9. WELCOME, INTRODUCTIONS

Councillor Murray welcomed everyone and introduced the Officers in attendance she also advised residents that the last two remaining budget meetings Bolton Council were to be held on Wednesday 14th November 2012.

10. DECLARATIONS OF INTEREST FROM COUNCILLORS AND OFFICERS

There were no Declarations of Interest.

11. MINUTES OF THE PREVIOUS MEETING

The minutes of the previous meeting were submitted and approved as a correct record.

Further to minute 5, members were advised that the planning application for Clarendon School had now received planning consent.

12. MANAGED WEEKLY COLLECTIONS

Mark Hoban from the Environmental Services gave a presentation in relation to Bolton Council’s managed weekly waste collections.

The main points were:

The Council had to save £35.6 million between 2013- 2015 Central and Local Government commitment to increase recycling in Bolton was falling behind Larger aim was for zero waste to landfill and more recycling through all the newly built facilities Transformation of services would ease the burden of budget cuts on vulnerable adults and children Significant rising costs for the disposal of residual waste £15.8m - £24.6m. Public consultation and returned questionnaires by 16th November 2012 All responses to the public consultation considered between November and December 2012 Final decision - January/February 2013 If approved, managed weekly collections would commence May 2013 If approved, food only collections would commence April 2013.

13. COMMUNITIES FIRST GREAT LEVER

Shauna Morton from Bolton at Home gave a presentation on the work being undertaken in the area.

The main points were:

What was Community First Funding had been awarded in four wards in Bolton; , Great Lever, Kearsley and Tonge Moor Great Lever’s three funding priorities Details of projects funded last year 2011/12 with a balance left over of £54.63 Details of projects funded so far for 2012/13, there remained £6,774 available Information about the Community First funding and the panel that facilitated the awards How to submit a funding bid

14. NEIGHBOURHOOD MANAGEMENT UPDATE

John Pye the Neighbourhood Manager gave a presentation on neighbourhood management in Great Lever.

The main points were:

Background to neighbourhood management How the available spend of £152,428 was broken down by category What the categories were and the types of thing they entailed. The budget was divided between the categories as follows: o Cleaner Greener - £36,214 o Safer - £40,000 o Young People - £40,000 o Community/Cohesion £16,214

o Leaving a contingency of £20,000

15. FORUM BUDGETS

Neighbourhood Manager John Pye gave an update on current balances for budgets and grants devolved to the Area Forum for 2011-13 financial years as follows;

Resolved –

i. That the report be noted;

ii. That it be noted that the following schemes has been awarded a grant under the Council’s Scheme of Delegation from the 2011-13 budget:

16. QUESTIONS AND ANSWERS SESSION

Councillor Murray introduced this item on the agenda and invited residents to ask any questions or put forward any

comments they had regarding issues and concerns in the Ward. No questions were asked on the night.

17. CLOSE OF MEETING

Councillor Murray thanked everyone for attending and advised that the next meeting of the Great Lever Area Forum would take place on Thursday 21March 2013, starting with a drop in at 6.30pm and the main meeting at 7pm, to be held at Slaterfield Community Centre, Carrington Drive, Bolton BL3 6YE.
