Profile of the Shire of Dundas The Shire of Dundas covers 92,725km2 in the South East of WA. It borders the Southern Ocean, the Shires of Esperance, Ravensthorpe, Kondinin, Coolgardie, City of Kalgoorlie/Boulder and the WA/SA border. The principal town is Norseman, 723 km from Perth by sealed road or 600km via Hyden, which requires 300km of gravel road travelling. Eucla, 12km from the S.A/W.A. border, the other town in the Shire and at 717 km from Norseman, is almost as far away as the capital. Two time zones operate, being ¾ hour difference by changing the clock at Caiguna, about halfway along the Eyre Highway. The major industries are mining, pastoral, tourism and fishing. The Shire has a semi- arid climate with annual rainfall of 300 mm. Temperature ranges from high 30º to 40º in summer to between 0º & 15º in winter. Population is always fluctuating due to employment in the mining industry, but averages about 1200. The history of Norseman and Dundas begins in the 1840s with the exploration of the South Coast by Edward John Eyre, the naming of the Dundas Hills in 1848 by JS Roe, and the crossing in 1871 of John Forrest from Western Australia into South Australia, which between 1871 and 1880, produced the establishment of sheep stations at Mundrabilla, Fraser Range and Balladonia. Between 1876 and 1878 the construction of the Overland Telegraph (coastal), from Albany to Adelaide took place, and after its completion the Southern Area was linked with the rest of Australia. In 1890 Mr Moir of Fanny’s Cove, west of Esperance, found traces of alluvial gold whilst searching for new pastures in the Dundas Hills area, however no further exploration took place until Moir returned in 1892, with a prospecting team. Unfortunately no gold was found. During this time, other prospectors had begun to explore the area and in 1892 Messrs Mawson and Kirkpatrick discovered gold in the southern end of the Field and named it the “May Bell”. Following this Messrs, Bromley, Mawson and Desjarlis, found a rich outcrop or ore, and named it “Great Dundas”. In August 1893 the “Dundas Field” was finally proclaimed, and the townsite of Dundas was established, with the discovery of another two rich outcrops, which were registered under the one name of “Scotia”. In 1894 Laurie Sinclair, whilst prospecting about 14 miles north of Dundas, discovered a rich gold reef which he named “Norseman”. This reef was registered by Sinclair and a man named Allsop on the 13th August 1894. Also registered in the same day was a reef called “Mt Barker” by Messrs, Ramsay, Talbot and Goodliffe. During its first few years Norseman struggled to establish itself due to Dundas being the major township in the area, however due to the Norseman fields being richer than Dundas, it gradually outgrew the latter, and in 1895 was declared a town and in 1896 a Municipality. Working in a team environment the position is responsible for managing the financial and administrative services of the Shire, which includes governance, information management, and accounting services. A performance based contract of 3 to 5 years will be offered with a salary package ranging from $122,728 and $151,853 including a cash salary in the range of $85,000 to $110,000 depending on qualifications and experience, superannuation up to 16½%, private use of a motor vehicle, subsidised housing & utilities. General Conditions of Employment Conditions of employment are in accordance with the employment contract however there are several other benefits which Council provides to employees. (i) Superannuation Council contributes up to 7.5% (on matching basis) of employee’s salary towards the Local Government Superannuation Scheme, plus Occupational Superannuation as set by legislation (currently 9.25%). Council has endorsed the principles of salary sacrificing superannuation, whereby Council will meet an employee’s superannuation contribution on their behalf with a corresponding reduction in cash salary. (ii) Uniforms The cost of purchasing corporate uniforms as approved by Council, be contributed by Council to the order of 50% of the total cost to a maximum of $200.00 per financial year. (iii) Employee Bonus Council has adopted a Christmas bonus, providing employees with $200.00 for first year $500.00 for the second year $800.00 for the third and subsequent years Paid in accordance with Council Policy. (iv) Gratuity Payment The sick leave incentive bonus scheme is designed to encourage staff not to take unnecessary sick leave, thereby increasing productivity and minimizing the disruption to Shire operations and unfair burden on employees required to cover for absent fellow workers. (v) Professional Development Professional development is encouraged at the Shire of Dundas. All professional development is at the discretion of the CEO. (vi) Medical, Police Clearance & Working with Children’s Checks It will be a condition, that prior to employment the applicant will be required to undergo and pass a pre-employment medical, provide a satisfactory current Federal Police Clearance, and a ‘Working with Children’s Check (where necessary) (vii) Smoking Policy Council provides a smoke free environment in all Council owned buildings and Council Vehicles.     SOUTH COAST REGION REGIONAL MANAGEMENT PLAN 1992 - 2002 MANAGEMENT PLAN NO. 24 Department of Conservation and Land Management for the National Parks and Nature Conservation Authority and the Lands and Forest Commission Western Australia PREFACE Regional management plans are prepared by the Department of Conservation and Land Management on behalf of the Lands and Forest Commission and the National Parks and Nature Conservation Authority. These two bodies submit the plans for final approval and modification, if required, by the Minister for the Environment. Regional plans are to be prepared for each of the 10 regions administered by the Department of Conservation and Land Management (CALM). This plan for the South Coast Region covers all lands and waters in the Region vested under the CALM Act, together with wildlife responsibilities included in the Wildlife Conservation Act. In addition to the Regional Plan, more detailed management plans will be prepared for certain critical management issues, (the most serious of which is the spread of dieback disease in the Region); particular high value or high conflict areas, (such as some national parks); or for certain exploited or endangered species, (such as kangaroos and the Noisy Scrub-bird). These plans will provide more detailed information and guidance for management staff. The time frame for this Regional Plan is ten years, although review and restatement of some policies may be necessary during this period. Implementation will take place progressively over this period and there will be continuing opportunity for public comment. This management plan was submitted by the Department of Conservation and Land Management and adopted by the Lands and Forest Commission on 12 June 1991 and the National Parks and Nature Conservation Authority on 19 July 1991 and approved by the Minister for the Environment on 23 December 1991.

    ......................................................................F E A T U R E A R T I C L E – Western Australia: A Small Area Perspective INTRODUCTION Western Australia occupies the western third of the Australian continent, comprising a land area of about 2,529,880 square kilometres. The administration of the urban and regional areas of this large and diverse State is divided amongst 142 local government authorities; nine development commissions; and a number of State and Commonwealth government departments and organisations. The demand for information relating to small geographic areas (such as Local Government Areas — LGAs) and broader regions (such as development commission regions) continues to increase. The Australian Bureau of Statistics (ABS) is committed to identifying and disseminating social, economic and environmental data for small areas to assist governments and communities seeking to enhance local and regional well–being in an environmentally sustainable way. The results of this on–going data gathering from ABS and non–ABS information sources are compiled and available in the ABS' Western Australian Regional Profiles, more details of which are provided on page 26, and through the Integrated Regional Data Base, details of which are available on the ABS website at www.abs.gov.au (select Products & Services/Key Products). This article presents selected social and economic data for LGAs from the 2002 Regional Profiles to provide a mosaic of social and economic life in urban and regional Western Australia. A significant proportion of the social data has been drawn from the 2001 Census of Population and Housing. The Census is the most comprehensive source of information about the characteristics of people in Australia and the dwellings in which they live.

    SALARIES AND ALLOWANCES TRIBUNAL REPORT UNDER SECTION 7A OF THE SALARIES AND ALLOWANCES ACT 1975 LOCAL GOVERNMENT CHIEF EXECUTIVE OFFICERS In accordance with Section 7A of the Salaries and Allowances Act 1975 ("the Act"), the Salaries and Allowances Tribunal is required to "inquire into and make a report containing recommendations as to the remuneration to be paid or provided to Chief Executive Officers (CEOs) of local governments." For the Tribunal to meet its obligation under Section 7A of the Act, it must ensure that not more than one year elapses between one report and the next. BACKGROUND The Tribunal last issued its general report on the remuneration of local government CEOs on 25 June 2010. The recommendations are made for the purpose specified in section 5.39(7) of the Local Government Act 1995, that is, "to be taken into account by the local government before entering into, or renewing, a contract of employment with a CEO". In its 2010 report, the Tribunal noted that its inquiry was being conducted at a time when the Western Australian Government was implementing a local government reform agenda that includes voluntary amalgamations and resource sharing arrangements between local governments. This process is continuing with one amalgamation due to take effect from 1 July 2011 and various local governments entering into transition arrangements with a view to amalgamating at some future date.Consequently, the outcomes of the local government reform process will continue to be taken into account in future reports of the Tribunal.
