CLONES, BONES AND TWILIGHT ZONES: PROTECTING THE DIGITAL PERSONA OF THE QUICK, THE DEAD AND THE IMAGINARY By JosephJ. Beard' ABSTRACT This article explores a developing technology-the creation of digi- tal replicas of individuals, both living and dead, as well as the creation of totally imaginary humans. The article examines the various laws, includ- ing copyright, sui generis, right of publicity and trademark, that may be employed to prevent the creation, duplication and exploitation of digital replicas of individuals as well as to prevent unauthorized alteration of ex- isting images of a person. With respect to totally imaginary digital hu- mans, the article addresses the issue of whether such virtual humans should be treated like real humans or simply as highly sophisticated forms of animated cartoon characters. SB 289 would enact the Frontline Service Pay Act. The bill would establish the COVID- 19 Frontline Service Fund within the Department of Commerce. The bill specifies that during FY 2021 and FY 2022, the Director of the Budget would determine the amount of monies received by the state from the Federal Consolidated Appropriations Act, 2021, public law 116-260, and any other federal law that appropriates funding to Kansas for coronavirus relief aid that are identified as funds that may be expended at the discretion of the state. The Director of the Budget would certify the amount to the Director of Accounts and Reports. If the amount certified is greater than $50.0 million, the Director of Accounts and Reports would transfer $50.0 million of that amount from the identified federal funds to the COVID-19 Frontline Service Fund. The transferred funds would be distributed to eligible employers as determined by the Department of Commerce. Upon receipt of the certification, the Governor may determine an additional amount of monies greater than $50.0 million received by the state from the Federal Consolidated Appropriations Act, 2021, public law 116-260, and any other federal law that appropriates funding to Kansas for coronavirus relief aid that are identified as funds that may be expended at the discretion of the state to be transferred to the COVID-19 Frontline Service Fund. -

Which personnel are covered for COVID-19 related medical evacuation (COVID-19 MEDEVAC)? The COVID-19 MEDEVAC System covers the following individuals, on the understanding that access to MEDEVACs by non-UN personnel listed below is subject to availability and capacity on the ground: International and national staff of UN system organizations and their eligible dependents; non-staff personnel engaged by UN system organizations (including UN Volunteers, gratis personnel, individual contractors, consultants, individual service providers, and laborers on an hourly fee) and their accompanying eligible dependents; all personnel of international non- governmental organizations (INGOs) that are engaged by UN system organizations in the implementation of their respective mandates who are present in their duty location, and the accompanying dependents of those international INGO personnel; internationally deployed personnel of international vendor/contractors engaged by UN system organizations to provide goods and/or services to these organizations under existing contractual arrangements; military and police personnel deployed by the United Nations and accompanying eligible dependents; United Nations Guard Unit personnel1; and Troops of the African Union (Somalia – AMISOM). 2. The bill also expands eligibility, benefits, and protections for the workers' compensation fund. RESPONSE FROM ADMINISTRATION/AGENCY: KURT WESTBY, COMMISSIONER, DEPARTMENT OF LABOR Commissioner Westby submitted written testimony, on behalf of the Department of Labor, in support of the bill. The Department of Labor is supportive of certain conceptions with the Department’s jurisdiction of the proposed bill to provide relief to Connecticut employees and employers in the wake of the COVID-19 pandemic. The Department of Labor stated that they are with the committee to discuss the issues raised within the bills and to help draft language to move the bill forward. KEVIN DILLON, EXECUTIVE DIRECTOR, CONNECTICUT AIRPORT AUTHORITY Mr. Dillion submitted written testimony in opposition to Section 30 of this bill. Their testimony stated that the CAA opposes the additional requirements for public works project contracts valued at ten million dollars or more. -

STANDARD BUDGET ADJUSTMENTS GPR - $20,000 Governor: Provide standard budget adjustments to the base totaling -$10,900 in 2021-22 and -$9,100 in 2022-23. Kicking the nuclear power industry out of the country? Giving up completely on it? That sounds like exactly the wrong thing to be advocating. Accidents do happen and it sucks when they do. But isn't throwing the baby out with the bathwater going too far? I'd rather the Japanese embrace nuclear power MORE and help to innovate and make it safer, cheaper, and more efficient.
