ADMINISTRATIVE AND GENERAL INFORMATION ______________________________________________________________________ 1.1 Background BREC: The Recreation and Park Commission for the Parish of East Baton Rouge (BREC) was created by a State Legislative Act in 1946 as a separate and distinct body whose purpose is to develop, maintain and operate public park and recreational properties and facilities for all the people in East Baton Rouge Parish. BREC is a political subdivision of the State of Louisiana and does not operate under the City-Parish Government. Money for financing land purchases, construction of facilities, maintenance, and the operation of many varied programs is obtained from taxes voted by the citizens of East Baton Rouge Parish and from income from facilities, concessions and programs. Other funds come from local governmental agencies and the Federal Government. Mission: It is BREC's mission to contribute to a healthier, more vibrant community by providing exceptional parks, open spaces and recreational experiences for all of East Baton Rouge Parish. BREC maintains a wide variety of quality facilities with family-oriented leisure activities for all ages and population groups. The Parish population, according to U.S. census estimates, is approximately 437,401 and the land area is approximately 472.1 square miles containing four municipalities - Baton Rouge, Baker, Central and Zachary. Parish (county) boundaries are established, defined and named by State law. Features: The BREC system encompasses 6,624 acres across more than 180 parks broadly organized into three groups: community parks, neighborhood parks, and special use facilities. Amenities available throughout the system include walking trails, splash pads, skate parks, nature parks, dog parks, improved playgrounds, fishing ponds, picnic areas, athletic fields, recreation centers, senior centers, tennis courts, basketball courts and multi-use courts, swimming pools, beaches and lakefronts. BREC’s special use facilities include Liberty Lagoon family aquatic center, Extreme Sports Park at RFP No. 171 2 | P a g e Perkins Road Community Park, Central Community Sports Park, the Baton Rouge Zoo, Farr Park Equestrian Center and RV Park, Baton Rouge Art Gallery, Bluebonnet Swamp Nature Center, Independence Park Theatre and Cultural Center, Highland Road Observatory, Beaver Creek Golf Course, Dumas Memorial Golf, Historic City Park Golf Course, J.S. Clark Golf Course, Santa Maria Golf Course, Webb Memorial Golf Course and Magnolia Mound Plantation. Awards: BREC is one of the few park and recreation agencies in the country to win the prestigious Gold Medal Award twice. BREC has also been a national finalist for this award, given for excellence in parks and recreation administration, 12 other times. BREC is also one of 141 park and recreation agencies across the country that have been accredited through the Commission for Accreditation of Park and Recreation Agencies (CAPRA) for excellence in operation and service. Serving the Underserved: BREC connects people to parks, nature and the outdoors to improve the health, safety, environment and quality of life of all citizens in East Baton Rouge Parish. We identify gaps in programming or barriers that might inhibit citizens access to our park system. These groups include, but are not limited to teenagers, disabled children and adults, residents without transportation, those who live in play deserts, and low-income residents. 1.1.1 Purpose The Recreation and Park Commission for the Parish of East Baton Rouge (BREC) issues this Request for Proposal (RFP) to secure the most qualified Professional Consultant firms and/or individuals to conduct the Title II (28 CFR § Part 35.105) self-evaluation of all BREC sites and facilities, programs, and policies to provide an American with Disabilities Act (ADA) Self Evaluation and ADA Transition Plan. Consultant to provide a professional assessment for all BREC programs, policies, sites and facilities. The measure to be used for sites and facilities is the 2010 ADA Standards for Accessible Design: ADA Checklist for Existing Facilities. The measure to be used to address BREC Programs and Policy accessibility and nondiscrimination is the Americans with Disabilities Act’s Title II, 28 CRF Part 35. RFP No. 171 3 | P a g e 1.1.2 Goals and Objectives The project’s goals are to have a professional consultant audit BREC’s: policies, programs, sites and facilities to identify physical, programming and policy variances from the 2010 standards and the Title II regulation and develop a Transition Plan which will make specific corrective recommendations, provide cost estimating for corrective measures, recommend prioritization for implementation and satisfy BREC’s obligation & requirements to 28 CFR Part 35.105. 1.2 Definitions A. Shall- The term “shall” denotes mandatory requirements. B. Must- The terms “must” denotes mandatory requirements. C. May- The term “may” denotes an advisory or permissible action. D. Should- The term “should” denote desirable. E. Contract– Refers to the binding document signed and agreed upon by BREC and the successful Proposer concerning this RFP. F. Contractor- Awarded Proposer on this RFP. G. Agency- Any department, commission, council, board, office, bureau, committee, institution, agency, government, corporation, or other establishment of BREC authorized to participate in any contract resulting from this Request for Proposal. H. State- The State of Louisiana. I. Department- Department for whom the Request for Proposal is issued. J. BREC- Recreation and Parks Commission for the Parish of East Baton Rouge K. Discussions- For the purposes of this RFP presentation, a formal, structured means of conducting written or oral communications/presentations with responsible Proposers who submit proposals in response to this RFP. PRICES SHALL NOT BE READ. RFP No. 171 6 | P a g e 1.5 Proposal Response Format Proposals submitted for consideration should follow the format and order of presentation described below: 1. COVER LETTER: Maximum of two pages serving as an Executive Summary. A. Cover Letter: Containing summary of Proposer’s ability to perform the services described in the RFP and confirms that Proposer is willing to perform those services and enter into a contract with BREC. By signing the letter and/or the proposal, the Proposer certifies compliance with the signature authority required in accordance with Louisiana law. The person signing the proposal must be: 1. A current corporate officer, partnership member, or other individual specifically authorized to submit a proposal as reflected in the appropriate records on file with the secretary of state; or 2. An individual authorized to bind the company as reflected by a corporate resolution, certificate or affidavit; or 3. Other documents indicating authority which are acceptable to the public entity.
