This includes the consideration and passage of Bills, Motions, Petitions, Questions, among others. The areas through which significant impact was made by the National Assembly in the Third Session include passage of Bills; adoption of Motions aimed at, among other things, addressing procedural questions, seeking resolutions on various issues; consideration of Petitions from the public on various issues of concern; adoption of Reports; vetting of nominees to state and public offices with the aim of ensuring sound leadership in the management and running of public affairs; and the adoption of national policies emanating from the Executive such as Sessional Papers, Statutory Instruments. The House was also involved in analysis and passage of the national budget, and the ratification of agreements, conventions, treaties and protocols made between the National Government and other States/Governments/International Organizations. Notably, and in keeping with the constitutional requirements, the House continued to engage the public in the affairs of National Assembly through a variety of avenues. It is observed that, being around the mid-term period of the 12th Parliament, most Members had settled into their legislative duties with active participation. There was an increase in the number of Members requesting to introduce legislative proposals in the House and the number of motions, questions and petitions also on the rise. Instructively, there has been increased vigour in the debates of the House with some Members creating a niche in their areas of specialization through floor debates. It is my hope that the content and information in this Report shall provide Members of Parliament, Parliamentary Staff, various stakeholders and the general public with critical information on the workings and business of the National Assembly. I wish to take this opportunity to appreciate all officers for their team spirit and dedication during the Third Session of the 12th Parliament. SIALAI, EBS CLERK OF THE NATIONAL ASSEMBLY August 2020 4 1.0 INTRODUCTION The National Assembly resumed its sittings on Tuesday, 12th February, 2019 after the 2018 December recess. The National Assembly considered and approved its Calendar of Regular Sessions with 132 sitting days anticipated while introducing periods of short recess to give Members of Parliament some time to visit their constituencies. By the end of the Third Session, the National Assembly had held a total of one hundred and eighteen (118) sittings including special sittings and one (1) Joint Sitting of Parliament. Members of Parliament attending a sitting 1.1. Resumption of the House The Calendar of the House for the year 2019 was passed in February 13, 2019. However, due to various reasons that arose during the period under review, the Calendar of the House was altered three (3) times within the year.
