It is provided as a quick way of evaluating the promotion and training requirements for CAP members, and is not to be treated as an authoritative document, but instead it is provided to assist CAP members in understanding how the two different regulations are inter-related. Since regulations change from time to time, it is recommended that an individual using this document consult the actual regulations when an actual promotion is being evaluated or submitted. Air Force Junior Reserve Officer Training Corps AFJROTC Arlington Independent School District Developing citizens of character dedicated to serving their community and nation. 1 THIS PAGE INTENTIONALLY LEFT BLANK 2 TX-031 AFJROTC WING Texas 31st Air Force Junior ROTC Wing was established in Arlington Independent School District in 1968 by an agreement between the Arlington Independent School District and the United States Air Force. The Senior Aerospace Science Instructor (SASI) is a retired Air Force officer. Aerospace Science Instructors (ASIs) are retired senior non-commissioned officers. These instructors have an extensive background in leadership, management, instruction and mentorship. The students who enroll in Air Force Junior ROTC are referred to as “Cadets”. The entire group of cadets is referred to as a Wing. The Cadet Wing is “owned”, managed and operated by students referred to as Cadet Officers and Cadet Non-commissioned Officers. Using this cadet organization structure, allows cadets to learn leadership skills through direct activities. The attached cadet handbook contains policy guidance, requirements and rules of conduct for AFJROTC cadets. Each cadet will study this handbook and be held responsible for knowing its contents. The handbook also describes cadet operations, cadet rank and chain of command, job descriptions, procedures for promotions, awards, grooming standards, and uniform wear. It supplements AFJROTC and Air Force directives. This guide establishes the standards that ensure the entire Cadet Wing works together towards a common goal of proficiency that will lead to pride in achievement for our unit. Your knowledge of Aerospace Science, development as a leader, and contributions to your High School and community depends upon the spirit in which you abide by the provisions of this handbook. -

Inouye Chairman, Subcommittee on Defense Committee on Appropriations United States Senate Dear Mr. Chairman: As you requested, we reviewed the Navy’s flying hour program to determine l what types of aviators are flying carrier-based aircraft, l the types and amounts of flying performed by such aviators, and . the relevancy of the flying to operations and training. We focused on the A-6, F-14, and F/A-18 carrier-based aircraft, although we also reviewed the flying hour program as it relates to other carrier-based aircraft. The information pertains to naval aviation prior to the commencement of Operations Desert Shield and Desert Storm. While the concepts discussed in the report and the prior years data presented are still relevant, the fiscal year 1991 budget data do not reflect the commencement of the air war in January 1991. The Navy and Marine Corps need well-trained, highly skilled aviators to Background effectively and successfully accomplish their aviation missions. The skills demanded of an adept aviator include the ability to strike naval and land targets, protect ships from air threats, and take off from and land on aircraft carriers. An aviator’s primary means of gaining and maintaining proficiency is through hands-on training funded by the flying hour program. -

Historical Perspective on Meade's Actions Following the Battle Of
HISTORICAL PERSPECTIVE ON MEADE'S ACTIONS FOLLOWING THE BATTLE OF GETTYSBURG Terrence L. Salada and John D. Wedo Pursuit and destruction of a defeated army is an often unfulfilled wish of both generals and history. Accounts of battles sometimes offer a postscript similar to this: "But General (or Admiral) So-and-So did not pursue and destroy the enemy thereby losing an opportunity to end the war then and there." In many cases, the battles are tremendous victories, such as Borodino in the Napoleonic wars, Shiloh in the American Civil War (referred to hereafter as simply the Civil War), and Midway and El Alamein in World War II (WW2). This is particularly true for the Battle of Gettysburg in the Civil War and the Union commander, Major General George Meade. For almost no other battle is the criticism of no quick pursuit and destruction more injurious to the reputation of the victorious commander. This paper first presents a summary of the arguments pro and con for a pursuit after Gettysburg. It then presents the core of the paper, a meta-analysis of five decisive victories without pursuit and the conditions leading to those decisions. These battles span roughly 130 years, occur on land and sea, and include three wars. The objective is to present Meade's decision in a historical context both in situ (discussing only that battle) and in comparison with other such decisions. The goal is to ascertain whether historiography has been more critical of Meade than others. The hope is that examination 1 of the actions of other commanders of great victories will open the door for a different interpretation of Meade's actions. -

CAPTAIN KEVIN M. MCGOWAN United States Navy Director, Naval Command College CAPT Kevin M. McGowan is a native of Erie, Pennsylvania and a 1990 graduate of the United States Naval Academy where he earned an engineering degree and his commission as an Ensign. After Flight Training in Pensacola and Corpus Christi, he was designated a Naval Aviator in 1992. His first operational tour was in Patrol Squadron ELEVEN in Brunswick, Maine from 1993 to 1996 where he flew the U.S. Navy’s P-3 Orion, serving as Pilot NATOPS Officer, and Safety/NATOPS Department Head. He qualified as Plane Commander, Mission Commander, Instructor Pilot, and NATOPS Evaluator. He completed counter-drug deployments to Puerto Rico/Panama/Honduras and a second deployment to Sigonella, Sicily in support of Combat Operations over Bosnia-Herzegovina and Operation SHARP GUARD. At the completion of his tour in 1996, Patrol Squadron ELEVEN was decommissioned. CAPT McGowan’s next assignment was to Patrol Squadron THIRTY as an FRS Instructor Pilot. As part of the “Pro’s Nest,” he served as the Command Security Manager, Aircrew Division Officer, and the Quality Assurance Officer. He completed his instructor tour at the FRS as the lead FRS IUT Instructor Pilot and with the highest sortie completion rate on record. In 1999, CAPT McGowan reported aboard USS HARRY S. TRUMAN (CVN 75) as the Assistant Navigator (ANAV) where he qualified as Fleet Officer of the Deck Underway and deployed to CENTCOM and the Arabian Gulf in support of Operation SOUTHERN WATCH. In 2001, he was recognized as the LANTFLT “Ship-handler of the Year” and additionally became the first aviator to qualify as non-nuclear Engineering Officer of the Watch (EOOW) aboard a Nimitz class aircraft carrier.
