Précis of Representations Received
Against: 15/1, 15/2 For: nil
• Much of electorate are elderly in sheltered accommodation • Steep hills • Increased distance to travel to poll • Creates very large electorate leading to queues at polling station leading to disincentive to vote
Relevant Review Criteria to be Considered
As the proposal is to merge the above polling stations, Members should have regard to the following criteria:-
• Disparities between polling districts to make them more comparable in terms of number of polling places and number of electors per polling place; • The cost / elector ratio of providing a polling place, so there is broad comparability between districts;
However, following consideration of the matters raised in the representations, Members should also have regard to the following criteria:-
• The topography of the area should be taken into account including availability of public transport for electors having to travel distances to the polling place; • Capability of the polling place to cope with peaks of electors allocated to it.
Other Relevant Comments
GSK and GSL are separate polling districts in Great and Little Preston Parish Council. Therefore can be merged.

Comments: GSJ, GSN and GSO are parished areas.
Revised Electorate: 2780
Officer Comments
Précis of Representations Received
Against: 17/1, 17/2 For: nil
• Parishes should be served by separate polling stations • Proposals would create very large electorate voting at Swillington and District Community Centre, likely to cause delays and be a disincentive to vote • Largely elderly population would struggle with increased distance to travel to vote, made worse by local topography • Voters would also have to cross the busy A642 • Current Astley Court polling station currently well sited for sheltered housing it serves
Relevant Review Criteria to be Considered
As the proposal is to merge the above polling stations, Members should have regard to the following criteria:-
• Disparities between polling districts to make them more comparable in terms of number of polling places and number of electors per polling place; • The cost / elector ratio of providing a polling place, so there is broad comparability between districts;
However, following consideration of the matters raised in the representations, Members should also have regard to the following criteria:-
• The topography of the area should be taken into account including availability of public transport for electors having to travel distances to the polling place; • There should not be major barriers between the voters and their polling place. Major roads, rivers and the like can therefore be considered as starting points for polling district boundaries unless there is good quality, accessible crossing points; • Capability of the polling place to cope with peaks of electors allocated to it.
Other Relevant Comments
Although GSO is in the Parish Council of Great and Little Preston, electors of the parish currently vote outside of their area at Astley Court Community Centre as there is no suitable polling station within the polling district. Therefore polling arrangements can be transferred but polling district GSO can’t be merged with GSJ and GSL as they are in Swillington Parish Council. 18

Précis of Representations Received
Against: 59/1, 59/2, 59/3, 59/4, 59/5 For: nil
• Estate on hillside, difficult for residents to get from one side to the other on foot and neither station is accessible by bus • Many elderly residents with limited mobility who do not wish to use a postal ballot • People with disabilities and special needs who would also have difficulty reaching the proposed polling station • School site allows parents to pick up children and vote at the same time, otherwise will have to negotiate busy roads with children potentially leading to accidents • Limited parking at community centre for car owners, would create parking problems and potential for accidents
Relevant Review Criteria to be Considered
As the proposal is to merge the above polling stations, Members should have regard to the following criteria:-
• Disparities between polling districts to make them more comparable in terms of number of polling places and number of electors per polling place; • The cost / elector ratio of providing a polling place, so there is broad comparability between districts;
However, following consideration of the matters raised in the representations, Members should also have regard to the following criteria:-
• Disturbance to electors which would be caused by alteration of polling places which have been used for a long period of time; • The topography of the area should be taken into account including availability of public transport for electors having to travel distances to the polling place; • There should not be major barriers between the voters and their polling place. Major roads, rivers and the like can therefore be considered as starting points for polling district boundaries unless there is good quality, accessible crossing points;

• Long journeys to polling station including crossing busy roads • Former Beeston Library site is now a thriving community centre and serves mainly elderly community living on south side of Town Street and Beeston Road. • Cardinal Square polling station covers a large area • Transfer to Beeston Junior FC would mean electors would have to undertake a difficult, lonely and tortuous path between the two areas • BHB should remain in Library which is no longer a portacabin

• Kirkstall Brewery is a private gated site • Not possible for canvassers to gain entry or deliver election material • Elections officers would find it difficult to control behaviour of residents in relation to advertising, alcohol, disturbance, noise, undue influence • Polling stations should not be closely associated with particular sectional groups, this could distort electoral process • A polling station on public land outside Brewery site offers no advantage over existing location which is very convenient • Present polling station on route for students making their way to and from Beckett Park site • Grossly unfair for residents, many who are elderly or infirm, to have to walk further than younger students to vote • Published map shows proposed location in BHS development • Kirkstall Brewery has long track record of poor compliance with electoral law, as many candidates have experienced difficulty access site during previous elections • Entire populate of Brewery changes over half-way through each electoral year which means ex-residents could be barred from voting at this location if and election were held between June and February • No significant advantage over existing arrangements • Alternative suggestion for new polling station could be Kirkstall Sports Centre • Polling stations should be in neutral locations • Suspect only currently about 16 legally registered voters in the brewery flats • Mail is only delivered if it is room specific • Significant proportion of international students living at brewery
Relevant Review Criteria to be Considered
As the proposal is to create a new polling station, Members should have regard to the following criteria:-
• Disparities between polling districts to make them more comparable in terms of number of polling places and number of electors per polling place;
However, following consideration of the matters raised in the representations, Members should also have regard to the following criteria:-
• The topography of the area should be taken into account including availability of public transport for electors having to travel distances to the polling place; • Disturbance to electors which would be caused by alteration of polling places which have been used for a long period of time; • The polling place should not be difficult to locate and should be close to where most of the electors in the polling district live;
Other Relevant Comments
Members should also have regard to the correspondence attached which gives confirmation that there will be unfettered access to the polling station for voters, political parties, candidates, agents and elections officials.
The site has been inspected and has a suitable room for polling purposes.
The university have confirmed to elections staff that the role of the security staff is to guide people to the polling station whilst ensuring the security of the remainder of the site.
In response to any concerns regarding denial of access to those entitled to enter, the Polling Station Inspector will be instructed to make regular inspections to ensure access arrangements are operating satisfactorily. The Presiding Officer will be briefed accordingly and will be advised to report any concerns.
It should be noted that this is analogous to the use of a school for polling purposes and many of our schools are secure premises.

For: 41/1, 41/2, 41/3, 41/4, 41/5, 41/6, 41/7, 41/8, 41/9,
• Reduction in polling places gives better average number of polling stations and reduces costs • Removal of portable buildings gives better access to disabled • Historical low turnout so no capacity issues at peak times

Précis of Representations Received
Against: 116/1, 116/2, 116/3, 116/4, 116/5, 116/6
• Adverse land levels and hills in this area
For: 116/8, 116/9
• Improves distance voters in Manston gate would have to travel to vote • Improves access for elderly and disabled • Ensures voters do not have to cross Harehills Lane and Chapeltown Road
Relevant Review Criteria to be Considered
Following consideration of the matters raised in the representations, Members should also have regard to the following criteria:-
• The topography of the area should be taken into account including availability of public transport for electors having to travel distances to the polling place; • There should not be major barriers between the voters and their polling place. Major roads, rivers and the like can therefore be considered as starting points for polling district boundaries unless there is good quality, accessible crossing points;

Officer Comments
Précis of Representations Received
Against: 42/10, 42/11
• Disincentive to vote particularly for elderly and those with no transport • Proposals would create very high combined electorate, increasing pressure on CAG, potentially causing delays at peak times • Increased distance to travel • Only bus service runs up Chapeltown Road which is not convenient for Hillcrest School • Area of low turnout • Full public consultation on any changes required
For: 42/1, 42/2, 42/3, 42/4, 42/5, 42/6, 42/7, 42/8, 42/9,
• Reduction in polling places gives better average number of polling stations and reduces costs • Removal of portable buildings gives better access to disabled • Historical low turnout so no capacity issues at peak times Relevant Review Criteria to be Considered
As the proposal is to merge the above polling stations, Members should have regard to the following criteria:-
• Disparities between polling districts to make them more comparable in terms of number of polling places and number of electors per polling place; • The cost / elector ratio of providing a polling place, so there is broad comparability between districts;
However, following consideration of the matters raised in the representations, Members should also have regard to the following criteria:-
• Disturbance to electors which would be caused by alteration of polling places which have been used for a long period of time; • The topography of the area should be taken into account including availability of public transport for electors having to travel distances to the polling place; • Capability of the polling place to cope with peaks of electors allocated to it.
Other Relevant Comments
CAGX & CAKX cannot be merged as they are different parliamentary constituencies. However polling arrangements can be transferred to Hillcrest Primary school. This also covers proposal 108 submitted on behalf of Leeds Liberal Democrats.

Précis of Representations Received
Against: 45/5
• MOG has high proportion of elderly voters who can access Fieldhouses easily • Baptist Church is not central and not an easy site to access • New polling station located at centre of baseline of a large triangle dissected by main roads Stonegate Road, Scotthall Road, King Lane, Street Lane.
For: 45/1, 45/2, 45/3, 45/4, 45/6, 45/7, 45/8, 45/9, 45/10, 45/11
• Small portacabin off Scotthall Road for MOB is totally unsuitable • MOB covers very small polling district • Makes sense to have permanent building at nearby Baptist Church MOG • Reduced costs removing portacabin
