00:06:53.8 Irene Lim: The second message or greeting is from the CCAAA Chair, Rachael Stoeltje, I met her during the conference. And this is a message of greeting for the SEAPAVAA membership. “Dear SEAPAVAA members. As the 22nd Annual SEAPAVAA Conference approaches, I am especially pleased by the conference's theme of AV Archiving Beyond Boundaries. In my current rule as chair of the CCAAA, I have been especially committed to building bridges and working more collaboratively across all of our organizations and crossing boundaries across all areas of our audiovisual archiving fields as we are finding facing similar issues facing us all. In particular, in my next few years in the role as chair of CCAAA representing the seven international AV professional organizations, I hope to concentrate efforts on working more cohesively on training and outreach and disaster preparedness and response in particular. Next year, we will also host a joint technical symposium. The conference that has perpetually served to bring the most current and crucial technical topics of our field together and to the forefront of discussion. In my involvement with the CCAAA for the past four years, I have been especially fortunate to work with both the current President of SEAPAVAA, Ms. Irene Lim, that is myself, and past President Mick Newnham on the variety of projects, conferences, and initiatives. I very much look forward to continuing to work with SEAPAVAA and its members moving in the future in my role as CCAAA Chair and as FIAF Chair of the Training & Outreach Programme. At the time of significant change for those leading and working in our domain of audiovisual archiving, it is our strong conviction that collaboration and partnership are the keys to overcoming the challenges we face and to ensure our domain benefits from the opportunities being presented. The theme of your conference AV Archiving Beyond Boundaries echoes this way of openness and collaboration. The strength in coming together at these conferences is to provide key opportunities for learning, networking, and developing strategies together. Indeed, collaboration is not only necessary beyond geographical boundaries but also beyond those media, organizations and sectors. Archival materials coming from the traditional rolls of film, television, and radio sector, and artists are confronted with the same issues. Carrier degradation and playback obsolescence are the ones we are confronted with on the daily basis while the next challenges of visual preservation are already on the doorstep. Neither can we forget the wider social economic, and political tendencies of the merging of the media and the increasing pressure on the old school archival values of authenticity and reliability. That is why FIAT/IFTA is delighted to reinforce this connections with SEAPAVAA at your conference where our organization is represented by our Secretary General. Furthermore, we have agreed together to join forces in the organization of a special workshop at the start of the 2019 edition of the SEAPAVAA Conference which shall take place next year and we will take about it later in the afternoon. Needless to say, we particularly look forward to this occasion to meet again, to exchange our knowledge, and to contribute to the progress in our field and to live up to the spirit of moving beyond boundaries, but that is all for next year. the 22nd Southeast Asia Pacific Audiovisual Archive Association Conference being held between 6 to 12 of April 2018 in Bangkok, Thailand. The theme of the conference, AV Archiving Beyond Boundaries is pertinent when we consider the challenges that archival profession continues to face in light of the changing digital landscape and user expectations around access and accessibility of digital information. Your President, Irene Lim, in her message on the conference website clearly states the ongoing issues the archival profession needs to grapple with. The changing social political and technological landscapes constantly challenge archival boundaries which are being pushed on all fronts. Not only do these changing boundaries impact our practice and resources, but also our ethics in the environment where jurisprudence has not yet caught up with the implications of technological advancements. This may seem difficult to understand the bounds of archival practice and where the archivist might need to intervene. However, I hope this conference will provide you all with the opportunity to explore these issues along with issue of preservation challenges. I wish you a fruitful and productive conference exploring contemporary and even cutting-edge archival challenges, as well as an opportunity for you to refresh your knowledge-based. We at ICA hope that SEAPAVAA will share the findings of the conference and we wish you all the very best. Please be assured of our continued support with best wishes, Dr. Anthea Seles, Secretary General of International Council on Archives.” So that wraps up the messages and greetings. It is great to know that, you know, all these messages are from the various sister organizations.

00:16:24.6 Irene Lim: So coming back to the agenda. The next part of the agenda will be the President's Report. So, if you look into your annex-- The report is there Annex C. Yeah, so this of course is just a summary of what this EC has been up to in the past 12 months, and to give a sense of what we have been doing. There will be matters that will be discussed in detail later on. If you look at the report, I started the report by just recapping for everybody what happened at last year’s conference. It was done under the previous council but I thought it

was good to just-- that will give you an idea of what happened at the conference in terms of the response and, you know, the participation. And then going down the report, what we did was, in the past 12 months, we reviewed the SEAPAVAA Constitution, and we will run through that with you later and under this agenda item, but this is just a brief summary of what we did. And then we also reviewed the SEAPAVAA Awards. Again, this will be raised for discussion. The papers for both the review of the constitution and the awards are in the report and we will go through that in detail later. And then we also have a paper which is separate from the folder that we distributed this morning. We will talking also about the EC’s recommendations on SEAPAVAA's relationship with the future edition of Restoration Asia, so we will be discussing that in a short while. And we will be updating on the progress of this SEAPAVAA UPSLIS publication titled “The Troublemaking Professional”, Dr. Ray Edmondson. And Bono will give an update on the progress of this publication, which we are hoping to launch on World Day For AV Heritage this October.

00:18:34.9 Irene Lim: Then we are planning to rerun our 2013 Training Need Survey. We will give you more information later. At this point I just want to say that I hope all members will participate in this survey because the survey results will help us to plan the training workshops we want to do in the coming years. So we will let you have more details later. And then another thing that we did was, of course, the Council met in November last year in Bangkok to meet up with the local host Film Archive Public Organization as well as [the renting 00:19:09 ] the conference facilities. So that was what we did in November last year. And later on, let me see, Mick will be telling a little bit more about what's done in last year, and Joshua will tell you a bit more about his participation representing SEAPAVAA in Tahiti this year at the documentary festival. Okay, and I have also at the point of preparing this report, we had some information already on this year’s conference. So there is a quick recap of the number of participants. In terms of the number of people, we have the

final count. We have a total of 186 registered participants who came from around 30 countries from across the world. I think most of you have met one another during the past few days and though this report, this will be a summary of what happened in the conference.

00:20:10.0 Irene Lim: I also bring you the happy news that as a result of this conference, a conference income of USD 35,000 was added to SEAPAVAA's finances. So I think we should give a the Film Archive--. I think it was-- I feel already happy when we saw the figure. The finances are being reconciled but that is an income that we will be looking at in terms of the business conference. So in other words, SEAPAVAA is richer by USD to be 35,000. Thank you Sanchai. And then okay, we will also be talking about the conference for next year. It is already planned for Noumea, New Caledonia. The early dates are early June of next year, so later today, Christophe from Bibliotheque will tell a bit more about the conference organization. In fact, actually the EC started planning for this conference in late 2017, right? Alongside the Bangkok conference plus the fact that we need more time to prepare for the Pacific event. So we started planning for both this year's conference and next year's conference at about the same time. And Christophe has been working very hard looking for the money and everything. So I think he will give a fuller report later.

00:21:35.7 Irene Lim: And what we did for audiovisual heritage from last year, there is a summary here of what some of our members did. So this is just for your information. I have also mentioned here the theme for this year's World Day for AV Heritage on the 27th of October, and the theme for this year is "Your Story is Moving". So I hope that SEAPAVAA members will, you know, plan activities to celebrate that day in October and let the Secretariat know also so that they can also compile a report of what we are doing in this region. And then I have attended the, which was mentioned, in I think one of the conference sessions, the Second International Audiovisual Archival Training Summit initiated by Rachael of FIAT. The first edition was done last year, a day before the meeting of the CCAAA board. SEAPAVAA's President and I came along as Sec Gen. This year I attended the second edition and I have mentioned in the report, some of outcomes from this particular meeting. The details are there, you can pick your time to read through it and if you have any questions you can ask me. I also represented SEAPAVAA just early last month at the CCAAA board meeting. This is an annual meeting and again as mentioned here what happened during the meeting and some of the issues that were discussed that are of relevance to SEAPAVAA. And with that, yes, that's the conclusion of this President's report and going forward, we will be discussing more details in the course of the day.

00:23:18.6 Irene Lim: We will be telling you what this EC has planned for the next few years during our term in terms of publications, in terms of training, and plans for the next two conferences, 2019 as well as 2020. And at this point, I just want to briefly mention also and we will talk about it later that in 2021, it is actually SEAPAVAA's Silver Jubilee. We will be 25 years old. So a cause for celebration. So we will be talking a bit more about that later, all right? So, that's all for the President's Report. So, any comments, any clarifications? Any questions? They were-- FPJ was declared as a National Artist in 2012 and currently, we are undergoing film restoration. In 2013, we started. So what we are doing is we are scanning all of the materials of FPJ Productions, Incorporated. So we are using the ARRISCAN Wet Gate System to scan all the materials and also restoring the [00:27:55.1 indiscernible].

I strongly felt that our archive had to become a member of SEAPAVAA, so we sent down [00:31:04.8 indiscernible] your archives. I would like to very briefly introduce the Korean Film Archive, KOFA. KOFA is an institution who belongs to the Ministry of Culture. The main building is located in Seoul, a newly built Film Conservation Center based in the outskirts of Seoul. The main duties are to collect, preserve films and non-film materials. KOFA in Seoul, runs theaters, film museum and film reference and library. Almost 250 people visit us every year. The Film Conservation Center consists of 10 vaults on analog format and the 4K base [00:31:47.4 indiscernible]. Forty original negatives are processed in [00:31:55.1 indiscernible] films for preservation properties and 50 films are digitized in 4K every year. For more information, I am going to distribute our leaflets. We have a lot of—doing a lot of projects, a lot of activities, you know, something like that. 00:33:43.2 Dr Teling Chen: Yeah, thank you Irene and thank you all the members here and it is our pleasure to just give a little introduction of what Taiwan Film Institute is doing for the past few years. Actually, we will celebrate our 40th anniversary next year. Before that, we are Chinese-Taipei Film Archive and it was upgraded in 2014. It was three years ago and because of this change of the status, we're being given by our government to do more mission and to promote Taiwan cinema abroad. But actually, we are archive. So we now have close to 15,000 Taiwan and Chinese film titles in our collection. Next please. And actually, we have 13 fonds in Taipei City County and ensure the survival and conservation and expand public accessibility of Taiwan’s film heritage. can see our titles. So all categories include the Chinese Language Films, the artifacts, the posters, the costumes, and it is a huge collection. So for the past few years, we try our best to set-up our in-house restoration lab. The day before yesterday, I believe all of you have seen, [00:35:35.0 indiscernible], it’s the first newsreel that is restored by our own lab. So in the near future, we look forward to having more cooperation with fellow members here. Maybe we can exchange skills of preservation or even we can exchange our materials and to do more collaboration of the Chinese, in general, Chinese language films and to promote it in the near future. So that's a brief introduction of our institute and my colleague just passed a brochure and program of Taiwan Cinema toolkit and it is a program that we provide, many Taiwanese Cinema International like for non-profit screening. So for the archives, we have about 10,000 digital files comprising of photographs of artists, correspondences. So these collections are actually coming from artists from Southeast Asia. So this is how we have been building our collection. We also have audiovisual materials that came from artists. These are like artist interviews, recordings of their performances. So the core collection of the Resource Center is actually Southeast Asian modern art. So, lately we’ve been actively like going to artists and artist families to actually, you know, add these materials to our collection. Yeah, that’s it. Thank you.

We will just go through their… Okay, it's a separate-- separate-- what should be the description. In behalf of the National Library of Indonesia, well, it is a government institution responsible directly to the President to the Republic of Indonesia. The function of the National Library is A. Build their library, reference library, preservation, research, deposit all of publishing-- publishings in the Indonesia and networking. National Library of Indonesia was formed in 1980. Okay, they have a total of 3 million, I mean, collection of 3 million copies of books and manuscript. The strength of the collection is the thousands of manuscript collection of archipelago, Asia, rare use paper, rare books, old maps and current books. Okay, their manuscript has been recognized as memory of the world, , Babad Diponegoro, Nagarakretagama and Panji tales manuscript. These are the manuscript that was talked about. So they have 700 librarians and they have a total budget in 2018 of 600 million. Okay, their policy is strengthening and preserving the nation's culture heritage and developing the widest access to society through digital collection, improving reading culture for the sake of Indonesia. Okay, some more. The National Library of Indonesia is the world's tallest library with 24 floors and three floors down. It is actually, the pride of Indonesia.

They possibly were not, they simply offered their-- their building as the venue because we were looking at the last minute for a venue for the conference. It was in a very very late in the stage and we weren't sure where we were going to make it or who is going to pay for it and they accepted at the last minute when I said, you are. So, we’re very grateful to them at that stage.

00:47:50.6 Irene Lim: Certainly, we can check the reference. It could also be possibly that the National Archives of Indonesia could be the host and they could have offered the venue there. That could also be possible. Yeah, yeah.

00:48:02.1 Adrian Wood: Can I just say something, there. I am not really a grumpy old man. I did spend nine years on the EC through which was Treasurer and most of the time, the Secretariat, was exhausted by chasing up members who didn’t pay. And most other time of the EC were spent discussing with the members as the Constitution should be objective. And it is a very good organization. I did not have to take it anymore, these people do. But when I question applications of membership, it is because I look at the history. I look at the behavior of certain institutions and corporations. People who become members and then drifted off into the day and Michii who is the present incumbent of the Secretariat spends hours chasing people for payment. It is valuable time that you, as members, all pay for. However, as good as it is to increase the membership, it should be done with caution and I am saying that as a grumpy old man. Thank you.

She participated in the symposium, I think on Monday and, well, and in several others.

Many of us know her personally and she takes a particular interest in this regional work of SEAPAVAA. It was through Joy, of course in her additional role, that we receive other activities in the past for funded workshops and so on. And so she is well aware of SEAPAVAA’s work and obviously very supportive of others. So I’d certainly support her application.

Really Joy has been supporting us and then she has been present in quite a number of our conferences for quite a number of years always presenting very thought provoking papers and thought. Just for clarity, if I can address the Executive Committee and jumping off from Adrian’s comment regarding membership acceptance and collection of fees. I've had the privilege of running many associations in the Philippines over the last many years in various positions including Treasurer. Does SEAPAVAA have a mechanism for instilling discipline in collecting annual fees? Understanding that individuals have often have the capacity to pay. Those who represent government organization, somewhat are difficult when they [pass the] government associa-- government organization change, your accounting system changes or sponsor for public money, etc. Sometimes the interesting joining membership-- make that more joining a group and then paying in subsequent years, it is very difficult to deal at second or third time. Is there a [method] on how you discipline or how you will collect money?
