Its purpose is to identify, assess and document local needs and circumstances, community risks and response capabilities. This process will identify opportunities for improvement, help to maintain current services and highlight areas to enhance our service delivery. The Bellevue Fire Department is dedicated to ensuring a safe and effective response force for fire suppression, emergency medical services and specialty response situations. Mitigation of the effects of these unplanned emergency events is best achieved by working with the community to provide; information, public education, code enforcement, training and other outreach whenever possible. The department’s accrediting body, The Commission of Fire Accreditation International (CFAI) defines the Standards of Cover as, “Those written policies and procedures that establish the distribution and concentration of fixed and mobile resources of an organization.” In creating this report, the department analyzed many factors: demographics, population densities, socio-economic factors, community profiles, community risks, fire-on-scene tasks, and both the type and quantity of emergency and non-emergency calls. This analysis quantifies the Community Risk (CRA) and enables the department to evaluate changes in risk profiles and manage performance standards which are rooted in community expectations. Additionally, by periodically committing to performing this analysis, the department provides a more responsive outreach/mitigation strategy that can be tailored to the changing demographics and make-up of the community served. Performance reporting and evaluation will demonstrate where the department is meeting its established standards, where shortfalls exist and measure programs efficacy in achieving desired outcomes. Ultimately, the analysis of these factors leads to the justification of changes in the placement and staffing of fire department resources, the addition of new resources, the creation of detailed response plans to mitigate the effects of events and the prioritization of outreach strategies to prevent and mitigate behaviors that contribute to risk. Five (5) provide advanced life support (ALS) service using paramedics, twenty-five (25) provide basic life support (BLS) service using EMTs and four (4) provide a combination of BLS secondary response to 911 calls using EMTs and specialty care interfacility transport services using nurses. There are eighteen hospitals and three stand- alone emergency departments in Central Region. There is one level I trauma center, four level III trauma centers, three level IV trauma centers and two level V trauma centers. Categorized Cardiac and Stroke Centers are also distributed in the heavily populated areas along I-5, I-405, and I-90. Currently there are eleven level I and four level II cardiac centers; and four level I, six level II, and five level III stroke centers in Central Region. The majority of the County’s 2.19 million residents live in urban and suburban communities located along the I-5 and I-405 corridors where emergency medical hospital services are located (see Appendix 5.1). The Central Region EMS and Trauma Council is made up of members of the EMS and Trauma community in King County, including representatives from hospital emergency departments, public and private EMS agencies, rehabilitation facilities, Seattle-King County Public Health, and the Northwest Healthcare Response Network.

Delaura and Fred Norg sued the City of Seattle (the City) claiming paramedics went to the wrong address after Fred suffered a heart attack and Delaura called 911 for help. The trial court concluded the public duty doctrine did not bar the Norgs’ negligence claim. We granted discretionary review and now affirm the trial court’s partial summary judgment rulings and the order striking the City’s affirmative defense. No. 80836-2-I/2 FACTUAL BACKGROUND In the early morning hours of February 7, 2017, Delaura Norg awoke to find her husband, Fred, having a heart attack. She called 911 at 4:42 am. Delaura gave the dispatcher the couple’s address: 6900 East Green Lake Way North unit 306. The dispatcher alerted the Seattle Fire Department (SFD) at 4:43 am and its emergency medical units at Station 16, three blocks away, immediately responded to the call. The dispatcher told Delaura “they are on the way” and instructed her to begin CPR. Despite receiving the correct address, the responding SFD units assumed they were being dispatched to a nursing home at 6720 East Green Lake Way North, four blocks away from the Norgs’ building.

    Appendix A Local, Regional and Transit Policy Direction Local, Regional, and Transit Policy Direction Policy support for the incorporation of alternative modes into the concurrency process exists at multiple levels. The following excerpts have been pulled from the city of Bellevue Comprehensive Plan, PSRC’s VISION 2040, and King County Metro’s Comprehensive Plan for Public Transportation. Themes include considerations for bicycle and pedestrian facilities and amenities, improved coordination with appropriate transit agencies for the provision of adequate services, and the facilitation of multimodal connections. Local Policy Direction Implementing a multimodal concurrency program supports the broad Bellevue community goal of increasing mobility while reducing dependence on single occupant vehicles. The following goals and policies have been outlined in the city of Bellevue Comprehensive Plan (Transportation Element) to support this overarching objective by providing a framework that emphasizes alternative modes of transportation during the development of city plans, programs, projects, and processes. These policies are important to the success of the City of Bellevue in maintaining a high level of mobility in a future that places increasing demand on an efficient and reliable multimodal transportation system. Goal: To implement a fully multimodal transportation system that supports the land use vision of the Comprehensive Plan and the role of Downtown Bellevue as the Eastside urban center. Goal: To reduce the use of single‐occupant vehicles and vehicle miles traveled, through a coordinated program of regulations, marketing, and provision of alternative travel options. Goal: To provide multiple travel options, for transit users, pedestrians, bicyclists, and rideshare users, as well as the drivers of private vehicles.

The fires usually involve multiple deaths or a large loss of property. But the primary T criterion for deciding to do a report is whether it will result in significant “lessons learned.” In some cases these lessons bring to light new knowledge about fire--the effect of building construc- tion or contents, human behavior in fire, etc. In other cases, the lessons are not new but are serious enough to highlight once again, with yet another fire tragedy report. In some cases, special reports are developed to discuss events, drills, or new technologies which are of interest to the fire service. The reports are sent to fire magazines and are distributed at National and Regional fire meetings. The International Association of Fire Chiefs assists the USFA in disseminating the findings throughout the fire service. On a continuing basis the reports are available on request from the USFA; announce- ments of their availability are published widely in fire journals and newsletters. This body of work provides detailed information on the nature of the fire problem for policymakers who must decide on allocations of resources between fire and other pressing problems, and within the fire service to improve codes and code enforcement, training, public fire education, building technology, and other related areas. The Fire Administration, which has no regulatory authority, sends an experienced fire investigator into a community after a major incident only after having conferred with the local fire authorities to insure that the assistance and presence of the USFA would be supportive and would in no way interfere with any review of the incident they are themselves conducting.

Historical Note The creation of the Seattle Fire Department (SFD) can be traced back to July 6th, 1876, when the all-volunteer Seattle Engine Company No.1 was organized by a meeting of citizens convinced of their growing town's need for a dedicated fire-suppression capability. The various fire companies that appeared in proceeding years were similarly equipped and administered on a private basis until 1883, when the City Charter was amended to create and fund equipment, but not staff, for a centralized municipal fire department. The first fire chief of this new volunteer organization, Gardner Kellogg, would also become the first chief of the professionalized department in 1889, as well as the first Fire Marshall in 1901. The volunteer-based system persisted into the late 1880s, when the Great Seattle Fire of 1889 destroyed over 30 city blocks and resulted in approximately $12-16 million in damages. Under pressure from the insurance industry and its citizens, the city council acknowledged the inadequacy of a part- time force to meet the city's expanding need for fire protection.
