible objects. To correct this situation several alternatives will be evaluated for clearing the runway 30 RPZ. In addition, a Wildlife Hazard Assessment and Recommendations for the Wildlife Hazard Management Plan and a Wildlife Hazard Management Plan were completed in 2010. This plan recommends areas of wildlife attraction be removed from the Airport. During the ALP update, some wildlife attracting wetlands were identified on the Airport. The possibility of relocating these wetlands will be evaluated in this EA document. This document is the avenue the Federal Aviation Administration (FAA) uses to evaluate the impacts of proposed developments and mitigations, if any, of those developments. The ultimate goal is to select development which has little or no detrimental effect on the environment or to provide satisfactory solutions for mitigation of development that has impact on the environment. -
Chapter 3: Aviation Activity Forecasts
CHAPTER 3: AVIATION ACTIVITY FORECASTS Introduction The Aviation Activity Forecasts chapter of the Airport Master Plan analyzes current and future airport activity at the Pierre Regional Airport (PIR). Forecasting provides an airport with a general idea of the magnitude of growth, and fluctuations in activity anticipated over the forecast period. Forecasts are used to assist the Airport management in determining existing and planned future facility needs based on airport activity level estimates and projections. Forecasts attempt to develop a realistic estimate of future changes. Forecasting efforts are based on a “snapshot” of both existing aviation trends and the local, regional, state, and national socioeconomic climate. As such, forecasting tends to be a dynamic element of airport master planning. Forecasts should be reviewed and updated when conditions change dramatically, to reflect the changed environment. The forecasts developed for PIR will drive the planning, size, and sequencing of future facility development to meet future projected growth. Airport development, however, is demand-based driven by actual numbers rather than forecasts. A technical review has been completed to thoroughly analyze and develop a probable aviation forecast using a variety of methods to help quantify potential aviation activity over the next 20 years. This chapter includes aviation activity forecasts for the following primary elements: • Passenger Enplanements • Passenger Aircraft Operations • Air Cargo • Other Commercial Operations • Based Aircraft • General Aviation • Military • Critical Design Aircraft • Peak Activity Background PIR has experienced a significant reduction in passenger enplanements since the last Master Plan was completed in 2008. Between 2008 and 2015, passenger enplanements decreased by more than 58 percent. -
