Invitation for Bids

Date: 13 April 2021 Loan No. ADB Loan 3769-PHI: Emergency Assistance for Reconstruction and and Title: Recovery of Marawi • Contract ID No. 20Z00014, Contract Package 1A - Rehabilitation of Contract No. Existing Trans-central Roads and Title: • Contract ID No. 20Z00015, Contract Package 1B - Rehabilitation of Existing Mindanao State University Deadline for Submission of 18 May 2021, 10:00 hours (local time) Bids:

1. The Republic of the Philippines has received financing from the Asian Development Bank (ADB) toward the cost of Emergency Assistance for Reconstruction and Recovery of Marawi and it intends to apply part of the proceeds of this financing to payments under the contract package named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Department of Public Works and Highways (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of the following contract packages (“the Works”):

3. Open Competitive Bidding (National Advertisement) will be conducted in accordance with Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

Minimum Financial Requirement Contract ID Construction Experience – Contracts of Average Annual Financial No. Similar Size and Nature Construction Turnover Resources at least one (1) contract that has been successfully or substantially completed within the last ten (10) years in the Bangsamoro 20Z00014 Php354.40 Million Php44.40 Million Autonomous Region in Muslim Mindanao (BARMM) and that is similar to the proposed works, where the value of the Bidder’s

Minimum Financial Requirement Contract ID Construction Experience – Contracts of Average Annual Financial No. Similar Size and Nature Construction Turnover Resources participation exceeds Php165.80Million. The similarity of the Bidder’s participation shall be based on: Improvement of at least 5.00km PCCP Roads (reconstruction/ rehabilitation) at least one (1) contract that has been successfully or substantially completed within the last ten (10) years in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and that is similar to the proposed 20Z00015 Php339.30 Million Php42.30 Million works, where the value of the Bidder’s participation exceeds Php146.60Million. The similarity of the Bidder’s participation shall be based on: Improvement of at least 4.50km PCCP Roads (reconstruction/ rehabilitation)

6. A complete set of the Bidding Documents may be acquired by the selected Bidders on 13 April 2021 to 18 May 2021 from the DPWH Procurement Service (PrS), 5th Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila and upon payment to the DPWH Cashier a nonrefundable fee of ten thousand pesos [Php 10,000.00 ($200)] in Cash Payment/ Cheque payment/ Pay Order/ Demand Draft not later than the deadline for submission of bids. The bidding document may be sent by courier for an additional fee of Php 5,000.00 ($100) for domestic delivery. No liability will be accepted for loss or late delivery.

The Bidder’s representative must present a letter duly signed by the Authorized Signatory of the firm, authorizing him/her to acquire the Bidding Documents.

The Bidding Documents can also be accessed via the PhilGEPS website. However due to the large file size of the Bidding Documents, Bidders may need to use a high internet bandwidth to download.

7. Deliver your bid:

• to the address: 5th Floor, Multipurpose Hall, Bonifacio Drive, Port Area, Manila, Philippines • on or before the deadline: 10:00 hours (local time) on 18 May 2021. • Together with a bid security in the amount as specified in the Bidding Documents.

Electronic Submission is not applicable.

Bids will be opened immediately after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.

8. A pre-bid meeting shall take place on 27 April 2021 at 10:00 hours (local time) at Department of Public Works and Highways, 5th Floor, Multipurpose Hall, Bonifacio Drive, Port Area, Manila, Philippines.
