3 Preface PAPRI (Poverty Alleviation through Participatory Rural Initiatives) is a non-government; non-political, voluntary development organization was established in1999 at the aim to build poverty free and harmonious society where people will have a better socio-economic condition with a better life and livelihood. From its inception, PAPRI has been implementing its different development activities taking financial and technical supports from government, national, international and UN agencies. Furthermore, it is keeping very close connection with target people, local community people and local administration. PAPRI is working for its target people as well as general people of its working area. The organization has morally accountability to all level people and its donor, partner and government. Simultaneously this organization always appreciates any suggestion, opinion and comments from all for its future development plan. With this view, every year PAPRI has been publishing Annual Report of the organization. PAPRI keeps its foot at 16th year. We have taken initiative to publish Annual Report for the year 2014- 2015.

I am delighted to say a few words on accomplishment of activities during the last year 2014-2015. Keeping its vision and mission statements in the forefront, it continually and successfully applied participatory methods to various creative and innovative development endeavors.

Last year PAPRI has implemented different planned and non planned activities. It is difficult to portray all implemented activities due to size of report and processing all information’s. My gratitude goes to the respective program staffs who worked under tremendous time constraint over the year. In this report only main activities and information’s have been written.

I want to pay my deepest felicitation to our target people who actively co-operated us to implement the activities. I wish to pay my cordial thanks upon them who have been actively participated in preparing this annual report. I also sincerely thanks all who have been involved with continuous contribution and hard work for achieve all successes. They usually spent many long hours in implementing program activities in the field and finally reached to the target. Their commitment in achieving the target of the organization shows a great team spirit. I hope they will continue their cordial effort to achieve PAPRI’s objectives.

It is furthermore, a pleasure to publish this annual report in order to share with all our development partners and stakeholders. I take this opportunity to express my profound gratitude to the donors, partners who in general have counted on us for this year by giving opportunities to improve life of the people in this area who are mostly suffering from various adversities. I am grateful to Shapla Neer=Citizens Committee in Japan for Overseas support, Embassy of Japan (EOJ), Centre for Disability in Development (CDD), Manusher Jonno Foundation (MJF) and Acid Survivors Foundation (ASF), National Forum of Organization Working with disable (NFOWD), Shishu Odhikar Forum, Steps towards development (Steps) and other compatible organization for their all out co-operation and support. 1. BACKGROUND

1.1 Introduction PAPRI (Poverty Alleviation through Participatory Rural Initiatives) was incepted in July 1999 by registration from NGO Affairs Bureau, Bangladesh vide no. 1424. Initially, it was a development endeavor of SHAPLA NEER = Citizens’ Committee in Japan for Overseas Support that was performing its development works in Bangladesh since 1987; and PAPRI commenced as an independent entity with carried over some initiatives from it. At that time, PAPRI had implemented its programs through two project offices located in Narayanpur and Amlabo which were initially known as Community Development Centre (CDC) of SHAPLA NEER.

PAPRI's efforts are directed to execute activities based on community issues through participatory approach and decision making on the identified problems to find out relevant solutions. As PAPRI works with the disadvantaged and marginalized family members, its target population includes the poorest of the poor, the downtrodden segment of the society, handicapped persons, adolescent girls, members of agriculture-based families, working children and destitute women. PAPRI is trying to empower them by providing cooperation especially in terms of technical support, advocacy for their rights and privileges as well as economical development.

PAPRI works more closely with the poor and disadvantaged people in the rural areas, where there is a dire paucity of initiatives by development organizations. PAPRI is also covering a part of urban and remote char areas and is interested in identifying all those in need of assistance for an improved life and creating an environment to analyze the potentials and pinpoint strengths and weaknesses so as to ensure proper services with easy access to samity and streamlining of self-reliant programs of PAPRI.

1.2 Vision and Mission Vision The vision of PAPRI is that target people will have socio-economic development with capacity, empowerment and respect in the society through mobilization of local resources. They will act as development partners as a whole, so thereby reflect peace and harmony in the society.

Mission PAPRI is forwarding to mobilize local resources to alleviate poverty and establish a just, equitable and respectful life of the socially-distressed people. To have a just society we are challenging poverty through the mobilizing and utilizing of local resources to develop capacity of human, social capital of the target people.

1.3 Goal PAPRI believes in everyone's right to stand on their own feet i.e. to enjoy self-determination and self- reliance by achieving socio-economic development, and considers 'Empowerment' of the common people a dire necessity for improving their life. Had the target people become empowered, they would be able to protect themselves from all social adversities and improve socio-economic condition by their own initiatives and capacity building through participatory process, which also can contribute to the realization of their fundamental and social rights.

1.4 Objectives PAPRI has the following five major objectives; . Target people will be equipped with proper knowledge, awareness and skill to form group and avail group-based services and family-based proper motivation so that they can struggle themselves for their existence and sustainability. . Target people will have easy access to the basic public services paving to the realization of their human rights so that they could survive and lead their life with dignity in the society. . Target people will obtain proper opportunities of micro-finance activities through their active participation so that they can be economically stable and socially dignified and can participate copiously as a member of the society. . Community people's participation will be ensured to mobilize the local resources to implement integrated rural development. . Distressed people will be organized and capacitated through trainings on life improvement skills to attain sustainable socio-economic development. 5

1.5 Core Values PAPRI is a value driven organization. PAPRI strongly believes that values are the foundations on which an organization is based and these represent the core beliefs and convictions of an organization. In fact, values always describe that where the organization stands for. Values establish moral and ethical priorities, which serve to guide all organizational activities. 1.7 Geographical Coverage PAPRI has the commitment to work anywhere in Bangladesh. It gives priority to geographically char areas (isolated land scattered and separated from main land and surrounded by rivers), Haor areas, coastal belts and revering areas. On the basis of poverty – PAPRI gives priority which is in under poverty line. It also gives the priority geographical area where live special community i.e. working class like sweepers, fishermen, weaver and so on. Depending on people’s need and availability of financial and technical support PAPRI always choices those areas where people are less served and vulnerable. At present PAPRI is working on the following geographical area:

7 Chapter: 2 2. Program implemented 2.1 Major Programs of PAPRI PAPRI has been implementing different program interventions from its inception to solve problems of targeted people. It has implemented a number of different programs/projects over the year. Major programs/projects are shown in the table bellow:

2.2 Programs carried out during the reporting period (April 2014-March 2015) 2.2.1. Enhance Children Education of Poor Families (ECEPF) at char area of Narsingdi district. Goal: All children are receiving education at char area after ending of the project. • In 2015 all targeted 765 children are admitted in school including other educational institution • Student’s attendance rate in school is 89% to 92% where it was 76% below at the beginning of the project

9 • During children admission in school Children Education Promotion committee(CEPC) members assisted to admit 189 children to school • In primary school final examination all 300 CEP students have passed with average 80% number • 144 irregular students have been regular by CEPC. • SMC members are initiated to organize annual sports, mothers meeting, fare well ceremony of PSC candidate in school and financially supported school if necessary. • Teacher organized mother’s meeting and motivated parents for sending their child to school in time.

Learning:

• Through support from CEP Centre, poor and weak students have become regular in school. • SMC members are becoming active through understanding of their roles and responsibilities

Challenges: • Involvement of UP in school activity • Building relationship with govt. Official through project activity and get positive assistance. • To continue poorest of the poor students in school due to poverty

2.2.2 Development of Handicapped persons through building Capacity & providing supports (DHBP)

Goal:

Handicapped people are enjoying better life with having rights and entitlements. Purpose: Targeted handicapped persons are socio-economically developed.

• Union Parishad are honours them through forming committee, providing VGD, VGF & including food for work (40 days)

• 13 Union Parishads have allocated budget for PwDs

• Increased service providers willingness and including PWDs in their program [DC,s GO, training, UP has formed standing committee for PwDs, Hospitals provide free medicine and certify, loan & certificate from Social Welfare department. • 66 handicapped persons were present to observe International Disability Day. DDLG (Deputy Director of Local Government) was chief guest. Special guest was UNO, Belabo, Mr. AFM Saiful Islam, PC Shaplaneer, Social welfare officer, Union Chairman and other elite persons. Parents of handicapped person, handicapped group member and school teachers participated also. DDLG, UNO, Social welfare officer & UP Chairman explained their opinion in discussion session. In the session they committed that they will help the handicapped persons from their responsibility. • Handicapped persons are aware of PRT. They are receiving PRT and connecting PRT providers (Protibondhi Seba O Sahajjo Kerndra, Government Organization). Improved health condition 66, and unchanged 14 out of 80 PRT recipients from project.

• Handicapped persons are linking with different health service providing institute and receiving service for

treatment. We referred 56 persons to 8 institutes.

• 55 Handicapped persons were provided with Assistive devices • 12 handicapped persons are provided with skill training.

• 15 handicapped persons are provided loan.

• 15 handicapped persons are engaging in IGA. • Improved school environment (Positive attitude of Teacher, SMC member & Guardian and ramp making) for handicapped children in school. Enrolled 26 [targeted 25] handicapped children and supporting other 24 students. They are all [50] continuing education in 40 schools. In this year 6 PWD students are admitted. • Improving inclusion of handicapped person in sports and culture/50, local committees/2, UP, PwD survey, meeting, and training. • 2 Ramps made in 2 govt. primary school for PWD students. Khidirpur primary school participated 1350 taka for ramp making of their school, total cost was 6,950 taka.

Learning’s:

 Persons with disabilities can increase income through engage themselves in suitable Income Generating Activities [IGA]  Advocacy helps to allocate budget in union parishad for persons with disabilities  If UP increased knowledge on rights and entitlements of Handicapped persons then support would be increased towards handicapped persons.

Challenges:

• To involve community people in mainstreaming of handicapped people • Meet the demand/need of Assistive devices & medical support [Rehb.] for poor handicapped persons through involving community people & service providing institution • Continuation of Handicapped group activities as a self sufficient form

2.2.3 Promoting Rights of People with Disabilities through Disability inclusive local governance and service providing institutions (PRPD-DI)

Bangladesh is a country of near about 15 crore people. 15% of total people are disable in different level and degree whom are called Persons with disabilities (PWD’s)/physically challenged persons/Handicapped persons by different persons or groups [Source: WHO]. Persons with disabilities are facing following major problems; their health facilities are not always available, they are confined instead of mobility, not included in education, they are not in financial facilities and not involving in income generating activities, socially they are not seen positively rather than treated as burden of society, not participation in community and development activities. They generally have 12 limited access to education, employment, housing, transportation, health services and recreation. Under this circumstances Bangladesh government has made act to restore their rights. A large number of persons with disabilities are living in PAPRI’s working areas. Society seems that the persons with disabilities are burden of the family vis-à-vis the burden of society and as well as state. They are neglected in all respect. Most of the persons with disabilities are poor and more vulnerable; even they do not get support from their family members where they have to depend on others for their mobility. The persons with disabilities are the unwanted people of the society. Society seems that they are quite unable to do something for themselves. But they are human being and they have the right in the society. Bangladesh government has signed in UNCRPD-United Nation Convention on Rights of Persons with Disabilities. It has also generated law namely Disability welfare act 2001 for protect and development of persons with disabilities. In this context, PAPRI has therefore been implementing this project in Belabo and Raipura upazila with financial support from Manusher Jonno Foundation (MJF) and technical assistance as lead organization from Centre for Disability in Development (CDD).

Working area: 07 Union Sallabad, Narayanpur, Charuzilabo, Radanagar, Belabo, Musapur & Mirzapur under Belabo and Raipura Upazila of Narsingdi district.

15 2.2. 4. Nippon Volunteer Support (NVS) High School Project

Education is heart of social life as well as back bone of the nation. It can change the behavior of persons which is acceptable by the society and help persons to identify and analysis the problems vis –a- vis making decision for the betterment of any activities. It is essential for standard economic, social, cultural and values for human being. Mainstream education is the one of the focus areas of the organization. So PAPRI is implementing different formal and informal education program in its operation areas including char areas means isolated from main land area. Batibond is a remote village of Narayanpur union under in Narsingdi district, where had no educational facilities including school, especially at the higher secondary level institutions. Therefore many students especially girls were not in apposition to have secondary education. As a result, a significant number of students were dropped out after completion of primary education and girls were the worse sufferers who had to stop their study forever and embrace the fate of early marriage. Under this circumstances, to address this problem PAPRI proposed for fund to SHAPLA NEER to establish a high school in the village. It was benevolent of SHAPLA NEER to convince Nippon Volunteer Support, Japan to provide fund for the school. Nippon Volunteer Support High School has established in 2002 and commenced its education session from January 2003.

Project Goal: Quality of education and learners entrance to secondary education will be enhanced in Narayanpur and Sallabad union under Belabo upazila at Narsingdi district. Objectives: • To ensure enrollment of learners especially of the girls in the secondary high school • To reduce drop out rate of the children after completing primary school.

Establishment of School: The School is situated on 1.56 acres land. School house is built on north side having a very large play ground in front of the school. L shape 249 feet length and 20.6 feet width tin sheet school house with cement concrete floor is used for academic activities comprising with 13 class room,01 science labrotary,01 library,01 teacher’s room,01 head teacher room. Adequate bench, table, chair, and others logistics are available in the school. Two tube well, 08 pacca sanitary latrines with urinal system is established. A ramp was made by PAPRI’s another program for disable students. A nice ornamental garden is established at adjacent in front of school having with different flowers, fruits and timber trees.

Legality of School: Last year, School has got academic certificate for Secondary high school from the Ministry of Education. So, students can make participation the S.S.C examination from NVS High School.

Students Enrollment in 2014-2015 Generally all the classes are open for admission of students in every year. But most of the students get admission in class six. In this reporting year, 186 Students have admitted in class six. They are 70 boys and 116 girls.

JSC Examination in 2014 Total 95 students, male 43 and female 52 have appeared in JSC examination. Passing rate is 94.21%. Grade wise result A +: 01, A: 24, A- 18, B: 16, C: 2 and D: Nil

SSC Examination in 2014: The policy of the school all students who have passed in school text will be allowed for SSC examination. A total number of 52 students, 27 are boys and 25 are girls, have appeared in the SSC Examination in 2014. The passing rate is 98.08%. Grade wise result: A+ 02 A: 18, A-: 15, B: 15 and C: 1.

Managing Committee Meeting: School has a managing committee consisting of 12 members in that 10 males and 2 females, generally sits once in every month for smooth operation and management of the school. They discuss on quality of education, teacher’s attendance, students drop out, teacher’s meeting, result of examination, establishment, MPO and other related activities as needed and made decisions in the meeting. All decisions are recorded in a resolution book. During the reporting year 08 meetings were held regarding the progress of the school and the students and administrative issues.

Teacher’s Meeting: Teacher’s meeting hold once in a month, chaired by the head master but meeting number may be increase or decrease upon necessity. Decisions of the managing committee meeting are shared in the meeting. Others issues like quality education, attendance of the students, drop out, home visit results, comments of guardians, progress of the action plan, comments of the guardians and lesson learnt are also discussed in the meeting. The meeting are prepared minutes with discharged decisions. In the reporting year 10 teacher’s meetings were held fruitfully.

Guardian Meeting: To increase the concentration on education among the student parents, school has organized several guardians meeting .Through this meeting the education related issues are discussed say quality of education, irregular, attendance, drop out etc. In the reporting year 04 guardian meetings were held fruitfully.

17 Home visit by Class teachers: School Management committee and teachers both are committed to provide quality education to students. As part of this effort; we introduced provision of home visits with a schedule for teachers to visit students’ homes and look after the progress of those who are comparatively weak and to share developments with their guardians. This helps both teachers and guardians in exploring ways for the expected development of the students contributing to the retention of the students. Home visits are also made to bring back the drop outs to school. A number of meetings also hold with guardians to motivate them to send back their children to school. In this reporting year total home visit were 131.

Test and Examinations: To measure progress of education some test and regular examinations were planned for the reporting year. Two examinations were planned to be held at the beginning of 2014, two terminals and one final examination as per syllabus. The syllabus was divided into three parts with a view to covering and ensuring quality education for the students. In addition subject wise monthly class test continued as a tool for measuring progress. After having the result of the test and examination teachers analyze the results and take action/ strategy as way forwards. During the calendar year 2014-2015 all students participated in two terminals and one final examination.

Special Initiative of school: The school has taken a special initiative at the aim to achieve a good result in S.S.C examination. Under this all SSC examinee stayed (day night as residential) before two months at school campus. They used class rooms as residential. The teachers monitoring their study against planning and took necessary corrective measures. Selected teachers also stayed routine wise in the school for ensuring study. Teachers instantly solve their academic problem also related others troubles.

Library: To create further scope for the advanced learners as well as the teachers to study and acquire knowledge in their fields of interest, we have established a school library containing more than one thousand books on articles and essays, novels, short stories, poetry, rhymes sports, religious issues, science fictions, history and biography including many others books of child interests. Teachers and students of the school are using the library properly which ultimately contributes to quality education.

Science Laboratory: A small science laboratory is established for study and exercise for the students learning science at the school. However the laboratory is yet to be fully equipped to meet the requirements of the practical classes. The school has a plan to collect necessary instruments very soon to make the laboratory inclusive of all facilities. Under the plan, the collection process is going on.

2.2.5 Empowerment of the ultra Poor, Poor & Poor Handicap in Narsingdi district through Micro finance Support Economy is the base structure of society. Nobody can generate income without money investment. Capital, technology and instrument are main things for production that leads to development. People equipped with technical knowledge may need credit support to initiate income generating activities. In PAPRI working areas, maximum poor people are addressed by NGO micro credit but a section of poor, and poor handicapped people are not addressed by any one. They are seemed to burden of society and they could not repay installment if they have paid loan. So they cannot involve themselves in IGAs for income generation at the aim to alleviate poverty. PAPRI has taken initiatives to address those people by providing with soft loan and messages on social and health issues. Hence, PAPRI communicated with the embassy of Japan in Bangladesh through SHAPLA NEER for fund and forwarded project proposal. Eventually, the embassy of Japan approved the proposal and provided fund to PAPRI for providing loan support to poor handicapped with an interest of Tk. 9.96%.

Goal of the project The goal of the project is to reduce poverty as stated by MDG (Millennium Development Goal) the poor people of PAPRI purview have the right to stand ones’ feet i.e. to enjoy self-determination and self-reliance through achievement of socio-economic development by mobilizing local resources.

To establish a just, equitable and respectful life of the socially distressed people through mobilization and utilization of local resources to develop the target peoples by increasing capacity of human and social capital.

Objective of the project To empower the Poor and the Poor Handicapped people by increasing their income, working opportunity, and raising their social status through proving adequate micro finance support as well as counseling and awareness raising sessions. Work area: 78 Villages, 18 Union Parishads under Belabo and Raipur upazila of Narsingdi district.

Handicraft/Sewing (HS) Operation strategy of the project The members are selected through filling survey format. Group has to form with selected beneficiaries. A group turns to be an open forum where beneficiaries can ask for credit support, nursing and fostering and they can also discuss on awareness, IGAs and social activities as well as health. Assessment is being done for making a plan where category wise, loan case and amount usually selected through discussion with group members. Monitoring has to be performed as planned. Reports are made on monthly, quarterly and yearly. Expansion of activities has to be done considering on project progress.

Motivational work: To rising the social status of the targeted poor and handicapped poor people is needed to increase awareness level on different social issues which are directly related to their daily life. A motivational guideline was prepared, containing these issues which are mentioned in the project proposal. Staffs of PAPRI have been discussing issues on sanitation and hygiene, health and nutrition, human rights, importance of education, family planning, early marriage, dowry, handicapped issue and women empowerment, in the weekly group based meeting for awareness rising of the beneficiaries. Group members have realized these issues very positively and started to practice these in their daily life. This discussion will be continued in every weekly group meeting.

Major outcomes: . Handicapped people are dignifying as they have come up with their own stand through using loan on IGA . Daily income and working opportunities were increased who have taken loan for vegetables, Small business and handicraft . Women beneficiaries are becoming a part of their household decision making process . The amount of loan 35929000 taka disbursed among 1986 beneficiaries. . Beneficiaries became aware on personal hygiene and most of them are started to do it by cutting nail, tooth brash, taking regularly bath, timely hand wash and wearing neat and clean clothes . Women’s mobility increased on agriculture farming including local shop, Bazar and local service providers . Most of the beneficiaries became aware on nutritious food so they are changing food items . Increasing the confidence level of the beneficiaries through getting loan and messages on different issues . Beneficiaries have been aware of various social and health issues, learnt importance of education and are sending their school age children to schools.

Challenges . People are asking more loan where some of them are not capable to optimum utilization . Sometime unwanted factors like diseases, natural calamities affected the beneficiaries activities that affect loan recovery/ smooth implementation of project

21 2.2.6 Micro finance program: Poverty alleviation is the most important issue of PAPRI. To reduce poverty of the people is needed to involve them in income generating activities. Financial capital and skill is must to implement any IGAs. The poorest section of the people has no access to government financial facilities due to lack of collateral/guarantee and bureaucratic system. To create micro finance opportunities for beneficiary’s specially poor and marginal people, PAPRI has come up with its Microfinance program in 2001.

PAPRI has received registration certificate from Micro Credit Regularity Authority (MRA) in 2008 that number is 00571-00090-00107, MRA: 0000110. It is implementing its credit program following MRA rules and regulations and keeping close connection with it by submitting reports and joining different workshop/sharing meeting organized by MRA. Goal of the program: Target people will be ensured the positive change of their socio-economic condition through credit support by reducing poverty and make them to be empowered.

Program Operating System: To form a group PAPRI suppose to do a series of work including individual contact, Open discussion, Participatory rural appraisal (PRA), A base line survey after demarcating the mentioned area and dig out the latent need of the community people. Target peoples are identified through door to door physical visit and fill up a prescribed form with data and members are selected and sitting with them to turned to a group. Group supposes to be considered with a member of 20-25 each and sit in the meeting once in a week. After a few days a group turns to be an open forum where beneficiaries can ask for credit support and they can also discuss economic condition and social issues like acid violence, women right, and gender discrimination, rights of handicapped person, Child right, sanitation and hygiene which is related to life. PAPRI provides them loan with 27% service charge which is calculated in declining method.

PAPRI prepare member enrollment plan, a loan disbursement & recovery plan with monthly break down. This plan is followed round the year and review if necessary. To run the program effectively & efficiently to attain objectives, competent and committed staffs are recruited for different tiers.

25 • A large number of beneficiaries have taken repeat loan where they are feeling more comfort with micro- finance program. • The purchasing power of our beloved members is increasing gradually. • Members are responding well through giving their installment properly. • Members are paying more attention regarding their investment. • Through group concept, villagers make them cooperative and sensitive. • Through Microfinance activities now a day’s, villagers have become more efficient to handle the money efficiently. • Group has become a forum where villagers can speak; get access to come up with their ideas and views. • Women are feeling empowered being a good savers so that they are dignifying not only by the MFI but also by their family members as well as the rest of the society.

2.2.7 Basic Computer Training and adolescent Development project: PAPRI’s opinion is that, adolescent girls, handicapped and all other young people of Belabo and Raipura Upazilas, representing an integral part of the new generation and must have to be educated on computer literates, So that they can develop themselves as the architect of fortune who contribute a lots for their families, societies and the nation. The idea of introducing training on computer for the adolescent’s girls, young is the key demand of new generation. Generally, development interventions in Bangladesh are not always appropriately pro-women and -girls and many of these do not effectively serve the goals of human development and gender equity. But we all know that knowledge and skills are the most vital component for all human being in terms of development and empowerment. Through these endeavors adolescent girls in Belabo and Raipura areas can make a paramount effort towards a prosperous future as well as their empowerment through equipped with knowledge and skills and PAPRI has been performing this project since January 2010. Adolescent girls, persons with handicapped/disability and other young people especially those who have completed junior/higher secondary education and/or entered into the High School/College should have basic computer skills to prepare themselves for the future. The new generation must have to be provided with the opportunity of computer learning which would be the added advantage to get job in the country and even in abroad. Again, PAPRI has been caring two adolescent groups consisting of 15 to 20 members in its working area where group has become a platform to disseminate different issues say- reproductive health, early marriage, dowry, women violence, sexual harassment etc.

Overall Goals: Create an IGA opportunity through computer skills for adolescent (boys and girls), physically handicapped person in Raipura and Belabo upazila under Narsingdi district. Objective: Target persons will have basic computer skills such as MS Word, MS Excel, Power point and internet browsing, and use the skills in getting job, higher education and expressing their ideas.

2.2.8 Survivors Support Network for prevention and better inclusion Acid violence is a ghastly crime in Bangladesh. Numerically it is low but its effects are very severe. It is a crime against humanity. Acid violence is a new heinous and tragic violence in the country; it is the state of throwing acid (Chemical substance- H2so4, HNo3) on human body. Mainly acid is thrown on face, neck and also other parts of the body. Acid burns skin, flesh sometimes bone also. As a result victims lose their original beauty and become ugly. Acid survivors suffer physically, mentally and socially. The victims are psychologically scattered from society and exploited by society. Mainly women are mostly affected though few are male and children. To stop acid violence and rehabilitate survivors, PAPRI has made a partnership with Acid Survivors Foundation (ASF) and has been implementing different projects since 2009.

Goal of the project: Survivors group will be equipped to create Awareness against acid violence and enjoy dignified life with rights.

PAPRI has made a partnership with international NGO Steps towards Development (Steps) at the aim to Strengthening movement to advance women rights and gender equality responding to violence against women and women’s political participation.

The project vision : The project wants to help create democratic society that provides equal opportunities and benefits to men and women, characterized by good governance, justice and respect for women’s human rights; eliminates discrimination and patriarchy; and educated and poverty free and preserves social and human values.

The Mission: To enhance gender equality to improve the condition and position of women to protect the human rights of women and girls and to increase women’s participation in decision-making and governance all levels.

2.2.10 Improving Education and Health for deaf blind people in Bangladesh.

Bangladesh is a country having with 150 millions peoples and about a remarkable number of its populations are disable where a major portion has multiple disabilities and it is estimated about 10.7% of the population and this figure includes those who have deaf blindness. Persons with deaf blindness face considerable and multiple challenges in daily life, as they find it very difficult to interact with other people because of their severe lack of communication skills. As a result, they are excluded from participation both within their family environment and in society in general, their rights are ignored and their needs are not addressed. Without recognition and understanding, this rejection can lead to be a sub-human form of existence.

PAPRI belief Bangladesh has a very active and well-informed society which can plays a major role in the area of disability issues. In this respect the government of Bangladesh has formulated a National Action Plan on 24 September 2006 to implement the National Policy on Disability and the Disability Welfare Act, Bangladesh signed and ratified in 2007 the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD). In May 2008 the government signed the UNCRPD's Optional Protocol and in this connection the government of Bangladesh has enacted a law named ‘Disabled Persons Protection and Rights Bill-2013’. PAPRI has unveiled that a large number of deaf blind peoples are living in its working area. In this context, PAPRI has been implementing this project in Narsingdi district with financial and technical support from Centre for Disability in Development (CDD) since 2013.

Objectives:

The boarder objective of the project is to establish a strong and supportive national infrastructure in order to increase services and provide a coherent voice for deaf blind people in Bangladesh. Out of this project 65 deaf blind children through tailored support will be closer with their families; better able to communicate, learn and join in family and community life; and be more mobile and independent. Deaf blind children and youth (age 6-25) will receive equality education (13 in schools, 47 home based educations)

2.2.11 CBR Roll out in Bangladesh Project: The policy of Disability inclusive development requires the sum of activities regarding Community Base Development.CBR indicates a disability inclusive social development including rehabilitation, poverty alleviation and equal opportunities for all and is executed by disable persons, their families, institutions, society, relevant government & NGO health, education and technical service providers. Concept of CBR comes up with a large scale in 1990 and in 2010 CBR guide has developed. PAPRI has adopted”CBR Roll out in Bangladesh Project “ organizationally on January,2013 through the financial and technical support from “Centre for Disability in Development (CDD)”. 2.2.12 Cow breeding (CB) Cow rearing is important trade for income generating activity as well as source of animal protein. This trade has a potentiality as an income generating activity for poor people especially PAPRI group member as well as local people. PAPRI’s working areas include plain land, semi trace land and char area. Especially the head office surrounding area is plain which is feasible for cow rearing and with potentiality of milking cow rearing. Generally some people of this area rear local variety cows. But this could not be profitable due to lack of improved breeding as well as improved variety cows. The nearest artificial insemination centre was 16 kilometers away from this area, which people could hardly avail services from. PAPRI therefore took initiative to establish an artificial insemination centre to get improved cross milk cow and hybrid calf.

PAPRI made contact with Livestock Office of Belabo Upazila and launched an artificial insemination centre at the head office premises. PAPRI has provided a room for technician and a allotted places as needed. One technician from Livestock Office is providing services on all working days. This centre is now known a good service provider. So people come here with their cows from not only surrounding area but also from far way for goodwill of this centre. The livestock department supervises the centre and PAPRI also take care of it.

On an average 378 cows receive insemination every month. These inseminated varieties are Halstrain Frezian 50%, Red Sindi 10% and Shahiwal 11% and others 29%.

Training and capacity building PAPRI believes in staff is a most important resource for organization where staffs are the key factors to implement the project/program activities effectively, efficiently and smartly. It also believes that staffs must have positive attitude towards project/organization. Furthermore, PAPRI is open to provide skills and knowledge to beneficiaries for their own development through involving them in income generating activities. So staffs and beneficiaries must need training for their capacity building. To keep it in thinking, PAPRI has developed a training cell to organize and conduct internal training programs for its staff and its beneficiaries. It also sells training for personnel from other individual/organizations/institutions.

In this reporting year, PAPRI has provided formal training to 34 staffs and 166 beneficiaries of under different projects. It has also organized a good number of workshop, seminar, and community score card and discussion event.

PAPRI has a plan to develop its training centers and to equip them with modern training facilities. As part of this effort, PAPRI bought a good number of books and materials. It has been developing new courses for both its staff and beneficiaries. PAPRI also keeps liaison with other training service providers for development of its own training centers. It has planned to develop the trainers through providing training.

3.2 Visitors Organization has provision to allow visitors, home and abroad, for learning from program and project. This year 39 Japanese including university teachers, students and NGO personnel have visited PAPRI to know the different development interventions.

Government official Director of NGO Bureau, UNO, DD NILG, and other officer, National international NGO personnel have visited to PAPRI. Many important persons including chairman, Journalist and social dignitaries have attended different programs of PAPRI.

4. Management of the organization Poverty Alleviation through Participatory Rural Initiatives (PAPRI) has developed a structural management system. The organization shows the relation and accountability both vertically and horizontally; General committee, Executive committee, Executive Director. 4.1 General Committee: General committee is the highest body of Poverty Alleviation through Participatory Rural Initiatives (PAPRI) and consists of 21 members. The committee meets twice a year. But if necessary it can summon emergency meeting. The members of the general committee have to pay regularly yearly subscription; actively take part in each meeting of general committee and different social work.

4.2 Executive committee: General Committee forms Executive Committee (EC) and committee having with 7-members for 3 years through election which is approved by General Committee. The Chairman sits once in a quarter to find out the progress/ merits/ demerit/ problems of activities of the organization and takes necessary decisions for proper implementation. The ED is the member Secretary of the Executive Committee.

4.3 Executive Director: The Executive Director is appointed by the executive committee. He is the executive head of the organization; Executive Director will implement all decision of the EC. He is responsible for overall administration and program implementation. He is assisted by his subordinate staffs and responsible for keeping contact with the government and non- government agencies and donors. The Executive Director is accountable to the executive committee.
