Cette thèse est divisée en deux temps de recherche, l‘un en Inde et l‘autre en France. Les deux laboratoires dans lesquels j‘ai eu la chance de travailler ont été l‘occasion de rencontres enrichissantes sur lesquelles je me dois de revenir. À Pondichéry où ma thèse a débuté, j‘ai pu intégrer mon travail de recherche au programme SUBURBIN dirigé par Éric Denis et Marie-Hélène Zérah. L‘apport de ce programme sur les petites villes pour ma thèse est déterminant, je remercie ces directeurs avec qui j‘ai pu prendre un certain recul sur mes recherches en particulier Éric Denis qui a suivi mes travaux tout au long de mon séjour à l‘IFP. C‘est tout un groupe de chercheurs avec qui j‘ai eu la chance de collaborer et je remercie, Milap Punia, Partha Mukhopadhyay, Chandrasekhar, Gopa Samanta, Mainak Kumar pour l‘attention qu‘ils ont pu m‘accorder. Au-delà de SUBURBIN, l‘IFP est composé de chercheurs, travaillant sur des thématiques larges, dont les approches sur des objets d‘études que l‘on peut avoir en commun sont souvent originales. Je pense notamment à Célina Jauzelon, et Vincent Bonhomme qui ont chacun dans leur domaine participé à enrichir ma thèse. Je remercie également Kamala Marius qui a une place particulière dans la structuration de ma recherche puisque c‘est elle qui m‘a fait découvrir l‘Inde lors de ma première année de master. Nous avons depuis eu souvent l‘occasion de travailler ensemble et ses conseils ont alimenté ma réflexion. 5 Enfin, la réalisation de mon terrain n‘aurait pas été possible sans l‘aide d‘Antoni Mc Lean qui en plus de son rôle de traducteur a su me faire découvrir sa culture. Ces terrains ont pu également bénéficier de l‘expérience de Venkatasubramanian qui a de plus largement participé à la création de la base de données Indiapolis mobilisée dans cette thèse. Le laboratoire de l‘UMR ESPACE à Avignon m‘a lui aussi offert un accueil chaleureux et un cadre de travail propice à finir ma thèse et je suis reconnaissant à toute l‘équipe pour cet accueil. Trois approches des petites villes indiennes sont développées. Une approche politico-institutionnelle fournit le cadre de ce qui est nommé la ville décidée, la ville telle qu‘elle est pensée par les aménageurs à toutes les échelles depuis les élus de quartiers jusqu‘aux politiques nationales d‘aménagement du territoire. La seconde approche quantitative, relève de l‘analyse spatiale. Elle vise à décrire les dynamiques économiques et démographiques des petites villes à l‘échelle de l‘Inde du Tamil Nadu. Une analyse multivariée est notamment développée pour classifier les districts en fonction de leur profil. Cette classification s‘appuie sur la division des petites villes en trois types : celles situées sur corridor, celles situées en périphérie de métropoles et celles non polarisées. Cette classification a permis de répartir les trois cas d‘études de terrain qui illustrent la diversité des dynamiques dans lesquelles les petites villes sont intégrées et en quoi ces dynamiques influencent la ville perçue, c‘est-à-dire l‘espace de représentation des habitants. Au croisement de cette ville perçue, de la ville décidée et de la ville matérielle se dessine une ville vécue dont l‘appréhension doit permettre la structuration de politiques publiques efficaces. From the decided town to the living one Emergence and growth of small Indian towns Keywords: urbanisation, small town, spatial analysis, urbanity, urban system, India. This thesis of Geography enriches the theoretical corpus of urban, from the study of three small towns in Tamil Nadu. Three approaches of the small Indian towns are developed. À political-institutional approach gives the framework of what is called the decided town; the town as it is conceived by planners at all scales from the ward members to national policies. The second approach is quantitative; it aims to describe the economic and demographic dynamics of small towns across India. À multivariate analysis is developed to classify districts based on their profile. This analysis is coupled with a classification of small towns in three types thanks to a GIS analysis: the ones located on major corridor of development, the ones located in a metropolitan area and the last ones in unpolarized areas. The three case studies fall into this classification and illustrate the diversity of dynamics in which are embedded the small towns. These dynamics affect the space of representation of the inhabitants which is named the perceived town. The haunting problem of unemployment is not confined to any particular class, segment or society as massive unemployment exists among educated, well-trained and skilled people as well as among semi-skilled and unskilled labourers, landless labourers, small and marginal farmers etc. The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) Dr. R. Azhagaiah is an Indian law that aims to guarantee the 'right to work' and ensure livelihood Project Director security in rural areas by providing at least 100 days of guaranteed wage [ICSSR Major Research Project] employment in a financial year to every household whose adult members Kanchi Mamunivar Centre for Postgraduate volunteer to do unskilled manual work. The present study examines the economic empowerment and well being of the rural poor in Karaiyamputhur / studies (Autonomous) Panayadikuppam villages of Puducherry Union Territory. The survey was [Centre with Potential for Excellence by UGC] conducted by use of interview schedule and data were collected from 323 Government of Puducherry beneficiaries of MGNREGA of the selected villages. The study reveals that Lawspet, Puducherry there is a significant increase in the welfare of the family for both male and female workers in respect of spending more for family, children's education and enables them to save in bank / post office after working under MGNREGA. However, the economic well being will be improved still better if 100 days of employment in a year is provided to them.
