Aug. 15, 2018 The Honorable Pat Roberts The Honorable Mike Conaway Chairman Chairman Senate Committee on Agriculture, House Committee on Agriculture Nutrition & Forestry The Honorable Debbie Stabenow The Honorable Collin Peterson Ranking Member Ranking Member Senate Committee on Agriculture, House Committee on Agriculture Nutrition & Forestry Dear Chairman Roberts, Chairman Conaway, Ranking Member Stabenow, Ranking Member Peterson and Members of the Conference Committee: The National Pork Producers Council, an association of 42 state pork organizations that represents the interests in Washington, D.C., of America’s 60,000 pork producers, writes to express its strong support for the conference committee’s work on a 2018 Farm Bill and, in particular, two provisions in it that will be considered during the panel’s deliberations. Those provisions, one setting up and funding a robust Foot-and-Mouth Disease (FMD) vaccine bank and the other protecting interstate commerce and prohibiting one state from regulating agricultural practices in other states, are vital to the viability of America’s farmers and ranchers and to their ability to produce safe, affordable food. As you know, FMD is an infectious viral disease that affects cloven-hooved animals, including cattle, pigs and sheep; it is not a food safety or human health threat. Although the disease hasn’t been in the United States since 1929, it is endemic in many parts of the world, and our country is ill-prepared to deal with an outbreak should FMD reach our shores. Without the ability to control the disease through vaccination, U.S. meat and dairy export markets – which would close immediately on confirmation of an outbreak – would remain shuttered indefinitely. -

Peoples-Stokes Community News Assemblywoman Peoples-Stokes just began a very successful legislative session in Albany and is eager to continue her work back home in the district. Dear Friends and Neighbors, Every winter we are faced with the challenge of battling “Old Man Winter.” While sometimes we can be overwhelmed by snow and freezing temperatures we always make it through to warmer, better days. The same can be said of the State Legislature. For years our progressive legislation was bottlenecked by a Senate Majority that had a different philosophy. Now with a clear majority, for the first time in nearly a decade, in control of the Senate and the Assembly, I can say, like spring follows winter, brighter days are ahead. For the first time in New York State history, both houses will be led by two African Americans– Andrea Stewart-Cousins was elected to lead the new Senate Majority and the Assembly continues to be led by Speaker Carl Heastie. I recently had the honor and privilege of being appointed as Majority Leader of the Assembly by the Speaker, becoming the first woman and minority to ever hold the position in our state’s 242 year history. I’m proud to say the start to the 2019 legislative session has put forth one of the most progressive agendas in 30 years. In the first month alone we’ve managed to pass bills aimed at protecting New Yorkers from gun violence, protecting women’s reproductive rights, as well as giving the childhood sexual abuse survivors a chance to have their day in court. -

By law, only the Attorney General can fire Mueller. The President himself cannot do so. In the wake of Attorney General Jeff Sessions’ recusal from the matter, Deputy Attorney General Rod Rosenstein has been the Acting Attorney General regarding Russian interference with the 2016 election and related matters. Rosenstein appointed Mueller as Special Counsel on May 17, 2017.1 He did so under his statutory authority to “specially appoint[]” an attorney to “conduct any kind of legal proceeding.” In addition, he indicated that Mueller would be bound by regulations governing Special Counsels. 2 Those regulations provide that only the Attorney General can only fire the Special Counsel for cause and must do so in writing. They provide: The Special Counsel may be disciplined or removed from office only by the personal action of the Attorney General. The Attorney General may remove a Special Counsel for misconduct, dereliction of duty, incapacity, conflict of interest, or for other good cause, including violation of Departmental policies. The Attorney General shall inform the Special Counsel in writing of the specific reason for his or her removal.3 In addition, since Mueller was appointed pursuant to a statutory provision, Supreme Court precedent holds that he can only be removed by the department head (i.e. -

As proposed, the legislation raises significant issues of scope and policy as well as technical issues having potentially substantive consequences on the over-the-counter derivative markets. The proposed legislation would unnecessarily extend CFTC jurisdiction beyond futures and options markets and impose new regulation unwarranted by market events. While the staff of the Agriculture Committee has made a good faith effort to address the Associations’ concerns in a number of areas, we unfortunately must oppose the Committee’s reauthorization bill and the accompanying natural gas amendment in the current form. We respectfully request a postponement of the markup scheduled for Wednesday December 7 in order to work on further revisions to the draft bill. We support, in scope and substance, the fundamental approach to the Zelener issue reflected in the legislation proposed by the President’s Working Group for Financial Markets. We believe, however, that a number of technical changes to the PWG draft legislation are needed. The Committee’s draft bill does not yet reflect any of these changes We are most concerned that the natural gas amendment includes expansive new provisions governing position reporting and market surveillance that raise significant questions of policy, scope, and construction. -

Marissa Abrahams | South Beach Psychiatric Center | Brooklyn, New York As a nurse, it has been disturbing to see first-hand how few NYPD officers (present en masse at ALL peaceful protests) are wearing the face masks that we know are preventing the spread of COVID-19. Demonstrators are taking this extremely seriously and I saw NYPD literally laugh in the face of a protester who asked why they do not. It is negligent and a blatant provocation -especially in the context of the over-policing of Black and Latinx communities for social distancing violations. The complete disregard of the NYPD for the safety of the people they purportedly protect and serve, the active attacks with tear gas and pepper spray in the midst of a respiratory pandemic, is appalling and unacceptable.
