WHEREAS no provision has been made for the expenses of the Government of Palestine for the year ended the 31st December, 1931, and it is necessary to make provision therefor:

Short title. !. This Ordinance may be cited as the Collection of Taxes No. 26 of 1929. (Amendment) Ordinance, 1932, and the Collection of Taxes Ordinance, 1929, (hereinafter called the principal Ordinance) and this Ordinance may together be cited as the Collection of Taxes Ordinances, 1929-1932.

REGULATIONS UNDER SECTION 33

IN EXERCISE of the powers vested in him by section 33 (c) of the Trans- Jordan Frontier Force Ordinances, 1926-1927," the High Commissioner has amended as follows the General Trans-Jordan Frontier Force Fines Fund Regulations, 1928:—

Citation. 1. These Regulations may be cited as the General Trans-Jordan Frontier Force Fines Fund Regulations, 1932, and the General Trans-Jordan Frontier Force Fines Fund Regulations, 1928 (hereinafter referred to as the principal Regulations), as amended by the Regulation published in the Gazette dated the 16th December, 1928, and these Regulations may together be cited as the General Trans-Jordan Frontier Force Fines Fund Regulations, 1928-1932.

Amendment of 2. Regulation 6 of the principal Regulations shall be amended Regulation 6 of by deletion of the expression "LP. 10" appearing in the proviso the principal Regulations. thereto and the substitution in the place thereof of the words "fifty pounds".

(765) COMMUTATION OF TITHES ORDINANCES, 1927-1928

NOTICE

NOTICE IS HEREBY GIVEN that in virtue of the powers vested in him by section 18 of the Commutation of Tithes Ordinances, 1927-1928, the High Commissioner has authorised the following remissions of commuted tithe:—

1.—(a) A remission of 25% of the commuted tithe for the year •J932;

(b) An additional remission of 45% based upon the reduced assessment as provided above in approved cases of individual villages suffering from partial or complete failure of winter and summer crops ;

(c) An additional remission of 30% based upon the reduced assessment as provided under (a) and (6) above in approved cases of individual villages where owing to partial or complete failure of winter and summer crops the crops are insufficient to meet the needs of the village for human and animal consumption or to provide a surplus for disposal for the payment of Government taxes.

Provided that these remissions shall in no case apply to the commuted tithe payable in respect of land planted with orange trees, which tithe remains payable in full; and

Provided further that where the whole or a part of the tithe hereby remitted has already been paid, cash refunds shall not be made but the amounts so paid shall be taken into account and deducted from any tithe payable for the current year or in respect of arrears. ist September, 1932 THE PALESTINE GAZETTE 759

2. The remissions hereby granted shall be subject to the following conditions:—

In the case of reputed owners who have not themselves cultivated the land but have rented it to tenant-cultivators, no remission shall be granted unless it is proved to the satisfaction of the District Commissioner of the District concerned that the following conditions are fulfilled:—

(a) Where the rent is payable by a tenant-cultivator in cash, upon the reduction of the rent payable by an amount equal to the commuted tithe remitted, which is attributable to the land cultivated by the tenant-cultivator.

(b) Where the rent is payable by the tenant-cultivator in kind, that the tenant-cultivator shall receive a reduction in his rental of the 1 undermentioned share of 2 /2% of the crop on which the rental is paid. The share shall be represented by the proportion which the total crop on which rental is paid less the amount of the rental, bears to the total crop.

Any dispute arising from the application of these conditions between the reputed owners and tenant-cultivators shall be referred to the District Commissioner whose decision shall be final.

NOTICE IS HEREBY GIVEN that Schedules of Claims to Musha' shares for the village of El Haram in the Jaffa Settlement Area have been posted in the Office of the Settlement Officer, Jaffa Settlement Area, in the village of El Haram and in the District Office of the Jaffa Sub-District, in accordance with Section 24 of the principal Ordinance.

(772) INTOXICATING LIQUORS AND PUBLIC ENTERTAINMENTS ORDINANCE, 1922

REGULATIONS MADE BY THE MUNICIPAL COUNCILS OF ACRE, BEISAN, HAIFA, NAZARETH, SAFAD AND TIBERIAS

IN EXERCISE of the powers vested in them by section 8 of the Intoxicating Liquors and Public Entertainments Ordinance, 1922, No. 14 of 1922. published 'in Gazette, No. 72, of the 1st August, 1922, the Municipal Councils of Acre, Beisan, Haifa, Nazareth, Safad, and Tiberias, with the approval of the Commandant, Palestine Police, have made the following Regulations as to the hours during which licensed premises situated within the respective Municipal Areas may be open for the sale of intoxicating liquors.

1. In the case of premises licensed for the sale of intoxicating liquors off the premises: (a) between the 1st April and the 31st October, from 09.00 hours to 20.00 hours; (b) between the 1st November and the 31st March, from 09.00 hours to 19.00 hours.

2. In the case of premises licensed for the sale of intoxicating liquors on the premises, from the 1st January to the 31st December, from 09.00 hours to 21.00 hours.

Provided that where the licensed premises are used as an hotel in which the daily inclusive charge for accommodation is not less than five hundred mils and falls within the terms of III A. of the Schedule to the said Ordinance, intoxicating liquors may be sold to bona fide residents for their personal consumption at all times.

3. These Regulations shall come into force as from the date of their publication in the Gazette.
