I am fortunate to have had the consistent support and encouragement of the faculty, staff, and students in the history department at the University of Minnesota since my first days as a graduate student. Should I fail in the following paragraphs to mention by name anyone who provided insight, inspiration, guidance, hospitality, financial support, or friendship, the omission is my mistake and unintentional. I owe my first and deepest thanks to my adviser Anna Clark. Anna not only set me on the track of this dissertation topic by supervising me in a research partnership project on Richard Johnson; her edits, suggestions, and questions at every step of the writing process made this a much clearer and more readable dissertation. In every other aspect of graduate training, her guidance has been unfailingly astute. Anna’s clarifying voice in the field of modern British history offers a model of scholarship that I will continue to strive to reproduce. Many University of Minnesota faculty members have been generous with their time, insights, and encouragement. From my second year on, Michael Hancher took an interest in my work, and afforded me opportunities to explore related historiography and printed primary source material as his research assistant on his “Construction of English in India” project. Sarah Chambers read the original dissertation prospectus and was probably the first to suggest that there were at least two separate projects there. Pat McNamara’s encouragement, good-naturedness, and teaching advice have consistently ii helped me lessen the burden of self-doubt. I owe special thanks to JB Shank for several years of various kinds of mentorship and role modeling. Since my second semester, as a graduate student I have appreciated and benefited from JB’s perspective, insight, energy, thoughtful questions, and capacity to give students the feeling of participation in an academic community. I thank all of my committee members—Kirsten Fischer, Ajay Skaria, and Gloria Raheja, Anna Clark, and JB Shank—for their consummate service as reviewers and for their engagement in the task of helping me find the best frame for this research. My road through graduate school has been smoothed by financial support from a number of sources connected to the University of Minnesota. I am especially thankful for the departmental fellowship established by David and Rosemary Good, which made survival of my first semester as a graduate student possible. I also owe special thanks to Hella Mears, whose fellowship fund made it genuinely possible for this to become a transnational and comparative research project. The Mears Fellowship gave me a summer to become moderately versed in modern Irish historiography and to carry out the research in Dublin that is reflected in Chapter 4. Lastly, the Graduate School at the University of Minnesota has also been generous in its support for my efforts, most recently by providing a writing-up year on one of its Doctoral Dissertation Fellowships. I am also extremely grateful for the year of supervision I received from Miles Taylor at the Institute of Historical Research in London. Miles was always helpful in pressing me to recognize what was distinctive, in relation to previous scholarship, about the impressions that I was forming as I worked with my sources. I did not always have iii great answers to offer to his questions when he asked them, but the notes I scribbled down after meetings in Miles’s office at the IHR are reflected throughout the dissertation, especially in the introduction. For my year at the IHR, I have the Andrew Mellon Foundation to thank, along with the IHR’s scholarship committee and its fellowships officer James Lees. I am grateful to James, as well, for his comments on an early rendition of the paper I presented with Peter Marshall at a conference at Gregynog, Wales, on the Warren Hastings cadre of Orientalists. Elements of that paper have featured more strongly in this dissertation (in Chapter 2) than I ever envisioned. I may not have found a way to include my research on Richard Johnson into the dissertation at all had it not been for Peter’s invitation to join him in presenting on Johnson at Gregynog. Thanks are due, as well, to Michael Franklin for organizing the conference and to Carl Ernst for his expertise on Persian-language sources. In Britain, I have been fortunate to be able to count on the hospitality and conviviality of many friends. In addition, without Leslie and Bryan as companions in coursework and prelim exam preparation, I doubt I would have made it into the research and writing stage. I thank her for sticking with me; I can’t wait for the rest of our life together. vi Dedication This thesis is dedicated to my family: Tim, Melanie, Anga, and Caroline Biel; Anduin, Doug, and Jean Wilhide. vii Abstract Exploring the published polemic, unpublished memoranda, and private correspondence of colonial policy-shapers, this dissertation analyzes debates over the possibility of Catholic emancipation in Ireland and government superintendence of the “native” religious infrastructure in India. It asks how colonialism influenced British understandings of religious toleration and, in turn, how changing notions of toleration organized the discussion of secularist policy in India, Ireland, and Britain. In general, it argues, toleration in the colonies followed a “prudential” pattern.

Contingents from all over Ireland as well as visitors from Britain and the United States took part in the march, which was marshalled by Seán Ó Sé, Dublin. At the graveside of Wolfe Tone the proceedings were chaired by Seán Mac Oscair, Fermanagh, Ard Chomhairle, Republican Sinn Féin who said he was delighted to see the large number of young people from all over Ireland in attendance this year. The ceremony was also addressed by Peig Galligan on behalf of the National Graves Association, who care for Ireland’s patriot graves. Róisín Hayden read a message from Republican Sinn Féin Patron, George Harrison, New York. In their introduction, the editors provide insight into the proceedings of James’s parliament. They also address the possible content of missing public and private legislation, including: ‘an act for the speedy recovering of ser- vants’ wages’ (c. 23); ‘an act for reversal of the attainder of William Ryan of Bally Ryan in the county of Tipperary, esquire’ (c. 35); and ‘an act for relieving Dame Anna Yolanda Sarracourt alias Duval and her daughter’ (c. 33) (pp xxxvi–xli). In doing so, they shine a light on the lesser-known concerns of the 1689 parliament and on aspects of life and society at an important juncture in Ireland’s history. Bergin and Lyall provide a clear overview of their editorial method and the text of acts is pre- sented in a considered and accessible manner. The use of footnotes to highlight variations in the titles and text of different editions and lists of the acts is effective, while the appendices provide a helpful overview of surviving black-letter editions, the monthly tax rate imposed on individual counties, and a breakdown of the entries in the act of attainder by category and district, among other things. The indexes are comprehensive, making for an easily navigated volume. Overall, the editors have produced a highly important volume which further underlines the significance of the Irish Manuscripts Commission in preserving and disseminating primary sources relating to Ireland’s history and culture.

    ﻣﺠﻠﺔ دراﺳﺎت دﻳﺴﻤﺒﺮ 2015 British Intervention in Afghanistan and its Aftermath (1838-1842) Mehdani Miloud * and Ghomri Tedj * Tahri Mohamed University ( Bechar ) Abstract The balance of power that prompted the European powers to the political domination and economic exploitation of the Third World countries in the nineteenth century was primarily due to the industrialization requirements. In fact, these powers embarked on global expansion to the detriment of fragile states in Africa, South America and Asia, to secure markets to keep their machinery turning. In Central Asia, the competition for supremacy and influence involved Britain and Russia, then two hegemonic powers in the region. Russia’s steady expansion southwards was to cause British mounting concern, for such a systematic enlargement would, in the long term, jeopardize British efforts to protect India, ‘the Crown Jewel.’ In their attempt to cope with such contingent circumstances, the British colonial administration believed that making of Afghanistan a buffer state between India and Russia, would halt Russian expansion. Because this latter policy did not deter the Russians’ southwards extension, Britain sought to forge friendly relations with the Afghan Amir, Dost Mohammad. However, the Russians were to alter these amicable relations, through the frequent visits of their political agents to Kabul. This Russian attitude was to increase British anxiety to such a degree that it developed to some sort of paranoia, which ultimately led to British repeated armed interventions in Afghanistan.     Workers Party Wolfe Tone Commemoration Bodenstown, Co Kildare 27 June 2021 Delivered by Workers Party and Central Executive Committee member Gerry Lynch (Dublin) 2021 marks the 230th anniversary of the founding of the United Irishmen by Wolfe Tone, Thomas Russell, Samuel Neilson, and others who set about revolutionising Irish society by breaking the power of the aristocracy and the established church. They aimed to instead establish a government genuinely representative of the people, and truly secular. But their ambitions did not simply stop at bringing about political change. The United Irishmen were social as well as political revolutionaries. They sought to overturn a society based on birth and privilege, and to build one where all citizens were equal. In place of a society dominated by the values of monarchy, aristocracy, and religion, they fought to create a republican society where everyone was free; where labour was respected and rewarded; where secularism replaced sectarianism; and where the power of the elite had been smashed and replaced by the power of the people. It was Jemmy Hope’s settled opinion “that the condition of the labouring class was the fundamental question at issue between the rulers and the people …” The United Irishmen were therefore political and social revolutionaries from their very foundation. This was true of them just as much as when they sought to achieve their aims peacefully by seeking sweeping reforms and raising the political consciousness of the masses through education, agitation, and organisation, as when they sought to achieve their aims by armed revolution in alliance with Revolutionary France.

McIntosh 2016 Page 2 Text from the “Montrose Standard and Angus and Mearns Register – 3rd March 1865.” In the present number of ‘Good Words’ the following very interesting sketch of the life of the late Sir Alexander Burnes, a native of Montrose, and brother to Mr Adam Burnes, writer is given by Mr John William Kaye under the head of “Our Indian Heroes.” The article is introduced by referring to the brilliant career of the late Joseph Hume in India, the influence it exercised over the mind of young Burnes, and the intimacy which arose between Mr James Burnes and Mr Hume. The father of Sir Alexander, we need not tell our local readers was Provost of Montrose, and was closely related to our national poet Robert Burns. After giving his sons (of whom he had four who lived to be adults) a good education, he availed himself of the intimacy which had arisen between him and Mr Hume, and solicited his influence on behalf of his two sons James and Alexander, the former (the eldest) being destined for medical service. Alexander was promised a cadetship in the East India Company’s Service as soon as he was old enough for the appointment.

    The Church Act: The expansion of Christianity or the imposition of moral enlightenment? David Stoneman A Thesis submitted as fulfilment of the requirement for the degree of Doctor of Philosophy, University of New England, Australia, 2011. Abstract The Church Act (1836) redefined and reinvigorated the religious environment in the emerging British colony of New South Wales, which profoundly impacted on its social and political development in a period of rapid population growth. It was a popular measure that has seen Governor Richard Bourke, its principal architect, be remembered as a provider of religious freedom. The simple motivation of the Act to expand Christianity and therefore morality has been complicated by the assertion that it assisted the expansion of a ‘new faith’ called moral enlightenment. This changes the implication of the Act and redefines the motives of the people responsible for its introduction, especially Bourke, by assuming that secular Enlightenment principles overrode Christian objectives. This has provided an ideological superstructure that has been used by some nationalist historians to present a picture of New South Wales colonial life that was fundamentally irreligious verging on atheistic. This has served to diminish the importance of religious thought and belief in the early development of Australia. This thesis argues that the Church Act was conceived to counter various forms of alternative belief and synchronised Christianity, ranging from plebeian ‘folk religion’ to heterodoxical, intellectual Protestantism. It encouraged orthodox Christianity by financially supporting the denominations that had cultural as well as spiritual connections to the majority of the population. The thesis concludes that the Church Act should be categorised as being a product of the ‘Age of Atonement’ not the imposition of moral enlightenment.
