A. Election of the President of the Assembly

1. At the opening of the part-session, the Assembly elected Mr Hendrik Daems (Belgium, ALDE) as its President for the 2020 Ordinary Session.

B. Election of the Vice-Presidents of the Assembly

2. On 27 and 28 January 2020, the Assembly elected its Vice-Presidents (Appendix 1).

C. Election of the bureaux of the Committees of the Assembly

3. The Assembly Committees elected their Chairpersons and Vice-Chairpersons (Appendix 2).

D. Election of a judge to the European Court of Human Rights

4. On 28 January 2020, the Assembly elected Mr Mattias Guyomar as judge to the European Court of Human Rights in respect of France.

E. Joint Committee

5. A meeting of the Joint Committee was held on Thursday 30 January 2020.

F. Personalities

6. The following personalities addressed the Assembly (in chronological order):

G. Debate under urgent procedure and current affairs debate

8. The Assembly held one debate under urgent procedure on “International obligations concerning the repatriation of children from war and conflict zones” and one current affairs debate on “Recent developments in Lybia and in the Middle East: what consequences for Europe?”.

H. Media coverage

The Winter Session 2020 of the Parliamentary Assembly of the Council of Europe (PACE) generated considerable media coverage, with some 86 journalists (+15 per cent compared to the Winter session 2019) who turned up in Strasbourg to report on it, and 844 articles appearing in the international press (+60 per cent). With 264 articles, the Russian Federation leads the list of media coverage, followed by (131) and Georgia (45).

Media attention focused on the debate on the “Challenge, on substantive grounds, of the still unratified credentials of the parliamentary delegation of the Russian Federation”, and the election of a Vice-President in respect of the Russian Federation (Sputnik, Ria Novosti, , TASS, Ukrinform, Ukrainian News …), as well as the election of Rik Daems as the new President of the Parliamentary Assembly and the addresses by the Presidents of Georgia and the Republic of Moldova.

The debates on “Threats to media freedom and journalists’ security in Europe” (The Guardian, Ansa, NTV, TVE…) and on “The functioning of democratic institutions in Poland” were also highlights of the session.

This was an above-average session on social media, with some 480,000 impressions over the week on Twitter and around 60,000 post engagements on Facebook. The top tweets concerned the Assembly’s report on media freedom – and particularly its call for Wikileaks founder Julian Assange to be released – and the election of a new President.

The MediaBox, a web-TV studio available to all those making news at the Assembly, once again proved its usefulness for both Assembly members and journalists: 74 interviews with parliamentarians and participants in side-events were recorded (+12 per cent compared to the last session). The teleprompter facility, installed last year, proved its usefulness and helped increase the number of statements made by MPs, and therefore institutional visibility, together with growing use of the tool put in place by the Communication Division which allows MPs and others to download and share clips of their interventions in the plenary on social media etc.

II. Observation of elections

➢ Azerbaijan: early parliamentary elections (9 February 2020)

On 27 January 2020, the Bureau took note of the press release of the pre-electoral mission and approved the list of members of the ad hoc committee to observe these elections. The list was updated by the Bureau at its meeting on 31 January (Appendix 3).

➢ North Macedonia: parliamentary elections (12 April 2020)

On 27 January 2020, the Bureau, subject to receiving an invitation, decided to observe these elections and constituted an ad hoc committee for this purpose composed of 20 members (EPP/CD: 6; SOC: 6, ALDE: 4: EC/DA: 3 , UEL: 1) as well as of the co-rapporteurs of the Monitoring Committee; and to conduct a pre-electoral mission. On 31 January 2020, the Bureau approved the list of members of the ad hoc committee to observe these elections and appointed Lord Blencathra (United Kingdom, EC/DA) as its Chairperson (Appendix 4).

➢ Serbia: parliamentary elections (April 2020)

On 27 January 2020, the Bureau, subject to receiving an invitation, decided to observe these elections and constituted an ad hoc committee for this purpose composed of 20 members (EPP/CD: 6; SOC: 6, ALDE: 4: EC/DA: 3 , UEL: 1) as well as of the co-rapporteurs of the Monitoring Committee; and to conduct a pre-electoral mission. On 31 January 2020, the Bureau approved the list of members of the ad hoc committee to observe these elections and appointed Mr Aleksander Pociej (Poland, EPP/CD) as its Chairperson (Appendix 5).

➢ Poland: presidential elections (10 May 2020 tbc)

On 31 January 2020, the Bureau, subject to receiving an invitation, decided to observe these elections and constituted an ad hoc committee for this purpose composed of 20 members (EPP/CD: 6; SOC: 6, ALDE: 4: EC/DA: 3 , UEL: 1) as well as of the co-rapporteurs of the Monitoring Committee; and to conduct a pre-electoral mission.

III. Other decisions taken by the Bureau (27 January and 31 January 2020)

- Standing Committee meeting (Paris, 6 March): on 31 January, the Bureau took note of the draft agenda;

- Second part-session of 2020 (Strasbourg, 20-24 April): on 31 January, the Bureau drew up the preliminary draft agenda (Appendix 6);

- Resolution 2094 (2016) on the situation in Kosovo2 and the role of the Council of Europe: on 27 January, the Bureau took note of the letter by the President of the Assembly of Kosovo informing the President of the Assembly of the names of the members of the delegation of the Assembly of Kosovo for the 2020 ordinary session, approved the list of the delegation which was subsequently ratified by the Assembly through the Progress report;

- Resolution 1376 (2004) relating to Cyprus: on 27 January, the Bureau took note of the letters from the two Turkish Cypriot political parties informing the President of the Assembly of the names of the "elected representatives of the Turkish Cypriot community" entitled to sit in the Assembly in 2020, namely Mr Armağan Candan and Mr Özdemir Berova, subject to ratification by the Assembly through the Progress report;

- Election of the Secretary General of the Parliamentary Assembly: on 31 January, the Bureau considered and approved the proposals contained in the memorandum prepared by the Secretariat of the Assembly;

- Communications: on 31 January, the Bureau took note of the communications by the Secretary General and the Deputy Secretary General of the Council of Europe;

- EU accession to the European Convention on Human Rights: on 31 January, the Bureau took note of the memorandum prepared by the Secretary General of the Parliamentary Assembly and invited its President to contact the President of the European Parliament with a view to resuming the joint work in this respect;

- Honorary President: on 31 January, the Bureau decided to grant the title of Honorary President to Ms Liliane Maury Pasquier, President of the Assembly 2018-2020;

- European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT): on 31 January, the Bureau approved the lists of candidates in respect of Romania and of the Slovak Republic, to be forwarded to the Committee of Ministers and approved the recommendation of the Committee on Legal Affairs and Human Rights to invite the delegations of Poland and of the Russian Federation to submit a new list of candidates to the CPT;

- Institutional representation of the Parliamentary Assembly in 2020: on 31 January, the Bureau approved the proposals for the institutional representation of the Parliamentary Assembly in 2020 as set out in Appendix 7;

- 2020 Václav Havel Human Rights Prize: on 31 January, the Bureau took note of the press release of the launch of the 2020 edition of the Prize.

IV. Fact-finding visits in the framework of preparation of reports

➢ Should politicians be prosecuted for statements made in the exercise of their mandate?

Mr Boriss Cilevičs (Latvia, SOC), Rapporteur of the Committee on Legal Affairs and Human Rights, is carrying out a fact-finding visit to Spain ( and ) on 3-6 February 2020.

➢ The gender dimension of foreign policy

Ms Petra Stienen (Netherlands, ALDE), Rapporteur of the Committee on Equality and Non-Discrimination, is carrying out a fact-finding visit to the Netherlands on 4 and 5 February 2020.

➢ Time to act: Europe’s political response to fighting the manipulation of sports competitions

Mr Roland Rino Büchel (Switzerland, ALDE), Rapporteur of the Committee on Culture, Science, Education and Media, will carry out a fact-finding visit to on 10-11 February and to Strasbourg on 12 February 2020.

➢ Daphne Caruana Galizia’s assassination and the rule of law in Malta and beyond: ensuring that the whole truth emerges

Mr Pieter Omtzigt (Netherlands/ EPP/CD), Rapporteur of the Committee on Legal Affairs and Human Rights, will carry out a fact-finding visit to Malta on 13-14 February 2020 as part of his mandate to ensure follow-up to Assembly Resolution 2293 (2019).

➢ The brain-computer interface: new rights or new threats to fundamental freedoms?”

Mr Olivier Becht (France, ALDE), Rapporteur of the Committee on Legal Affairs and Human Rights, will carry out a fact-finding visit to San Francisco, United States, on 25-27 February 2020.

➢ Preserving Europe’s linguistic, ethnic, cultural and national diversity

Ms Elvira Kovács (Serbia, EPP/CD), Rapporteur of the Committee on Equality and Non-Discrimination, will carry out a fact-finding visit to the United Kingdom on 26 and 27 February 2020.

➢ Supporting people with autism and their families

Ms Sevinj Fataliyeva (Azerbaijan, EC/DA), Rapporteur of the Committee on Social Affairs, Health and Sustainable Development, will carry out a fact-finding visit to , on 30-31 March 2020.

V. Seminars and conferences organised by the Assembly

On 18 and 19 February 2020, Strasbourg: the Secretariat of the Assembly (Parliamentary Project Support Division - PPSD) will organise an Information Seminar on the Council of Europe for the staff members of the Parliaments of Jordan and Morocco, Partners for democracy to the PACE.

On 27 and 28 February 2020, Helsinki: the Secretariat of the Assembly (PPSD) will organise a Parliamentary Seminar on parliamentary integrity: promoting transparency and accountability measures for the MP’s of the (Ukraine).

VI. Co-operation with the Committee of Ministers

The Joint Committee met in Strasbourg on Thursday 30 January 2020.

VII. Co-operation with the Venice Commission

➢ At its meeting on 28 January 2020 in Strasbourg, the Committee on Legal Affairs and Human Rights decided to ask the Venice Commission for an opinion on the draft amendment to the Constitution of the Russian Federation (as proposed by the President of the Russian Federation on 15 January 2020) according to which, international agreements and treaties, as well as decisions by international bodies may apply only to the extent that they do not entail restrictions on the rights and freedoms of people and citizens, and do not contradict the Constitution.

➢ At its meeting on 29 January 2020 in Strasbourg, the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) decided to ask the Venice Commission for an opinion on electoral reforms in Romania.

➢ At its meeting on 30 January 2020 in Strasbourg, the Committee on Political Affairs and Democracy held a hearing on “Countering ill democracies in Europe” in the context of the report prepared by Ms Marie- Christine Dalloz (France, EPP/CD), with the participation inter alia of Mr Michael Frendo, member of the Venice Commission.

VIII. Co-operation with the European Parliament and other European Union institutions

➢ On 10-11 February 2020, in Brussels, Mr Roland Rino Büchel, Rapporteur of the Committee on Culture, Science, Education and Youth on “Time to act: Europe’s political response to fighting the manipulation of sports competitions”, is expected to meet Mr Margaritis Schinas, Vice-President of the European Commission for Promoting our European Way of Life, and Mr Didier Reynders, Commissioner for Justice, as well as various officials and members of COREPER I. On 12 February 2020, in Strasbourg, the Rapporteur will meet Ms Mariya Gabriel, European Commissioner for “Innovation, Research, Culture, Education and Youth”, and members of the European Parliament Sport Intergroup. 11
