RONGAI CONSTITUENCY Message from the Member of Parliament It gives me great pleasure to endorse this strategic plan, the first ever, for Rongai Constituency. Guided by the vision an empowered constituency that effectively and efficiently manages all its rich resources for improved Standards of Living, we are committing ourselves to a five year period of commitment to development. The process of developing this plan has been very consultative which makes it accurate, risk averse, inclusive and widely owned. It is in line with the Kenya Vision 2030. Thus, it has set the pace for future participatory engagement in projects identification, implementation, monitoring and evaluation and in line with the national policy documents. The resources directed to this constituency must of necessity be used in a way that is transparent and accountable. People need to be involved in the management of their affairs and thus I will ensure that there is participation at all levels possible in implementation of this plan. A key area of this achievement will involve attitude change. It’s been noted by various constituents that the main obstacle that stands between where we are and where we should be is the attitude that we have towards work, lack of water for both irrigation and household use, education for children and working through cooperatives and farmers’ associations. As a key step away from this attitude we will be encouraging all constituents both men and women to engage together in productive work for improved outputs. I urge leaders at all levels to set this example by word and deed.The office of the Member of Parliament will give leadership in this work and see to it that the wellbeing of all constituents is enhanced. I appeal to all development agents to work together for greater impact in this constituency and make Modern Rongai Constituency, a reality by the year 2017! Hon. Luka Kigen. MP. HSC, EBS Rongai Constituency MODERN RONGAI CONSTITUENCY STRATEGI PLAN Page 5 1.0 Introduction to the Strategic Plan A strategic plan is a development tool through which a community, Rongai constituency is this case, outlines its aspired future and identifies the strategies to achieve it. It sets the short term and long term goals that need to be aimed at and the resources requisite for such a pursuit. This plan gives focus to the utilization of de-centralised funds available in the constituency which include the Constituency Development Fund (CDF), Economic Stimulus Package(ESP), Local Authorities Transfer Fund (LATF), Constituency HIV/AIDS Transfer Fund, Roads Maintenance Levy Fund (RMLF), Secondary School Education Bursary Fund (SSEBF), Rural Electrification Authority (RELF), and Free Primary Education (FPE). It further incorporates the role of the line ministries of Government as well as other development partner funded programmes. 2.0 Vision, Goals, Core Values and Strategy Vision We envisage an empowered constituency that effectively and efficiently manages all its rich resources for improved Standards of Living. Core Programme Areas 1. Water 2. Education 3. Livestock and Agriculture Mission To promote optimal utilization and community participation in shaping the change we desire through fair equitable resource distribution. Goals Ensure adequate clean water supply for domestic and livestock use • Ensure accessibility to quality health service by all in the constituency. • Attain profitable livestock and agricultural farming Reduce poverty level by 20 per cent by 2017 by empowering the youth, women and persons with disability • Increase literacy levels by 20 per cent, and increase school enrolment to 50 per cent by improving access, relevance, quality and equity in education • Provide security for all • Improve infrastructure network in the constituency Core Values • Honesty • Integrity • Transparency • Equality • Consultation. • Accountability Priority Sectors During the consultative meetings at the wards, the followin g emerged as the Priority Sectors for the entire Constitu ency: 1. Geographical Location/Administrative Boundaries • Rongai constituency is in Rongai District within Nakuru County. • It is neighboured by Subukia Constituency on the East, Mogotio and Laikipia West constituencies on the North, Eldama Ravine on the West, Nakuru town and Molo constituencies on the South. •. It has 9 wards namely Ngata, Rongai, Lengenet, Kampi ya Moto, Makongeni, Boror, Solai, Waseges and Maji Tamu. The constituency also has 20 sub-locations as shown in table below: WARDS NO. Population Size and Structure • According to the 2009 census, Rongai constituency had 163,864 people. • Total Male: 82,665-(49.56%) • Total Female: 81,199-(50.44%) • Total Population: 163,864 • Sex ratio:1.053 • Population density 391 • Crude birth rate: 409 • Crude death rate: 11.2 • Infant Mortality rate : 0.0423 • Neo natal Mortality rate: 44/100 • Post Neo-natal Mortality rate: 40/100 • Child Mortality Rate: 40/100 Under 5 Mortality Rate: 0.084Graph 2: Population in Rongai Constituency by Gender Population by Gender Male Population Female 49.56% Population 50.44% Rongai, Lengenet and Kampi Moto have the highest populations in the constituency. Rongai location harbours 17% of Rongai constituency’s population,Lengenet (15%), Kampi Moto (12%), Waseges, Ngata and Boror (11% each), Makongeni (10%), Solai (7%) and Maji Tamu (6%). In all locations, women are more than men. Despite the fact that Rongai location has the highest population, Lengenet has the highest number of women as shown on graph 11 Kampi Moto location has the highest number of under 18’s, Rongai location has the highest number of 18 – 55 years olds while Waseges location has the highest number of over 55’s MODERN RONGAI CONSTITUENCY STRATEGI PLAN Page 8 5. Poverty Prevalence in Rongai Constituency • Poverty prevalence in rural Rongai constituency is 44% while urban poverty is at 47%.Rural Poverty 34 %Constituency Contribution to National Poverty- 2.5 % • % of individuals below poverty line in rural male headed households is 44% • While those headed by females are 43%. Average Household Size- 3.6 Life Expectancy Years: • Male- 52.9 • Female- 58.2 Average Household Size- 3.6 Female Headed Households- 9,213 Prevalence of Child Labour- 4,200 Orphans - 1,421 Child Headed Households-

With such elegance, wit, and historical insight, this study charts her upbringing and influences, her political career and life after politics, the impact of her policies, and her personal reputation and political legacy. The article equally features dramatis personae of significant male figures that influenced her life. On the other hand, this study examines construction of gender identity in the discourse of Chelaite and aims to make a critical examination of the direction of a contemporary female political leader. Overarching theme and question of political image and substance will run throughout holistic discussion levels of this argument. A major theme introduced in this discussion is that despite being the first female leader in Rift Valley she was antagonistic the widespread feminism that had sprouted from the Kenyan capitals.
