The 100-day lane restriction is needed to widen Charleston Boule- vard and build a slip-ramp from eastbound Charleston to Martin Luther King Boulevard. All Interstate 15 freeway ramps to and from Charleston Boulevard will remain open. The improvements are part of Project Neon — a nearly $1 billion 4-mile-long widening of Interstate 15 from the U.S. 95 interchange to Sahara Avenue that began in 2016. Kiewit Infrastructure West Co. is the design-build general contractor, with Atkins North America as lead de- signer. Project Neon is 90 percent finished and scheduled for substantial completion in the summer of 2019.
