Finance and Politics in the USA: From National City Bank to Citigroup : an American bank or a world bank ? Christine Zumello Université Sorbonne Nouvelle – Paris 3 Introduction As the theme of this year’s EBHA Conference hinges around the link between the wealth of nations and international business, this paper aims at trying to analyse the positioning, since its creation, of one American bank (Citibank) within the American political domestic scene and the wider globalization of financial services. The banking landscape in the USA has been shaped by various political and economic forces throughout the years and the interaction between banks and the state has, in the case of Citibank 1, been particularly close and has, in t 200political(?)” market forces. Indeed, the role of globalisation and the number of mergers and acquisitions in the banking sector in the USA which has increased in the last decade 2 has clearly contributed to the blurring of the frontiers between domestic and international boundaries in financial operations. Citigroup has managed to hold both a strong local-consumer base together with a wide international network which has involved it in a number of emerging markets and even micro-finance development today. Hence when one discusses the interactions between finance and politics, one realises that, in the United States, historical events have played a significant role in explaining the idiosyncrasy of the American banking landscape but one may wonder whether finance could have, on the domestic political scene in the USA, managed to outweigh politics or rather to free itself from political considerations. 1 Throughout this paper, and for readability purposes, we will often use the name Citibank and then Citigroup (since 1998) but the bank’s name has been modified to accommodate regulatory changes. -

Abstract a Case Study of Cross-Ownership Waivers
ABSTRACT A CASE STUDY OF CROSS-OWNERSHIP WAIVERS: FRAMING NEWSPAPER COVERAGE OF RUPERT MURDOCH’S REQUESTS TO KEEP THE NEW YORK POST by Rachel L. Seeman Media ownership is an important regulatory issue that is enforced by the Federal Communications Commission. The FCC, Congress, court and public interest groups share varying viewpoints concerning what the ownership limits should be and whether companies should be granted a waiver to be excused from the rules. News Corporation is one media firm that has a history of seeking these waivers, particularly for the New York Post and television stations in same community. This study conducted a qualitative framing analysis of news articles from the New York Times and the Wall Street Journal to determine if the viewpoints expressed by the editorial boards were reflected in reports on News Corp.’s attempt to receive cross-ownership waivers. The analysis uncovered ten frames the newspapers used to assist in reporting the events and found that 80% of these frames did parallel the positions the paper’s editorial boards took concerning ownership waivers. Regulation of Pay-Cable and Closed Circuit Movies: No Room in the Wasteland Since the passage of the Communications Act,' new modes of com- munication have developed, many of which are not clearly, or not at all, within the categories over which the Federal Communications Commission (FCC) was granted regulatory powers. While community antenna television (CATV) has received the lion's share of regulatory, judicial, and scholarly attention, 2 several of the other new media present similar problems. After seventeen years of rule making proceedings, 3 the FCC in 1972 authorized over-the-air broadcasting on a per program charge basis.4 The FCC is now considering subscription cable television,5 and has proposed rules that would severely restrict the type and timing of pro- gramming pay-cable could present.6 At the same time, the Commission has refused to assert jurisdiction over the showing of movies and sporting events, by leased-wire arrangements with telephone companies, in hotel rooms in major cities, while suggesting possible future regu- 1 47 U.S.C. § 151 et sec. Christine Zumello The “Everything Card” and Consumer Credit in the United States in the 1960s First National City Bank (FNCB) of New York launched the Everything Card in the summer of 1967. A latecomer in the fi eld of credit cards, FNCB nonetheless correctly recognized a promising business model for retail banking. FNCB attempted not only to ride the wave of mass consumption but also to cap- italize on the profi t-generating potential of buying on credit. Although the venture soon failed, brought down by the losses that plagued the bank due to fraud, consumer discontent, and legislative action, this fi nal attempt by a major single commer- cial bank to launch its own plan did not signify the end of credit cards. On the contrary, the Everything Card was a har- binger of the era of the universal credit card. irst National City Bank (FNCB) of New York (now Citigroup), one F of the oldest leading commercial banks in the United States, intro- duced the Everything Card in the summer of 1967.1 FNCB was a pioneer in fostering consumer fi nance in the United States. The bank saw an opportunity to increase business by creating an innovative system that would enable masses of consumers to purchase a variety of goods and services on credit. By becoming the principal tool of consumer credit, credit cards revolutionized the banking business. Why address any point that shoots your la-la land idea down, Bob? Powerful foreigners who were torched by concentrated COMEX silver shorts and complicit regulators were painfully aware of the illegal short corner in silver OVER FORTY (40) YEARS AGO BOB! Nor did Bob address the obvious “rat’s rump on a banana split” interest conflicts of the scandalous staffing shuttle between the CFTC and the bullion banks! But! Bob now confirms himself as eminently acceptable in a “mental health” sense---“mentally healthy” people do not believe that big bankers are out to screw anyone! MILLER* INTRODUCTION Between 1945 and 1980, bank failures in the United States averaged fewer than five per year. Since 1980, however, U.S. commercial banks have failed at an average rate of over 100 per year, many of our largest and best known banks have encountered serious financial difficulties, and talk of a banking "crisis" has become increasingly prevalent. Politicians, pundits, and academics have come forward with many clever explana- tions for the crisis and proposals to cure it. Blame has been variously assigned to government policy, such as the banking regulations of the 1930s or the banking deregulation of the 1970s; to economic developments such as moribund real estate markets, oil price volatility, and opportunistic third world debtors; and to business misjudgments on the part of bankers themselves.
