Communication from Public Name: Suju Vijaya Date Submitted: 05/11/2021 07:51 AM Council File No: 21-0434 Comments for Public Posting: I am a Valley resident and co-leader of East Valley Indivisibles, a progressive, activist group with a reach of thousands. I am writing to express my strong support for Topanga Apartments, a 55-unit supportive housing project that is being proposed to be built in Council District 12. This project would provide supportive housing for our vulnerable homeless neighbors in Chatsworth. It would additionally benefit the neighborhood and maximize the use of the property, which was currently occupied by an auto sales lot and two garages. We also know that the homelessness crisis impacts every community across the city. As such, we need to make sure that we are building supportive and affordable housing across Los Angeles, but especially in areas that are not creating their fair share. This project has already met the necessary threshold to receive funding and the developer already participated in an honest and reasonable community engagement process. Perhaps most importantly, these would be the first supportive units funded by HHH in Council District 12. With this being the last occasion to allocate these funds, we cannot let this opportunity pass. We must continue to move forward with this chance to build the critical units we need to end homelessness in LA, and we urge you to OPPOSE councilman Lee’s Motion to rescind the HHH funds from this project. As a volunteer working with the homeless in the East San Fernando Valley I am acutely aware of the shortage of accommodation and can only imagine it must be just as bad in the West Fernando Valley. The city has a major problem that needs to be solved and taking a backward step at this time is no way to solve it. The explosion of homelessness in California is shameful. My children ask about all of the people who live under the overpasses and they ask why no one does anything to help them. I tell them that it's a complicated situation and that feels like a horribly lame answer. Civilized communities are judged by how they deal with their needy, disenfranchised and vulnerable populations and we have been falling short on our moral responsibility to care for those in need. This housing project is desperately needed and imagine the rewards that will come from it. It will give people back their dignity which could lead to them improving their situations and leading productive and fulfilling lives, but regardless of the outcome, it's our responsibility to offer the care. You have a profound responsibility and I respectfully ask that you reflect and consider it and it's long term impact for all of us. Los Angeles is facing a humanitarian crisis with our neighbors experiencing homelessness. While much media attention has recently been given to the opening of Tiny Home communities and Judge Carter's mandate to get people off the street, those are short term band-aids that will only be successful if we can transition people into PERMANENT SUPPORTIVE housing in all areas of our city. The hard truth is there are no quick fixes to end homelessness and we must not be short-sighted in our approach. I urge you to continue to fund this project. Communication from Public Name: P. Mr. Lee originally voted to approve this project and had a year to find other definitive sites, and has not identified any. The developer's plans have be reviewed and modified over a year, and public opinions have been heard. We need more affordable housing and stopping well planned ones is disgraceful. The project has received it’s full entitlements (land use approvals) as of April 15th. This was the final required approval. Here are more information available to the public that makes me think this is a project that should be approved by the council members: •The planned start date of the project is November/December of this year •It is slated for 55 Total units •54 Permanent Supportive Housing Studios (1-2 bedroom Manager Unit) •5 stories tall (reduced from the original 6) •Located in a High Resource Area •50% of the units reserved for homeless veterans •Completion date April/May 2023 (18 months) •Fully funded with the exception of tax credits and bonds •Other funding was awarded by California HCD’s Veterans Housing & Homelessness Prevention program and the Housing Authority of the City of Los Angeles •These are PERMANENT HOMES not Shelter Homes This project has been reviewed for over a year. In the final days of its approval, Me. Lee wants the Councilmembers to stop the project. He has been heard as well as all interested parties. I urge you to reject Mr. Lee's attempt top stop this badly needed project without significant cause. We badly need this project in a district. Please vote to reject the motion. The city should fulfill its commitment to build supportive housing in every district. There are so many chronically unhoused in Chatsworth and the surrounding neighborhoods. The developer of this PSH project is ready to break ground this year, to provide 55 new homes, which would change lives and end the vicious cycle of poverty and trauma. There is no logical or moral reason to take the HHH funds from this project! The San Fernando Valley needs adequate housing for its homeless residents. Regardless of where we live, we see folks living on the street. Unhoused, homeless people are a health and safety issue for all of us. Permanent supportive housing is the right way to get them the help they need and to begin the process of reclaiming our streets for the enjoyment of all. Please take action to insure that housing projects for the homeless are available throughout the San Fernando Valley. They should not be limited to the few areas where residents recognize the importance of providing shelter and services for our less fortunate citizens.
