It 23 was seconded by Mr. Sontag. 24 Roll call was taken by Mr. Brown. 1 NEW BUSINESS: 2 The next order of business being Case 3 No. 641-PP, Preliminary Plan Extension. The 4 applicant is Rockford Homes. The Township is 5 Jefferson Township. EMH&T is the engineering firm. 6 The acreage is 93.3 acres. The request is to table 7 the Preliminary Plan for two years. 8 Mr. Brown read and presented the case to the 9 Franklin County Planning Commission. 10 Mr. Smith made a motion to approve Case 11 No. 641-PP. Ms. Ashbrook seconded. 12 The motion was approved by an eight-to-zero vote. 13 14 The next order of business being Case No. 15 JACK-08-02. The owner is Kenneth Snyder, Sr. The 16 applicant is Charles Welch, Jr. The township is 17 Jackson Township. BACKGROUND INFORMATION History: The applicant’s property at 3505 Westerville Road contains an existing 1,680 square foot single family home, and a 1,920 square foot pole barn built in 1995 and a small shed. The applicant purchased the property from AMVETS Post 89 on March 5th of this year. The applicant is requesting to rezone a property from the Rural District to the Community Service District (CS) to allow for the storage/parking of commercial trucks in association with a proposed transportation business. STAFF ANALYSIS Proposed Business: The applicant’s business will temporarily store trucks on-site until they are needed for shipping, which according to the applicant’s agent, is overnight. Approximately 2/3 of the property, behind the pole barn, will be paved to provide the trucks with a location to park. The parking spaces will be striped and on an angle. The existing home on the property will be used as the office and the existing pole barn will be used for any storage associated with the business. The applicant will be required to have at least seven parking spaces, constructed to county standards, located on the property to serve the office component of the business. The applicant will be altering the entrance to the property in order to better serve the trucks entering and exiting the site; this will require permits from ODOT. Franklin County Engineer: The Engineer’s Office is requiring a storm water management plan because the proposed paved area on the property will increase the impervious surface of the lot. Soil and Water: The Franklin Soil and Water Conservation District is also requiring a storm water management plan for the property because the area disturbed by the proposed development will be over one acre in size. Water and Wastewater The property utilizes central water and sewer. Variances: The property is non-conforming as it exists today for the following reasons: The house, pole barn and shed do not meet the minimum 25 foot side yard setback from the northern property line. The house does not meet the 120 foot front setback from Westerville Road The requested zoning change from the Rural district to the Community Service (CS) district will require a variance for the 30 foot front greenbelt requirement, in addition to the variances listed above. The applicant has applied for these variances and they are scheduled to be heard at the November 17th Board of Zoning Appeals meeting. STAFF RECOMMENDATION Staff recommends conditional approval of the proposed rezoning from the Rural district to the Community Service

I am writing to express my strong support for Topanga Apartments, a 55-unit supportive housing project that is being proposed to be built in Council District 12. This project would provide supportive housing for our vulnerable homeless neighbors in Chatsworth. It would additionally benefit the neighborhood and maximize the use of the property, which was currently occupied by an auto sales lot and two garages. We also know that the homelessness crisis impacts every community across the city. As such, we need to make sure that we are building supportive and affordable housing across Los Angeles, but especially in areas that are not creating their fair share. This project has already met the necessary threshold to receive funding and the developer already participated in an honest and reasonable community engagement process. Perhaps most importantly, these would be the first supportive units funded by HHH in Council District 12. With this being the last occasion to allocate these funds, we cannot let this opportunity pass. We must continue to move forward with this chance to build the critical units we need to end homelessness in LA, and we urge you to OPPOSE councilman Lee’s Motion to rescind the HHH funds from this project. In 1959 the congregation built and moved into its current facility on Indy’s northeast side (just inside the I-465 perimeter). The church facility sits on approximately five acres of land surrounded by suburban, middle-income, 1950s era houses. All Souls roughly 300 congregants live in many areas of Indianapolis and its suburbs. All Souls’ settled minister is the Reverend Anastassia Zinke who began in August 2013. Preceding her was a two-year interim minister after the Rev. Bruce Clear, minister for 17-years, suffered a devastating stroke in 2011. The All Souls Green Task Force, chaired by Dr. Indra Frank, first proposed the Green Sanctuary project to the Board in 2008 and submitted the Green Sanctuary Candidacy Application in 2011. Several of their projects continue to this day. It had successfully completed 11 of 12 Green Sanctuary requirements needing only to expand their Environmental Justice proposal when it stalled as a result of the Rev Clear’s sudden departure. In 2014 All Souls EarthCare Team formed, chaired by Steven Boggs, focusing on mitigating effects of Global Warming. Several projects were completed, including an Environmental Justice project and workshop, lead by Cynthia Budyn Schaefer and (retired) Rev.
