Undersecretary SUBJECT 2019 NATIONAL HEROES D DATE 15 July 2019 Pursuant to Republic Act No. 3827, Administrative Order No. 23, s. 2011, the nation shall celebrate the National Heroes Day on the last Monday of August. This is in commemoration of the known and unknown heroes of the Philippine Revolution, the Philippine-American War and World War II. The National Historical Commission of the Philippines (NHCP), in cooperation and in coordination with other government agencies and non-government organizations/associations, shall lead the undertaking of various historical and cultural activities to observe the celebration of this event. This significant oCcasion in Philippine history shall be highlighted by the wreath-laying ceremonies to be held on August 26, 2019, 8:00a.m. at the Libingan ng mga Bayani (LNMB), Fort Bonifacio, Taguig City. The wreath-laying ceremonies shall also be replicated in different cities and municipalities nationwide to be spearheadc=;:d by their respec.t:ive local government units (LGUs). In support :of the celebration, the Department of Education (DepEd) will join in the " commemorati~e program and activities at the LNMB Taguig City. The DepEd National Capital Region (NCR)-Division of Taguig-Pateros shall send 500 warm bodies including DepEd' offici~s; personnel, teachers and students during the event. The City Government ofTaguig shall be providing meals for the participants. Likewise, on August 17-29, teachers may conduct classroom activities such as essay writing, drawing, storytelling and debate on the values, heroism, nationalism, patriotism and love of country, that were exhibited by the heroes during the trying periods of this country. To end the week, the Social Studies Departn;lent may spearhead the conduct of a simple campus program to be participated on by the learners. Being a member of the Steering Committee on National Observances, the Department of Education (DepEd), together with the chair, National Historical Commission of the Philippines, and other members, the Department of Interior and Local Government, and the Department of Tourism, announces the 2019 National Observances and Commemorations, and Related Activities listed in the enclosure in accordance with Administrative Order No. 23, s. 2011 entitled Creating a Steering Committee on National Observances. 2. Teachers shall receive appropriate service credits as stipulated in DepEd Order No. 53. s. 2003 entitled Updated Guidelines on Grant of Vacation Service Credit to Teachers, and DepEd Order No. 84, s. 2003 entitled Addendwn to DepEd. Order No. 53, s. 2003 (Updated GuideUnes on Grant of Vacation Service Credits to Teachers), while nonteaching personnel should attend programs and activities on official tlm.e only. 6. Travel allowances and per diem of the OepEd. national and technical working group members in attending and monitoring the different activities shall be charged to Building Pa.rt»erships and Linkages Programs (BPLP) Funds, subject to its availability, and the usual accounting and auditing rules and regulations. 7.     March 31, 2011 Japanese ODA Loan Signed with the Philippines — Supporting National Trunk Road Infrastructure along with Road Maintenance Management Organizational Improvements — 1. On March 31, the Japan International Cooperation Agency (JICA) signed a Japanese ODA loan agreement with the Government of the Republic of the Philippines to provide up to a total of 40.847 billion yen for the Road Upgrading and Preservation Project. 2. The objectives of this project are to improve transportation capacity and efficiency, and to ensure sustainability of roads. These objectives are to be met through pavement improvements involving a total of 1,400 kilometers of arterial national highway throughout the Philippines along with strengthening the road operation and maintenance system. The funds for the project will be allocated to the civil works for pavement improvements and repairs of national roads, and the procurement of equipment for disaster recovery and countermeasures against overloading. Funds will also be allocated for consulting service for detailed design work, tendering assistance, construction supervision and capacity building of the Department of Public Works and Highways for road operation and maintenance. 3. Roads are the most important means of transportation in the Philippines, handling about 90 percent of passenger transportation and 50 percent of cargo. To support this vital means of transportation, the Government of the Philippines has focused on developing the road network. However, while stress has been placed on expanding the road network, many roads remain unpaved, not adequately functioning as trunk roads to provide efficient transportation. With road operation and maintenance, there are issues both in institution and equipment.
