ARATAKI COMMUNITY LIAISON GROUP Item 2. Programme of Works

Purpose

The purpose of this report is to provide a snapshot of the projects undertaken and planned in Arataki in order to help you, the Arataki Community Liaison Group (ACLG), prioritise what you want to work on.

Background

BOPRC, NZTA and TCC undertake a variety of projects in the city, some of the major citywide planning projects we do together but much of the delivery we do independently.

Recently we have worked together on the Urban Form and Transport Initiative (https://ufti.org.nz) and the Western Transport System Plan (https://www.tauranga.govt.nz/council/council- documents/strategies-plans-and-reports/strategies/transport-plan) to find answers for how we provide capacity for urban growth, and the future transport system.

Councils have started work on their Long-Term Plans which set the budget and priorities for the next 10 years. This year will be critical because it will determine how we recover from the COVID-19 recession and how we cope with population growth.

Current

Attached in the tables are the completed and upcoming projects in Arataki with a brief description and estimated timeline.

Projects are categorised e.g. strategic projects vs delivery projects. The strategic and planning projects flow into the delivery projects.

Maintenance and renewals projects to keep existing infrastructure/parks/property are not included e.g. resealing a road.

Recommendations

• That you note some projects have a greater ability for community influence. • That you prioritise current issues such as the traffic network in and around Links Ave and the speed limit review. o Both would give you the opportunity to work together and help us get the feedback of the community on live issues.

Western Bay of Plenty public transport planning projects

The Panel is to provide a diversity of views to the Public Transport Committee so that these can be used to inform their decision-making process alongside technical advice from staff.

Region-wide projects public transport planning projects

Project Timing Scope Regional Land Transport Plan Submission by end of June 2021 Sets out the 10-year transport strategy and 3/6 year investment programme for input into the National Land Transport Programme. Review of the Regional Public Start early 2021, with an 18 Sets policy for public transport Transport Plan month timescale in the Bay of Plenty region. Will include regional fares review and strategies around urban transit, rail and ferries.

Travel Demand Management / Start early 2021 Understanding what are the Behaviour change project incentives and disincentives for people to change from private cars to other modes (including bus, cycling, walking or micro- mobility). Output will be a set of actions around mode-shift.

City Strategies / Planning Project Name Proposed Timing Description Long Term Plan 2021-31 Now – June 2021 Each three years we create a long-term plan which sets the direction for the next ten years. Next year’s plan is an immense challenge with a required capital programme far greater than what we can fund. Annual Plan Jan- June 2022 An annual plan happens in each of the 2 years and 2023 between the Long-Term Plan. The purpose is to identify any changes to the long-term plan City Plan Review 2021-2024 The Tauranga City Plan provides the rules for how people can build or develop the land they own in our city. The next review will be notified in 2024. The process takes a long time. We will be starting to reach out to stakeholders and communities next year. Spatial Plan Late 2021 30-year blueprint to support growth, forming the basis for the co-ordination of decision making across multi agencies (usually a visual representation) City Vision TBC The purpose of this project is to work with partners (i.e. Likely to build on vital updates) to engage the community in and around Tauranga to create a city vision.
