MINUTES OF THE MAULDEN PARISH COUNCIL MEETING HELD ON 12TH JUNE 2017 IN THE BAPTIST CHURCH ARK, RD, MAULDEN, AT 7.30 P.M.

35. TO RECEIVE A REPORT FROM CENTRAL COUNCIL REPRESENTATIVES Cllr P Downing spoke about the Draft Local Plan which is being publicised. There will be a public consultation period between 4 th July and 24 th August. There will also be a consultation for Town and Parish Councils on 18 th July from 2pm to 8pm. Maulden should not be directly affected. Cllr Downing also mentioned Community Boards – what responsibilities a Parish would like to take responsibility for if they were given funds. and Flitwick wards have been chosen as pilots.

36. TO CONSIDER THE CO-OPTION OF TWO COUNCILLORS Cllr Jackson requested a vote on whether to co-opt two new councillors. 4 voted for and 5 against so no new councillors were co-opted.

RESOLVED – we have no objections to this application.

CB/17/02371/FULL – Woodbank Barn, 115A Clophill Road, Maulden, Beds. MK45 2AE Two storey rear extension with single storey glazed link

RESOLVED – we have no objections to this application.

CB/17/02221/FULL – 3 Sleaford End, Maulden, Beds. MK45 2DQ Single storey side extension following the removal of the current conservatory.

RESOLVED – we have no objections to this application.

CB/17/02271/FULL – Jack Rabbit, 6 Flitwick Road, Maulden, Bedford. MK45 2BJ. Erection of a new 4 Bed detached house and garage

RESOLVED – we have no objections to this application.

Other Planning Applications CB/17/00305/OUT – Old Farm, Clophill Road, Maulden. MK45 2AA. Residential development for approx 49 residential dwelling. As advised at the last meeting this application has been refused. So far no appeal has been registered.

Awaiting decision on the following:

CB/17/00981/OUT – Land North of Clophill Road, Maulden, MK45 2AE. Erection of 21 dwelling with estate road and landscaping. 13 responses to CBC. 11 against. 2 comments

CB/17/001156/OUT – Land East of No 13 Clophill Road, Maulden- proposed development of up to 23 dwellings including access. 8 responses to CBC. 8 against.

CB/17/01363/OUT – Land to rear of 85 & 89 Clophill Road, Maulden, Bedford, MK45 AD Outline Application for serviced plots of up to 4 custom/self-build eco bungalow. As agreed at the meeting on the 8th May MPC submitted objections to this application and the application has now been refused.

Reasons:

1. The proposed development does not constitute infilling and given its location would have a harmful impact on the character of the area in view of its siting behind existing road frontage development.

2. The proposed development of this back-land site will go against the existing pattern of development in the immediate vicinity and would have a detrimental impact on the landscape and character of the area and the existing pattern and grain of the development.

Enforcement Notices

Rear of 85 Water End Road, Maulden – alleged unauthorised development – clearance of land. This looks to be creating an entrance onto this land from the by-pass. Concern as to intention. CBC Highways are involved and Cllr Woodward is keeping a careful eye on the matter.

The Bungalow, Limbersey Lane, Maulden – hard concrete base laid on North-West boundary not covered in planning approval given under CB/16/05767/FULL. After investigation by CBC what is being done does fall within permitted development under Class F of the General Permitted Development Order 2015 and does not require planning permission.

Despite several e-mails from the Chairman to CBC we are still awaiting a response in order to progress this matter.

39. TO RECEIVE A RECREATION GROUND REPORT – CLLR SUMMERFIELD Peter Palmer reported that he’d found dog mess bags on the floor by the bin even though the bin was empty. He also reported that he has washed the village gates. Cllr Summerfield and Woodward removed some trees which were causing problems on the boundary fence. They will monitor the situation but as far as the Council is concerned it is not our responsibility unless someone can provide documentation to prove otherwise. The ROSPA report says the slide is beyond its useful life so no further money will be spent on it. There are some bins which need attention. Cllr Summerfield to investigate and report back with quotes.

40. TO RECEIVE A STREETLIGHT REPORT – CLLRS ALLEN / NEWNAM As mentioned at the May meeting a report is being prepared for full council to consider and approve the work on street lighting in Maulden Parish for 2017/8. It is still planned to present this at the July meeting. Any urgent work will be covered separately as required.

Authorised work outstanding After discussion with Terry Seymour, our lighting contractor, work on replacing the The Knoll M1 has been put on hold until the above mentioned report has been completed.

Electricity Contract Following the decision at the last meeting contract with SSE for one year until 30 th June 2018 has been established.

41. TO APPROVE THE MINUTES OF MAULDEN PARISH COUNCIL MEETINGS HELD ON 8 TH MAY 2017. The minutes having been circulated were approved and signed by the Chairman.

42. TO RECEIVE THE CLERK’S REPORT Ray Foster came to do the internal audit on 10 th May and said out of the 15 councils he audits we are in the premier league! Following the audit I have sent the Annual Return off to BDO for the external audit. The period of public inspection of accounts has now started and runs to 14 th July.

Mark Bingham spoke about the funds requested for the Maulden Show event to provide an activity free of charge to the village children. He doesn’t have an activity in mind currently but will contact the Council again once one has been finalised. The Council approved the funding in principle.

44. TO CONSIDER A) COMMUNITY DEFIBRILLATOR UPDATE Julie Sheppard addressed the Council - £2,600 has been donated and a lottery grant applied for. Three locations have been approved, an electric company has offered to install them free of charge. They intend to have a stall at the Maulden Fair to raise awareness and accept donations. A single donation of £2,000 has been very generously offered from a Maulden resident.

B) INCLUSIVE PLAY EQUIPMENT UPDATE Marston Vale are having a major expansion which will take over some of the current play area so they are reluctant to accept any new play equipment at this time. Cllr Downing suggested the possibility of the equipment going into the new Clophill Lakes development so will put the Chairman in touch with the Clophill councillor who is dealing with this.

C) PEDESTRIAN SAFETY / MATCH FUNDING UPDATE Still on hold. Excellent information coming in from Speedwatch, The PC really appreciates the time they spend. The Council received a formal request to use the fixed speed checkers to check speeds as their hand held speed checkers are not always accurate. This was approved by the Council.

D) ALLOTMENT RENT INCREASE REFUSAL UPDATE The Chairman has a meeting with CBC legal team on Thursday to discuss options.

E) UPDATES FROM ALLOTMENTS, FINANCE, HIGHWAYS, NHP, TREE WARDEN AND COMMUNITY LIAISON.

Finance – Cllr Coyle circulated the current status and said the bank account situation will need to be resolved at some point

Highways – Cllr Newnam has reported to CBC that there are 172 potholes on Maulden Roads Flitwick Road and The Brache are the worst. Ward Cllr Downing will request Rob Porter from CBC comes out to take a look at the situation.

Tree Warden – Our contractor D J Granger was cutting the hedge in the Rec and residents were very concerned about nesting birds and asked him to stop. He is to be asked to leave the hedges until 1 st September and make sure he cuts before the 1 st March so as to avoid the nesting season.

Neighbourhood Plan – Cllr Ball reported that the last meeting was the AGM and Alan Plom is now chair. Simon Barnes approached Alameda and Redborne Schools to make a link but they were not forthcoming. They have received 59 responses from the questionnaires which now need analysis. A leaflet has now been produced to go to all houses and to be given out at the village show. Alan Plom stressed that more volunteers are desperately needed. CBC said that the PC input is vital but to have credibility the plan needs to be created by the community and signed off by the PC.

F) COUNCILLOR’S SURGERIES

RESOLVED to suspend Cllrs surgeries for now. All Cllrs were asked to email a passport sized photo of themselves so the Clerk can make up a new Cllr list for the noticeboards so people can recognise Cllrs in the street and approach them with any queries.
