Knight, IAB Program Office Kelly Loyko, IAB Program Office Daneen Matheson, IAB Program Office Andrew Walker, IAB Program Office 4 Executive Summary Active shooter/hostile events (ASHEs) have been increasing in frequency and severity since 2000 (Blair & Schweit, 2014). Unlike many other types of incidents, an ASHE will almost always result in the deployment of all first responder disciplines. In this environment, with multiple disciplines responding, a fully integrated incident response system is required with all first responder components working in concert. Historically, law enforcement, fire, and emergency medical services (EMS) personnel have viewed their first responder roles as independent of each other. As a result, the first responder community may not be prepared to function as one team to rapidly neutralize threats and save lives. To further the goal of helping agencies better prepare a fully integrated, seamless ASHE response, an Active Shooter Summit was convened by the InterAgency Board (IAB) in Charlotte, NC, March 17–19, 2015, to share lessons learned and identify best practices for an integrated ASHE response. Participants included law enforcement, fire, and EMS responders from municipalities in the United States and United Kingdom, several state and federal agencies, and Texas State University. Following presentations by each participating municipality and agency on their ASHE experience and planning, Summit participants representing the three disciplines worked together in five focus areas—(1) policy, (2) planning, (3) medical, rescue, and equipment, (4) training and exercises, and (5) incident command. These focus groups identified 29 discrete recommendations; this report condenses those recommendations into 10 broader best practices: 1. Ensure leadership prioritizes and supports the development and implementation of proactive ASHE-relevant joint policies, procedures, training, exercises, and equipment. 2. Integrate and improve coordinated pre-event law enforcement, fire, and EMS policy development, planning, training, and exercises. 3. Create and implement a common operating language. 4. Integrate and improve coordinated command and incident management across all responder disciplines. 5. Adopt the Rescue Task Force concept. 6. Employ Tactical Emergency Casualty Care (TECC). 7. Implement Casualty Collection Points (CCP). 8. Develop and communicate evidence-based guidelines for fire/EMS ballistic protective equipment (BPE). 9. Establish evidence-based guidelines and education for medical and rescue equipment. 10. Promote two-way public communication as an essential component for effective ASHE response. Fundamentally, these best practices encourage a better understanding of roles, capabilities, and core competencies among first responders and promote effective communication and coordination through integrated planning, training, exercises, response, and mitigation. As components of an integrated response, these 10 best practices can be adopted in part or in whole depending on agency resources and needs. In addition, many of these best practices have value in any type of emergency response and are not unique to an ASHE response. The IAB will continue to be a platform on this topic. This report will help guide future working meetings with the broader community engaged in planning for and responding to an ASHE incident, with the goal of preparing detailed, implementable guidelines for adoption at the local level. 5 Introduction Purpose of Report and Summit This report is intended to inform communities of the value and necessity of developing an integrated response to future ASHEs, with the long-term goal of influencing change in first responder ASHE response. The findings of this report were shaped by the March 2015 Active Shooter Summit’s two objectives. 1. Share ASHE lessons learned from participating municipalities and agencies and identify similarities and differences in response plans. 2. Develop specific recommendations for integrating law enforcement, fire, and EMS response based on best practices to include in Active Shooter Response Guidelines, which is being prepared by the IAB. Background Sanctioned by the Attorney General of the United States, the IAB was founded in 1998 by the Department of Defense's Consequence Management Program Integration Office and the Department of Justice's Federal Bureau of Investigation Weapons of Mass Destruction Countermeasures. The mission of the IAB is to strengthen the Nation's ability to prepare for and respond safely and effectively to emergencies, disasters, and chemical, biological, radiological, nuclear, and high- yield explosive (CBRNE) incidents. The IAB accomplishes this by: Emphasizing interoperability, compatibility, and standardization Fostering a multidisciplinary perspective Facilitating effective intergovernmental partnerships Being a credible voice of the responder community Being proactive Sharing field operational experiences and practices Within this context, the IAB’s Enhanced Police, Fire, and Emergency Medical Service Integrated Response Capabilities Special Project Group prepared a white paper for the Active Shooter Summit held in Charlotte, NC, March 17–19 (http://www.interagencyboard.org/sites/default/files/publications/Integrating%20LE_Fire_EMS %20during%20HTV_FINAL.pdf). The initial draft of this white paper focused on how to develop integration and coordination between first responder agencies in advance of an ASHE and helped inform Summit participants. There are eighteen hospitals and three stand- alone emergency departments in Central Region. There is one level I trauma center, four level III trauma centers, three level IV trauma centers and two level V trauma centers. Categorized Cardiac and Stroke Centers are also distributed in the heavily populated areas along I-5, I-405, and I-90. Currently there are eleven level I and four level II cardiac centers; and four level I, six level II, and five level III stroke centers in Central Region. The majority of the County’s 2.19 million residents live in urban and suburban communities located along the I-5 and I-405 corridors where emergency medical hospital services are located (see Appendix 5.1). Delaura and Fred Norg sued the City of Seattle (the City) claiming paramedics went to the wrong address after Fred suffered a heart attack and Delaura called 911 for help. The trial court concluded the public duty doctrine did not bar the Norgs’ negligence claim. We granted discretionary review and now affirm the trial court’s partial summary judgment rulings and the order striking the City’s affirmative defense. No. 80836-2-I/2 FACTUAL BACKGROUND In the early morning hours of February 7, 2017, Delaura Norg awoke to find her husband, Fred, having a heart attack. She called 911 at 4:42 am. Delaura gave the dispatcher the couple’s address: 6900 East Green Lake Way North unit 306. The dispatcher alerted the Seattle Fire Department (SFD) at 4:43 am and its emergency medical units at Station 16, three blocks away, immediately responded to the call. The dispatcher told Delaura “they are on the way” and instructed her to begin CPR. Despite receiving the correct address, the responding SFD units assumed they were being dispatched to a nursing home at 6720 East Green Lake Way North, four blocks away from the Norgs’ building.

The fires usually involve multiple deaths or a large loss of property. But the primary T criterion for deciding to do a report is whether it will result in significant “lessons learned.” In some cases these lessons bring to light new knowledge about fire--the effect of building construc- tion or contents, human behavior in fire, etc. In other cases, the lessons are not new but are serious enough to highlight once again, with yet another fire tragedy report. In some cases, special reports are developed to discuss events, drills, or new technologies which are of interest to the fire service. The reports are sent to fire magazines and are distributed at National and Regional fire meetings. The International Association of Fire Chiefs assists the USFA in disseminating the findings throughout the fire service. On a continuing basis the reports are available on request from the USFA; announce- ments of their availability are published widely in fire journals and newsletters. This body of work provides detailed information on the nature of the fire problem for policymakers who must decide on allocations of resources between fire and other pressing problems, and within the fire service to improve codes and code enforcement, training, public fire education, building technology, and other related areas. The Fire Administration, which has no regulatory authority, sends an experienced fire investigator into a community after a major incident only after having conferred with the local fire authorities to insure that the assistance and presence of the USFA would be supportive and would in no way interfere with any review of the incident they are themselves conducting.

Historical Note The creation of the Seattle Fire Department (SFD) can be traced back to July 6th, 1876, when the all-volunteer Seattle Engine Company No.1 was organized by a meeting of citizens convinced of their growing town's need for a dedicated fire-suppression capability. The various fire companies that appeared in proceeding years were similarly equipped and administered on a private basis until 1883, when the City Charter was amended to create and fund equipment, but not staff, for a centralized municipal fire department. The first fire chief of this new volunteer organization, Gardner Kellogg, would also become the first chief of the professionalized department in 1889, as well as the first Fire Marshall in 1901. The volunteer-based system persisted into the late 1880s, when the Great Seattle Fire of 1889 destroyed over 30 city blocks and resulted in approximately $12-16 million in damages. Under pressure from the insurance industry and its citizens, the city council acknowledged the inadequacy of a part- time force to meet the city's expanding need for fire protection.

Box 1209 Seattle, WA 98111-1209 USA Tele: (206) 728-3000 Fax: (206) 728-3252 www.portseattle.org FINAL SEPA DETERMINATION OF NON-SIGNIFICANCE (DNS) OF PROPOSED ACTION Seattle Fire Department, Temporary Fire Station Relocation, Terminal 91 The Port of Seattle has completed an environmental analysis, including review of pertinent and available environmental information and preparation of a State Environmental Policy Act (SEPA) Checklist for the “Seattle Fire Department, Temporary Fire Station Relocation, Terminal 91.” Description of the Proposed Action: The proposed project includes actions necessary to relocate Seattle Fire Department Station Number Five from City of Seattle property on Alaskan Way to Terminal 91. The relocation is necessary due to central waterfront and Alaskan Way seawall reconstruction activities and resulting impediments to essential access at the Seattle Fire Department, Fire Station Number Five location, 925 Alaskan Way. Temporary relocation of the central waterfront fire station to Terminal 91 requires completion in December 2014, with a duration of approximately three years. The existing fire station site, at 925 Alaskan Way, includes moorage for two fire boats and a single rescue boat. The existing fire station site also houses fire truck and emergency response vehicles. Use of Terminal 91 as a fire and rescue boat moorage site for Fire Station Number Five during the period of seawall re-construction is proposed in order to ensure the required uninterrupted fire and emergency services provided by Fire Station Number Five. Please note that land-based emergency response vehicles will not be relocated to the Terminal 91 project site. The proposed temporary Fire Station Number Five relocation includes aquatic area and pier/upland actions at Pier 90, Terminal 91, necessary for the marine response, rescue, and emergency service provided by the fire department.
