STATEMENT BY MINISTER Re: Present situation in Eastern Ladakh THE MINISTER OF DEFENCE (SHRI RAJ NATH SINGH): I would today like to apprise the House of certain other important developments. Since last September, both sides have maintained communication with each other through military and diplomatic channels. Our objective was to effect disengagement and maintain status quo along the LAC so as to restore peace and tranquility. I would like to make the House aware again in brief about the ground situation over there. As the House is aware, China has illegally occupied approximately 38,000 sq. kms in the Union Territory of Ladakh, since the 1962 conflict. In addition, under the so-called Sino-Pakistan ‘Boundary Agreement’ of 1963, Pakistan illegally ceded 5,180 sq. kms. of Indian territory in Pakistan occupied Kashmir to China. China, thus is in illegal occupation of more than 43,000 sq. kms. of Indian territory. It also claims several square kilometers of Indian territory in the Eastern Sector of the - China boundary in Arunachal Pradesh. India has never accepted this illegal occupation of our territory or the unjustified claims. I would also like to inform the House that India has consistently maintained that bilateral relations can develop only with the joint efforts of both sides. Besides, the boundary question could also be resolved through dialogues, harmony, however, any obstacles to peace and tranquility along the LAC is bound to have adverse implications on bilateral ties. The Chinese side is also well aware of this fact. In fact, various high level Joint Statements have acknowledged this point that maintenance of peace and tranquility along the LAC and in the border areas is a fundamental premise for development of bilateral relations. The actions by the Chinese side since last year have seriously disturbed peace and tranquility. Consequently they have also had an impact on the overall relationship between China and India. In our various high level interactions with the Chinese side, including in my meeting with the Chinese Defence Minister last September, my colleague the External Affairs Minister Shri Jaishankarji’s meeting with the Chinese Foreign Minister and the NSA Shri Doval’s conversation with his Chinese counterpart, we have made it clear that the foremost need was to ensure disengagement from all the friction points along with LAC so as to help restore peace and tranquility. I had apprised the House last year that there were several friction areas in Eastern Ladakh along the LAC. In addition, the Chinese side had mobilized a large number of troops and armaments along the LAC as well as in the depth areas. Our armed forces, too, had made adequate and effective counter deployments in these areas to ensure that India’s security interests were fully protected. I am proud to say that our Armed Forced have responded to all these challenges and have shown valour and courage on both South and North banks of Pangong Tso. Many strategically important points were identified and our troops positioned themselves at those Hill Tops and at locations which were very important from our point of view. Indian Armed Forces have shown unflinching grit while defending the borders amid the high remote hills and meters deep snow and that is why we have maintained the edge. Our Armed Forces have proved yet again that they are always ready to combat every challenge to defend the sovereignty and territorial integrity of our country and they have been constantly fulfilling their duty in this regard. Over the last year, we have maintained diplomatic and military engagement with the Chinese side. In these discussions, we have maintained the three key principles that determine our approach to sort out this problem: (i) both sides should strictly respect and observe the LAC; (ii) neither side should attempt to alter the status quo unilaterally; and (iii) all agreements between the two sides must be fully abided by in their entirety. We laid stress on these three principles before them to ensure disengagement from friction points along the LAC, it was our view that troops of both sides, who are in close proximity, should vacate the forward deployments made in 2020 and return to the permanent and accepted bases. Our approach and strategy for negotiations with the Chinese side has been guided at the highest level by the Hon’ble Prime Minister’s resolve that we will not give even an inch of Indian territory. Our tenacity and approach during talks have yielded results. Since September 2020, based on the policy guidance, military and diplomatic officials of both sides have met several times to work out a mutually acceptable solution for disengagement. Till date, there have been 9 rounds of meetings of the Senior Commanders of both sides. Diplomatic talks have continued in parallel under the Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC). I am happy to inform the House today that as a result of our well thought out approach and sustained talks with the Chinese side, we have now been able to reach an agreement on disengagement in the North and South Banks of the Pangong Lake. It has also been agreed to convene the next meeting of the Senior Commanders within 48 hours after the complete disengagement in the Pangong Lake area so as to address and resolve all other remaining issues. The agreement that we have been able to reach with the Chinese side for disengagement in the Pangong lake area envisages that both sides will cease their forward deployments in a phased, coordinated and verified manner. I would like to reiterate that the Chinese side will keep its troop present in the North Bank area to the East of Finger 8. Reciprocally, the Indian troops will be based at their permanent base at Dhan Singh Thapa Post near Finger 3. A similar action would be taken in the South Bank area by both sides. These are mutual and reciprocal steps and any structures that had been built by both sides since April 2020 in both North and South Bank areas will be removed and the landforms will be restored. It has also been agreed to have a temporary moratorium on military activities by both sides in the North Bank, including patrolling to the traditional areas. Patrolling will be resumed only when both sides reach an agreement in diplomatic and military talks that would be held subsequently. The implementation of this agreement has started yesterday in the North and South Bank of the Pangong Lake. I would like to apprise the House that the agreement reached is being properly implemented as per the information available to me till now. The armoured vehicles from both sides have went back to their respective permanent bases as of now. I want to assure this House again that in these talks we have not conceded anything. The House should also know that there are still some outstanding issues with regard to deployment and patrolling at some other points along the LAC. These will be the focus of further discussions with the Chinese side. We have agreed that both sides should achieve complete disengagement at the earliest and abide fully by the bilateral agreements and protocols. By now, the Chinese side is also fully aware of our resolve to defend our sovereignty. It is, therefore, our expectation that the Chinese side will work with us in full sincerity to resolve these remaining issues. I would like this House to join me in paying gratitude to our armed forces who have shown grit and valiance under these extremely harsh climatic conditions of Ladakh which has resulted in the present agreement. Our Nation will always remember the sacrifices made by our brave soldiers which has been the foundation of this disengagement. I am confident that this entire House, irrespective of political affiliations, is united together for upholding our sovereignty, unity, territorial integrity and national security. And further, this House is one in sending out the same message demonstrating the strength and unity of our Nation to the entire world. ______

THE UNION BUDGET 2021-22 - GENERAL DISCUSSION - contd. SHRI : I would like to say that the issue of farmers is also a budget issue. I would like to explain the content and intention of these three laws? The content of the first law is that anyone can buy any quantity of grain, fruits, and vegetables anywhere in the country. I would like to ask that if there will be no restriction on purchase quantity in the country, then who will go to the Mandis? Thus, the first law is intended to eliminate the Mandis. At the same time, the content of the second law is that big industrialists can store fruits and vegetables in unlimited quantities. Thus, the intention of the second law is to promote hoarding in an unlimited manner. Similarly, the content of the third law is not to grant farmers the right to go to court for the purpose of obtaining fair prices for their produces. This will be detrimental to small traders. More than 40 percent of India's population is dependent on agriculture. Farmers, labourers, small shopkeepers, businessmen are the backbone of this country. With the enactment of this law, the business of farmers, labourers, and small traders of this country will be ruined. This will increase the number of landless farmers. The farmer will not get the fair price. Small shopkeepers will face the closure of their stores. Moreover, the food security system of India will be destroyed. At the same time, the rural economy will also be destroyed. Apart, job creation will not take place in the country anymore. SHRIMATI APARUPA PODDAR: This is a disappointing Budget. People had hopes that there would be reliefs, relaxations and ways to bring money in their hands. Nothing happened that way. This Government is following Modinomics and not economics. Even during a tougher stage of economic crisis, Government has its eyes on elections. The Government has neglected MSMEs, labourers and farmers and is busy to sell out our public sector companies. Under the PM Kisan Scheme, the amount has been reduced from 75,000 crore to Rs. 65,000 crore in this budget. This Government has neglected the rural sector and has shown concerns only for some crony capitalists. MGNREGA has not been given proper allocation of funds. Unemployment in our country is the highest since ages. There is nothing said in this Budget to solve this issue. In education sector, there is a huge reduction in fund allocation to scholarships, fellowships, special educational packages to minorities and not a single penny has been allotted to National Fellowship for SCs and National Fellowship for STs. We cannot tolerate this negligence of the Government towards women and youth of this country. SHRI DHANUSH M. KUMAR : The Union Budget of 2021 is mainly for the rich people and not for the common citizens of our country. Its focus is on selling all the Government properties to private people who are all very close to the ruling Party. The public sectors serve the people all the time. For example, only the Air India served the people during COVID-19 pandemic time. No other private airlines were involved in this activity. The Government has decided to sell LIC's share to the private sector. Finally, the most important thing is that the crude oil price is very low in this period. But in our country the oil prices are continuously increasing. The prices of petroleum products in our country are higher than our neighbouring countries. SHRI BHARTRUHARI MAHTAB: The two most welcome areas of the Budget proposals are the hike in spending on infrastructure and the expansion of investments on health. However, the Centre must allow a higher borrowing limit to States to help them meet unusually heavy expenditure. In Odisha, the State Civil Supplies Corporation has borrowed a huge sum to run the Paddy procurement programme. The high volume of bank loan is due to non-release of subsidy to it. There is a need to clear the pending subsidy. Also the decision of the Government to limit the procurement of paddy needs to be reviewed. Odisha would also be hit by drastic reduction of share in Central Taxes. Another concern is that the royalty for iron ore should also be increased as iron ore export has increased and there is spike in prices globally. On Railways, the unused railway land in Odisha and other States can be developed along with the development of railway stations. DR. VIRENDRA KUMAR: The present budget will certainly help to achieve the goals of doubling the income of farmers, strengthening infrastructure, healthy India, opportunities for youths, women empowerment, etc. The decision to launch Mission Poshan-2.0 and resolution to improve nutrition outcomes in all 112 aspirational districts will intensify our fight against malnutrition. The announcement to launch Mega Investment Textiles Parks (MITRA) is a commendable step and 7 mega textile parks will be set up in three years as a part of the scheme. The allocation for Rural Infrastructure Development Fund has been increased from Rs. 30 thousand crore in previous year to Rs. 40 thousand crore in this year. The Government payment towards wheat stands at 75,060 crore rupees, for paddy at 1,72,752 crore rupees, for pulses 10,530 crore rupees and for cotton 25,974 crore rupees. It shows the seriousness of the government for the development of agriculture and to increase farmers’ income. I request the government to set up a Sainik school, a Medical college, an Engineering college in my Parliamentary constituency. I also demand a Navodaya Vidyalaya and a Kendriya Vidyalaya at newly carved out Niwari district. I also request that mining of diamonds should be allowed in Mohangarh Tehsil of Tikamgarh District. Orchha city is in the heritage list of the UNESCO. On the other Bank of Betwa River, a large park should be constructed for beautification. Development and conservation works should be done at the birthplace of Maharaja Chhatrasal. My Parliamentary constituency is an industrially backward region. Although land, railway facilities and water are available for setting up industry, yet no private industrialist is willing to set up industry there. So, I urge upon the government to put in efforts for setting up agriculture, mineral based, iron and steel and food processing industry there. It will provide employment opportunities to 10 to 20 thousand people in my constituency. Khajuraho should be developed as a tourist hub. It will improve not only hotel industry but trade and commerce will also thrive. SHRI A. GANESHAMURTHI: Though Hon. Finance Minister’s Budget Speech has a mention of several programmes, like; “Atmanirbhar”, “SwachchBharat”, “Svasth Bharat” and “Jal Jeevan”, yet, there are no announcements benefitting the salaried class, small businessmen, farmers, textile workers and all others. Increase in percentage of Cess for gas for Autorikshaw, car and buses should be withdrawn. Government should understand that selling of government Shares of PSUS like Life Insurance Corporation, privatization of power distribution, allowing Foreign Direct Investment in private sector, will ultimately take away the economy to foreign hands. Implementation of National Educational Policy, power to collect GST, new farm laws and new power sector related laws, etc. have led to snatching away the rights of the State Government. Farmers are agitating against the three farm laws. The Union Government should have withdrawn these three farm laws. Allowing e-commerce to sell agricultural produce will not be beneficial to agriculture. . Even the consumers will be affected along with farmers. Therefore these laws should be withdrawn unconditionally. The gas and oil pipelines (IOBL) pipelines should be laid along the National Highways and roads. The Railway Schemes pertaining to Tamil Nadu have been totally ignored. On crop loans availed by farmers, the interest subvention given to them has been scrapped and the interest has been increased. This will affect the farmers very much. SHRI DEVENDRA SINGH 'BHOLE’: The Prime Minister's Garib Kalyan Yojana took full care of everyone's needs during the lockdown, taking care of every citizen of the country. During this period, health workers, sanitation workers, truck drivers, railway and public transport workers, bank employees, electricity workers, farmers, police and armed forces contributed significantly in fighting this pandemic. A huge budget of Rs 35000 crore has been allocated so that by 2022, the income of farmers can be doubled. For the first time, the government has launched the Pradhan Mantri Crop Insurance Scheme and the Pradhan Mantri Agricultural Irrigation Scheme. The inaccessible Yamanupatti from Agra to Allahabad should be developed. Geopolitics should be done in the area from Agra to Allahabad of the rugged belt by establishing coordination with the Central Government. The second phase of Amarhat Pump Canal, an ambitious project of Kanpur city and countryside should also be started. The entire focus of the budget is on various parts of the rural economy along with agriculture. Tourism in Kanpur region should be encouraged. Important ancient heritage sites located in my parliamentary constituency should be declared as tourist places and develop them. The poor people of the country have benefited from Ayushman Bharat Yojana and Bhartiya Jan Aushadhi Kendras. The construction of Speech and Hearing Center in village Surar of Bithur assembly constituency of my parliamentary constituency and the construction of one hundred bed hospital in Ghatampur assembly constituency should be done without delay. Train no. 14217/14218 Unchahar Express At important Kanchausi station of Kanpur Dehat district stop to be resumed. A train from Kanpur Central to Pune should be run. Ghatampur railway station should be declared an ideal station. Kathara, Patara and Dohru halts should be developed in Kanpur Nagar district. SHRI MANOJ KOTAK: This Budget is focused on resettling the Indian economy and enabling it to emerge from the shadows of a long and unexpected pandemic. This Budget is towards Atmanirbhar Bharat and to address all difficulties of all sections of the society. It is a growth-oriented Budget and lots of positive interventions have been announced. This Budget has led more emphasis on the infrastructure development through public and private investment, MSME allocation is to be doubled, A new scheme- Pradhan Mantri Atmanirbhar Swastha Bharat Yojana will be launched to ramp up primary, secondary and tertiary healthcare. The Government is sticking to the target of becoming a 5 trillion USD economy. The National Apprenticeship Promotion Scheme (NAPS) will be enhanced to provide apprenticeship opportunities for students. In the insurance sector, the Government has increased the limit of Foreign Direct Investment from 49 per cent to 74 per cent. This Budget is focused on digital transformation. The Government proposed allocating INR 1,500 crore to boost the penetration of digital payments. In the manufacturing sector also, the government has come up with the Voluntary Auto Scrapping Policy. This will generate Rs. 50,000 crore worth revenue and create more jobs in the automobile sector. No increase in taxes and no COVID cess as expected is in a big relief to citizens. This Budget is going to work like a long-term vaccine for Indian economy. THE MINISTER OF STATE IN THE MINISTRY OF FINANCE AND MINISTER OF STATE IN THE MINISTRY OF CORPORATE AFFAIRS (SHRI ANURAG SINGH THAKUR) intervening said: I see a hope for new, stronger and self-reliant India in the Budget. I would like to thank the Hon. Finance Minister because this is going to set the path for an economic and manufacturing power house in India. In this Budget, a slew of decisions have been taken and provisions have been made aimed at taking steps to place the nation in the higher trajectory. The construction of National Highways has witnessed many fold increase. Every household has been provided with electricity connection. Now the Government aims at providing tapped safe drinking water to every household. More than 45 crore Jan Dhan accounts were opened and the poor were offered Debit Cards. Whereas the entire world would switch from paper currency to plastic currency, we triggered a metamorphosis by switching over to digital currency in place of paper currency. Today, India is referred to as a nation with great achievements such as introduction of UPI, BHIM and figures as a soft power in the discussions at the global forum. The Swaminathan Committee report which had been hanging fire for years together saw the light of the day. Farm Bills have been drafted with a view to doubling farmers’ income. As far as the Mandis are concerned, we have connected more than one thousand Mandis with e-naam even last year. This year too, more than one thousand Mandis are slated to be included therein for their further empowerment. Not just that farmers are being honoured with the unprecedented support through ‘PM Kisan Samman Nidhi Yojana’. As of now as much as 1,14,000 crore rupees has been given to the farmers under this scheme. Not even a single line is there in the Bill denoting the dissolution of MSP. I would like to place on record that MSP on procurement and price both have witnessed an increase. As a matter of fact the Government has provided two and a half times more price as MSP on procurement viz-a-viz the UPA Government. The Prime Minister has stated yesterday only that Mandi will continue to exist but at the same time other options are also being made available. It is not compulsory. It is optional. One can exercise the option of selling one’s product either in the Mandi or elsewhere. Thousands of crore of rupees to be received by levying agriculture infrastructure cess shall be utilized to provide storage facilities for the farmers culminating in doubling their income. An amount of one lakh crore rupees shall be spent as agriculture infrastructure fund over the next 5-6 year’s time. Alongside, I have already thrown light on the consolidation of Mandis. The Government is taking serious pains to ensure that the farmers get hassle free soft loan. The farmers shall receive sixteen and a half lakh crore rupees through Banks this year which is 10 per cent higher compared to the previous Budget. We firmly believe in cooperative federalism and wish to build a resilient and vibrant India in tandem with the States of the Union. Earlier, India was among the five fragile economies of the world but thanks to good governance of the power that be, the country has moved forward and holds the distinction of being one of the top six economies of the world. Amidst pandemic India has been able to gift the world with Covid vaccine under the successful leadership the Prime Minister. Today, India is supplying both PPE kits and medicines to the whole host of nations across the world. We have been able to find an elbow room of opportunities amidst crisis, the foundation for self-reliant India was also laid during pandemic itself. It has been for the first time in history that the poor were given 5 kg wheat and rice free for 8 months, crores of migrant labourers were given ration for 3 months and more than 20 crore sisters were provided 31000 crore rupees through DBT’. Three crore Divyang, old and widows were directly credited 3000 crore rupees into their accounts. To contain job losses, the Government has provided that 12 per cent share of employer and 12 per cent share of employee shall be deposited in the EPFO. In fact we don’t wish to miss the opportunity of making India self-reliant even in the face of crisis. The RBI has said that our economy is likely to grow by 10.5 per cent. This Government has released three lakh crore to the MSME sector under Emergency Credit Line Guarantee Scheme without any collateral. The Finance Minister has asked all the Chairmen of PSU banks to land credit at the minimum rate of interest. After seventy year of independence, the farmers have finally got independence to sell their produce. I request you not to be a road block in the economic empowerment of our Anndatas. SHRI JAYADEV GALLA: I would like to take this opportunity to commend the hon. Prime Minister and the Cabinet for their quick response and the courage to impose the most comprehensive lockdown in the world, to tackle the pandemic in our country. In my State of Andhra Pradesh, the careless attitude led the State to initially become a hotspot in the country but thankfully the State Government has been able to bring it under control by improving its testing performance. The vaccine has come at a very opportune time. But we need to drastically speed up the vaccination process. I would like to ask the Government about the plan going forward for the vaccination programme? We see the figures projected with targets for the next five years in the Budget presented by the Finance Minister. I would like to ask the hon. Finance Minister what assumptions have been made in regard to Indian and global COVID response and vaccination programmes while arriving at these financial numbers. Coming to my State, the Centre seems to have forgotten about the AP Reorganisation Act. I demand a separate discussion on the subject for taking stock of the fulfillment of the AP Reorganization Act. Even the demands for my own constituency have remained same over the last six years - construction of a six-lane flyover at Shankar Vilas ROB, water pipeline from Krishna Canal to Guntur railway stations, funds for development of AIIMS in Mangalagiri, setting up a turmeric research centre at Duggirala and national express highways from Amaravati to Anantapur as a national project. The YSR Congress has failed to achieve the special category status for Andhra Pradesh and fulfil all of the commitments listed in the AP Reorganization Act. SHRI NALIN KUMAR KATEEL: The Finance Minister’s focus on ensuring infrastructure-led growth is clearly visible in the budget. The three farm laws would improve the efficiency of India’s markets and attract greater private sector investment in the farm sector. The new laws brought by the BJP Government encourages farmers to earn Rs. 1 lakh crore additional income by coverting waste into energy. Over 1,000 markets were connected with farmers so that they can sell their crops anywhere. Nearly Rs. 40,000 crore is earmarked for spending on rural infrastructure. As far as the ongoing farmers protests in the country, our government has engaged itself with the farmers to resolved the issues through dialogues. Both the government and the farmers have already had 11 rounds of dialogues. Still trying to engage with them to resolve the issue. Special attention has also been paid to construct roads, highways and bridges, education sector and creation of employment for youth and their skill development. The share of Central Government capital expenditure in India’s GDP to 2.48% in 2021-22, the highest since 2015-16. The much-awaited voluntary vehicle scrapping policy will lead to new investment of around 10,000 crore and create ample of job opportunities. There is an announcement of budget outlay for health and well- being at Rs. 2.23 lakh crore in 2021-22, out of which Rs. 35,000 is allocated for COVID-19. Through this budget, the weakness of the health sector will be removed and the dream of a healthy India will be realized. The budget has exempted individuals aged 75 years and above from filing income tax returns. The budget has announced an allocation of Rs. 14,788 crore for Phase-II of the Namma Metro project. It will help to expedite the metro projects in Bengaluru. Sir, I would like to urge upon the union government to impose strict ban on arecanut from neighbouring countries. I also impress upon the government to take strict action against the persons involved in illegal import of arecanut. The budget has also made an outlay of Rs. 3 lakh crore over the next five years towards reforms-based and results-linked power distribution sector scheme. Through all these measures, the government is working hard to make the country self-sufficient. DR. K. JAYAKUMAR: It is a disappointing Budget. The borrowing has considerably exceeded in this Budget. The Agricultural Bills have no provision at all for the people concerned to take recourse to the legal side. You should have guaranteed the people that the MSP would be protected. You are simply going ahead with mindless disinvestment. I would like to know from the hon. Finance Minister what alternative arrangements you are making for the employment for those people who are going to be unemployed due to this disinvestment. DR. SANJAY JAISWAL: Hon. Finance Minister has presented the Budget of Rs. 34, 50,000 crore in this year. This Budget shows as to how we are converting this crisis into an opportunity. A large amount has been allocated for providing infrastructure facilities. This Budget has provided Rs. 35,000 crore for vaccination of the Indian citizens. Apart from this, we are set to meet the demand of more than sixty countries for the vaccine. This has brought about a positive change in the global attitude towards Indians. This Budget has envisaged the blue grant scheme for imparting inter-disciplinary approach to the students studying in various premier institutions like IITs, IIMs, AIIMSs, NIFTs etc. This will help India to develop as a research oriented and manufacturing hub. In the same way, the Government has made liberal allocation for the purpose of farm credit and MSP. This approach of the Government should have brought the curtain down on the farmers' stir. We are saying that farmers can sell their grains from their home itself. Punjab has done wrong by implementing Contract Farming. If crops will be damaged, the traders will be responsible. Despite that it is beyond our conscience as to why agitation is going on. There is huge allocation for sectors like defence, science, health, education, basic infrastructure in this Budget. This will fulfill the dream of Swami Vivekanand which he had seen that in the next century India will be Vishva Guru. I fully support the Budget presented by our hon. Finance Minister. SHRI M. SELVARAJ: I had high hopes with the Finance Minister, but she disappointed not only me, but the whole nation. In the last six years, millions of jobs have been lost. What the Government has done for their re- employment? The Government is rapidly privatising all profit making PSUs viz. LIC, BPCL, Air India, BSNL and very soon, everything will be privatized. The Government is announcing so many schemes, but has not allocated funds for these projects. The classic example is AIIMS in Madurai. The Government has not allocated even a single rupee for that. The Government is privatising Railways forgetting its social commitment. Southern Railways has neglected many projects which require urgent completion. The construction of the Chennai-Salem eight-lane expressway, as announced in the Budget, was against the wishes of the farmers and local people. SHRI AJAY MISRA TENI: The whole world was facing a kind of tragedy and challenge. In such a situation it was a great challenge to keep the financial system healthy and also to maintain the pace of development of the country. Our government has not only controlled the spread of infection in a better way, also developed vaccine. The target of economic growth is 11 per cent and we are heading towards achieving it. Either it is railways, health, agriculture, basic infrastructure - sufficient funds have been allocated for every sector in this Budget. DR. (PROF.) KIRIT PREMJIBHAI SOLANKI: Covid pandemic during the financial year 2020-21 has destroyed the lives of lakhs of people and has severely dented over economy also. The Government distributed free ration to nearly 80 crore people for 8 months and also gave an economic package worth Rs. 20 lakh crore to revive the industrial sector. The Government also ran a Garib Kalyan Rojgar Abhiyaan in six states and has also launched a Special Swanidhi Yojana for the street hawkers and vendors. In the Budget, it has been taken care of that the common people should not be burdened with taxes and the businesses also should not be adversely affected. Along with this, the GDP of the country should move upwards and the deficit finance should remain at the lowest. The entire focus of this Budget is a major step towards the Aatmnirbhar Bharat so that our dependency on other countries remain the minimum. This Budget focuses on health, growth and infrastructure growth. Healthcare sector fund has been increased by 139 percent. The rural and agriculture infrastructure fund has been increased by upto Rs. 40 thousand crores. This fund is for modernization of the current Mandi’s and for establishment of new mandi’s also. The limit for Farmer’s loan has been increased upto Rs. 165 lakh crores. This budget has provided relief to the senior citizens also. This is an excellent budget. Sensex is going upwards only and for the first time it has crossed 50,000. SHRI HASNAIN MASOODI: we are satisfied by the Budget presented by hon. Finance Minister. Some sectors are disturbing which needs to be taken care of. We are selling our assets every year. Fiscal deficit is very disturbing. Agriculture cess has been imposed which is against the federal structure. Union Government grabs all cess and the states and other federal units get nothing. There is no proposal to introduce any major infrastructural projects in Jammu and Kashmir. All the Budget is focused on those states where election is due to be held. There is discrimination with Kargil. There is no proposal to set up Central University in Kargil. No allocation has been made for road structure. No importance has been given to Awantipora Airport. SHRI KESINENI SRINIVAS: The Hon. Finance Minister has taken a good decision to discontinue the National Small Savings Fund loans to FCI for food subsidy. However, I have some grave concerns regarding development works in my state Andhra Pradesh. Initially the budgetary allocation for the Central University in Andhra Pradesh and Tribal Universities in Andhra Pradesh and Telangana was Rs. 65 crores and Rs. 54 crores respectively but it has been reduced to 5 crores and 4 crores in the Revised Estimates. I would like to mention why the Government is not paying its promised dues to our state to construct these universities. The Central Government was to create a new railway zone in Andhra Pradesh but till now except appointing an officer who had already submitted the detailed project report to the Railway Board, no other work has been done. I request the Government to expedite the process. Budget 2021 does not allocate any funds for South Coast Railway. SHRIMATI SHARDA ANIL PATEL: The series of budgets presented from 2014 to 2021-22 reflects a commitment of the government to empower peoples at the lower strata, villages, the poor, farmers and to make India self- reliant and powerful. The government has allocated Rs. 35 thousand crore for COVID-19 vaccination. The budget spells out a vision for self-reliant India which includes the doubling of farmer’s income and robust infrastructure. The government has increased agriculture credit upto 16.5 lakh crore rupees. The rumors being spread at present for farm laws are baseless and political stratagem. The government is going to strengthen the National Disease Control Centre and to set up 15 Health Emergency Centres. Rs. 2,217 crore has been earmarked to tackle air pollution in 42 urban centers having population more than 1 lakh and it shows the commitments of the government towards environment conservation and clean air. The railway got 1.1 lakh crore rupees in this budget. A new Gas Pipeline Project for Jammu and Kashmir has been announced in this budget. The Centre announced to give 18 thousand crore for public buses to strengthen public transports. More than 15 thousand schools will be qualitatively improved under National Education Policy. A total of 100 new Sainik schools will be set up in the partnership of NGOs, private schools and states. A Central University will be established in Leh, Ladakh. Next Census of India will be the first Digital Census. The Hon'ble Finance Minister has announced to develop 5 major fishery centers and to integrate 1 thousand additional mandies with e-NAM. A Deep Ocean Mission with an outlay of more than 4,000 crore for next five years has been proposed. Text holiday for start-up has been extended upto 31st March, 2022. SHRI CHANDESHWAR PRASAD: The Hon. Finance Minister has presented a very strong and far-sighted Budget. A special focus has been given for rural development, sanitation, drinking water facilities and health services. Sufficient amount has been allocated for health sector, Jal Jivan Mission and for welfare of poor people. Agriculture schemes have been announced to double farmers’ income by 2020. We are hopeful that this Budget will help in creating new employment opportunities and increasing our foreign exchange. The budget has a proposal for speedy development of highways and to develop railway stations on the lines of airports. The Government has taken a lot of steps for the welfare of the people but there are some areas where we need to do more work. Unemployment is rising in the country. There is a need to bring reforms in MGNREGA and to increase employment opportunities in the rural areas. SHRI DULAL CHANDRA GOSWAMI: The way the Government has worked day and night to deal with the situation of Corona pandemic to take care of 130 crore people of the country under the able leadership of Hon. Prime Minister, is really appreciable. The State Governments have also extended their co-operation in this work. The basic facilities in healthcare sector have been provided in this Budget. In the education sector, provision to set up Higher Education Council and construction of 100 new Sainik Schools has been made in this Budget. But the demand for granting Patna University the status of central university made last year by the hon. Chief Minister of Bihar, has not been considered in this Budget. It should also be considered. Actually, hon. Ji has devoted this Budget to the welfare of the farmers. 1000 mandis across the country have been added to e-NAM, MSP for crops have been proposed to be fxed at 1.5 times the production cost to double the income of the farmers, farm loan target has been hiked by 10% and funds have been doubled for small scale irrigation in the Budget. Besides, the funds for rural development have been increased from 30 thousand crores to 40 thousand crores. 175 medical colleges have been set up during the last 6 years. The Budget also includes the target of completing the construction work of National Highways and rail lines and railway Eastern Dedicated Freight Corridor Project. It is also an appreciable step. I also request to set up a Sainik School in my Parliamentary Constituency, Katihar. SHRI OM PAVAN RAJENIMBALKAR: Osmanabad district and Barshi Taluka of Solapur district, Nilanga Taluka of Latur district in my Parliamentary Constituency suffered excessive rainfall in last October. Heavy rain damaged crops seriously. I request the government to provide immediate relief to the farmers. Several farmers could not fill the information regarding online compensation on the portal and as a result lakhs of farmers were deprived of insurance benefits. 84 km long rail line from Osmanabad-Tuljapur-Solapur was sanctioned in 2019. The required amount of funds should be provided to expedite the work. The government should take necessary steps to check the increasing incidence of farmers’ suicide in Maharashtra. There is a need to sanction more funds for social welfare projects in rural areas of Maharashtra. The government should provide essential relief package to deal with excessive rain and drought in Maharashtra. There should be a new Kendriya Vidyalaya/Sainik School in my Constituency. The Headquarters of Indian Postal Department should be transferred to Osmanabad. The road connecting Latur-Osmanabad-Solapur districts should be four laned. Essential funds should be released for Tuljapr-Barshi Highway. The medium and long term loans of farmers be waived to provide relief to them. Both farmers and businessmen connected with egg-poultry farming are facing problem due to corona. The loans of farmers engaged in fish farming, poultry industry and dairy facing this double whammy be waived. MPLAD fund should be restored at the earliest. SHRIMATI : This Budget has been presented in such a scenario when the country is battling with a Corona Pandemic. The Government has made every effort to bring the economy back on track by injecting economic vaccine. This is not an ordinary achievement. IMF has mentioned about 11 per cent growth rate. GST collection has been increased for more than Rs. One lakh crores and economy is indicating 'V' shape recovery. The Government has made provision for betterment of MSMEs and infrastructure. This will generate employment. The limit of FDI in insurance sector has been increased. Overall, it is a bold Budget. DR. MOHAMMAD JAWED: There is nothing for the poor and the middle class in this Budget. Announcement for giving special package to Bihar has been made on several occasions but, in effect, nothing has been given. This Government has ruined the economy. I think that the target of $5 trillion economy is not achievable. Budget on education has been slashed. There are 11 blocks in my Parliamentary Constituency, Kishanganj out of which there is no college in 5 blocks. I want to make an appeal to the Government to ensure that there is no block in the country without a degree college or a technical college. There are many rivers in Bihar which bring devastation across thousands of acres of land due to flood every year. Rupees 332 crore have been allocated for Kosi Development Project. It should be enhanced to a minimum of rupees 2000 crore. The Government has abolished the APMC Act which is an assault on the interests of Bihar. Bihar has the highest rate of unemployment. I urge the Government to repeal these three black laws.

SHRI PRATAPRAO JADHAV: COVID-19 is affecting the overall economy of the country, therefore, a provision of 35,000 crore rupees for vaccination is welcome. The budget apparently appears to be a dream budget. This budget lacks totality and focus from particularly the common man’s and middle class point of view. The focus of the government is to sell national assets to the corporate houses in the name of disinvestment and privatization. The so-called special economic package of 20 lakh crore rupees under Atmanirbhar Bharat is far away from actual realization/expenditure. On sided nation-wide lockdown provisions have led to slowdown in economic activities. Government borrowing has tremendously gone up in the absence of new non-loan sources in revenue. Fiscal deficit target is already at a higher level. This budget lacks something which can directly provide relief to the common people and middle class. Clear roadmap of economic reforms is not visible in the budget. The government has been lackadaisical to a great extent on the issues raised by the farmers regarding the three Farm Bills. Farmer is the backbone of our country, therefore, I would like to call upon the government to take action on their issues in a fast track mode. Micro, Small and Medium Enterprises sector (MSMEs) has been affected due to complicated procedure of GST compliance and demonetization. Lack of financial access remains the biggest challenge for this sector. Rupees 73,000 crores have been allocated for Mahatama Gandhi National Rural Employment Guarantee Scheme which is quite less to the revised estimates of the financial year 2020-21. Our country is going through demographic transition in which the youth will play a bigger role in development of the world. But the poor policies and negligence of the government have led to increase in unemployment. Public and private investment are needed for reviving the economy after the effects of lockdown. Total expenditure of the government has been declining in the last few years in terms of GDP percentage. Therefore, the Finance Minister’s proposal of 34.5% increase in capital expenditure is welcome. The process of bringing Initial Public Offer (I.P.O.) of the Life Insurance Corporation of India will cloud the objective behind its setting up. Basic infrastructure is quite necessary for development and it should include new schemes, new projects and expansion of roads and railways but not for political gains. In this budget, the Union Government has deliberately neglected Maharashtra. The government should allocate funds as per the needs of various states in an impartial and just manner. This budget does not have anything special for the state of Maharashtra. This budget is only for the states going to election. This budget intends to sell the country instead of building the country. SHRI K. NAVASKANI : This Budget is very disappointing. Gross domestic production and economic scenario have been the worst ever in our country. PSUs are being sold in Corporates. The prices of petrol, diesel and gas have been increased. This Government makes mere announcements. The announcement relating to AIIMS, Madurai still remains as a mere announcement. The Government is not paying any attention towards the farmers' agitation. In my constituency, Ramanathapuram, crops have been inundated and damages due to heavy rain. Compensation should be provided to the farmers. This Government should find a permanent solution to this problem of Tamil fishermen being attacked by the Srilankan Navy. Allocation for the welfare of minorities has been reduced. This shows that the Government is not concerned about minorities. Poor people get help for their medical care from the Prime Minister's National Relief Fund. But the financial help extended through this fund does not reach the Hospitals. Poor people get only a part of the expenses incurred on treatment. They should get financial help completely for the medical expenses incurred. This survey should be done again to identify the beneficiaries under the Prime Minister Awas Yojana. SHRI SUDARSHAN BHAGAT: Under the leadership of Hon'ble Prime Minister, the Government of India has presented the Union Budget, primarily focused on public welfare, for the year 2021-22. Every section of the country is welcoming the budget. I represent Lohardaga Parliamentary Constituency. This region is in great need of all round development and basic facilities. Therefore, I would like to draw your attention to the needs of this entire region. There is a need to run a special campaign for effective implementation of all the schemes of the Ministry of Agriculture and Rural Development in rural areas of Jharkhand including my Parliamentary Constituency. There is a need to set up mining or bauxite based industries. More number of food processing industries should be established here. The development of Aanjan Village and nearby Ramrekha Dham, in my Parliamentary Constituency, as a tourist destination will also improve the standard of living of the local people. Doubling of Lohardaga rail line should be completed without any delay. A new rail service, namely Kisan Express from Lohardaga to Rourkela via Ranchi should be introduced. Construction of a new rail line from Lohardaga to Korba via Gumla, Jashpur should be started. State-of-the-art stadiums with special infrastructure facilities should be provided to promote sports in Gumla and Lohardaga. There is a need to give special impetus to solar energy projects in tribal areas and to formulate specific action plans to promote animal husbandry, dairy, fisheries etc. An "Army and Paramilitary Recruitment Center" and a "Central Tribal University" should be established in Gumla. I urge upon the Hon'ble Finance Minister to include all the issues and schemes, raised by me, in the Budget. SHRI SUDHAKAR TUKARAM SHRANGRE: The budget has taken care of all sections of the society and farmers have been specially taken care of. A provision of 75000 crore rupees has been made for them in this budget. My parliamentary constituency Latur is facing severe drought due to which not only is there a drinking water crisis but no water is available even for irrigation. The Central Government, through the Government of Maharashtra, is working on the goal of providing drinking water connections to all households in Latur by 2024 under the Jal Jeevan Mission. At this time the speed of providing drinking water connection is very slow in Latur and its speed should be accelerated. For the development of Latur parliamentary constituency, it was first decided to set up a rail coach factory and now with the prompt efforts of the government, this coach factory is ready to start functioning fully. Raw materials for this coach factory should be supplied from local sources so that ancillary industries are set up here to increase employment opportunities would increase along with industrial development of this area. There are many important places in Latur from tourism and religious point of view, but due to lack of necessary tourist facilities, their condition is not very good. Efforts should be made for structural development of all the religious and tourist- important sites such as Devi Mahalakshmi Temple on the banks of Panchganga River , Udgir Fort, ancient fort in Ausa , 800-year old ancient Shiva Temple in Hemdashali, Nilanga and providing international level tourism facilities at these places. Latur should be included in the list of backward districts and aspirational districts selected by the government. Further action should be taken for land acquisition and construction for laying new rail line from Latur Road to Gulbarga and doubling and electrification of Kurduvadi - Latur - Latur Road railway line. KUMARI PRATIMA BHOUMIK: Even in the adverse situation due to Covid, the Government has presented a development oriented Budget. The Government has presented a welfare oriented Budget without levying any new tax. Earlier, the Governments did not pay any attention towards the North East. Since the year 2014, Modiji has brought development to the North East by connecting it to the rest of the country. Health Budget has been enhanced by 137 per cent. Our Prime Minister had announced to provide airways, railways, roadways as well as the waterways connectivity to the North East. We look forward to seeing sea-plane in the Brahmputra by the next year. A provision of 107 Ekalavya Vidyalayas has been made in this Budget. A provision of Rs.1000 crore has been made for the women working in the tea gardens. PM Kisan Samman Nidhi is being provided in our state. The present agitation is a political one. SHRI RAHUL RAMESH SHEWALE: I rise here to speak on additional allocation in respect of overall development of Mumbai to develop it as a world class city. Mumbai has the highest percentage of the slum dwellers among the metropolitan cities and it requires the setting up of a ‘Mumbai Development Plan Implementation Authority’ which will be funded by the Central Government. For a planned and holistic land development of Mumbai, a special package of Rs. 14,00,600 crores may be sanctioned and released by the Central Government at the earliest. Condition of Textile mills workers in Mumbai is pathetic. I would request the hon. Minister, to take immediate steps so that workers are not being denied their rightful accommodation with all the basic amenities. Considering the fact that Mumbai houses Dharavi which is the largest slum in the country and developers don’t have funds to finish the SRA projects. There is a need to take strong steps to bail out stuck slum redevelopment schemes otherwise Mumbai will never be a slum free city. My Parliamentary Constituency Mumbai South Central harbours all three lines of Mumbai Railway, namely, Western, Central and Harbour Lines. I request the hon. Railway Minister for additional allocations for emergency medical care for accident victims, introduction of car rakes to reduce overcrowding, more FOB and subways to prevent the hazards resulting from crossing railway tracks, CBTC system for signaling, etc. In addition to this, I hereby propose an overall renovation of Dadar station as main Station. I stress upon to start working fast on the Elevated Corridor from CST to Panvel Harbour Line. For the last 10 years, railway passengers have been demanding that ‘Mumbai Zone’ should be one to make railway work more effective. Like Central, Western Division, a separate division of Harbour Line Division should also be made. I request the hon. Railway Minister to consider starting AC local trains in Central Railway and Harbour line also. SHRI SYED IMTIAZ JALEEL: The demonetization brought in by our Prime Minister in the year 2016 failed to end the black-money as well as counterfeit currency. The Government has slashed the Budget of the minorities by Rs.1024 crore. The Muslims do not want subsidy but the Government can open schools, colleges and hostels with that money. The prices of petrol and diesel in India are much higher than in other countries. I request the Government to open a Sainik school in Aurangabad also. SHRI N. K. PREMACHANDRAN (KOLLAM): I oppose the Budget proposals for the year 2021-22 because it is anti-people, pro-corporate and anti-poor resulting in Crony capitalism. In this Budget there is privatisation, disinvestment of all public sector undertakings, monetization of the assets of the country, creation of an Asset Reconstruction Company and an Asset Management Company. All these indicators describe selling of all the assets of our country. The share of the ownership of the country asset’s by the top one per cent grew from 58 per cent to 73 per cent in just one year between 2018 and 2019. That means, 73 per cent of country’s wealth is owned by less than one per cent of the total population of t he country. That means, the Fiscal Policy of the NDA Government as well as the Budget proposals for all these six years, are benefiting the corporates only. India’s rank has been shifted from 93rd position to 97th position in the Global Hunger Index. Due to crony capitalism, 73 per cent of the total wealth is being accumulated by less than one per cent of our total population. The dream of the Chief Economic Advisor and the Government is unrealistic. We are having eight core industrial sectors. Out of these eight core industrial sectors, except, the electricity and the coal mining area, all the six sectors are showing a negative growth. The fiscal deficit for the financial year 2019-20 is 4.6 per cent. In the year 2018-19, the total Corporate Tax collected was Rs. 5,56,878 crore. In the year 2021-22, you are estimating only Rs.5,47,000 crore. That means, the Corporate Tax is being reduced and thereby the exchequer is losing Rs. 1 lakh crore. As regards, the Aatma Nirbhar Bharat Abhiyan, I congratulate the Government for having a better package for the time being. The health policy of 2017 of this Government has clearly stipulated that the Budget allocation should not be less than 2 per cent of the GDP plus 8 per cent of the State GDP. THE MINISTER OF WOMEN AND CHILD DEVELOPMENT AND MINISTER OF TEXTILES (SHRIMATI SMRITI ZUBIN IRANI):The Budget makes India self sufficient. This Budget makes India united. A country gets united when some pandemic befalls the country and the Prime Minister of the country has a concern that a single poor man does not sleep with empty stomach at night. Through Garib Kalyan Package, country’s Prime Minister has been able to deliver foodgrains to the citizens free of cost for eight months. As a Member of Parliament from Amethi, I would like to convey my gratitude to our Hon. Prime Minister that out of 80 crore citizens of our country, as many as 3 lakh, 18 thousand people of Amethi have been given free of cost ration through the provision made in this Budget. ‘Atmanirbhar Swasth Bharat Yojana’ has been mentioned in this Budget and Rs.2 lakh 23 thousand crore has been allocated for this purpose in this Budget. As a Member of Parliament from Amethi, I would like to elaborate that Shri Narendra Damodar Das Modi is the first one to announce a medical college in Amethi. Today, whatever work has been done, all has been done thanks to allocation made in the Budget though these pieces of work are related to Collector Office, RTO Office, fire station, Police line, Office of Inspector of Schools. I would like to convey my thanks to Union as well as State Government for the setting up of a Trauma Centre with 200 beds in my Parliamentary Constituency. For the success of Swacch Bharat Abhiyan, 10 crore poor people have got toilet for the first time, and a provision has been made in his Budget and I would like to congratulate and thank Shri Narendra Modi’s Government for providing toilets for the first time for 3 lakh families. Today, I would like to say that in the year 2013-14 the Procurement of cotton by UPA Government was only Rs.80 crore. Modi Government has facilitated the procurement of cotton worth Rs.26 thousand crore. Hon. Finance Minister has mentioned about agriculture credit of worth Rs.16 lakh crore, and I would like to congratulate the Government for this endeavor. Hon. Prime Minister has talked about Aviation Sector, and metro projects are the tools to strengthen the country in Aviation and transportation respectively. He has also mentioned that Rs.18 thousand crore will be provided to strengthen the bus services. I would like to mention that Hon. Finance Minister has allocated Rs.1 lakh crore for the construction of roads. SHRI RAKESH SINGH: More focus has been given to strengthen the basic infrastructure and social sector. Mahatma Gandhi had said that the soul of India resides in the villages. This government is committed to reestablish rural economy and gram swaraj. No increase has taken place in direct and indirect taxes in the budget. The government has increased the health sector budget by 137%. The government has also made a provision of 64,180 crore rupees in the budget for implementing Pradhan Mantri Atmanirbhar Swastha Bharat Yojna. The government is constantly working with commitment for doubling the farmers’ income by the year 2022. As a result of the same, reforms have been carried out in the three agricultural laws. The government is announcing from every platform besides the House that MSP was there earlier also, it is existing at present and it will remain as it is. The government has taken a decision to carry out comprehensive transformation in education sector. Announcement has been made in the budget to open 100 new Sainik Schools. Basic school education is being provided to the children of tribal areas by setting up Eklavya Model Residential School. Historical works have been done in the field of development and expansion of basic infrastructure in the last few years. A provision of one lakh eighteen thousand crore rupees have been made for upgradation of national highways. New direction has been given to the on the lines of National Highways. The government has completed both the projects namely “Jabalpur-Gondia broadguage project” and “Electrification of Etarasi-Naini rail section project”. A provision of one lakh ten thousand crore rupees have been earmarked for further expanding the infrastructure. In this budget, an amount of one lakh thirty five crore rupees has been given to defence sector by increasing defence budget so that the Army is able to procure its modern military equipments. DR. S.T. HASAN : I, through you, would like to say that education is an important department. The Budget for education has been reduced. I welcome this more that a central University is being set up in Ladakh and Sainik Schools are being set up but you are moving towards privalization over there. The farmers are such stratum of the country that are backbone to our nation and contribute 20 percent to our GDP. That farmer goes to his field to irrigate the field when power supply blinks on at 3 am in the night by quitting his quilt, be it scorching, blowing hot waves, bitter cold of winter. He then warms himself by lighting the fire and sets this temperature. The very farmer was willing to go to with a request. You, I and all of us know this well. What treatment has been meted out to them on border has made the country a laughing stock. The whole world has boycotted this saying that such treatment should not have been meted out to them. You are saying that MSP was there, it is and will remain in existence 14.50 crore agrarian families have been identified under this scheme. The roads in UP are in dilapidated condition. The export is reduced from Rs. 9 thousand crore to Rs.4.50 thousand crore under this Government. Prices of raw materials have been increased upto 40%. The prices of aluminum, copper and brass have also been increased. The scheme known as Service Export from India Scheme (SEIS Scheme) was also stopped by the Government. My demand is at least 10% support should be provided to the exporters. SHRI HANUMAN BENIWAL : Each and every sector including common man and every section of the society is severely effected. People of this country, youth and farmers are disappointed by this Budget. I want to make an appeal to the Government not to take a tough stand and accept the demand of the farmers regarding the Agriculture Bill and implement the law of procurement of produce on MSP. The demand of the farmers are that recommendation made by the Swaminathan Commission should be implemented in toto. I want to put forward the issues related to Rajasthan. The Eastern Rajasthan Canal Project should be declared as national project. This project should be declared as national project. This project will provide potable water to Jhalaward, Baran, Kota, Baandi, Sawai-Madhopur, Ajmer, Tonk, Jaipur, Pusa, Karuli, Bhartpur and Dhaulpur including 13 districts till year 2051. This project which has 26 big and medium irrigation projects is irrigating 0.8 hectare land and propose to irrigate 2 lakh hectare more land in future. If 13 districts are brought under eastern canal project, the farmers of Rajasthan will be as prosperous as farmers of Punjab and . The prices of Petrol and diesel are increasing continuously. The Union Government should reduce tax on petroleum products. The prices of produce of farmers should be increased. The youth should get employment and Hon’ble Prime Minister please listen to what farmers are saying. SHRI VIVEK NARAYAN SHEJWALKAR: M.S.M.E and infrastructure sector has been given special emphasis in the budget. In addition to Rs. 16.5 lakh crore, a fund of Rs. one lakh crore has been created for the development of infrastructure sector. In this budget, the commitment regarding M.S.P has been reiterated. The health sector has been given 137 percent increase in the budget based on the difficulties faced last year during the Covid-19. Custom duty has been changed to promote domestic manufacturing in order to create self-reliant India. Ambitious schemes for disinvestment are being implemented in some public banks and companies to mobilize resources. The Government has made provision in the budget to promote digital payment, which is a welcome step. SHRI P. RAVINDHRANATH: After the presentation of Budget 2021, Sensex increased 5% and Nifty to 4.7%. Hon. Finance Minister has made an allocation of Rs. 35,000 crore for manufacturing COVID-19 vaccine in this Budget which is a welcome step. She has announced a scheme of Mega Investment Textile Parks and proposed for establishment of 7 Textile parks over the next three years. I hope that it would be a strong foundation for the development of textile industry in the country. I take this opportunity to request the Government to undertake a survey on the potentiality of small fishing harbours in the State and take necessary action for the development of small harbours so as to increase large scale employment in other areas. Another important announcement in the General Budget is that of Phase II for Chennai Metro Railway covering 118.9 km at a cost of Rs. 63,246 crores. This is a gift to Tamil Nadu. The ban on Jallikattu was lifted because of the dynamic leadership of Hon. Prime Minister Shri Narendra Modi. SHRI RODMAL NAGAR: This budget is an inclusive, universal and widely accepted budget reflecting India's global nature in the time of global pandemic. The budget is of 'Atmanirbhar Bharat' making improvement in agriculture and agricultural welfare. My Parliamentary Constituency Rajgarh, Madhya Pradesh is completely dependent on agriculture. The Government has developed infrastructure facilities. Work related to branding, processing, cold room, pack house, cold storage of oranges etc. is being started in our area which will prove to be a milestone in making agriculture profitable and doubling the income of farmers. As regards health facilities, under the guidance of hon'ble Prime Minister Modi Ji the Government has paved the way for employment for poor farmers of villages as well as unemployed youth by sanctioning Rs. 325 crore for medical colleges. An ambitious scheme of the railway, Ramganj Mandi to Bhopal railway line has been resumed and included in the Prime Minister's Fast Track. Urea should be brought under nutrient-based subsidy scheme. Last year, there has been two-fold increase in organic farming. The contribution of agricultural food processing to GDP is increasing around 20 percent. The efforts being made to strengthen the rural economy are being witnessed as direct benefit by the people of the country. SHRI KRISHNAPAL SINGH YADAV: I request the government to set up a herbal park as several medicinal plants are available in my Parliamentary Constituency. A medical college should be set up in my Constituency where no medical facility is available for miles and Guna is also an aspirational district. A national highway should pass through my constituency so that farmers are provided with means of transportation and market for the agricultural produce is ensured as my area is a good producer of coriander, tomato, groundnut and famous sharbati wheat. I would like to request that schools of my area from class 1 to 8 is included in the provision of school education quality improvement so that arrangement for proper furniture is made for students. Along with this a university be set up in my constituency keeping in view the girls who remain deprived of higher education due to distance factor and for disadvantaged boys. The effort to strengthen the women of each class through MSME is commendable. I support my Government and the Budget which stand for housing for all, one country one ration card, efforts to double the income for farmers, the effort to provide new avenues through good governance and reforms in education. SHRI SAPTAGIRI SANKAR ULAKA: You are talking of Sabka Vikas,Sabka Vikas. South Coast Railway Raigarh Division was declared, 40 lakhs were provided. Will you gain trust of all from it. Four trains used to run on the Gunupur-Nuapada Railway line but all the four trains were stopped during Corona period. There is a place called Kansariguda where the Government procured around 1200 acres of land in 2007 with the promise that a refinery plant will be set up by Hindalco. 13 years have passed, they are waiting when the Plant will be set up, when they will get job. Now, their children have also grown up. I have adopted 28 villages of Kotia Panchayat in Koraput Parliamentary Constituency. The problem which people are facing there is the problem of livelihood and employment. Mobile connectivity should be provided in every village, so that all the people can get this facility. Every year Odisha faces one or the other cyclone. No special package is being provided by the Union Government. There is also a proposal to set up a Tribal Museum in Odisha. You are about to construct 60 textile parks, one of them may be constructed in Odisha. SHRI D.M. KATHIR ANAND : Normally, a Budget means the detailed reporting of the income and expenditure of the Government in a particular year. But if you look at this Budget, it looks like an election manifesto or the next Five-Year Plan. This Budget looks like an election propaganda and unfortunately this Government remains as an announcement Government and publicity-mongering Government. In this Budget, on the one hand the Government has reduced the excise duty on petrol and diesel and on the other they have increased the cess in different forms. In this backdrop, a further reduction in the excise duty and a hike in the cess will affect the financial position of all the States. This year, the disinvestment targets have become larger, peaking at Rs.2.1 lakh crore in 2020-21. In this Budget, the budgetary allocation for education is very low. The allocation for Samagra Shiksha Abhiyan is only Rs.31,050 crore. The allocation to school education has come down. The allocation for Mid-day Meal has also been reduced. Total allocation for the National Education Mission has also been reduced. There is no mention about labour as also about creation of employment in the Budget. In the Budget there has not been a single word on the three Farm Laws that have been enacted. The allocation for PM-KISAN and Pradhan Mantri Fasal Bima Yojana has also come down when the farmers carry their produce through the National Highways, they should be exempted from paying the toll tax. The Government should encourage agri-exports. The farmers market should be installed all over India. This will encourage the farmers to sell their produce directly to the consumers where there will not have any more intervention. About Rs. 19,591 crore is pending with the Government of India. At this time, the Government of Tamil Nadu needs this money because we have pending agricultural projects. Therefore, I request the Central Government to release the pending dues. SHRIMATI JASKAUR MEENA : During this pandemic, our gracious Prime Minister and his visionary and able leadership has united this country. He has reeved the country into the thread of emotional unity by clapping hands clinging of utensils and lighting the lamps and candles. Everyone is united to face this pandemic, I think that this Budget for the year 2021-22 is not only very bold for pandemic point of view but this Budget is in the interest of villages, poor and the farmers. I would like to say, through you, that this Budget will lay the foundation of a new decade and will lay it in such a way that even the people of lowest stratum of the society will be table to stand on. This Budget is bound for leading the every citizen of the country to the progress with self-reliance. At the same time, this Budget will strengthen India’s economy by providing work to every hand and will lead us to self- sufficiency. This Budget, will increase the income of the farmers, make them self-reliance, strengthen the infrastructure and will materalise the imagination of healthy and clean India and resolve of inclusive development by providing good governance and opportunities for youth and empowerment of women with the literate India. In this Budget Rs.2 lakh 846 crore has been allocated for health sector which is 137 per cent more than the previous Budget. Rs.16.50 lakh crore have been allocated for the progress of agriculture and upliftment of small and big farmers. A provision of Rs.40,000 crore has been made for allocation to the development of rural infrastructure and the funds for micro irrigation has also been doubled. A 15% relaxation of margin money for the stand up scheme being seen for SC/ST, small entrepreneurs, is also a big step.750 Eklavya Schools have been opened and I want an Eklavya School to be opened in my Parliamentary Constituency. One Sainik School should also be there in my Parliamentary Constituency. There has been increase in the allocation of funds for schemes i.e. Kisan Samman Nidhi, Ujjwala Yojana, Jan Dhan accounts, pucca houses under Pradhan Mantry Awas Yojana, pension to farmers and traders, Deendayal Jyoti Yojana etc. Transport sector, whether it is a road or Railways, the infrastrure has been strengthened by providing more funds. India is rich in biodiversity, this biodiversity can utilized for speeding our economy. The Eastern-Canal Project in my Constituency should be accorded approval, so that Dousa district can get water. SHRI THOMAS CHAZHIKADAN: The Budget seems to have turned a blind eye to the needs of employment, labour, food, water, sanitation, and much more. . As per the Budget allocation, about Rs. 73,000 crore have been allocated for MGNREGA. It is a dramatic cut from Rs. 1,11,500 crore that was recorded to be spent during the last year. The Central Government gave a huge blow to the fiscal federalism when it withheld payment of States’ compensation Cess under the GST. Complete abolition of GST audit by amending Section 35A has brought in the risk of fraud and malpractices and loss of revenue to the Exchequer and consequent litigation. It will have a negative effect on the principle of `ease of doing business’. The limit of turnover for tax audit has been raised from Rs. 5 crore to Rs. 10 crore. Even after considering the inflation ratio the limit raised is very high. It should be retained at Rs. 5 crore. I would like to request the hon. Minister of Petroleum and Natural Gas to give directions to the concerned authorities to implement the City Gas Distribution Scheme. The Government has sanctioned 22 AIIMS since 2014 but not even a single AIIMS has been sanctioned in the last seven years to the State of Kerala. It is a step motherly treatment to Kerala. The norms for selection of rural roads for the PMGSY Scheme, especially the norms of gradient fixed, is not suitable for the terrains and rural roads in Kerala. Tourism is one of the best ways of improving our economy. India has a great tourism potential. Kerala has many attractive tourist destinations. Tourism industry is a major contributor to the State’s economy. During 2017, the Ministry of Tourism, has declared Kumarakom as one of the 19 iconic tourist destinations of India. A detailed project report including a highway named Kottayam-Kumarakom-Cherthala Tourist Highway and the development of the waterways nearby which are of great attraction to the tourists is being prepared by the consultants appointed by the Government of India. Completion of this project will be a great boost to the tourism sector not only to Kerala but to the entire country. The iconic tourism project was declared in 2017 but till now the Government has not allotted a single rupee to this project. I urge upon the hon. Finance Minister to give financial sanction and provide at least Rs. 1000 crore for this proposal. The Budget was surely a music to the ears to those seated in the secure havens of the stock market, private businesses, and mounting capital. DR. UMESH G. JADHAV: Budget 2021 was all about reviving the economy so the focus has been laid on healthcare and infrastructure with an eye on achieving the vision of Atmanirbhar Bharat. It is my sincere request to consider the proposal of upgradation of ESIC hospital Kalaburagi in line of AIIMS and setting up NIMHANS Branch at ESIC Hospital, Kalaburagi. The death rate of people with tuberculosis is the highest in Karnataka. In view of the above, I would like to request the Hon'ble Minister to set up a Tuberculosis Hospital and a Children’s super speciality Hospital in Kalaburagi. The traffic on NH-150E, NH-50 & NH-150 is very high and have to travel along with Kalaburagi city traffic which results in heavy traffic congestion. Hence new bypass is required for safe, smooth and congestion free movement of traffic. Kalaburagi district is a major producer of Red gram (Arhar/Toor Dal). My demand is to consider Red Gram processing units (Dall Mills) as an Agro Based Industry so that this industry can get Loans at 4% interest rate and also request you to announce a rehabilitation package for the Dall Mills in Kalaburagi District. I request you to kindly include the Kalaburagi City Corporation for the implementation of PMJVK as Minority Concentration Area for the overall development of the minority in Kalaburagi City. I request you to start Grinding Unit at CCIL, Kurkunta. Establishment of a Skill Development Univeristy in Kalaburagi is a project which will be milestone for the development of this most backward region. I would like to urge upon the Hon'ble AYUSH Minister to take necessary action to set up this Yoga Park in Kalaburagi at the earliest. The Union Government had announced the Railway Divisional headquarters in Kalaburagi in 2014 but the Railway Division still remains a distant dream. As the region is divided into various zones and divisions, it is difficult to get train facilities or any other work on priority basis as we have to get approval from various divisions and zone offices. Government has in principle sanctioned NIMZ to be established at Kalaburagi and Tumukuru in Karnataka state. The project will go a long way in industrialization of the region and generate employment opportunities to the youths of the region. It is aimed at removal of poverty of the region and also removal of regional imbalance. The Hyderabad Karnataka region is lagging behind in industrialization. Hence, I therefore request to announce certain SEZs for Hyderabad Karnataka region which will go a long way in the industrial development of this region. The city of Kalaburagi which is home to the regional administration has a population of 10 lakh people and facing the problem of drinking water. In order to find permanent solution to the drinking water problem forever it is feasible to augment water from the nearby Almatti dam. I urge you to kindly sanction a SAINIK SCHOOL to Kalaburagi. SHRI : This historical Budget has been prepared keeping in view all the villages and sections of the society ranging from the poor, the farmers and the businessmen. In this Budget a provision of Rs.1.31.531 crore for agriculture and Rs. 12,000 crore for Kisan Samman Nidhi has been made. Rs. 93224 crore has been provided for the education sector. Funds have been provided for setting up 100 new military schools and 750 new Eklavya schools. The Government has introduced the Pradhan Mantri Ujjawala Yojana. It is the Hon. Prime Minister who recompensed the poor women of the country. As many as 12 crore toilets have been constructed under the Swachch Bharat Mission. A demand of my Parliamentary Constituency has been pending since 2014. A rail route from Etah to Kashganj has been sanctioned but fund has not been allocated so far. Two districts lying in my Parliamentary Constituency- Etah and Kasganj are yet to be connected with railway line. I request both the Railway Minister and the Finance Minister to make a provision in the Budget itself so that the long pending demand can be fulfilled. SHRI NAMA NAGESWARA RAO: The Fiscal Deficit for the current fiscal will be the highest since liberalization reforms began in 1991. Hyderabad has become the vaccine capital of the world manufacturing over six billion doses annually and contributing about 1/3rd of global vaccines productions. There is an urgent need to set up a virology lab in Hyderabad. It is imperative that Government prepares a roadmap for integration of Environment, Society and Governance concerns in infrastructure development. I urge the Central Government to expedite the resolution of pending issues of the State. Reinvigorating Human Capital is the fourth pillar of Union Budget in terms of education sector. The Government has slashed allocation for education by about 6 per cent. We have also been demanding a Sanction of 21 Jawahar Novodaya Vidyalayas in 21 districts. Given the vast amount of research eco-system available in Hyderabad, I request the central government to allocate funds for establishing IISER in Hyderabad. In addition, sanction of IIIT in Karim Nagar Telangana under PPP model, establishment of IIM in Telangana and setting of National Design Centre at Hyderabad should be made. So far as tax proposals are concerned, there is no change in the tax slabs for individuals and corporations. Coming to Andhra Pradesh Reorganisation Act, 2016, more than six years have passed since the passage of Andhra Pradesh Reorganisation Act, 2014. But, only a few of these projects could see the light of the day till date. SHRI DEEPAK BAIJ: I oppose this Budget. Poor and Middle class people of this country have got nothing from this Budget. Prices of petrol and diesel are sky rocketing. Budget has emphasized solely on Privatisation. PSUS like BPCL, Air India, Shipping Corporation of India, Container Corporation of India, IDBI Bank, BEML, Pawan Hans Limited, Government Banks, Nilanchal Ispat Nigam Ltd. and LIC are being sold. Hon. Chief Minister of Chhattisgarh has announced Rs. 2500 as MSP for paddy. But Union Government has refused to procure rice from Central Pool. Farmers loan worth Rs. 5700 crore has been written off there. The allocation of Rs. 6000 crore as share of GST collection for Chhattisgarh has not been released. No new train has been introduced for the state. Only 95 km long rail line has been completed on Dalli-Rajhara-Jagdalpur line in Bastar. The whole country should be provided free COVID Vaccine. SHRIMATI PRATIMA MONDAL: The Indian economy has been left battered and bruised for the last two years on the pretext of COVID-19 pandemic. Large capital outlays for the election-bound States, West Bengal, Tamil Nadu, Kerala and Assam has been announced. The new agriculture infrastructure development cess of Rs. 2.50 on petrol and Rs. 4 on diesel has been imposed. It is a blow on the federal structure of our democracy as the cess will entirely go to the Centre. Allocation of Funds for flagship schemes like the Pradhan Mantri Fasal Bima Yojana and Pradhan Mantri Kisan Samman Nidhi has not been increased. There are around 14 crore registered farmers but the scheme had reached to only 9 crore Farmers. Crores of farmers of West Bengal have been left. In the education sector, setting up 750 Eklavya Model schools for impoverished communities is a great step. I would request to ask as to how the Government will boost digital education by slashing allocation for education by Rs. 6086.89 crore and solve the problems of connectivity in rural areas. The budgetary allocation for Tourism has dropped 19 per cent then how this sector will be encouraged which has been most severely hit by the pandemic? Women-specific schemes witness a 13 per cent decline. A meager allocation has been made for rural digital literacy under the Pradhan Mantri Gramin Digital Saksharta Abhiyan in 2021-22. The Government needs to pay attention towards creating employment and stop trampling the voice of Opposition. DR. DHAL SINGH BISEN : The balanced Budget presented during the Corona period is praiseworthy. It is a developmental Budget and it will strengthened the economy. This Budget is in the direction of making the country self-reliant. Our Hon. Prime Minister and Hon. Finance Minister should be thanked for it. Whenever the came into power in centre, the pace of development has increased. Today, more than one lac crore rupees have been allocated in the Budget for roads only. Two national parks, Kanha and Pench come under my Parliamentary Constituency. If the roads between Sivni and Balaghat is converted into National Highway and is four laned also then there will be a direct road to link Kanha. It will be beneficial to the tourism and revenue will also increased. There is gun carriage factory at Bhandara. If a National Highway is constructed from Shivni to Bhandara, then the gun carriage factory will be linked directly to Jabalpur and we will have an additional road in case of any emergency. Now, I come to railways. A survey was conducted to link Nagpur to Jabalpur. A number of corridors are being constructed to link North with South. If Nagpur to Jabalpur is linked, then it will reduce the distance by 275 kms. Never ever such an huge amount is spent in defence sector. In the field of education, a new education policy has been formulated which will have farfetched results. I urge that why cannot be make military education mandatory? Balaghat is a naxalite effected district in my constituency. I urge that a medical college should be set up at Jabalpur so that in case of any calamity our soldiers, policemen and our people can be benefited. Lastly, I would like to submit that compensation have to paid those whose land was acquired by the Railways but they have not been given jobs till date. My suggestion is that MGNREGA labourers should be linked with agriculture so that the farmers can have the labourers and the funds of the Government can be saved. We will perhaps be able to give work for 360 days instead of 100 days to the labourers. SHRI KAUSHALENDRA KUMAR: The year 2019-20 has been the year of COVID pandemic. We have been able to overcome this disease with the vision of the Hon. Prime Minister. This budget is the budget of the farmers, the budget of the people living in the villages, and it is clear from this budget that since the NDA government has come to power, there has been continuous development in the villages. An effort is being made to create a self-reliant India. Toilets are being built and electricity is being provided in the villages. I will request the Government to provide free electricity to farmers of the country so that the condition of the farmers improve further. I would like to request the Hon. Minister to pay a little more attention to the system of Nalanda Sainik School so that the quality of the education could further be enhanced. Much attention has been paid towards health sector. It has been mentioned that 15 hundred model schools will be opened. I would request the Hon. Minister that there is a need to mention the names of the states where these schools will be opened and the number thereof. Regarding GST, traders and industries still have some problems about the deposit of monthly returns, if it is assured that the payment of GST can be made within three months, it will give them a lot of relief. Similarly, the security money deposited for the registration of VAT should also be returned to the traders and industries. Four units of an ordinance factory of the Ministry of Defence have not been started in my Parliamentary Constituency. I would request you to start those units. Nalanda also has an international university. People from the country and the world come to teach and study there. It is requested to build at least an international airport there. SHRIMATI RAKSHA NIKHIL KHADSE: The Government under the leadership of hon. Prime Minister has maintained the economy of the country during our difficult times and presented the general budget of 2021-22. Through Pradhan Mantri Atmanirbhar Bharat and National Digital Health Mission have done several works have been done to strengthen health infrastructure. A new emergency hospital in Muktainagar tahsil at Raver Parliamentary Constituency should be set up as the land and other resources for the construction of this hospital are available in my Parliamentary Constituency. The manufacturing sector will be strengthened in the future with the 1.95 lakh crores allocated in the budget for Atmanirbhan Bharat. In my Parliamentary Constituency Raver, banana and cotton are cultivated in almost all the agricultural areas and hence there are many cotton ginning and spinning units operating in my area. To strengthen all these units, provision has been given in this budget to create 5 new textile parks. The Government has set up a Mega Investment Textile Park (MITRA) in our area under Bharatmala project. This has brought big changes in the logistics sector and new employment opportunities have also increased in this area. The State Highway from Ankleshwar to Burhanpur in my Parliamentary Constituency is an agricultural sector Highway which connects three States. This State Highway should be converted into a National Highway at the earliest. Raising the tax audit limit from 8 crores to 10 crores in the budget will give relief to many small industries and traders from the documentation of tax audit. The Government has given provision for the setting up of 100 Sainik Schools in this budget. SHRI ANUBHAV MOHANTY: I whole heartedly, admire the Government for presenting for the first time, the digital Budget of 2021-22. It is a welcome step that in the General Budget 2021-22, there is a mention of ‘Aatmnirbhar Bharat’ and medium to long term vision also. I represent Kendrapada Parliamentary Constituency of Odisha, which is perhaps the only area where the ground water level is depleting continuously. Please pay attention towards it on priority basis. If I talk about women empowerment, then unfortunately, this Budget fails to give the push. I would like to urge the hon. Prime Minister that only a single new railway line has been given to Odisha during the 7 years. Is it not an injustice to the 4.5 crore people of Odisha? The demand to grant a special category status to Odisha has been raised several times. Odisha is the most disaster-prone State in the country. The high frequency of the natural disasters in the State have a severe impact on its economic growth. Odisha is a mineral rich state and these minerals have played a major role in the development of the nation. But we have received little infrastructure support from the Centre. One more thing is that the Swaminathan Commission’s recommendations be implemented in toto after negotiation with the agitating farmers. The employed youth of the country should be provided job opportunities. Focus should be given as to how the children suffering from autism and dyslexia can be imparted education digitally so that we can provide them good education. Around 10 lac women particularly those living in the tribal areas of Odisha depend on tendu leaves. We have been urging for many days to reduce the 18 per cent GST on tendu leaves to 5 per cent. I would like to submit this much only that if we focus on all these things, then we can definitely contribute towards building a new India. SHRI SHANKAR LALWANI: Everyone has fought together in this disaster of Corona. We are sending vaccines in all states of our country as well as in other countries also. In this odd situation, the budget presented by the Hon'ble Finance Minister has not imposed any new tax. He has taken care of every section of the society. Special attention has been given to health, infrastructure, farming and education in this budget for the upliftment of villages, poor and farmers. 180% more budget has been allocated for health sector. Under the new education policy, upgradation of fifteen thousand schools and setting up of 750 Eklavya Housing Schools have been covered. Provision for higher education has been made. An effort has been made to provide city like facilities in rural areas. Provision has been made for metropolitan cities as well as two-tier and three-tier cities. Work on smart city is also progressing rapidly. Provision has also been made to make houses for the poor in the villages. Provision should also be made for the cleanest Indore city India. The Finance Minister has announced seven textile hubs. In the case of textile, Indore has been playing the leading role for many years, a textile hub should also be set up in Indore. A Sainik School should also be set up in Indore and a critical care hospital is also required in Indore. Indore- Dahod railway line work should be started. Indore-Mumbai-Delhi high speed train should be introduced. The International Logistics Hub should be set up in Indore and a new International Airport should be constructed. I welcome the first digital Budget of the decade. This is the budget for double digit growth, moving towards self-reliant India with vocal for local. SHRI RAMULU POTHUGANTI: Our State Government has requested several times to allocate adequate funds for implementation of various welfare schemes in Telangana. However, the Union Government did not allocate the required funds. Our State Government has introduced a large number of popular schemes for the benefit of all sections of society. The flagship programme of Mission Bhagiratha, launched at an estimated cost of Rs.35,000 crore is aimed to provide safe drinking water to all the households in the State. In this regard, I would like to bring to the notice of the Government that although the NITI Aayog recommended a grant of Rs. 15,000 crore to this prestigious project, the Union Government did not extend any financial support. Reservation and schemes introduced by the Government of India for SCs/STs have not reached the real beneficiaries and the lower strata of SCs/STs. I would, therefore, earnestly request the Union Government to allocate more funds to SCs/STs. I would also request the Union Government to strengthen the laws belonging to these sections so that not a single person is left out. Regarding education, I request the Government to set up two Eklavya Model Residential Schools and three Kendriya Vidyalayas in my Parliamentary Constituency. There has been a four-decade old demand from my region for laying of a new railway line from Gadwal to Macharla. This project is commercially viable and it would generate a lot of employment opportunities apart from trade and business activities. I would request to release adequate funds for this purpose. There is an urgent need to set up a medical college and a hospital in Nagarkurnool which will help all walks of people to a great extent. I would request the Union Government to release Rs. 450 crore for the 5th installment of assistance for the backward districts in Telangana as per the State Reorganisation Act and for establishment of an Indian Institute of Management in Telangana. There is a need to set up textile park in my constituency in the interest of the farmers at large. ADV. AJAY BHATT: This budget is all inclusive and ubiquitous budget. A big tragedy happened in Chamoli district of Uttrakhand which resulted in big disaster. The two Power projects have been destroyed completely. Certain people trapped in tunnel of NTPC have been rescued and attempts are being made to rescue people from another tunnel. The Central Government immediately took the cognisance of the situation and sent assistance there. I would like to request the Government to constitute a committee to study on glaciers, rivers and hills. As regards farmers are concerned, the Government has brought in three Farm Bills for progress of farmers. The Government has launched many schemes and provided facilities for the welfare of farmers. The allocation of funds for Jamrani Dam and Song Dam are in Uttrakhand is needed urgently. The funds should be released for Pant Nagar Airport and for expansion of Jolly Grant Airport. There is a need to construct rail lines from Ramnagar-Chaukhutia, via Khida- Khansar to Gairsain and from Tanakpur to Bageshwar. A superfast train from Delhi to Dehradun and Delhi to Haldwani should be sanctioned. A superfast train from Dehradun to Haldwani should be introduced to facilitate people going to High Court and Capital. The construction of line from Muzaffernagar to Roorkee should be expedited and construction work of four lane road from Dehradun to Ponta should be expedited. Likewise there is a need to construct four lane road from Ponta to Chandigarh and Dehradun to Ramnagar. There is urgent need to set up five Sainik Schools in Uttrakhand. There is also need to open five Eklavya schools in my Constituency as it is scheduled tribes dominated area. PROF. ACHYUTANANDA SAMANTA: Under the leadership of our Hon'ble Prime Minister, the budget lays a vision for Atmanirbhar Bharat and is based on 6 prominent pillars-health & well-being, physical & financial capital & infrastructure, inclusive development for aspirational India, reinvigorating human capital, innovation & R&D, Minimum Government and Maximum Governance. Our Hon'ble Finance Minister made a reference to the National Policy on Education 2020. The Budget promises to improve the quality of education in 15000 schools while there are 10.8 lakh government schools. The budget for the ministry of rural development is lower by Rs 66,000 crore compared to the RE of last year. After Mamata and Mission Shakti the next logical step towards women empowerment would be reservation for women in and the state assemblies. Capital investments are very much required in Odisha both in railways and highways sectors. Another AllMS and new government medical colleges in the state may be considered. As Odisha is turning into a desirable destination for international sports events, improvement in sports infrastructure in rural areas is possible through assistance from the centre. Revision of Employees' Pension Scheme-1995 will benefit at least 1.62 lakh people in the state. Odissi music is yet to be recognised as classical music by the Government of India. Odisha has one of the lowest rates of internet connection in rural areas when compared with the national average. I humbly request you to take adequate steps to solve the problem of lack of access to minimum technology, which is a mobile phone. The current MSP is calculated on a narrower measure and not according to Swaminathan Committee recommendations. Considering 70% of people in Odisha depend on agriculture, the implementation of MSP will help in raising the income for farmers. Khurda-Bolangir railway line project has commenced from 1994-95, it is high time that this project is taken to its completion. The proposed wagon manufacturing factory at Sitalpalli, District Ganjam will be a huge boost to the region. Electric Locomotive Periodic Overhauling (POH) Workshop in Kalahandi for maintenance needs will reduce the pressure on Railways. SHRI ANTO ANTONY: I oppose the Budget proposal because it is under-realistic and seems to be blind towards the key issues facing our country. The Budget is not farmer-friendly, not growth-oriented and neglects the youth of this country. The real situation on the economic front is that we are facing a recession. The current unemployment rate in rural areas is 9.2 per cent and in urban areas, 8.9 per cent. Most jobs which were lost during pandemic will not come back. The rate of creation of jobs will be low. Demonetization and GST have affected the local market, especially the unorganized market which generates about 90 per cent of local employment in the country. The biggest losers have been women. The DA of our jawans, our Government employees, is being cut. Small entrepreneurs, our MSMEs are continuously under pressure from the banks to repay the loan and continuously under pressure of the taxation authorities. The Government has done nothing for the debt-ridden farmers. No amount has been allocated in this Budget to write off the farm loans. There is no interest waiver scheme. Farmers are committing suicide. This Government cuts the allocation to MGNREGA. In my State of Kerala, rubber is the backbone of our economy but Government’s pro-industrialist policies destroyed the lives of millions of rubber farmers. Millions of Pravasis have lost their jobs and are coming back to our country. My constituency has the highest number of Pravasis that are there in the country. They strongly support our economy by contributing billions of rupees to our country’s foreign exchange reserves. This Budget has totally ignored the Pravasis. This is yet again a pro-corporate, anti-farmer Budget. SHRI HASMUKHBHAI SOMABHAI PATEL: This Budget 2021-22 is a planned document of emerging 'self-reliant India' resolutions on the world stage in the new decade. This is the Budget of all,the Budget for all. In this Budget, the investment on health infrastucture has increased subtantially and for universal coverage of water supply in all 4,378 Urban Local Bodies with 2.86 crores household tap connections, as well as liquid waste management in 500 AMRUT cities will launched. The Urban Swachh Bharat Mission 2.0 will be implemented with a total financial allocation of Rs.1,41,678 crore over a period of 5 years. Taking care about Poor welfare and women empowerment. In Ujjwala scheme, it has been proposed to add 1 crore new beneficiary women. SHRI PARBATBHAI SAVABHAI PATEL: The Government has tried to focus on economy by supporting health, infrastructure and reforms. The allocation for health has been increased. This is the relief to the industry that no new tax has been levied. The farmers will get 1.5 times MSP of all commodities. APMCs will be brought under Agri Infra Fund and 1000 more mandis will be linked to e-NAM. Exemption on interest in relation to affordable housing has been extended for another year. A provision of Rs. 1.1 lakh crore has been made for the railways. 100 new Sainik schools will be established. 750 Eklavya residential schools will be established in tribal areas. Scholarship scheme for the students of Scheduled Castes will be introduced. Rs. 50,000 crore will be spent on National Research Foundation in order to accelerate research in the country. Minimum wage code for all categories of laborers will be implemented. Seven textile parks will be developed within three years under Mega Investment Textile Park Scheme. GST procedure will be simplified further. In the backdrop of Corona crisis, this Budget is very special and it will make the country Atmanirbhar. SHRIMATI RAMA DEVI: I support the budget. Attempts have been made to turn difficult times into opportunities to revive the country's economy. During the epidemic, the lockdown was announced and within 48 hours a record package was announced to help the weaker sections of the society and handle the economy. Pradhan Mantri Garib Kalyan Yojana and Ujjwala Yojana have benefited the poor and women. More than 40 crore farmers, women, elderly, poor and needy were given cash directly in their accounts. Adopting a comprehensive approach to enhance the budget of the health sector, the Government has increased it lump sum by 137 percent, which will definitely help in improving the health facilities in the country. 64 thousand 180 crores will be spent in 6 years under Pradhan Mantri Atmanirbhar Bharat Swasthya Yojana and a target of setting up critical care hospital blocks in 602 districts and 12 central institutions has been fixed. To provide clean water, a target has been set to provide tap connections to 2 crore 86 lakh families of urban bodies. The agriculture sector has been given priority in this budget. There has been a hike in the MSP. The Government is moving towards the goal of doubling farmers' income. Under the Pradhan Mantri Swamitva Yojana, one lakh 80 thousand villagers of 1241 villages of 6 states have been given ownership of their houses. Through 'One Nation, One Ration Card' scheme, efforts were also made to ensure ration to the migrants living in different states of the country. DR. THOL THIRUMAAVALAVAN : The Budget is anti people and corporate friendly. To manage the Budget deficit 9.5 percent, the Government announces not only to privatise the PSUs but it is also trying to sell their assets and properties including land. Additional cess on cooking oil, pluses, urea being used by farmers, will have a negative impact affecting the working class. I urge upon the Government that the cess should be withdrawn and efforts to privatise PSUs should also be given up. Drastic reduction in the allocation of funds meant for post matric scholarships for SC/ST students will impact the poor students belonging to Dalit communities pursing the education. I urge the Special Component Plan should be restored and additional funds should be allocated to providing SC/ST Scholarships. In Tamil Nadu, 69 per cent reservation is being implemented in letter and spirit. Implementation of only 50 per cent reservation in the universities, educational and other institutions being funded by UGC will impact the social justice. This Government is against upholding social justice, and the poor and welfare of the common man and protecting the interest of Corporates. SHRI RAMDAS TADAS : The Government has done commendable work during the COVID pandemic by making provision of free gas, food and transfer of cash in accounts to the workers who reached their villages from various cities. The budget provides for setting up of higher Education Council, new Sainik Schools and Eklavya Vidyalaya for tribal community and rejuvenation of 15,000 schools which are already running as Model schools. Government has encouraged the farmers by increasing the price of cotton and opening a number of centres for procurement. Cash assistance and amount of agricultural insurance is being sent to farmers in Jan Dhan account. This Budget provides for adequate funding for construction of railway line in Vidarbha as well as in my parliamentary constituency. In my parliamentary constituency, the long standing demand for setting up Ridhpur railway station should be met at the earliest and a Sainik School should be opened in the area. SUSHRI S. JOTHIMANI: For last 7 years, this Government has been ignoring Tamil Nadu, and we thought at least during this election year the State will get what is due for it. But in Madurai, Government just laid the foundation stone with a single brick. The Government said 2 crore jobs will be created every year. Government said that it will double the income of farmers. But nothing has been done. Each and every educated youth, men and women, are living with a sense of fear about their future without any job creation. The Government did not waive off the agricultural loans. On the contrary Government is imposing farm laws on them. Similarly, I want to ask what this Government has done in the Budget for empowerment and protection of women. Are there any special schemes announced for women’s education and employment. Again, the prices of petrol and diesel are reaching almost Rs. 100 per litre. Education, Health, Defence or Agriculture sector have not been given adequate funds. Apart, the GST collection amount is due to our hand work, but the share of the State of Tamil Nadu has not been given. SHRI SANGAM LAL GUPTA: A balanced budget has been presented in this unprecedented recession period due to epidemic Covid-19. Even at the time of the disaster of Covid-19, the government worked to provide free ration to the poor and needy in the entire lockdown period. Similarly, money was been provided directly to the Jan Dhan accounts of our rural mothers and sisters. Again it is a commendable step to provide adequate funds under the Urban Water Life Mission in this Budget. I take this opportunity to demand from the Government Katra Medniganj, Pratapgarh City nagar panchayats in that the Bela municipal council of my Lok Sabha constituency Pratapgarh, should be allocated funds for drinking water, sewer line, lighting, etc. by including it under Amrit Yojana. I also demand from the Government to construct a service lane across the National Highway passing through my Lok Sabha constituency Pratapgarh. Also, LHB coaches should be provided in the trains passing through my Lok Sabha area Pratapgarh. SHRI KANAKMAL KATARA: The Budget presented by the Government has helped in handling India's economy at the time of the corona epidemic. In fact, the government has served the people during the Corona period. I would like to request the Government that there should be a bypass with dividers from Pratappur to three kilometres. There are mainly three major demands of our region. Mewar is a very important tourist destination in Dungarpur. There is a bridge to be constructed at Sangam of all the three rivers. The work pertaining to the beautification and widening of roads is also required to be commenced here. At the same time, sufficient funds are required for construction of culvert. So, it should be included in the Budget. DR. D. RAVIKUMAR: The funds meant for SCs and STs have been drastically reduced in the current Budget. These SC/ST Budget Sub-Plans have been scrapped as it has been merged with planning commission. I urge that it should be brought back. I request that the allocation of funds for women should be enhanced. Indians living in Srilanka have been repatriated to India as part of Indo-Srilanka accord. I urge that these refugees should recognized as Indian citizens. SHRI VINOD KUMAR SONKAR: I welcome this Budget of the year 2021-22. This Budget has given focus on villages, poors, farmers, youth, unemployed and businessmen. This Budget is for everyone and for development for everyone. I urge upon the Minister of Finance to formulate a policy for outsourcing of employment for youth of the country so that exploitation of this unemployed youths of the country must be stopped. My Lok Sabha Constituency Kaushambi has a very glorious history but this district is totally industry less. I would like to request the Hon. Finance Minister to fix the honorarium of at least rupees five thousand for ASHA workers of this country. SHRI BIDYUT BARAN MAHATO: India’s struggle against Covid-19 is still continuing in the year 2021. The political, economical and strategic relations in the whole world is changing after Covid. A vision of self-reliant India has been released in the Union Budget 2021-22. Doubling of farmers’ income and improving infrastructure have included in the said vision. My Constituency is a major hub of MSMEs. India’s 75 year old automobile company Tata Motors is running in my Lok Sabha Constituency Jamshedpur. If the Government set up a big automobile company around Jamshedpur industrial area, full utilization of MSME hub located in the whole eastern zone including Jamshedpur and Adityapur region can be possible. SHRI UNMESH BHAIYYASAHEB PATIL: MS Swaminathan Commission’s report was submitted during the tenure of Congress Party. But the commission’s were only for submissions, not for implementation. This is the Modi Government in which the recommendations of the commissions is being implemented. First time, after 70 years agriculture infrastructure fund of rupees one lakh crore has been set up. A provision has been made for Bee- keeping-women in the Budget. SHRI GIRISH CHANDRA: A majority of the population of the country belongs to Scheduled Caste and Scheduled Tribe. But the Hon. Finance Minister has not made sufficient budgetary provision for their all round development in relation to their population. I would like to request the hon. Minister to get the students belonging to SCs and STs Communities admitted in schools and colleges at zero balance to provide them better education. A majority of weavers live in my Parliamentary Constituency. They were getting 30 per cent subsidy on cotton and electricity but the same has now been discontinued. SHRI MANNE SRINIVAS REDDY: I wholeheartedly congratulate the Government and front-line warriors who have helped patients in facing Corona situation in the last one year I also congratulate the Government for making much progress and developing two Corona vaccines. To make further progress, we need to reassess the doctor-patient ratio so as to suit the present conditions prevailing in the country. The Government has announced a proposal to set up four virology labs in the country. It is a welcome measure. I request the Government to sanction a virology institute or lab in Hyderabad. The capital of Telangana has been an industrial capital and a major economic hub. Hyderabad is emerging as the pharma hub which is progressing in Mucherla in Rangareddy district. I request the hon. Finance Minister to allocate special funds or NIMZ status for pharma city. SHRI RAMCHARAN BOHRA: The Government of India has distributed free ration to 80 crore people for eight months. At the same time, the Government of India has provided an economic package of Rs. 20 lakh crore to revamp the industries. The government has launched Garib Kalyan Rozgar Yojana campaign in six states to provide jobs to the migrants who have returned from cities due to the epidemic. Five thousand crore rupees have been provided under the PM's Self Fund scheme for the street vendors and hawkers. This Budget has benefited every section of the country. It will bring back our economy on track. The provision of Rajasthan State Canal scheme for Jaipur will benefit 13 districts. It should be implemented at the earliest. Similarly, the road of DMIC should be connected to Jaipur. DR. R. K. RANJAN: Pradhan Mantri ji's powerful mantra of 'AatmaNirbhar Bharat' seems to be the guiding principle of this Budget. More than 13,000 kilometer length of roads under Bharatmala Pariyojana and additional 11,000 kilometer of national highway corridors have been projected. However, for the North East India, considering its typical geo-topographical situation. I feel there should be some specific planning in the Budget. I would like to draw the attention of the hon. Minister towards the 110-kilometer long Imphal-Jiribam railway project which still remains incomplete for many years. To complete this project, the Union Government must provide a special provision in the Budget. We also need to add some more budgetary provisions for linking of railway lines from Imphal to Moreh town. I urge the Government that there should be some budgetary provision for the Brahmaputra and the Barak rivers which could become streams for development for transforming the North Eastern region. We also wish to have a small budgetary provision for inland waterways development in Manipur State. There is a huge scope of improvement in fisheries. I would like to draw your kind attention especially towards small inland fishing centres, particularly located in and around Loktak wetland areas and other surrounding waterbodies. I made a special request to our hon. Prime Minister to save the Manipuri pony which is associated with the origin of modern Polo. Today, the ponies are less than 500 in number. For conservation of these ponies, a special project is needed. SHRI RAMSHIROMANI VERMA: I would like to draw the attention of the Government towards increasing unemployment, rising inflation and economic recession in the country. Hon. Finance Minister has not made sufficient budgetary provision for the lower middle class particularly labourers, women, temporary employees and people belonging to SCs, STs and OBCs and the students as well. A Sainik Schools should be setup at Shrawasti, in my Parliamentary Constituency. Two districts come under Shrawasti. Both the districts are very backward and majority of people living there are illiterate. I, therefore, request the hon. Finance Minister to make budgetary provision for open a vocational college there to provide better education. SHRI : This Budget is unique in itself because for the first-time paperless Budget has been introduced. This budget will address the loss caused to the economy of the country by the global Covid-19 pandemic and will take India to new heights in the world in the coming decade. A provision of Rs. 2,23,846 crore has been made in the 2021-22 Budget for health and wellbeing which is an increase of 137 per cent as compared to this year’s budgeted estimates. Under the Jal Jeevan Mission, the of Har Ghar Nal Se Jal is progressing very quickly. A roadmap to move towards complete sanitation in urban and rural areas has been prepared. To tackle the problem of air pollution, an amount of Rs. 2,217 crores has been allocated for 42 urban centres. The budgetary allocation for the Ministry of Rural Development has been increased by Rs. 11,291 crore. Rashtriya Gram Swaraj Abhiyan will be implemented with an outlay of Rs. 593 crores with the primary aim of strengthening Panchayati Raj Institutions. Siddharthnagar District in my constituency is the second-best performing district among Aspirational District. Through this Budget I am sure that we can achieve a $5 Trillion economy with SABKA SAATH, SABKA VIKAS and SABKA VISHWAS. SHRI SATISH KUMAR GAUTAM: I would like to thank the hon. Prime Minister and the hon. Finance Minister for presenting such a Budget that has brought about tremendous progress in the development of Defence corridor, Transport Nagar, 4 Lane Road from Aligarh to Haryana, NH-91, Road of Muradabad and a bypass road in my Parliamentary Constituency. Moreover, I would like to urge upon the Government to provide the stoppage of the Hawarah Rajdhani at Aligarh which will help the people of my Constituency to take their lock and key industry to a new height. SHRI KURUVA GORANTLA MADHAV: The Atmanirbhar Bharat Budget allocated Rs.2,23,486 crore to create health infrastructure which is highly appreciable. Allocation of Rs.36,000 crore for COVID-19 vaccine is a welcome feature. I request the Government to give this vaccine free to the poor people. So far as my State of Andhra Pradesh is concerned, some of the basic grants and performance related grants under the 14th and 15th Finance Commissions amounting to Rs.1,842 crore are pending. I request the Central Government to release the grants. I request the Central Government to release Rs.2,255 crore from NDRF. MGNREGS is the single largest means of livelihood for the poor unskilled labour in rural areas. An amount of Rs.3707 crore pending on account of material component should be released to the State. I also request the Central Government to increase the number of working days from 100 to 150. SHRI DNV SENTHILKUMAR S. : When the whole country was under lockdown, it was the duty of the Government to take care of their citizens. The Government did not take care of their citizens at that time. The Government was asked to give a monetary benefit of Rs. 5,000 for the household but it was not done. It was not done now also in the Budget. Also, regarding the frontline warriors, the doctors, the nurses, and the hospitals, we expected a tax rebate in the Budget. Nothing was done. There is a reduction in the number of accounts which are to be funded under the MGNREGS. MGNREGS is not supposed to lay emphasis on the machinery work but now machinery work is being done and the real beneficiaries are not getting their due. The DMK has always been pro-farmer. We would like the Government to repeal the farm laws. SHRI KODIKUNNIL SURESH: There is a feeling that the allocation of funds for the vulnerable sections, especially, the Scheduled Castes and Scheduled Tribes has been neglected. I would like to request the Hon. Minister to enhance this amount sufficiently. So many demands were submitted to the Government regarding my state Kerala, but these demands were not considered. There are so many issues like, the Sabarimala Railway line, establishment of AIIMS, Railway zone, Kannur-Calicut airport development and other small and medium projects. These are also not taken into consideration. I would request the hon. Finance Minister to kindly provide Rs. 1000 crore as second package for infrastructure development of my constituency Kuttanad. SHRI LALUBHAI B. PATEL: The Budget will be beneficial to all. The vaccine manufactured in India has its presence in over 100 countries and is found to be very effective. An amount of Rs.35,000 crore has been provided for production of this vaccine is very welcome. The Budget proposals for Railways and roads towards capital expenditure will certainly benefit transportation and further connectivity. The allocation made for farm sector is very encouraging. The hon. Finance Minister has proposed five major ports and fish landing centres all on the east coast. Such a proposal could have been welcome for the west coast also. An amount of Rs.300 crore has been provided for the Diamond Jubilee year of Goa. The same assistance should have been provided to Damman and Diu also. SHRI TALARI RANGAIAH: In the time of pandemic, an overall allocation of Rs.2,23,846 crore for health is an appreciable step. Allocation of Rs.35,000 crore for COVID-19 vaccination shows that the Government is on the right track. Allocation to capital expenditure of Rs.5,54,336 crore will create source of strength to the economy in the coming years. Higher allocation to the Ministry of Defence, the Ministry of Railways and the Ministry of Jal Shakti is a much appreciable act. Extension of Operation Greens scheme to another 22 perishable products, is a much-needed initiative. Establishing 750 Eklavya Model Residential Schools in tribal areas will certainly improve literacy and development of the tribal children. In the backdrop of pandemic, it is the responsibility of the Government to create employment opportunities. The allocation to MGNREGS needs to be increased. Allocation to MSME sector needs to be increased. There is a need to enhance allocation for the education. The decrease in the allocation for the Ministry of Women and Child Welfare is not an appreciable thing. Allocation of Rs.3415.60 crore for post-metric scholarships for the Scheduled Caste students is well below expectations. More allocation should be made to rehabilitate the manual scavengers and create self-employment for them. The proposal to Privatise the Visakhapatnam Steel Plant (VSP) needs to be withdrawn. We also appeal to the Finance Minister to fulfil the promises made to Andhra Pradesh in the AP Reorganisation Act. SHRI BALASHOWRY VALLABHANENI: The Budget lays the road for economy to bounce back. The hon. Finance Minister has tried to rein in fiscal deficit. I also welcome that the Finance Minister allowed net borrowings of States to four per cent and additional 0.5 per cent with some conditions. But this is too little for States which are reeling under financial constraints. The States like Andhra Pradesh are at a much disadvantageous position in view of unscientific bifurcation and leaving it without any industrial base. Yet Andhra Pradesh is the only State in South India which has recorded a positive growth rate between June and December, 2020. If the Government of India extends a helping hand, w will do miracle and Andhra Pradesh will play an important role in making the country a 5 trillion-dollar economy. There is no second thought that there has to be a push for infrastructure but is not advisable sell our assets build over decades to create infrastructure. The people of Andhra Pradesh are not willing to allow anybody to sell the jewel of Andhra Pradesh that is RINL. I request the Government to grant Special Category Status to Andhra Pradesh for ten years. I appeal to the hon. Finance Minister to allocate sufficient funds for setting up various educational institutions in Andhra Prdesh so that they are completed in a time-bound manner. A new Railway Zone was announced but there is a little push to complete the process and start its functions. There is no mention about granting Rs.700 crore for seven backward districts identified by Andhra Pradesh Reorganization Act. I request the hon. Finance Minister to be magnanimous in releasing funds for the same. If you look into the 15th Finance Commission Report, you will know how Andhra Pradesh is discriminated. Polavaram is another dream project which has been given National project status by the Government of India. The Government of India is yet to reimburse nearly Rs.1,600 crore due to Andhra Pradesh. I request the hon. Finance Minister to reimburse this amount quickly and approve Rs.55,600 crore recommended by the Technical Advisory Committee. The allocation of 137 per cent more funds for 2021-22 clearly demonstrates that the Government wanted to strengthen and expand healthcare facilities to the people of this country. I request the hon. Finance Minister and the hon. Health Minister to kindly approve the setting up of thirteen medical colleges in public sector in Andhra Pradesh. I request the hon. Finance Minister to release the financial assistance to the tune of Rs.2,555 crore under NDRF norms. MGNREGA has really helped poor labourers and migrants of the country during COVID. Hence, the of days of wage employment need to be enhanced from 100 days in a year to 150 days. There are pending due to the extent of Rs.3,700 crore to Andhra Pradesh. I request the hon. Finance Minister to take steps to release funds immediately. DR. ALOK KUMAR SUMAN: Essential relief has been provided in the Budget 2021-22 to fight with the conditions arising out of impact of pandemic on our economy along with the poor sections of the society. Allocation of 2,23,846 crore rupees has been made for Health and Welfare which is 137 per cent more than the last year. Government has made a provision of Rs. 35,000 crore for the vaccine of Covid-19. I request the Government to announce a Medical College for Gopalganj so that people in my district will not need to travel to metro cities. Laying stress on the National Railway Scheme, 2030, an allocation of Rs. 1,10,055 crore has been made for the Railways. There are no trains from Gopalganj to metro cities. Thawe junction is an important junction in my Parliamentary Constituency which has commercial feasibility also. Along with pit or pit line facility at Thawe junction, facility of trains to metro cities should also be provided from here. Budget 2021-22 is not only the first Budget of this decade but also the first digital Budget. This Budget shows the vision of 'Atmanirbhar Bharat' along with trust of 130 crore citizens of the country. SHRI RAJENDRA DHEDYA GAVIT: Foundation for new infra projects in other cities of the country has been laid by granting approval to the second phase of the Nagpur Metro. Crores of people will get better employment opportunities from this. Allocation for health in this Budget has increased by 137 per cent and now the health services in the country will be strengthened with a huge investment of Rs. 2.23 lakh crore. The need for clean drinking water has increased very much in the country which makes work on Nal Jal Yojana very important. But to increase allocation on this account by reducing the expenditure on other cannot be a solution for this. Budget allocation for MGNERGA has been reduced in comparison to the last year's Budget which is akin to killing of aspirations of crores of people. Increase in the allocation for MSP and improvement in infrastructure gives hope that crores of farmers will be benefitted. Government has promised to provide emergency loan to the MSME sector. But, will mere taking of loan save the jobs of the people? Some allocation has been made for the Tribal population of the country which includes establishment of 750 Eklavya Model Residential Schools. I would request the Government to stop its efforts of selling important institutions like Air India. SHRIMATI RITI PATHAK: The Government has made a lot of efforts to tackle the Corona epidemic. The Pradhan Mantri Garib Kalyan Yojana was announced within 48 hours of the lockdown being declared. The self-reliant India package was also a historic step taken by our Government. This budget was also a digital budget. In fact, it is a historic paperless Budget. In addition, Pradhan Mantri Self-reliant Healthy India Scheme will be launched in the field of health and welfare. This Budget provides for making urban India more clean. At the same time, a provision of Rs. 35, 000 crore has been made in the Budget for Corona vaccination. I request that adequate budget should be provided for Lalitpur-Singrauli railway project in my parliamentary constituency. The Rural Infrastructure Development Fund has also been increased by our Government. I thank the Government for presenting the friendly Budget this year. SHRI VISHNU DAYAL RAM: The Budget proposals will strengthen the resolve to double the income of the farmers as well as for a strong infrastructure, healthy India, good governance, opportunities for youth, education for all, women empowerment, inclusive growth etc. The main emphasis in this Budget is on health and wellbeing. This lays the foundation for a self reliant India. There is proposal of Jal Jeevan Mission to ensure universal water supply in all 4378 urban local bodies along with piped water connections in 2.86 crore households. To combat the serious problem of air pollution, the Government has made a proposal in the Budget to make available Rs. 2217 crore to the 48 urban centres having a population of more than 10 lakh. A voluntary vehicle scrap policy has been announced to phase out the vehicles old and not in on appropriate condition. 'Mega Investment Textile Parks' Scheme will be launched to make the textile industry competitive at the global level, draw large level investment and boost employment generation. A number of more economic corridor schemes are being formulated to further expand road infrastructure. The Indian Railways have chalked out a National Railway Scheme- 2030 for the country. The Government will make all out effort to enhance the share of public transport in urban areas through the expansion of city bus service along with metro railway network. The Government ensured uninterrupted fuel supply across the country during the Covid-19 lockdown. The Ujjwala Yojana benefit has already accrued to 8 crore families and now it will be expanded for additional 1 crore beneficiaries. The Insurance Act 1938 is proposed to be amended to enhance the admissible FDI limit in the insurance sector from 49 per cent to 74 per cent and to permit foreign ownership and control with necessary safeguards. The Government is committed to the welfare of the farmers. Procurement has been constantly rising. As a result, dues paid to the farmers has also increased. To make available adequate loan to the farmers, the Government have enhanced the agricultural loan target during the financial year 2022 to Rs. 16.5 lakh crore. Similarly, allocation for Rural Infrastructure Development Fund has been raised from Rs. 30,000 crore to Rs. 40,000 crore. More than 1,000 mandis have been linked with e-NAM. APMCs will be made available funds from Agricultural Infrastructure Fund to augment their infrastructure facilities. Among the measures taken for the weaker sections, announcement has been made to take ahead the cash flow assistance under the Stand-Up India Scheme for the Schedule Castes, Schedule Tribes and women. More than 15,000 schools will be qualitatively strengthened by incorporating all the components of the National Education Policy. 100 new Sainik Schools will be set up. The Government has proposed to set up a Central University in Leh. The Government has targeted to set up 750 Eklavya Model Residential Schools in tribal areas. The Government will launch National Language Translation Mission. This will make available knowledge treasure related to the Government and policy in main languages on the internet. The fiscal deficit is likely to remain 6.8 per cent in the Budget Estimate 2020-2021. The Government plans to constantly move ahead on the path of fiscal integration. In nut shell, I believe that this Budget is going to help the farmers and the common man and will make the commercial condition better in the country. The discussion was not concluded.
