RECOMMENDED ACTION: Listing as Threatened or Endangered The Center for Biological Diversity and the Mountain Lion Foundation submit this petition to list mountain lions (Puma concolor) in Southern and Central California as Threatened or Endangered pursuant to the California Endangered Species Act (California Fish and Game Code §§ 2050 et seq., “CESA”). This petition demonstrates that Southern and Central California mountain lions are eligible for and warrant listing under CESA based on the factors specified in the statute and implementing regulations. Specifically, petitioners request listing as Threatened an Evolutionarily Significant Unit (ESU) comprised of the following recognized mountain lion subpopulations: -

THE CLIMATE OF DEATH VALLEY, CALIFORNIA BY STEVEN ROOF AND CHARLIE CALLAGAN The notoriously extreme climate of Death Valley records shows significant variability in the long-term, including a 35% increase in precipitation in the last 40 years. eath Valley National Park, California, is widely known for its extreme hot and Ddry climate. High summer temperatures, low humidity, high evaporation, and low pre- cipitation characterize the valley, of which over 1300 km2 (500 mi2) are below sea level (Fig. 1). The extreme summer climate attracts great interest: July and August visitation in Death Valley National Park has doubled in the last 10 years. From June through August, the average temperature at Furnace Creek, Death Valley [54 m (177 ft) below sea level] is 98°F (37°C).1 Daytime high temperatures typically exceed 90°F (32°C) more than half of the year, and temperatures above 120°F (49°C) occur 1 Weather data are reported here in their original units in to order retain the original level of precision re- corded by the observers. Mammals of the California Desert
MAMMALS OF THE CALIFORNIA DESERT William F. Laudenslayer, Jr. Karen Boyer Buckingham Theodore A. Rado INTRODUCTION I ,+! The desert lands of southern California (Figure 1) support a rich variety of wildlife, of which mammals comprise an important element. Of the 19 living orders of mammals known in the world i- *- loday, nine are represented in the California desert15. Ninety-seven mammal species are known to t ':i he in this area. The southwestern United States has a larger number of mammal subspecies than my other continental area of comparable size (Hall 1981). This high degree of subspeciation, which f I;, ; leads to the development of new species, seems to be due to the great variation in topography, , , elevation, temperature, soils, and isolation caused by natural barriers. The order Rodentia may be k., 2:' , considered the most successful of the mammalian taxa in the desert; it is represented by 48 species Lc - occupying a wide variety of habitats. Bats comprise the second largest contingent of species. Of the 97 mammal species, 48 are found throughout the desert; the remaining 49 occur peripherally, with many restricted to the bordering mountain ranges or the Colorado River Valley. Four of the 97 I ?$ are non-native, having been introduced into the California desert. These are the Virginia opossum, ' >% Rocky Mountain mule deer, horse, and burro. THE WINTU AND THEIR NEIGHBORS: A VERY SMALL WORLD-SYSTEM Christopher Chase-Dunn Department of Sociology Johns Hopkins University Baltimore, ND 21218 ABSTRACT The world-systems perspective analyzes the modern international system. This approach can be applied to long range social evolution by studying smaller regional intersocietal systems such as the late pre-contact Wintu and their neighbors. Three questions: 1. What was the nature of integration among wintu groups and between them and neighboring groups? 2. What are the spatial characteristics of this network regarding fall off of the impact of events? 3. Was there regional soc~ally structured inequality in this system? Archaeological data may allow estimation of extent and rate of Wintu expansion, obsidian trade patterns, settlement sizes, and other features of this little world-system. INTRODUCTION This paper describes a theoretical approach for the comparative study of world-systems and a preliminary consideration of a small regional intersocietal system composed of the Wintu people and their neighbors in Northern California. I am currently engaged in the study of two "cases" of relatively small intersocietal networks -- the Wintu-centered system and late prehistoric Hawaii (Chase-Dunn 1991). This paper describes my preliminary hypotheses and examines possibilities for using archaeological, ethnographic, and documentary evidence for answering questions raised by the world-systems perspective. The world-systems perspective is a theoretical approach which has been developed to analyze the dynamics of the Europe centered, and now-global, political economy composed of national societies (cf. Wallerstein 1974, 1979; Chase-Dunn 1989; and a very readable introduction in Shannon 1989). One important structure in this modern world-system is the core/periphery hierarchy -- a stratified system of relations among dominant "advanced" core states and dependent and "underdeveloped" peripheral areas. -

Grosscup Boundary of the Panamint The Panamint Shoshone, also referred to as the Panamint, Koso (Coso) and Shoshone of eastern California, lived in that portion of the Basin and Range Province which extends from the Sierra Nevadas on the west to the Amargosa Desert of eastern Nevada on the east, and from Owens Valley and Fish Lake Valley in the north to an ill- defined boundary in the south shared with Southern Paiute groups. These boundaries will be discussed below. Previous attempts to define the Panamint Shoshone boundary have been made by Kroeber (1925), Steward (1933, 1937, 1938, 1939 and 1941) and Driver (1937). Others, who have worked with some of the groups which border the Panamint Shoshone, have something to say about the common boundary between the group of their special interest and the Panamint Shoshone (e.g., Voegelin 1938; Zigmond 1938; and Kelly 1934). Kroeber (1925: 589-560) wrote: "The territory of the westernmost member of this group [the Shoshone], our Koso, who form as it were the head of a serpent that curves across the map for 1, 500 miles, is one of the largest of any Californian people. It was also perhaps the most thinly populated, and one of the least defined. If there were boundaries, they are not known. To the west the crest of the Sierra has been assumed as the limit of the Koso toward the Tubatulabal. On the north were the eastern Mono of Owens River. -

Chapter 8 Manzanar
CHAPTER 8 MANZANAR Introduction The Manzanar Relocation Center, initially referred to as the “Owens Valley Reception Center”, was located at about 36oo44' N latitude and 118 09'W longitude, and at about 3,900 feet elevation in east-central California’s Inyo County (Figure 8.1). Independence lay about six miles north and Lone Pine approximately ten miles south along U.S. highway 395. Los Angeles is about 225 miles to the south and Las Vegas approximately 230 miles to the southeast. The relocation center was named after Manzanar, a turn-of-the-century fruit town at the site that disappeared after the City of Los Angeles purchased its land and water. The Los Angeles Aqueduct lies about a mile to the east. The Works Progress Administration (1939, p. 517-518), on the eve of World War II, described this area as: This section of US 395 penetrates a land of contrasts–cool crests and burning lowlands, fertile agricultural regions and untamed deserts. It is a land where Indians made a last stand against the invading white man, where bandits sought refuge from early vigilante retribution; a land of fortunes–past and present–in gold, silver, tungsten, marble, soda, and borax; and a land esteemed by sportsmen because of scores of lakes and streams abounding with trout and forests alive with game. The highway follows the irregular base of the towering Sierra Nevada, past the highest peak in any of the States–Mount Whitney–at the western approach to Death Valley, the Nation’s lowest, and hottest, area. The following pages address: 1) the physical and human setting in which Manzanar was located; 2) why east central California was selected for a relocation center; 3) the structural layout of Manzanar; 4) the origins of Manzanar’s evacuees; 5) how Manzanar’s evacuees interacted with the physical and human environments of east central California; 6) relocation patterns of Manzanar’s evacuees; 7) the fate of Manzanar after closing; and 8) the impact of Manzanar on east central California some 60 years after closing.
