INTRODUCTION Estuarine ecosystems are not isolated systems. They form an interface between marine and freshwater systems and are part of regional, national and global ecosystems either directly via water flows or indirectly through the movement of fauna. In addition to the biota that these estuaries support, they provide a range of goods and services (uses) to the inhabitants of the various regions. Disturbances in one estuary can influence a wide variety of habitats and organisms in the broader freshwater or marine ecosystem. Thus, the interaction between the systems and users creates a delicate balance, the sustainability of which needs to be addressed by some form of management plan. In order to address this balance in a consistent manner in the Cape Floristic Region (CFR), the Cape Action for People and the Environment (C.A.P.E.) Estuaries Management Programme has developed a holistic and inclusive management process representative of all stakeholders. The programme is governed by a Task Team comprising of officials from C.A.P.E., CapeNature, Marine and Coastal Management (MCM), the Department of Water Affairs and Forestry (DWAF), the Eastern Cape Parks Board (ECPB) and the Council for Scientific and Industrial Research (CSIR), which heads the technical support group. -

E-mail: [email protected] ABSTRACT Primary transportation infrastructure in the Gamtoos Valley, a fertile agricultural district located to the west of Port Elizabeth, consists of a single-lane surfaced road namely Route 331, as well as a narrow gauge railway line. While the road pavement is in a poor condition due to lack of maintenance and extensive damage caused by an increasing number of heavy vehicles, the rail service is under-utilised and its future uncertain. The railway is used exclusively for the conveyance of export fruit via the Port Elizabeth harbour and is only operational for the duration of the citrus season that lasts from the beginning of April till the end of October. This paper reports on a preliminary investigation into the possibility of shifting passengers and freight from road to rail in order to relieve the pressure on the road system, to optimise the use of existing transportation facilities and to preserve and extend the working life of valuable road and rail assets. The logistics of hauling both imported and exported goods were analysed to establish what portion thereof could probably be moved by rail instead of by road. Other issues that were looked at included the offering of rail concessions to private companies, the introduction of a passenger service between Loerie and Patensie and the impact that current policies of the national rail operator, Spoornet, have on the provision of a satisfactory service to existing and potential rail clients. -

The Herring Gull Complex (Larus argentatus - fuscus - cachinnans) as a Model Group for Recent Holarctic Vertebrate Radiations Dorit Liebers-Helbig, Viviane Sternkopf, Andreas J. Helbig{, and Peter de Knijff Abstract Under what circumstances speciation in sexually reproducing animals can occur without geographical disjunction is still controversial. According to the ring species model, a reproductive barrier may arise through “isolation-by-distance” when peripheral populations of a species meet after expanding around some uninhabitable barrier. The classical example for this kind of speciation is the herring gull (Larus argentatus) complex with a circumpolar distribution in the northern hemisphere. An analysis of mitochondrial DNA variation among 21 gull taxa indicated that members of this complex differentiated largely in allopatry following multiple vicariance and long-distance colonization events, not primarily through “isolation-by-distance”. In a recent approach, we applied nuclear intron sequences and AFLP markers to be compared with the mitochondrial phylogeography. These markers served to reconstruct the overall phylogeny of the genus Larus and to test for the apparent biphyletic origin of two species (argentatus, hyperboreus) as well as the unex- pected position of L. marinus within this complex. All three taxa are members of the herring gull radiation but experienced, to a different degree, extensive mitochon- drial introgression through hybridization. PALAEONTOLOGICAL IMPACT ASSESSMENT: DESKTOP STUDY WANHOOP BOREHOLE SCHEME EXTENSION, EDEN DISTRICT MUNICIPALITY, WESTERN CAPE PROVINCE Dr John E. SUMMARY The latest phase of the ongoing upgrade of the water supply for Willowmore (Eastern Cape Province) involves several small developments c. 35km to the south of town on the farm Wanhoop in the adjacent Eden District Municipality. The proposed new water pipelines will involve excavations of up to one and a half metres depth but the Devonian to Cretaceous bedrocks and younger superficial sediments affected – viz. the Baviaanskloof Formation (Table Mountain Group), Buffelskloof Formation (Uitenhage Group) and Quaternary alluvium - are mostly of low palaeontological sensitivity. Installation of new powerlines and a short section of new access road are unlikely to involve extensive bedrock excavations and are not regarded as palaeontologically significant. It is concluded that the proposed water supply developments on Wanhoop will not substantially compromise palaeontological heritage and there are therefore no objections to approval on these grounds, nor is any specialist palaeontological mitigation required. However, any substantial fossil remains - such as bones, teeth or dense accumulations of shells or plants – that are exposed during excavations should be reported to Heritage Western Cape and / or a qualified palaeontologist for formal collection and documentation. 2. Overview and interpretation for the future GC Bate1 and JB Adams2* 1Consortium for Estuarine Research and Management Co-ordinator 2Department of Botany, University of Port Elizabeth, PO Box 1600, Port Elizabeth 6000, South Africa Abstract The Mpofu Dam completely blocks the Kromme River a few kilometers above the estuary and prevents a normal flow of freshwater. Because of this, the biological characteristics of the estuary have changed and the system is now more like an arm of the sea than a productive estuary. An annual allocation of 2 x 106 m 3 water (less than 2% of the natural mean annual run-off) is released to prevent the salinity in the estuary from rising above that of the sea (i.e. 35‰). An experiment was undertaken in which the annual allocation of freshwater was released as a single pulse in an attempt to create a salinity gradient and stimulate a biological response particularly in the estuary water column. The release was expected to create freshwater conditions throughout the upper half of the estuary. Instead the low density freshwater flowed over the more dense seawater and there was little mixing. A week after the release both the vertical and longitudinal salinity gradients began to disappear. The measurable concentration of mineral nutrients in the estuary after the release remained low, with the result that there was a negligible increase in microalgal biomass either in the water column or on the subtidal sediment. These effects were noticeable in the zooplankton and larval fish communities, both of which remained almost unchanged during and after the release. -

The most notable events were those of 1995/96 in KwaZulu-Natal and north eastern areas, the November 1996 floods in the Southern Cape Region, the floods of February to March 2000 in the Limpopo, Mpumalanga and Eastern Cape provinces and the recent floods in March 2003 in Montagu in the Western Cape. These events emphasized the need for a standard approach to estimate flood probabilities before developments are initiated or existing developments evaluated for flood hazards. The flood peak magnitudes and probabilities of occurrence or return period required for flood lines are often overlooked, ignored or dealt with in a casual way with devastating effects. The National Disaster and new Water Act and the rapid rate at which developments are being planned will require the near mass production of flood peak probabilities across the country that should be consistent, realistic and reliable. -

LOCATION AND ENVIRONMENT Much of the proposed power line is located along or close to the Langkloof and R62 Scenic Routes, roughly parallel to and south of the Suuranysberge and the Krom River. It starts at the proposed Dieprivier Substation west of Humansdorp, passes north of the Churchill Dam and the town of Kareedouw, with the eponymous mountains to the south, before terminating at the existing Kareedouw Substation. Historical agriculture related land-uses have resulted in degradation of portions of the route, most notably as a result of crop and pasture cultivation in flat lower lying areas, and to some extent from regular burning of grazing areas on mountain and hill slopes.
