Sontag 12 Ruth Reiss 13 Nancy White 14 Wilbur Smith 15 Susan Ashbrook 16 Nicole Schlosser 17 Lee Brown, Planning Administrator 18 Scott Fulton, Planner 19 Kevin Wheeler opened the hearing. 20 The first order of business being approval of 21 the minutes of the August 13, 2008 meeting. 22 Ms. White made a motion to approve the minutes. It 23 was seconded by Mr. Sontag. 24 Roll call was taken by Mr. Brown. 1 NEW BUSINESS: 2 The next order of business being Case 3 No. 641-PP, Preliminary Plan Extension. The 4 applicant is Rockford Homes. The Township is 5 Jefferson Township. EMH&T is the engineering firm. 6 The acreage is 93.3 acres. The request is to table 7 the Preliminary Plan for two years. 8 Mr. Brown read and presented the case to the 9 Franklin County Planning Commission. 10 Mr. Smith made a motion to approve Case 11 No. 641-PP. Ms. Ashbrook seconded. 12 The motion was approved by an eight-to-zero vote. 13 14 The next order of business being Case No. 15 JACK-08-02. The owner is Kenneth Snyder, Sr. The 16 applicant is Charles Welch, Jr. The township is 17 Jackson Township. Rinehart Township: Mifflin Township Location: 3505 Westerville Road Parcel Number: PID #190-000089 Acreage: 2.003-acres Request: To rezone a property from the Rural District to the Community Service (CS) District to allow for the storage/parking of commercial trucks in association with a proposed transportation business. BACKGROUND INFORMATION History: The applicant’s property at 3505 Westerville Road contains an existing 1,680 square foot single family home, and a 1,920 square foot pole barn built in 1995 and a small shed. The applicant purchased the property from AMVETS Post 89 on March 5th of this year. The applicant is requesting to rezone a property from the Rural District to the Community Service District (CS) to allow for the storage/parking of commercial trucks in association with a proposed transportation business. STAFF ANALYSIS Proposed Business: The applicant’s business will temporarily store trucks on-site until they are needed for shipping, which according to the applicant’s agent, is overnight. Approximately 2/3 of the property, behind the pole barn, will be paved to provide the trucks with a location to park. The parking spaces will be striped and on an angle. The existing home on the property will be used as the office and the existing pole barn will be used for any storage associated with the business. The applicant will be required to have at least seven parking spaces, constructed to county standards, located on the property to serve the office component of the business. The applicant will be altering the entrance to the property in order to better serve the trucks entering and exiting the site; this will require permits from ODOT. Franklin County Engineer: The Engineer’s Office is requiring a storm water management plan because the proposed paved area on the property will increase the impervious surface of the lot. Soil and Water: The Franklin Soil and Water Conservation District is also requiring a storm water management plan for the property because the area disturbed by the proposed development will be over one acre in size. Water and Wastewater The property utilizes central water and sewer. Variances: The property is non-conforming as it exists today for the following reasons: The house, pole barn and shed do not meet the minimum 25 foot side yard setback from the northern property line. The house does not meet the 120 foot front setback from Westerville Road The requested zoning change from the Rural district to the Community Service (CS) district will require a variance for the 30 foot front greenbelt requirement, in addition to the variances listed above. The applicant has applied for these variances and they are scheduled to be heard at the November 17th Board of Zoning Appeals meeting. STAFF RECOMMENDATION Staff recommends conditional approval of the proposed rezoning from the Rural district to the Community Service
