Preface

The Red Cross Society of Democratic People’s Republic of Korea, founded on October 18, 1946 was admitted to the IFRC on May 11, 1956. The following figures reflect the human resource and the branch network of the society by the end of 2019. The total number of RC members is 1,079,934; among them adult members are 723,563youth members 356,371 and volunteers 105,609. The headquarters is in with 22 permanent branches (of provincial/city and county level) and 187 non-permanent branches (of county level). The societyconsistently built its capacity in accordanthe changing situation to complete its mission and the role as the leading humanitarian organization in the country. The society paid the special attention to enhancement of its legal basis, as the result, the Law of the DPRK RCS was adopted in January 2007 and the Statutes of the society wasrevised in 2016 during the National Congress. Giving utmost priority to the organizational development and capacity building, the Society kept upgrading and strengthening the organizational structure from the headquarters down to the different levels of branches andimproved the specialization level by providing appropriate human resource and building their capacity. By doing so, it fulfilled its role as the auxiliary to the government in the humanitarian field. The Society made the significant progress in the main activity sectors like disaster response and disaster risk reduction, livelihood, health care and first aid promotion,WASH, international cooperation, organizational development and capacity building and especially, it gave efforts to communication activities and achieved marked successes, thus, raised the RC image and supportive enthusiasm from the governmental bodies and social organizations. It also made the steady effort on fund raising and resource mobilization activities. One of the significant successes gained in 2019 by the vigorous activities of the branches and the volunteers was smooth implementation of two DREF operations to cope with the national disasters like Lingling and thesiginificant celebration of centenary of IFRC foundation in DPRK RCS. Thanks to the integrated community resilience programme (ICRP) of the society, the communities reinforced the capacity for sustainable development and as the result, by the end of 2019 the ICRP reached to 93 communities and 490 936 population (146 548 households). Out of them, those

supported by the IFRC are 38 communities and 388 550 population (99 798 households). The activities of DPRK RCS in 2019 contributed to the increase of the public awareness on disaster risk reduction, positive changes in KAP (knowledge, attitude and practice) among the community people, and thus decreased the community vulnerability. All the activities done in 2019 were aligned with the Strategic Plan 2016-2020 of the society and also contributed to implementation of IFRC Strategy 2020, 1BC (1 billion coalition for resilience), the Sendai Framework for Disaster Risk Reduction and the SDG (sustainable development goals) of UN. Taking this opportunity, acknowledgements are due to the partner national societies including British RC, Canadian RC, Chinese RCS, Danish RC, Dutch RC, German RC, Finnish RC, Italian RC, New Zealand RC, Norwegian RC, Singapore RC, Spanish RC, Swedish RC and to IFRC and ICRC who provided the DPRK RCS the heartfelt support and assistance.

Strategic Plan 2016-2020 Mission: To prevent and alleviate human sufferings and misfortunes without any discrimination and to improve their health and welfare, promoting the friendship, solidarity and cooperation among people, thus contributing to maintenance of world peace. Vision: Building of safer, healthier and resilient communities by mobilizing power of humanity

Strategic Goal 1: Building of resilient community  93 communities implemented the ICRP (integrated community resilience programme) to increase the resilience.

Among them: IFRC supported: 38 communities NS replicated: 55communities  490,936 community people were reached by the ICRP.

Disaster Risk Reduction

The DPRK Red Cross Society has greatly contributed to changing 28 disaster prone communities across the country with the risk of flood, landslide, typhoon, tidal wave and mountain fire into safe and resilient ones by reducing disaster risks and improving people’s livelihood.

 Meetings and discussions conducted by 92 Red Cross branches with the local government authorities concerning the disaster prevention and preparedness.

 The dissemination activities conducted by branch staff and volunteers targeting more than 50,000 community people to raise awareness on the negative impact of climate change due to global warming and the protection of ecological environment.

The Red Cross Society conducted awareness –raising activites to the community people regarding the climate change and the aftereffect of natural disasters, the importance of conducting activities to protect ecological environment and cope with the climate change in preventing national disasters. This has helped more than 50,000 community people acquire knowledge on disaster and let them actively participate in disaster prevention activities.

The Red Cross branches of all levels mobilized Red Cross volunteers on occasions of land management month, tree planting months and safety first month and conducted activities to raise the awareness of community people and youth on disaster and to let them voluntarily participate in activities such as elimination of disaster risk factors, river and road improvement, tree planting and environmental protection.

Particularly the Youth Dissemination Teams, organized with Red Cross youth volunteers conducted dissemination activities through art performances and explanatory conversations targeting community people, youth and children on several occasions. They also organized demonstration activities for the RC branch staff of other cities and counties exposed to high disaster risk and actively encouraged them to introduce the successes and experiences acquired.

Province, city and county Red Cross branches, in close cooperation with local government authorities and people’s security bureaux, conducted activities to maintain and improve the early warning and evacuation systems in disaster prone areas.

In disaster prone areas, the early warinig system on possible disaster risks has been improved and early warning and evacuation system has been established. Trainings targeting Red Cross branch staff and community people of disaster prone areas (1 Community people engaged in the early warning and 500 in total) were conducted dealing with evacuation simulation exercise, October 2019, various topics like ensuring communication Jongpyong County, during emergency and establishment of emergency communication network and this has helped enhance their awareness on the importance of early warning, upgraded the early warning systems in their communities and made them well- aware on the standard behavior procedure in emergencies.

The Red Cross branches also organized early warning and evacuation simulation exercises twice annually and more than 90,000 people of communities concerned took part in the exercises.

2,500 copies of IEC materials related to disaster risk reduction such as “Natural Disaster and Community Based Multi-Purpose Early Warning System” and “Design and Construction of Rural Dwelling House” have been printed and distributed and this has contributed to the enhancing knowledge and skill of Red Cross volunteers and disaster management staff and improving awareness of community people on disaster management.

In close cooperation with the Ministry of Land and Environment Protection and the Academy of Forestry Science, the DPRK RCS contributed to the prevention of forest denudation which is the main factor of natural disasters and to the protection of land by actively supporting tree seedling production in tree nurseries and encouraging communities at risk to plant trees. 5

Technical trainings were conducted targeting more than 120 tree nursery staff and forest rangers and 500 copies of tree seedling production guidelines were printed and distributed, which has helped them construct and operate tree nurseries and produce tree seedlings scientifically.

Materials and equipment necessary for tree seedling production including construction of tree seedling greenhouse and installation of irrigation system in open-air cultivation field were provided to mother tree nurseries of 4 cities and counties. Tree seeds of good kinds like alder tree, larch and pine nut tree were also provided and this contributed to increasing tree seedling production capacity which is a solid basis for long-term reforestation activity.

The materials and equipments for seedling greenhouse construction and watering system of outdoor adaptation plot were delivered to 4 community tree nurseries, which enabled them to product tree seedlings in industrial way and therefore can provide tree seedlings to disaster prone communities, contributing to regional reforestation and disaster prevention. RC youth, planting trees in Unsan County, South During the spring and autumn tree planting Phyongan Province, March 2019 months in 2019, over 150,000 RC volunteers and youth members have planted approximately 3,500,000 tree seedlings in thousands of hectares of mountain and riverside, thus contributing to prevention of natural disasters including flood and land slide, protection of ecological environment and reduction of emission of carbon dioxide which is the main cause of global warming.

The activities conducted under Disaster Risk Reduction programme contributed to implementation of Sendai Framework for Disaster Risk Reduction and the SDGs of 13 and 15 of UN.

Livelihood

The knowledge and practices of 900 forest rangers and slop land users were further improved through the practical workshops on agro-forestry introduction and publication of 500 copies of agro-forestry guideline. In cooperation with MoLEP (Ministry of Land and Environment Protection) and IFRC, DPRK Red Cross Society applied agro-forestry approach to hundreds of hectares of slope land with the seedlings of fruit trees like chestnut, black chochberry and sea buckthorn, Agro-forestry applied on slop lands of thus contributed to soil conservation and flood , S.Phyongan Province, June prevention as well as improvement of economic life 2019

for the vulnerable people.

With the technical support from Natural Energy Research Institution and Vegetable Research Institution under the State Academy of Sciences, DPRK RCS has conducted technical trainings targeting 200 community vegetable growers to improve their technical knowledge and skills concerning the construction and management of vegetable greenhouse, crop rotation, irrigation, nutrition management and insecticide.

8 solar greenhouses of closed cycle production were constructed in the communities of Kyonghung County in North Hamgyong Province, Hongwon and Jongpyong counties in South Hamgyong Province, Songchon County in South Phyongan Province, Unsan and Kwaksan counties in North Phyongan Province. The communities produced high nutrition vegetable, mushroom and meat in greenhouse and distributed to over 20,000 vulnerable people such as the elderly, pregnant women, children, the disabled and families with food insecurity.

Fresh vegetable and meat produced in solar greenhouse of closed cycle production provide to the vulnerable people, which contribute to improving their nutritional status. November 2019, Kwaksan County in North Phyongan Province 700 copies of guidelines on vegetable production in greenhouse have been printed and distributed to community engineers and vegetable growers, which contributed to improving their technical skills and increasing the vegetable and meat production.

The food processing machines including rice husker and polisher, oil press and noodle maker have been installed in the communities of Gyonghung County in North Hamgyong Province, Tongrim, Unsan and Kwaksan counties in North Phyongan Province and more than 31,000 people in those communities now have access to safe and processed food.

Over 240 tons of mushroom were produced in the mushroom production facilities built in project communities and this contributed to nutritional improvement of the vulnerable people including the children, elderly, pregnant, disabled people and others with food insecurity.

With the technical support from the Mushroom Research Centre, the Society has conducted the

technical trainings targeting 360 mushroom growers to improve their theoretical and practical skills concerning the construction and management of mushroom production facility, mushroom spore production, extermination of harful insect, reuse of medium and this helped them improve their technical skills for the growth in the mushroom production.

The activities conducted under Livelihoodprogramme contributed to SDGs of 3 and 11.

Health Community based health and first aid In the reporting period, community based health and first aid(CBHFA) was implemented in the 15 target communities regarded as most vulnerable in the South, North Phyongan and the South, North Hamgyong provinces reaching 93, 529 population.

 A total of 300 Red Cross volunteers, who are playing lead role in the community health work, were trained on a number of health topics including first aid, nutrition and epidemics control.

 These trained RC volunteers, in close collaboration with household doctors, conducted health education and promotion through household visits, person to person dialogue and focus group discussions and as a consequence, reached 32, 276 community people with focus on mothers, children, disabled, people with chronic diseases, school teachers and nursing people.

volunteers were trained on basic first aid and road safety and further, educational materials on FA and road safety were provided to 10 target secondary schools by Red Cross to improve the 8

quality of education.

All the above activities have made tangible contributions to preventing accidents, saving lives and reducing morbidity through public awareness raising and positive behavior changes. It is important to highlight that every single CBHFA is implemented in integration with disaster risk reduction, livelihood, WASH and PMER and consequently, 15 target communities of integrated community resilience program have become safer and healthier contributing to 1 billion coalition for resilience. First Aid

First aid is the core and traditional activity of the DPRK RCS.

With more frequent and intense natural disasters including flood, typhoon, drought and heat wave due to climate change, the number of injured and sick people is increasing. Also the number of daily accidents such as traffic accident is growing with the boost of the national economy. As a result, the need for FA is increasing resulting in growing interest among public to learn basic life – saving FA.

Being such a condition, the DPRK RCS is scaling up its FA program nationwide with focus on education and service.

In close collaboration with the domestic stakeholders like Commission of Education and the Ministry of People’s Security, the DPRK RCS provided FA and road safety training to 2 596 schoolchildren and 50 traffic people.

This year alone, more than 299 325 people were trained on basic life – saving FA through a national network of 16 RC training centers and local branches.

A national network of 1 700 FA posts established in the remote areas far from the health institutions were operational throughout the year offering prompt and quality FA to the people in need during natural disasters and daily accidents and delivering key health messages such as FA, maternal, newborn and child health, nutrition, diarrhea, acute respiratory infection, road safety to the local population.

The 2019 World First Aid Day was a big opportunity to highlight the importance of life – saving FA among public. In September alone, a total of 5 122 adult volunteers and 59 567 youth volunteers were mobilized to disseminate key FA messages to the population, particularly to mothers, housewives, nursing people, children and school teachers. The broad dissemination carried out in innovative ways such as short and intensive training, simulation, art performance, sport games, Q&A proved to be effective and efficient.

Commercial FA trainings for foreign embassies and international organizations in the country, one of the recent initiatives of the DPRK RCS, took place successfully leading to the promotion of RC as well as FA. The DPRK RCS will continue to expand its commercial FA and FA education focusing on the children, future of the country to cope with the growing demand of the public to learn FA.

Strengthening national health system 300 household doctors and 90 midwives were trained on standard health manuals by Red Cross in close collaboration with the Ministry of Public Health.

Essential medicine was provided by Red Cross to more than 500 health institutions in the South, North Phyongan and the South, North Hamgyong provinces and the 10 health institutions in the target communities received basic medical kits, consumables and solar heating equipment.

The impact is huge.

 Thanks to strengthening of human and material resources, the quality of primary health care was improved.  Morbidity on major seasonal diseases like diarrhea and acute respiratory infection as well as referrals to upper level health institutionsare reduced.  The introduction of new technology like solar energy helped address heating problem in the health institution and further protect natural and ecological environment. The professional competence of health workers is increased while the treatment conditions and the hygiene environment for the health service are improved. At the initiative of the RC volunteers, we have reconstructed and enlarged the building of clinic in full participation of the community people. As a household doctor responsible for the health management of the community people, I feel proud of and committed to my job. Now I am fully determined to build my community safer and healthier holding hands in hands with the RC volunteers in my community.’

- Contribution to reduction of impacts of climate and environmental crises  The full gravity-fed water supply systems (which do not require electricity) were constructed in 8 out of 12 project communities and 26 sets of solar water heaters were installed during 2018- 2019 and 2019-2020programme cycle, hence contributing to the reduction of impacts of climate and environmental crises.

※One set of solar water heater (with the production capacity of 500ℓ of hot water per day) can save 6,577.5kg of firewood per year and can reduce emission of 24,118.4kg of CO2 when the same amount of coal is burnt. In other words, installation and operation of 26 set of solar water heaters can save 171,015kg of firewood and reduce emission of 627,078.4kg of CO2.

 The construction of individual and public latrines and household waste water disposal systems contributed to the prevention of contamination of rivers, streams, underground water as well as environment caused by waste water from individual families.

 Enhanced hygiene promotion on water saving and prevention of contamination of rivers and streams among the population contributed to the environmental protection.

WASH programme contributed to the achievement of United Nation’s Sustainable Development Goals No. 3, 6 and 7.

Strategic Goal 2: Strengthen institutional preparedness and build resilient organization.  Disaster relief materials for 15,000 HH prepositioned

Through various trainings, workshops and simulation exercises, the Society ensured that the members of PDRTs, 700 Red Cross members and volunteers and disaster management staff possess abilities to satisfactorily carry out emergency relief, WASH, health and rescue activities during emergencies.

The Society strengthened the coordination with stakeholders like State Committee for Emergency and Disaster Mamagement, Central Bureau of Statistics, State Hydrometeorological Agency and Ministry of People’s Security during emergency and enhanced rapidness and efficiency of emergency relief operation by organizing pre-disaster meeting and discussing the issues on strengthening relationship and cooperation with government stakeholders during emergencies and allotment of responsibility of government stakeholders and the Red Cross Society in disaster prevention and emergency relief operations.

Disaster Response Drought Response Operation (May - October 2019) Concerning the drought continued from the beginning of 2019, the Society mobilized the Red Cross branches and conducted operation in 5 rural communities of North Phyongan Province and South Hamgyong Province, most severely affected.

This operation was carried out from the beginning of May to the end of August and pumping equipment such as mobile water pumps and sprinklers and transportation means such as various sizes of tractors were mobilized for the operation. The Red Cross staff, in close cooperation with the local government authority staff, Red Cross volunteers and community people, secured water resources and took measures to ensure the sowing of late crops while concentrating pumping equipment to early crops so that wheat, barley, potato and other early crops would not be affected by the drought. Even after the harvest of early crops, the pumping continued until the end of August so that the late crops, which require largest amount of water in August, can endure the negative impact of drought. This contributed to the stable yield of major crops.

Typhoon Lingling Response Operation (September 2019-)

The society, concerning the damage in 4 counties and city of South Hamgyong Province due to the Typhoon Lingling in September 2019, conducted emergency response operation such as search and rescue, transportation of the injured, first aid and hygiene promotion by mobilizing Red Cross HQs and branches staff and more than 90 Red Cross volunteers. On the other hand, the society conducted damage and needs assessment and according to the result, distributed essential household items to 1 292 affected families. This contributed to the stabilization of livelihood of the disaster victims. It also took measures to prevent the outbreak of secondary damage among the disaster victims by conducting hygiene promotion training, first aid training and ECV training. After the emergency relief phase, the Red Cross branches mobilized the volunteers to the activities of the government to clear the aftermath of disaster and to rehabilitate and construct the dwelling houses and infrastructures.

Especially in Yonggwang, , Jangjin and Yodok counties, the most heavily affected areas, 92 RC volunteers were actively engaged in health interventions such as evacuation and psychological FA. 11 FA posts were fully operational with the supply of FA consumables and offered immediate and quality FA service to the injured and sick people. Timely referrals and intensified health promotion were also conducted by RC volunteers in close cooperation with household doctors contributing to

prevention of possible outbreaks of the epidemics and other diseases in the effected areas. 1 292 individual households who lost their homes and properties in times of typhoon received household FA kit from the RC and became better prepared for emergencies. All these health interventions contributed substantially to protecting mental and physical health of the affected people and to preventing the epidemics.

To minimize the health impact caused by climate change, the DPRK RCS will continue to place top priority on health in emergency including FA with psychological FA, epidemics and surveillance.

500 bicycles ofVOW(volunteer on wheels) were provided by the CRCS and IFRC to DPRK RCS and utilized by the RC volunteers for health promotion, first aid, emergency response and other activites of different sectors.

International cooperation

Visit of DPRK RCS Delegation, led by Mr. Paek Yong Ho, Executive Vice Chairman, to (May 14-17, 2019)  met with the leadership of the Red Cross Society of China, notably Madam Liang Huiling, Executive Vice President, to discuss ways forward for further development of bilateral cooperation between the two national societies.  Paid visits to RC chapters in Beijing City and Yingkou and Fushun in Province and discussed possible partnerships between chapters of the two national societies. On-going Water and Habitats projects targeting clean-water supply to 36,000 households in four peri-urban areas in City and City of South PhyonganProvince and Jongpyong County of South Hamgyong Province have made remarkable progresses. Joint agricultural projects in two cooperative farms in of South Hamgyong Province and Sinyang County of South Phyonan Province, aiming at protecting ecosystem, improving soil fertility, and increase agricultural and meet production through creating organic cycle Monitoring on ICRC Water and Habitats Project,July 14, 2019, Sunchon City, S. Partnership between the DPRK RCS, DPRK Ministry of People’s Security (MoPS) and ICRC further developed through official meetings to discuss the issues on implementation of Weapon Contamination (WeC) project in the DPRK aimed at safely disposing the Unexploed Ordnances dropped in the time of the Fatherland Liberation War (1950-1953). In addition the visit of ICRC WeC advisor to Pyongyang served as a good opportunity to develop future cooperation on a higher level. Technical discussion on the ICRC health project, July 2019, Hospital under Pyongyang University of With the support of the ICRC whose mandate is Medical Studies to assist worldwide IHL compliance and dissemination, IHL focal points of the DPRK RCS participated in regional and international workshops and seminars and better prepared for the contribution to nationwide IHL dissemination. The ICRC continued to provide the DPRK RCS with capacity building supports, notably in terms of branch development, volunteer management and communication.

Strategic Goal 3: Strengthening the legal base of the society as a leading humanitarian organization advocated the benefit and right of the most vulnerable more actively. Strengthening the legal base The Central Committee of the DPRK RCS hold several discussions on Red Cross Law to identify the gaps and limitation in the current context and made decision to revise the law on the occasion of the national Congress of the Red Cross Society in 2020. Building communications capacity To the DPRK RCS, 2019 was a year that highlighted the importance of communications and humanitarian diplomacy in fulfilling its mission and role as a leading humanitarian organization in the country.

In close collaboration with the IFRC Country Office in the DPRK, the national society organized a significant event on the occasion of Red Cross communication workshop for branch staff, 9-10 the Centenary of the IFRC inviting December 2019, Hamhung, South Hamgyong Province members of government agencies and representatives of diplomatic missions and international organizations in DPRK.

Sy El HadjiAmadouGueye, Secretary General of the IFRC, Xavier Castellanos, Head of Regional Office for Asia and the Pacific and others participated in the ceremony.The event was enriched with video clips, photo exhibition and art performance through which it contributed to promoting the significance of the foundation of IFRC and its worldwide humanitarian activities.

The event was widely covered by local mass media and was met with positive reaction domestically.

By close collaboration with the , the national society produced a video clip on climate change and food security which alerted the audience to the severity of climate change and created a favorable environment for fundraising.Furthermore, the Field Communications Unit of the FRC hosted a communications workshop for DPRK RCS Headquarters staff and improved the communication capacity of the participants by informing them of various functions, roles and skills that are widely adopted in communications work.

The society organized the annual communications workshop for RC branch staff. The workshop focused on practicing humanitarian diplomacy in forming a better understanding of RC activities.

Participants enhanced their knowledge on the importance and role of humanitarian diplomacy which is crucial in maintaining the collaboration between stakeholders and smoothness of RC activities in relevant areas.

In April 2019, the national society opened its official Red Cross website and gave a wider and sound publicity to RC activities by uploading videos, photos and articles classified by occasion, time and activities.

Still, our RC website is containing some drawbacks to fully attain its goals, which aims at extensively promoting the position and role of Red Cross as a leading humanitarian organization and contributing to fundraising necessary for sustainability of RC services. Strengthening the relationship with domestic and international mass media In March, the national society arranged a Red Cross communications workshop for journalists and editors, attaching much importance to the role of mass media in vitalizing its humanitarian diplomacy. Many participants said that they were able to have a proper and better understanding of the Red Cross and expressed their will to give extensive coverage of its activities in the future.

Communication training for headquarters staff, April 2019, Phyongyang, DPRK RCS Their zeal was proved beyond doubt in the series of interviews and coverage that followed afterwards. Korea Central TV broadcasted a special program on the 8th of May, World Red Cross and Red Crescent Day, featuring Thierry Ribaux, head of the ICRC Mission in the DPR Korea. The May and June issue of “Korea Today”, one of the main monthly magazines in the DPRK, promoted the International Red Cross Movement among readers by publishing an interview with heads of IFRC Country office and ICRC Mission. The event on the occasion of the centenary of IFRC was broadly covered domestically and internationally by 15 major media agencies including KCTV, Voice of Korea and Pyongyang Times. To maintain strong ties with the mass media and arouse their interest in RC activities, the national society kept in close touch with them and informed them of ongoing activities on a regular basis. Spring Red Cross Youth tree planting, operations for typhoon and draught response and activities on the occasion of World First Aid Day also received media attention.

Strategic Goal 4: Strengthen the sustainability

of the society.

Human resource development Volunteer management As the first stage of strengthening Safer Access Framework of the society, it set up the immediate objective to addressing the personal safety issues and included the personal safety topics to the volunteer training curriculum and encouraged the branches to introduce them.

 50 000 volunteers received the regular trainings.  140 branches include the personal safety topics in the volunteer training curriculum.  32 full-time staff increased.

RC Youth activities RC Youth activities of the society strongly encourage the operation of RC youth dissemination teams that are widely motivated in the ICRP communities while directing its main support to reinforcing the material basis for training the RC Youth members.  1 860 RC youth members are trained.  93 RC youth dissemination teams conducted the RC dissemination activities for 294 560 community people.

 With the knowledge and skills learned from the RC training, our RC youth volunteers conducted peer education on FA and road safety and covered 1, 913 school children. On the occasion of the national campaigns of the accident prevention period(May and November) and the World First Aid Day, they also delivered simple and clear messages on FA and road safety to a wider population.

Resource Mobilization The society made steady effort for smooth operation of Hamhungphysical rehabilitation center and it is now ready for providing services of fitness and restaurant.

From the experiences and lessons learnt from the operation of Hamhung physical rehabilitation center, the society oriented the resource mobilization activities towards more feasible, profitable, environment protective and related with social well-fare projects that are more related with the strategic activities of the society. In this context it is energetically planning the more diversified activities and preparing the implementation.

The Fundamental Principles of the International Red Cross and Red Crescent Movement

Humanity The International Red Cross and Red Crescent Movement, born of a desire to bring assistance without discrimination to the wounded on the battlefield, endeavours, in its international and national capacity, to prevent and alleviate human suffering wherever it may be found. Its purpose is to protect life and health and to ensure respect for the human being. It promotes mutual understanding, friendship, cooperation and lasting peace amongst all peoples.

Impartiality It makes no discrimination as to nationality, race, religious beliefs, class or political opinions. It endeavours to relieve the suffering of individuals, being guided solely by their needs, and to give priority to the most urgent cases of distress.

Neutrality In order to enjoy the confidence of all, the Movement may not take sides in hostilities or engage at any time in controversies of a political, racial, religious or ideological nature.

IndependenceThe Movement is independent. The National Societies, while auxiliaries in the humanitarian services of their governments and subject to the laws of their respective countries, must always maintain their autonomy so that they may be able at all times to act in accordance with the principles of the Movement.

Voluntary serviceIt is a voluntary relief movement not prompted in any manner by desire for gain.

Unity There can be only one Red Cross or Red Crescent Society in any one country. It must be open to all. It must carry on its humanitarian work throughout its territory.

Universality The International Red Cross and Red Crescent Movement, in which all societies have equal status and share equal responsibilities and duties in helping each other, is worldwide.
