MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CALABASAS, HELD WEDNESDAY, NOVEMBER 12, 2014

Mayor Shapiro called the meeting to order at 7:00 p.m. in the Council Chambers, 100 Civic Center Way, Calabasas, California. All members of the City Council were present.

ROLL CALL Present: Mayor Shapiro, Mayor pro Tem Martin, Councilmembers Bozajian, Gaines and Maurer Absent: None. Staff: Bartlett, Coroalles, Hernandez, Howard, Jordan, Parker, Steller, Tamuri and Yalda.

The Pledge of Allegiance was led by Glenn Littman.

APPROVAL OF AGENDA

Mr. Howard announced that the request to postpone Item No. 3 was made by the applicant.

Councilmember Maurer moved, seconded by Councilmember Gaines to continue Item No. 3 to a future meeting. MOTION CARRIED 5/0 as follows:

AYES: Mayor Shapiro, Mayor pro Tem Martin, Councilmembers Bozajian, Gaines and Maurer.

Mayor pro Tem Martin moved, seconded by Councilmember Gaines to approve the agenda as modified. MOTION CARRIED 5/0 as follows:

AYES: Mayor Shapiro, Mayor pro Tem Martin, Councilmembers Bozajian, Gaines and Maurer.

ANNOUNCEMENTS/INTRODUCTIONS

Members of the Council made the following announcements:

Mayor pro Tem Martin: - Extended appreciation to those involved with a successful Calabasas Classic Run. - The Trunk or Treat event had a great turn out. - Wished everyone a Happy Thanksgiving.

AGENDA ITEM NO. 1 Councilmember Maurer: - Congratulated those who won the Calabasas Classic Run.

Councilmember Gaines: - Expressed appreciation to all Veterans who have served our country. - The Chamber of Commerce Breakfast is scheduled on November 13. - The Pumpkin Festival awards will be held at the Chamber luncheon in December. - The Chamber’s holiday open house will take place on December 18. - Councilmember Bozajian and he taped the post-election show on November 12 with a special guest, State Senator-Elect Bob Hertzberg. - The Diviners will be featured at the Calabasas Performing Arts Center beginning November 18. - The winter Savvy Senior lunch is scheduled on December 10. - Congratulated Calabasas High School football team for winning against Agoura High School 38 to 28. Playoffs begin on November 14.

Councilmember Bozajian: - Expressed appreciation to the Agoura Hills/Calabasas Community Center and Community Center Alliance for taking over the Calabasas Classic Run. - Reiterated appreciation for a successful Trunk or Treat event. - Breakfast with Santa is scheduled on December 13 at the Tennis & Swim Center.

Mayor Shapiro: - Also reiterated appreciation to the Agoura Hills/Calabasas Community Center for a great Classic Run and Trunk or Treat event. - Attended a Veterans’ Day celebration at the Reagan Museum on November 11. - Announced the UCLA vs. USC game on November 22. - Cub Scout Pack 333 and girl scouts are holding their food drive on November 14-15. - Emergency preparedness tips are being broadcasted via the Buzz show and the City website on a weekly basis. - Also wished everyone a happy Thanksgiving.

PRESENTATIONS

 Recognition of retiring County Supervisor Zev Yaroslavsky

Mayor Shapiro presented Supervisor Yaroslavsky with a plaque and other gifts in recognition of his years of service.

Jacqueline Souza, Calabasas Chamber; William Davis, Calabasas Rotary; and Brian Cameron, Calabasas Park HOA expressed appreciation to Supervisor Yaroslavsky as well.

Members of the Council expressed appreciation to Supervisor Yaroslavsky. Supervisor Yaroslavsky expressed appreciation for this recognition.

 Recognition of Pelagius for their work on the Calabasas Film Festival

Mayor Shapiro presented Pelagius with a certificate of appreciation and read a letter from a resident with accolades for the successful festival.

Pelagius representatives expressed appreciation for the recognition and announced that the 2015 festival will take place September 17-20.

Members of the Council expressed appreciation to Pelagius for a great festival.

 Recognition of students for their participation on the Calabasas Film Festival

Mayor Shapiro presented Calabasas High School students with certificates of appreciation. He acknowledged students who were not able to attend.

 Sheriff’s crime report

Lt. Williams presented the report.

ORAL COMMUNICATIONS – PUBLIC COMMENT

Glenn Littman spoke during public comment.

CONSENT ITEMS

1. Approval of meeting minutes from October 22, 2014.

Councilmember Gaines moved, seconded by Mayor pro Tem Martin to approve Consent Item No. 1. MOTION CARRIED 5/0 as follows:

AYES: Mayor Shapiro, Mayor pro Tem Martin, Councilmembers Bozajian, Gaines and Maurer.

NEW BUSINESS

2. Noticing and public outreach process update.

Ms. Hernandez provided an overview of current processes and Commissions’ recommendations.

The Council expressed appreciation to staff and provided direction.

The Council recessed at 9:03 p.m. The Council reconvened at 9:12 p.m.

3. Adoption of Resolution No. 2014-1439, approving the Quimby fee associated with an 80 condominium unit tract map approved as part of a mixed-use development at 23500 Park Sorrento.

Item was continued to a future meeting.

4. Overview of the Calabasas Wildlife Corridor.

No action was taken on this item.

INFORMATIONAL REPORTS

5. Check Register for the period of October 15-29, 2014.

No action was taken on this item.

TASK FORCE REPORTS

Councilmember Bozajian reported his recent attendance to a California Contract Cities Association Water Summit in Coronado.

CITY MANAGER’S REPORT

Mr. Coroalles reported that $2,300,000 was received from Measure R.

FUTURE AGENDA ITEMS

Councilmember Gaines requested that a future meeting be adjourned in memory of Library Commissioner Britt Aaronson’s husband, Craig Aaronson.
