This notice provides information pertaining to programming and pricing changes that will be implemented by Cox Communications. Subscribers affected reside in Council District 15 (Hahn). Effective July 11, 2008, Cox Communications will be making the following changes to their channel lineup: New or Moved Channels Channel Name Channel Available to Subscribers with # Digital Cable on ... Cable companies are permitted to add and move channels from tier to tier or to delete channels from a tier, after 30 days notice is provided to its subscribers. Additionally, effective July 24, 2008, Cox Communications will be increasing their rates on the following installations: Digital installation will increase from $45.95 to $49.95 and HD/DVR installation will increase from $49.95 to $54.50. The City's former rate regulation authority has been preempted by state law. Cox Communications now operates its cable TV systems pursuant to state franchising law overseen by the California Public Utilities Commission (PUC). Pursuant to state law, the PUC is precluded from regulating rates of the basic service tier pricing charged by cable/video TV providers. Federal law preempts the state from regulating the upper tier rates charged by cable/video TV companies. Subscribers have been notified of these changes via a bill insert sent at least 30 days prior to the changes taking effect. (See attachments) Background The Los Angeles City Council directed ITA to notify all City Councilmembers, the Mayor, the City Controller, and the City Attorney of any proposed cable television service and/or rate changes to be implemented by the City's cable television operators. Fiscal Impact Minimal impact from the increased installation rates and/or if subscribers wish to upgrade their services. Recommendation This report is provided for information only. Rather it should indicate a merging of old and new strategies, practices, methods, and organisations, and it is through this fusion of tradition and novelty that today’s complex distribution landscape has emerged. At the forefront of many of these changes has been American independent cinema and as such, the central question posed by this thesis is: how has media convergence impacted on the distribution and marketing of American independent cinema, and how can this impact be understood in terms of wider technological, industrial and sociocultural contexts relevant to the current media landscape? In answering this, this thesis provides a comprehensive re-mapping of the distribution sector of American independent cinema, in terms of the distributors involved and methods and strategies through which films are being released, within this contemporary era of media convergence.
