Chapter 4 Identification of the South Saami in the Norwegian 1801 Census: Why Is the 1801 Census a Problematic Source? Håkon Hermanstrand Abstract In this chapter, I examine why the Norwegian 1801 census is a problematic source for South Saami history. Both the notion that archival sources necessarily reflect Saami presence and the trust in ethnonyms are refuted. These notions still have repercussions in court decisions and historical narratives. The chapter is based on studies of the Norwegian 1801 census compared with church registers contemporary with the census from areas on both sides of the present Nordland–Trøndelag county borders in Norway. Comparison with the church registers shows that ethnonyms are inconsistent. Often, the census and the church registers did not register the same people as Saami, and there are more people registered as Saami in church registers than in the census. I explain the erratic registration of the Saami by interpreting it as an expression of an identification process, as exclusion and inclusion of the Saami by others as well as a part of colonialism. It exemplifies why non-indigenous sources should be critically interpreted, and how identification of ethnicity constitutes a challenge. I suggest that the 1801 census cannot be treated as a census of the South Saami. Publikasjonen ligg fOre kort tid etter at Statis- tisk Sentralbyrå i særskilt hefte har prenta gamle tabellmanuskript frå Folketeljinga 1769 som tidlegare for ein stor del ikkje har vore publiserte. Folketeljinga 1801 er den første nominative teljinga her i landet, dvs. ei teljing med oppgåver for kvar einskild namngjeven person. Teljingane før og også etter 1801, fram til 1865, skilde seg ut på denmZten at dei lokalt teljingsansvarlege berre laga samandrag for grupper av personar. Tanken om ei ny bearbeiding av det verdfulle grunnmaterialet frå 1801 vart drOfta i Byrået tidleg på 1950-talet. Av ulike grunnar vart det ikkje gjort noko meir med saka den gongen. I 1968 gjorde professor Knut Mykland på vegner av historikarar ved universiteta i Bergen og Oslo og Norges lærerhOgskoie i Trondheim opptak til eit mete med Byrået om same sak. Det var full semje om at ei ny bearbeiding av dette maeiae ettermoderne statistiske isi ie kunne gi langt betre innsyn i strukturen i den norske befolkninga på 17- og 18-hundretalet enn dei kunnskapane ein tidlegare hadde fått ut av teljinga. Det gjaldt til dømes fordelinga etter alder og ekteskapeleg status, etter leveveg og samansetjing i husstandar. Moderne teknisk utstyr ville og gjere det mogleg med fleire kryssgrupperingar av materialet. (Solberg’s Government) 1 Introduction Implementation of a local government reform was one of the first projects on which the gov- erning parties and the cooperating parties agreed. The Sundvollen Declaration states: The Government will implement a local government reform, which will ensure that the necessary decisions are made in the period, cf. the cooperation agreement. A more robust local government structure will ensure more expertise and greater professionalism in each municipality. This will be an advantage, for example, in difficult child welfare cases, for resource-intensive services and for better management and development of the care and education services. The Government will invite the parties in the Storting to discussions on the process. The Government will review the responsibilities of the county authorities, the county governors and the state with the aim of trans- ferring more power and authority to more robust municipalities. In this bill, the Ministry of Local Government and Modernisation presents the work and pro- cesses of the local government reform, and proposes mergers and division of municipalities. The proposals are in line with the agreement on local government reform, which was presented on 22 February 2017 between the governing and the cooperating parties in the Storting. -

This healthcare atlas analyses the use and variations in the use of treatment for several important orthopaedic conditions. In 2015, the Ministry of Health and Care Services tasked Western Norway RHA and Northern Norway RHA with developing a national healthcare atlas service in cooperation with the Norwegian Directorate of Health. Western Norway RHA gave the assignment to Helse Førde, since the health trust already had experience of analysing the use of health services from a population perspective from its work relating to the website Samhandlingsbarometeret. Responsibility for both the healthcare atlas service and the Samhandlingsbarometeret project has been assigned to Helse Førde’s section for research and innovation. Helse Førde health trust works closely with the Centre for Clinical Documentation and Evaluation (SKDE), which develops healthcare atlases on behalf of the Northern Norway RHA.
