Each year a site-by-site survey is undertaken to determine which permissions are being implemented, which have been completed and any that have expired. 1.2 These findings are reported on each April in the Residential Land Availability report, together with the accumulating picture of completions year on year. This report will feed into the development of the 5 Year Housing Land Supply document and the Annual Monitoring Report. 1.3 The information provided in this document shows net changes to housing stock, as it is the net increases that help meet housing requirements. Therefore, account is taken of any loss of dwellings occurring as a result of demolition or conversion. Please note that some sites may show a loss this year where a dwelling has been demolished or is in the process of being subdivided. These sites may also appear in the commitments section as the replacement dwellings are yet to be counted. 1.4 This monitoring period runs from 1st April 2010 to 31st March 2011. How is the data set out? 1.5 The report is divided into two sections: Completions and Commitments. These sections represent figures for urban and rural areas. Urban Area includes: Cirencester Bourton-on-the-Water Chipping Campden Fairford Lechlade Moreton-in-Marsh Northleach with Eastington South Cerney Stow-on-the-Wold Tetbury Rural area includes all other parishes 1.6 The Cotswold District Local Plan 2006 dictates that development should be focused on the District's larger, more sustainable settlements, especially Cirencester. This was based on a sustainability matrix based on the ability to accommodate local needs and services to the wider rural area. Once the Local Plan is replaced by the Local Development Framework this list of more sustainable settlements may change. 4 Residential Land Availability Statistics April 2011 1 Guide to the RLA statistics 1.7 Cowley and Coberley Parishes were transferred from Tewkesbury Borough to Cotswold District in April 1991 and are included in the statistics. The parish of Upper Rissington was created in 2001 as a sub-division of Little Rissington Parish. What is included in the figures? 1.8 Residential land availability figures include all new housing units created, including new build, residential subdivision (conversion) and changes of use. Affordable housing units are included within these figures. 1.9 The figures exclude ancillary accommodation such as 'granny flats' or staff annexes that are tied by planning condition and cannot become separate permanent units of accommodation. Similarly, tourist or agricultural workers accommodation, which are tied by condition or agreement are not included. Replacement dwellings are calculated for their net delivery; there may be a loss one year with the gain of the replacement dwelling the following year. 1.10 Allocated sites both residential and mixed use proposals are included in the Cotswold District Local Plan (adopted April 2006). To avoid double-counting, allocated sites which have received planning permission are not included in this category, but are counted as commitments (i.e. sites with planning permission where building has not yet started or is under construction). 1.11 From April 25th 2009 the majority of Local Plan policies, including allocations, are saved indefinitely (or until they are superseded by Local Development Documents). 1.12 Please note the estimated developability of Local Plan allocations are subject to change now the sites have been re-assessed by the Strategic Housing Land Availability Assessment (SHLAA). The capacity figures are based on the Local Plan estimate, but the time period for potential and future developability of the allocated sites has been updated. Why are RLA statistics monitored? 1.13 These housing numbers inform the more detailed Annual Monitoring Report (AMR) calculations on housing progress, published each December, in accordance with PPS3. 1.14 The RLA will form part of the SHLAA to identify potential future housing sites (which as an evidence base, informs the Core Strategy Development Plan Document); and contributes towards the District's demonstration of a 5 year housing land supply and housing trajectory to be set out in the AMR. 1.15 When permitted, the housing figures count towards targets for new residential development. The Gloucestershire Structure Plan 2nd Review requirement for the period 1991-2011 has a target of 6150 new dwellings. The Regional Spatial Strategy target is not referred to due to CLG's intention to abolish RSS.
