3. PURPOSE OF THIS RFP 3.1 Introduction 3.1.1 As a member of the Convention on International Civil Aviation (ICAO), ACSA is required to have a functioning Radio Communication System; 3.1.2 Radio Communication is a cost-effective communication system that enables communication between field-to-field and field-to-office communication; and 3.1.3 ACSA’s emergency business units, like Fire and Rescue, Safety and Security, use the Radio Communication System for daily operations 3.2 ACSA invites bids from suitably qualified and experienced radio communication service providers for the following: 3.2.1 Supply, Installation and Commissioning of Ground-to-air Radio Communication System at all ACSA airports. 3.2.2 Supply, Installation and Commissioning of Digital Trunked Radio Communication Systems at all ACSA airports. 3.2.2.1 Note 3.2.2.1.1 CTIA and KSIA are already on the Digital Radio Communications System 3.2.2.1.2 ORTIA has an analogue system (this system is leased) 3.2.2.1.3 Other airports are on analogue radio system. 3.2.2.1.4 Replacement of old Digital Trunked Radio Communication System 3.2.3 Maintenance, Support and Decommissioning of both Ground-to-air and Digital Trunking Radio Communication Systems. 3.2.3.1 Note that the service provider may be required to decommission the radio systems after the expiry of the contract. 4. OBJECTIVES 4.1 The objective of the project is to ensure that ACSA has: 4.1.1 a fully functional Digital Radio Communication System; 4.1.2 a Digital Radio System that allows communication with other communication systems, like cellular phones and landlines; 4.1.3 a Digital Radio System that allows capturing of pictures and video recording and then transmit these over the ACSA network; 4.1.4 a Digital Radio System that allows recording and retrieving audio communications between users; 4.1.5 a Radio System that is monitored on the ACSA network, thereby ensuring that any malfunctioning is promptly identified and attended to; and 4.1.6 a Radio System that can be used for a Panic Alarm system.

5. SCOPE

5.1 In Scope 5.1.1 The following is in scope for this project: 5.1.1.1 Supply, Installation and Commissioning of: 5.1.1.1.1 Ground-to-Air Radio Communication Systems at all ACSA airports; 5.1.1.1.2 Digital Trunked Radio Communication Systems at all ACSA airports; 5.1.1.2 Maintenance, Support and Decommissioning of both Ground-to-Air and Digital Trunking Radio Communication Systems.

5.2 Out of Scope 5.2.1 The items listed below are out of scope and will be provided by ACSA according to supplier specifications: 5.2.1.1 Networking and Cabling; 5.2.1.2 Cooling; 5.2.1.3 Power Supply; 5.2.1.4 Servers; 5.2.1.5 PCs and peripherals;

6. CURRENT LANDSCAPE

6.1 Ground-to-Air Radio (GTA) Communication Systems 6.1.1 The main purpose 6.1.1.1 The main purpose of the GTA Radio Communication System is to: 6.1.1.1.1 Allow airport Users and stakeholders to have a real-time representation of key airport operational aspects; 6.1.1.1.2 Facilitate the implementation of active collaborative decision making (i.e. efficient, timely and reliable communication) throughout the airport community; 6.1.1.1.3 Facilitate communication with ATC; and 6.1.1.1.4 Listen to the communication between the pilot and the ATC; and to communicate with both the ATC and the pilot.

6.1.2 Issues with Ground-to-Air Radio Communication System: 6.1.2.1 System was installed more than 10 years ago and as a result the system is failing constantly and are due for replacement. 6.1.2.2 Currently operates with old equipment that is no longer supported on the market;

6.1.2.3 Is not capable of storing and retrieving audio conversation as required; 6.1.2.4 Produces inaudible radio communication between Operations, the pilot and the ATC at the airport; 6.1.2.5 Has no fail over capabilities and this poses operational risk and possible total system failure; and 6.1.2.6 Is currently a standalone system with no IT monitoring which would ensure timely identification, resolution of bugs and malfunctioning.

7.3 General Functional Requirements

7.4 General Technical Requirement 7.4.1 The system must be able to record, store, retrieve and play audio communication over the lifespan of the communication. This can be achieved by either using servers and/or storage. Irrespective of the choice; the storage mechanism must satisfy the following conditions.

7.5 Ground-to-air Radio Communication System 7.5.1 ACSA requires a ground to air Radio Communication System that meets the following conditions. No. Requirement Details 1. 8. MAINTENANCE AND SUPPORT

8.1 Corrective Maintenance 8.1.1 Corrective maintenance includes all activities to address faults identified following a preventative maintenance inspection; 8.1.2 Breakdown maintenance includes activities to address faults that are unforeseen and is necessary to restore the serviceability of the infrastructure. Break down maintenance may be requested after hours; 8.1.3 The Bidders’ proposal shall make provision for enough personnel at the airports, during normal working hours (Monday – Friday: 06h00 to 18h00) to perform maintenance and support of the Radio System; 8.1.4 When resourcing, the bidders shall take into account the SLA requirement and ensure that its resources will be capable of meeting the SLA’s; and 8.1.5 For planned activities, ACSA will give advance notice to the Service Provider.

8.2 Preventative Maintenance Services 8.2.1 Preventative maintenance activities to be performed by the service provider: 8.2.1.1 The following are the preventative maintenance services/activities that will be required and are non-exhaustive; 8.2.1.2 The Bidders shall provide a detailed list of Maintenance procedures and checks to be performed (Maintenance Plan) in addition to the ones listed in this document; 8.2.1.3 The Bidders shall provide a plan detailing the frequency of checks or procedures on all the system and parts; and 8.2.1.4 The Bidders shall provide the maintenance schedule with resources allocation to ORTIA. 8.2.1.5 Perform regular drive tests to check for coverage dry spots;

10. INSURANCE CLAUSES FOR CAPEX PROJECTS The Services are located both on landside and airside – otherwise referred to as either restricted or sterile areas, and hence access permit will be required for each airport. The Service Provider will need to take out compulsory airside insurance and provide proof thereof, before the Agreement can be signed and before Service may commence. The insurance provisions are as per Appendix A attached hereto.
