CHAPTER 153 1 CHAPTER 153 ( HJR 23 ) A JOINT RESOLUTION designating honorary names for various roads and bridges and directing the placement of honorary roadside signs. WHEREAS, from time to time, the General Assembly has seen fit to honor various Kentuckians by naming portions of state highways and erecting commemorative roadway signs in their honor; and WHEREAS, these Kentuckians have come from all walks of life, held a multitude of jobs, and had a variety of reasons that they were deserving of the honor; and WHEREAS, these individuals have included former Governors, decorated veterans, slain law enforcement officers, local elected officials, astronauts, doctors, educators, distinguished athletes, and civic leaders; and WHEREAS, every citizen of the Commonwealth owes a great debt of gratitude to the patriotic men and women killed and wounded in service to their country in times of great need; and WHEREAS, the General Assembly has often honored the veterans of this state by naming portions of several roads, from interstates to small two-lane country roads, in their honor; and WHEREAS, the General Assembly again sees fit to honor a group of individuals who have made the lives of their fellow Kentuckians better and brought honor and respect to the Commonwealth; NOW, THEREFORE, Be it resolved by the General Assembly of the Commonwealth of Kentucky: Section 1. The Transportation Cabinet shall designate United States Route 25 X, also known as the Dry Ridge Bypass, from the intersection of Kentucky Route 467 north and east to the intersection of Kentucky Route 22, as the "SFC Jason L. Bishop Memorial Highway," and shall, within 30 days of the effective date of this Resolution, erect appropriate signs denoting this designation. -

visionHagerstown 2035 5 | Transportation Transportation Introduction An adequate vehicular circulation system is vital for Hagerstown to remain a desirable place to live, work, and visit. Road projects that add highway capacity and new road links will be necessary to meet the Comprehensive Plan’s goals for growth management, economic development, and the downtown. This chapter addresses the City of Hagerstown’s existing transportation system and establishes priorities for improvements to roads, transit, and pedestrian and bicycle facilities over the next 20 years. Goals 1. The city’s transportation network, including roads, transit, and bicycle and pedestrian facilities, will meet the mobility needs of its residents, businesses, and visitors of all ages, abilities, and socioeconomic backgrounds. 2. Transportation projects will support the City’s growth management goals. 3. Long-distance traffic will use major highways to travel around Hagerstown rather than through the city. Issues Addressed by this Element 1. Hagerstown’s transportation network needs to be enhanced to maintain safe and efficient flow of people and goods in and around the city. 2. Hagerstown’s network of major roads is generally complete, with many missing or partially complete segments in the Medium-Range Growth Area. 3. Without upgrades, the existing road network will not be sufficient to accommodate future traffic in and around Hagerstown. 4. Hagerstown’s transportation network needs more alternatives to the automobile, including transit and bicycle facilities and pedestrian opportunities. Existing Transportation Network Known as “Hub City,” Hagerstown has long served as a transportation center, first as a waypoint on the National Road—America’s first Dual Highway (US Route 40) federally funded highway—and later as a railway node. -

POLICY PAPER DOCUMENT DE POLITIQUE DOCUMENTO DE POLÍTICA FPP-04-8 The Canada-Mexico Relationship: The Unfinished Highway Olga Abizaid Bucio EXECUTIVE SUMMARY This paper sets out to illustrate the nature of the Canada-Mexico bilateral relationship and to identify some of the potential areas for mutual cooperation. In the remarkably short span of the last ten years, Canada and Mexico have developed a more dynamic and mature relationship based on frequent exchanges within ad hoc working groups and informal exchanges that cover a broad range of economic, political and social issues, including human rights, elections, good governance, federalism, and trade; all of them priority areas for Canada's foreign policy. While this strategy has enabled both countries to deal with these issues in a very flexible way and with visible and concrete results, thus facilitating the strengthening of their bilateral relationship, this relationship is practiced in so many areas at lower levels of government that although effective it remains invisible for the people who are not involved in it directly. The challenge for these two countries as they try to redefine their foreign policy (and with it their role in the world) is to build on the achievements of this bilateral relationship and to use them as a basis for joint actions in other regional settings. Lake Analyst in Domestic Security Domestic Social Policy Division Summary The Security and Prosperity Partnership of North America (SPP) is a three-country initiative that is intended to increase cooperation and information sharing in an effort to increase and enhance prosperity in the United States, Canada, and Mexico. The SPP was endorsed by the leaders of the three countries, but it is not a signed agreement or treaty and, therefore, contains no legally binding commitments or obligations. The goals of the prosperity components of the SPP are to increase cooperation and sharing of information in order to improve productivity, reduce the costs of trade, and enhance the quality of life. The goal of the security components of the SPP is to coordinate the security efforts undertaken by each of the three participating nations to better protect citizens from terrorist threats and transnational crime while promoting the safe and efficient movement of legitimate people and goods. Congressional interest in the SPP concerns possible implications related to national sovereignty, transportation corridors, cargo security and border facilitation. This report will not be updated. Pothole patching, sweeping, drain & ditch cleaning, pavement marking, and maintenance crews may work on major interstates in the Louisville Metro area only during non-peak daytime hours and at night. Motorists should watch for roadside maintenance and pavement marking crews on interstates and highways throughout the rest of the district on a daily basis. Jefferson County: Interstate 265 (Gene Snyder Freeway): Construction delays possible at the bridge over KY 22 (mile point 34.0) due to bridge deck restoration. Two lanes of traffic will be maintained in each direction during the majority of the construction work. Lanes will be shifted and the roadway shoulders utilized for driving lanes. Some lane closures will be necessary during the set-up phase of these traffic shifts. Lane closures will not be allowed on weekdays 7-9 AM and 3-6 PM. The speed limit in the work zone will be reduced to 55 MPH and double fines will be enforced. Eastbound Interstate 264 (Watterson Expressway): Left lane will be closed on exit ramp to US 42 (Exit 22) as part of interchange improvements. This lane closure is scheduled for Monday, October 8th from 9:00 a.m. until 3:00 p.m. -

KENTUCKY RECOMMENDED SIX-YEAR HIGHWAY PLAN FY 2005 -2010 APPENDIX B “MEGA-PROJECT” STATUS “Providing Kentuckians with a safe and reliable Highway System...” APPENDIX B Kentucky’s “Mega-Projects” As the 2004 edition of the Recommended FY 2005-2010 Six-Year Highway Plan was developed, strong consideration was given to the funding needs associated with four “Mega-Projects” located in Kentucky. As the attached map shows, these projects are (1) the Louisville Bridges project, (2) the Interstate 71/75 Brent Spence Bridge congestion relief project in northern Kentucky, (3) Proposed Interstate 66 in southeastern Kentucky, and (4) Proposed interstate 69 in far western Kentucky. Each of these projects would be an expensive, but welcome, addition to Kentucky’s highway system. The term “Mega-Project” is a reference to the fact that each project will cost near, or in excess of, $1 billion. As we contemplate the fiscal realities associated with such extreme costs, there is a key factor common to each “Mega-Project” that must be reconciled before tremendous amounts of Kentucky’s regular federal-aid and state fund revenues can be applied to any of them. That key factor is the amount of special federal funding that can be earmarked for each project during the reauthorization of federal transportation programs over the months ahead. Given the extremely tight fiscal status of Kentucky’s Road Fund, we cannot plan for huge investments in any of the “Mega-Projects” until the true extent of federal support for each project can be gauged. Each of the four “Mega-Projects” is underway, with varying levels of progress achieved. -

So far from God, and so close to the United States.) —General Porfirio Díaz, President of Mexico, 1877–1911 Capital’s relentless search for cheap labor constantly alters the flow of surface transportation in North America with widespread conse- quences. The end-of-century deindustrialization of the United States and importation of cheap commodities from the Far East through the West Coast reversed historical east-west transportation patterns and established Los Angeles and Long Beach as the largest ports in the nation. To minimize transportation costs, which for many products are higher than the cost of production, intermodal transportation of containerized imports was developed. Manufactured goods are packed into mobile shipping containers at factories in the Far East and travel by ship, train, and truck to distribution centers and, ultimately, consumer outlets across the United States. Currently, intermodal transportation of cheap imported commodities is the lifeline of the American economy. In 2004, the Port of Los Angeles processed 7.3 mil- lion container units and Long Beach handled 5.8 million. These two ports alone accounted for 68 percent of the West Coast total and are, by far, the largest employers in California. U.S. workers, who have seen so many lucrative manufacturing jobs moved overseas, assumed that import transportation and distribution jobs could not be off- shored and were, therefore, relatively secure. Current transportation trends are proving labor’s assumption to be dead wrong.
